The latest Gallup poll finds that President Bush’s approval rating has fallen to 28 percent — “a record low” for his administration. Bush’s approval is “lower than that of any president since World War II, with the exceptions of Jimmy Carter (who had a low point of 28% in 1979), and Richard Nixon and Harry Truman, who suffered ratings in the low- to mid-20% range in the last years of their administrations.”

About why Bush’s ratings are so low, Gallup’s Frank Newport notes, “It doesn’t take a genius of public opinion research to isolate some likely causes. Americans are deeply depressed about the economy, gas prices are at a record high, [and] there is a war still underway that a majority of Americans call a mistake.”
What is more surprising (and sickening) is that it isn't lower. Guess it just goes to show that the intelligence level of the American people has dropped faster than Dubya's ratings!

Your search no doubt shows that Dubya has gotten lower numbers in the past, and you're right -- he has. Gallup is just saying that it's the lowest number ever for their poll, even though other polls have had him at lower numbers.

Having said that, nothing is going to change; Bush has 283 more days in his term and he's not going anywhere -- his popularity could sink to 5% and nothing would change.
So we can enjoy the validity of our opinions of him now being shared by greater numbers of Americans, but aside from that, it makes no difference because it won't alter his being in office until January. Our worst worries should concern what further damage he will do in those 283 days.

Sorry but I have to nitpick here. The statistic is being framed to make it sound worse than it is. Wouldn't it be more straightforward to say he has the third worst approval rating since Truman?
