In a hearing today on waste, fraud, and abuse in Iraq, Sen. Byron Dorgan (D-ND) said the defense contractor KBR, formerly of Halliburton, has been stamping its logo on towels given to U.S. troops. Dorgan said a contractor told him that he ordered plain white towels for troops, but the “superviser” said the towels must have the KBR logo on them — despite the cost to taxpayers:

He said the problem is, that will triple or quadruple the price. His superviser said, ‘doesn’t matter. This is a cost-plus contract. Taxpayers pay for that.’ So this is the towel the troops got, with KBR embroidered on it.

    Congress needs to refuse to fund the contractors. That will get our troops home very quickly.

    Cost plus no bid contracts. The Bush Crime Family’s way of enriching their friends and family. Hopefully Obama will reverse this process. But, can’t you just hear the righties screaming if Obama were to come in and replace all the rightie contractors with lefty contractors? They would throw a royal hissy fit and complain about mismanagement.

    What the right wing doesn’t really understand is that they have set the stage for a Democratic administration to pull all the same tricks they pulled. And they will not have a leg to stand on if they decide to complain.

    I am confident, though, that an Obama administration will clean up this mess and restore honesty and dignity to our government. He will also restore the rule of law. If Hillary Rove Clinton were to be elected President, though, I can easily see her continue along the road that the Bush Crime Family has paved.

    How do we ‘up’ our profit margin? Hell, it’s easy.

    -Cayman Island address allows us to avoid paying US taxes!

    -Cost plus contracts allow us to adjust our income at anytime!

    -Independent contractors instead of employee = Less taxes!

    -No accountability. If investigated we stonewall, deny & blame.

    -Non-American workers. (Cheap, cheap, cheap!)

    -Patriotism. If anyone questions us, we call them AQ supporters.

    -Close ties to the Administration = Cheney ‘R Us!

    -Flag lapel pins. Mandatory. Everyone knows Patriots wear them.

    Our plan is to eventually replace the US military in all foreign endeavors. We fool Congress into thinking it’s more economical to use us than the Army, while actually providing septic water & contaminated food to our troops…and then bill the Army twice. Brilliant, don’t you think.

    Considering how many objectionable things Bush has done, Dems could get away with saying that for a long, long time.

    However, I hope we don’t stoop to that. God and American voters willing, we will get some leaders who are BETTER than what we’ve been having to deal with. And if we ever find ourselves saying “Bush did it, too” we might want to stop and demand why our leaders are being like Bush.

    This is something that the “Clinton did it, too” gang never fully grasped.

    There is a solution that the Pentagon/Department of Defense could implement to avoid this, and that is in how they word their bid requests and contracts. Simply prohibit any advertising or logo placement of any contractor on the product or service being purchased.

    But this will not happen as the Pentagon/Department of Defense are beholden to Halliburton, KBR, and whoever is the defense contractor. And, as the story illustrates, this war will always be as expensive as possible budget because it is a ‘cost-plus’ business venture authorized by a government who likes defense contractors.

    Funny, isn’t it, that there is never enough government for hungry and/or sick kids - Americans by the way - but always enough money for embroidered towels?

    Then, send everyone of the troops to any vacation spot of their choice and let them use that towel to lay out on a beach or to golf or whatever.

    1) being payed a lot more for simple towels.

    2) an undercover (?) PR campaing to project its message through troops, thus increasing its recruitment of soldiers who end their contract with the military.

    Obviously, you’re a newbie here. The reason for the “everyone that sits on the right” is “in agreement with such outrageous behavior” is because the overwhelming majority of “conservatives” are such Bush/Cheney/FauxNews sycophants who don’t know what REAL conservative values are.
    They subscribe to the general principle of IOKIYAR (that’s “It’s OK If You’re A Republican”) to “defend” any outrages perpetrated by neocons. These are people who quickly jump on ANY outrageous statement by a single left-leaning person as representing the whole of the leftist/progressive spectrum (see Ward Churchill) yet ANY outrageous statement by a right-winger is played off as merely humorous or not indicative of anyone other than the speaker (see Ann Coulter).

    Well there’s a realy easy cure for things like this, write a better Statement of Work. If you’re going to issue a cost plus contract to a company that is out to pilfer and loot then you get very serious about the contract wording. Instead of writing, “Company will provide two clean towels per soldier per day”, you write, “Company will provide two plain white towels without any permanent or temporary markings per soldier per day. The towel will be 12″x36″ and have a thread count (if that is a way of rating towels) of 360. Towels will be replaced with new unlaundered towels after one month of service. For the laundry requirements of the towels please see section 8-A-3(a)”.

    If they insist on exploiting every gray area then you revise the contract wording to put a stop to it. If they insist on being vague in their replies to your inquiries into poor performance then you put in very tough acceptance terms so they have to justify each every cent they invoice you.

    The problem is that under Bush they have cut the number of Contracting professionals so they just don’t have time to write good contracts. They don’t have Administrative Contracting Officers whose sole jobs are to provide oversight into the performance of the contracts. Instead they push this task onto Contracting Officers Technical Representatives (COTR’s) who while they have technical knowledge they don’t have intricate knowledge of the contract or the Federal Acquisition Regulations (FAR).

    Until the government gets serious about having significant numbers of Contracting Officers on staff (with the experience and training) you’ll have companies that take the government to the cleaners. Of course BushCo knows that and that’s why they’ve cut the number of Contracting Officers and Contract Auditors. Far easier for Bush’s cronies to pillage the Treasury if no one is watching.

    The Army wants to know whether one of its largest contractors in the Middle
    East intends to satisfy a $4.9 million judgment levied by a federal judge in
    Atlanta.

    How the Kuwait & Gulf Link Transport Co. chooses to address the Army’s concerns could place at risk at least $100 million a
    year in contracts to truck supplies for the U.S. military in Iraq.

    The judgment at issue was handed down by U.S. District Judge William S.
    Duffey Jr. in a wrongful death suit brought against the company by the family of
    Lt. Col. Dominic R. “Rocky” Baragona. He was killed in a 2003 accident in Iraq
    when his vehicle was hit by a KGL truck.

    The company did not defend itself before Duffey but belatedly is fighting
    back. KGL counsel in Atlanta and Washington on Feb. 15 filed a motion to vacate
    Duffey’s judgment, asserting that the judge has no jurisdiction in the case.

    In a letter responding to the Army’s inquiries, KGL’s assistant managing
    director declared the ruling to be void.

    “For the court to require the defendant to go to Georgia to defend itself
    would be offensive to the fundamental notion of fair play and substantial
    justice,” wrote KGL’s assistant managing director, Yaqoub Abdullah Al Wazzan.

    KGL’s letter and motion to vacate has prompted plaintiffs’ counsel, Washington
    attorney Steven R. Perles, to seek an order requiring KGL to post a bond in the
    amount of the judgment plus post-judgment interest. Accusing KGL of a “callous
    disregard” for the U.S. court system, Perles expressed to Army procurement fraud
    personnel, “the Baragonas’ continuing belief that KGL will not honor the final
    judgment of the U.S. District Court” if its motion to vacate is denied.

    of dollars in federal Medicare and Social Security taxes by hiring workers
    through shell companies based in this tropical tax haven.

    More than 21,000 people working for KBR in Iraq - including about 10,500
    Americans - are listed as employees of two companies that exist in a computer
    file on the fourth floor of a building on a palm-studded boulevard here in the
    Caribbean. Neither company has an office or phone number in the Cayman Islands.
