Republicans — this generation’s at least — don’t do contrition and see no need for rehabilitation since they never admit to wrongdoing. Scooter’s chances of practicing law again are pretty much nil even with a full pardon.

The President has the power to give criminal pardons, but he does not have the power to to reverse an administrative decision of the D.C. Bar. The DC Court of Appeals has specifically held that the granting of a Presidential pardon does not nullify the Bar’s authority to impose professional discipline based on the underlying conduct. In re Abrams 689 A.2d 6 (1997). That case was about Elliott Abrams, one of the Republican criminals from Iran-Contra).

Also, even if Libby is pardoned (a good reason to impeach GWB on January 19) Libby will not be automatically subject to reinstatement. Reinstatement is based on a showing of contrition, rehabilitation, and a showing of present good moral character.

And yes, the ball is in the Hot Air-in-Chief’s court to whether he will pardon Libby of his crimes before he leaves office. If he does that, will he pardon The Bugman DeLay since DeLay’s trial has started?

Interestingly enough, Gigi, many have used the same logic to dismiss the Clinton disbarment as irrelevant.
