GOP Uses GI Bill As A ‘Political Gimmick’ On Senate Floor To Thwart Passage Of First Responder Legislation

Today, the Senate debated the Public Safety Employer-Employee Cooperation Act of 2007 (H.R. 980), a bill strengthening the collective bargaining powers of firefighters, police officers, and first responders.

At noon, the Senate quickly “devolved into a procedural mess” when Senate Minority Leader Mitch McConnell (R-KY) attempted to attach Sen. Lindsey Graham’s (R-SC) watered-down GI Bill — which is strongly backed by Sen. John McCain (R-AZ) — as an amendment. McConnell also immediately seconded his measure, but then filed cloture, “prohibiting Democrats from filing their own version of the proposal.”

This amendment is a poison pill. It not only kills the Public Safety bill, but also blocks Sen. Jim Webb’s (D-VA) more generous GI Bill from being considered. In one swift maneuver, conservatives trampled over first responders and veterans. In a fiery speech, Sen. Ted Kennedy (D-MA) responded on the floor:

We have seen this parliamentary gimmick that has taken place offered by the Republican leadership that is a slap in the face to every firefighter and police officer and first responder in the country. [...]

We’re saying to the firefighters of this nation and to the police officers of this nation and the first responders of the nation: Your interest, the safety and security of our communities across the nation, should be put aside in favor of some political gimmick by the Republican leader here in the United States Senate.

Senate Majority Leader Harry Reid (D-NV) angrily reacted to the GOP maneuver by issuing a quorum call and denying Sen. Judd Gregg’s (R-NH) right to speak three times. Watch it:

This morning, Politico reported that McCain and his allies were “reaching out” to Webb “in the hope of finding a compromise on a GI Bill.” It seems, however, that McCain became desperate to avoid a “potential embarrassment” and resorted to this political stunt. Unlike McCain’s bill, Webb’s has strong bipartisan support and the backing of a majority of the American public.

Why not focus on the GI bill after the first responders bill is over? Kennedy asked. “Do it Friday, Saturday, Sunday, or Monday. Maybe Sen. McCain will come back for it,” he said. “Maybe he won’t.”

McCain was not in the Senate today and questions remain whether he approved this strategy. “Maybe the leadership on the other side can tell us whether Sen. McCain approved this strategy,” added Kennedy. “Maybe you can find that out. I think the police and firefighters would like to know.”

Update The Senate voted 55-42 to table the McCain/Graham amendment.

    This line of sociopathic behavior by congressional Republicans seems incredibly self-defeating. I understand the Republican leadership is contemptuous of its base but even those who have been voting against their own interests since 1994 are starting to recognize that this pack is somewhere between unproductive and toxic (cite for authority the three most recent special elections in Ill., La. and Miss.). At this rate the next Republican convention will be held in an equally archaic institution — a telephone booth.

    Michael Moore’s website has an interesting comment by the Pentagon. If the military has better tuition grants they would be less likely to remain in the service. Now, if they can get out many are leaving for the better paying contractor positions. So, to retain our military use stop loss and low pay. Something smells.

    Any American looking at these shenanigans must come to the conclusion that the right side does not honor nor support our brave soldiers and first responders. There is no otehr way to view this procedural ’sleight of hand’. Why not just vote on the stuff and get on with it? Oh yeah, I forgot.     Seriously though. I don’t approve of these uses of parliamentary procedure by either party, and we all know that both parties have been guilty of it at one time or another. The Senate Rules need to be changed so that Bills are required to cover a single issue and this type of tactic simply isn’t available.

    Well, not really, but I know how drunk I could be and not get one. Really. I was in high school back then and every friday and saturday night we’d pile into someones’ mother’s station wagon and drive to wisconsin to get staggering, puking drunk and then drive home. We got pulled over numerous times and no one ever got a DUI. sometimes we’d have to pour out our beers, but we never, ever got busted. bush must have been very drunk to have gotten one in the same town as the family compound.

    This issue (GI Bill and First Responders) is paramount to a healthy future for our country. Aside from pure partisan politics, there is no good reason to avoid the vote or vote against the measure. None.

    If our resident troll and rodent can explain how the right side views this as being good for the country, I am all ears. I’m afraid the rodent merely thinks if the dems lose over a legislative issue, then his side wins. That is what it has come to. It is tough to retain the seasoned men and women as it is and the recuiting even with hefty bonus’s isn’t helping. Stop loss can’t last forever and those who can are opting out of the 3 and more tours. Economy is bad, only job in town is the military. With war Big bucks to be had for ammunitions, vehicles, Blackwater, KBR. You name it.

Haven’t you been reading the OMB report which specifically said that recruitment would go up if there was a generous education bill?     Several republicans have already stated they will introduce a senatorial procedure to block the Webb GI Bill. We need 60 votes to overcome that – we currently have 56.

    Yes, Vietnam was a clusterf@ck just like this occupation in Iraq. I told everyone I knew when it started, it was deja vu for me. One difference is, at least the people support the troops, even if the majority don’t support the president and his ego oil war.

    I was a member of Viet Vets Against the War when I returned and marched on DC and threw my medals over the fence with Kerry and the others. I hope the Iraq vets can accomplish their mission too. They have my full support.

    The media refuses to carry those who are marching and protesting so unless you read the Internet families feel very much alone. At least we at home, can send information over to our family members.
    At the very least start demanding how many are really wounded and how many are really killed. I believe nothing this government tells us after all the proven lies that are coming out.

    However, I am hearing many things about the Iraq vets that make me sick, they should know what they are getting into, they are looking for paid tuition, or the worst they are hoping for a minor wound for a lifetime disability check.

    Because it is a volunteer military, there is less responsibility felt for the lies that took us into this war.

    The “examples” you claim to have provided are either from a different decade (thus a different century) , bi-partisan in nature , or are bills that were just recently introduced into a Democratic majority Congress ; thus eliminating them all from the parliamentary maneuvering you originally claimed.
