Bush’s Economic Plan: Give Stimulus Checks ‘A Chance To Kick In’»

Recognizing that rebate checks ranging from $300 to $1,200 aren’t enough to turn around the economy, several lawmakers are proposing a second stimulus bill. House Speaker Nancy Pelosi (D-CA) has indicated that she is interested in “increasing unemployment insurance and food stamp payments, as well as putting together a public works spending package.” On Sunday, Sen. Chris Dodd (D-CT) brought up expanding and repairing “the deteriorating infrastructure needs of our country.”

But yesterday in a meeting at the White House with small business owners, President Bush rejected a second stimulus bill, instead wanting to wait for the stimulus checks to “kick in“:

And thirdly, I, you know, I think we ought to, in terms of pro-growth packages, I think we ought to, again I repeat, give this one a chance to kick in. The experts tell me that this pro-growth package is going to add some — you know, a percent, percent-and-a-half to the economy here in the latter part of this year.

Watch it:

Screenshot

Like Bush, Sen. John McCain (R-AZ) also wants to wait out the financial crisis. From his appearance on ABC’s This Week on Feb. 17:

STEPHANOPOULOS: But you’re open to helping homeowners?

McCAIN: I am open to helping homeowners. I would rely to a large degree on the situation of time. But also to people like secretary of the treasury Paulson who the financial markets and a lot us have a great deal of faith in. If more needs to be done, I’m for doing more.

The American public isn’t as optimistic as Bush and McCain. According to a recent Zogby poll, just 28 percent “believe the government’s economic stimulus rebate plan will help.”

Transcript:

As a matter of fact, one of the things that’s going to happen with this pro-growth package is that not only is it going to affect small businesses like it’s affected folks here, but 130 million families are going to get some money, their own money. And of course, the purpose of that is to help boost consumption. We’re in a rough time right now; I’m confident we’re going to come out of it. And when we do we’re going to be a stronger — stronger and better country.

Congress, of course, is contemplating different measures. And my only advice to them is, one, make sure you give the pro-growth package that was passed overwhelmingly a chance to work, see what the effects are. Secondly, anything they do should not hurt the economy. If that’s the case, it’s going to be an important part of recovering.

  5. Lisa FTW Says:

The $900 “stimulus” check I’m receiving doesn’t even come close to matching the increased prices of food, gasoline, utilities, and medical care since our idiot-in-chief took office. I would gladly trade this check to have our country back the way it was pre-Bush, where you could support your family on ONE job and still have $ left over every month…

  6. Exit Stage Left Says:

600 won’t pay the typical monthly utility bills for the home lost to foreclosure.

I no longer have taxable income…I will not file to get one of these check’s..Do as you please and I won’t fault any one for what ever they do, but for me I refuse to add to the borrowed debt..I have gotten by with out it and will continue the same…Blessings

Bush enough with the experts. We know you paid them off…
Those rebate checks are going to do absolutely zero for the economy.

A real Stimulis Package is called rebuild and repair bridges and highways to avoid a disaster like we had last year. With putting that many men and women to work nationwide, Gee Guess What they will do..??? Spend money and boost our sagging economy and possibly save the home they might be losing.

It doesn’t take an economist to figure this one out. Just someone who graduated from high school.

  9. McWars Says:

    Right on, Uncle Ho

I urge every American to either save this check for the résumé of democratic president, or spend it to pay off debt or taxes.

We must not fulfill the need of self-gratification of the dumbshit fake cowboy.

I’m still waiting for the 2003-2007 tax cut stimuli to kick-in.
After all, THEY would work/have worked/needed a chance to work/did work/are working/will work/worked/are going to work etc….and they would work too, if it weren’t for this damn recession!

Ah tell ya boy, this ecomiizationing is hard work!

Too bad that checks coming too late to pay the $700 gas bill I got for my house this month. I guess I’ll have to take it out of my retirement savings. The savings I still have because I didn’t invest it in an IRA that’s losing money daily.

  13. Shayne Says:

Not true Freedom Rebel, those checks might do something for China’s economy.

  14. 5th Estate Says:

From what I’ve read, the majority will use their rebates to mitigate their immediate debts and essential expenses.

  20. Wayne Says:

Just give it chance. Give the surge a chance. Give the pause a chance. Just trust me. Give the Sterns bailout a chance.

  23. RUCerious Says:

  25. BrianFL Says:

Sounds just like Dubya’s surge arguments. “Give the surge a chance to take affect.”

Notice how Republicans are always designing their tax cuts to benefit the most wealthy, because they claim that is the best way to help the economy and create jobs. Yet, when our economy tanked, who did Bush design his tax cuts for? The middle and lower class working people!!! What, no cuts for the ultra-wealthy? I thought that was the way to stimulate the economy???

  26. Uncle Ho Says:

rwb; I will do everything I can to undermine the neo-Nazi rule of Bush/Cheney.

  27. Crusty Old Bastard Says:

It is deja’ vu all over again!

I remember those economic improvement programs of some 70 years ago. They were affectionately called the WPA and the CCC. (You youngsters look them up for your selves.) I will wager there are more public buildings constructed under those programs still standing than those built by the Republicans since Eisenhower.

  28. Menehune Says:

4:16 Dr. Hussein Matt… There are two certain things in life, one of which is death and one of which occurs every April–unfortunately it isn’t winning the lotto!

  29. vinylspear Says:

Am I the only one that views this “stimulus” check as a token kiss off from the boys of big oil?

  30. texaslady Says:

Doesn’t anyone tell bush more people than ever have applied for food stamps this year ? Is anyone aware that they cut the deduction for childcare if you receive a refund? So, it is just a shell game and the government and BS talking heads think the public is too stupid to catch on. Perhaps some will run to WalMart but those I know will use it to help pay for day to day expenses.

  31. bluefish Says:

And you can thank China for loaning us the money for the $600 checks by going to Wal-Mart and purchasing some of their goods!

  32. CitizenTwenty Says:

    Oh effing yeah…
Sending folks the equivalent of two or three months worth of grocery money is REALLY gonna radically change the entire direction the economy is heading.

  33. TheToonGuy Says:

More like 2-3 weeks’ worth of groceries, Citizen.

  34. J Says:

I don’t know if it came from an uninformed chain email, or what, but I’ve heard that the “stimulus check” we will receive will simply be a loan, of our own money, from our 2009 tax returns. Be cautious.

Where can one find the exact language of the “stimulus package” proposal?

  35. Menehune Says:

#31…Vinylspear–considering that a huge portion of the money doled back to the people as stimulus will end up in the coffers of Big Oil, I tend to see it as one last “Freedom Kiss” from GWB TO his favorite industry.

Notice how gas prices are rising just in time to draw off as much of the stimulus as possible? Besides, Big Oil knows that the price of Oil has to magically decline by record amounts again come September–November for the good of the GOP, so they’re fattening up now.

The other thing I don’t understand is why no one has called out Bush for his enabling and encouragement of the Mortgage crisis.

Doesn’t anyone else remember the “Ownership Society” that he was touting for the 2004 election? It always sounded pretty creepy to me, anyway.

  39. sacopenapa Says:

Body language says it all! Look at Bush’s body language! The weight of crimes is taking its toll… he looks sank. His speach is trembling because he knows his talking giberish… I don’t feel sorry for this scumbag. I want to see the same body language when he faces an International Court.

  40. DieNowForPeace Says:

Damn librul meedya agrees with me:

    http://www.cnbc.com/id/22709912/ (from Jan. 08)

When it comes to looming Fed rate cuts and a potential economic stimulus package from Congress, Wall Street is sending a clear message: Too little, too late.

“Going forward I think we’ll see this thing slowly unravel. It’s like an extended dynamite explosion,” Mayer said. “I don’t see how the economy can sustain all these hits to housing, which has become such a big part of the economy. … This really affects the core of the financial system.”

  48. texaslady Says:

bush used generations of favors, lots of money and vote fraud to win this last election. And, many people who usually are very world wise, were afraid and thought bush could or would protect them. Kerry was perceived as weak, Kerry seemed to give up trying even in the summer. Someone or something got to him. By not challenging Ohio’s vote, Kerry sold out those that supported him.

  55. JMOHR Says:

The Republican elite do not believe in helping people. They believe in helping the corporate structure, wealthy families and the political elite of their own party. The Republican elite have been upset ever since FDR put an end to the corpocracy of the Golden Age. They were appalled by the success of the US in the aftermath after WWII. They were appalled since they failed to receive their fair share. The same was true during the sixties and seventies until the full impact of the Vietnam War was felt on the economy.

The Republican elite believes that only a small portion of the country deserves to have a political voice or a share of the pie from this economy. The social safety net, education and health programs drain “their” money into the hands of the undeserving and unwashed.

The Republican elite was able to use the success of the New Deal, GI Bill and Great Society to divert the attention of a large portion of the population from the real threat to their well being and best interests. It is easy to see those on welfare as cheats when most can find a job easily and live in comfort as has been the case since WWII. It is easy to use morality as a wedge issue when most have a job, a home and decent standard of living.

It is easy to undermine US wages by permitting the large corporations to import cheap and illegal labor with impunity. It is easy to scapegoat liberals as conservative policies hide the vast corporate welfare system (to help create more jobs) and the phantom costs of tort abuse, unions and other progressive policies as the massive redistribution of wealth begins. It is easy to pander to the masses with cheap, imported goods from China while they do not realize that it will destroy the industrial manufacturing base of the country and endanger their own long term job security. It is easy to undermine educational benefits for those displaced by foreign labor or the young who can no longer afford college by discussing the need for fiscal austerity.

Wake up Republican sheep. You are expendable. You do not count. You are an excess resource and the Republican elite want you to disappear. You will die in your hovels of old age without an adequate retirement income.

You will watch your children die from lack of health care. You will watch you husband or wife suffer and forgo a quality life because you will not be able to afford decent care under the “competitive” system established by the Republicans. Think of how you will be used by the great insurance corporations when your employer no longer bargains, when there are no state or federal regulations requiring minimum coverage and when you join some rinky dink pool to bargain with nationwide giants.

However, Republican sheep, you will watch your daughters become pregnant without access to contraception or abortion. You will watch them live in despair in communities that have the greatest rate of unwed mothers, teenage pregnancy, divorce, broken family and abuse. How do I know, Republican sheep? Because that has been the record of every Red state in the country. You become what your masters want you to be, self loathing, sick slaves.

Bush will watch as the Republican sheep spend their measly $600 - $1200 to pay a credit card bill or make a mortgage payment and then vote Republican in the fall. Hope you love it little sheep. The Republican elite got one thing right. You are stupid, inferior beings who will bury into your master’s BS and destroy the country.

from Huffingtonpost, (my comment at the time)
Rebates Could Stave Off Long Recession
    http://money.cnn.com/ 2008/ 02/ 08/ pf/ taxes/ rebates_what_you_need_to_know/ index.htm?postversion=2008020817
“Your rebate is a one-time tax cut - an advance on a credit you’ll receive on your 2008 return.
It’s based on your 2007 income initially. If it turns out that your 2008 income and number of children would have qualified you for a larger rebate than the one you received, you’ll be sent the difference. If it turns out your 2008 income was lower than in 2007 and you should have gotten a lower rebate, you get to keep the difference.”
This is another borrow and spend scheme from the Bush Admin. Now they are borrowing tax refunds from next year to prevent a collapse this year while they can’t shift the blame. Next year when tax refunds produce no stimulus, because they aren’t there, they will blame Obama or Hillary for it.
