What I’m saying is Bush (and McCain) needs Al-Qaida in Iraq for propaganda purposes because the war in Iraq is claimed to be a part of the global war on terror. Its a great scare tactic because every time you mention Al-Qaida people thinks Bin Ladin and 9/11.

But at the same time, since the war is very unpopular at home, Bush (and McCain) needs to say we are winning, the surge is working, violence is down and we have AQ on the run.

So they need to carefully balance these two contradictions in their propaganda.
