Cap-and-trade investors eagerly await Bush’s departure.»

The Financial Times notes today that the “departure from office of US President George W. Bush will give a ‘very promising‘ outlook to international talks on global warming and the $64bn market in greenhouse gas emissions,” according Yvo de Boer, the U.N.’s top official on climate change:

“The US is very promising. All three [presidential] candidates are interested in climate change, all three want international engagement, all three favour a cap-and-trade approach [on emissions], which augurs well for the continuation of the carbon market,” said Yvo de Boer, executive secretary of the UN Framework Convention on Climate Change, the parent treaty to the Kyoto protocol, in an interview with the Financial Times.

“The market in carbon was worth $64bn (€40bn, £32bn) last year and is forecast to be worth $3,000bn by 2020 if the US joins it,” the Times adds. The fact that the three candidates are “willing to negotiate a new [climate change] treaty and support the setting up of an emissions market in the US –- a policy vehemently opposed by Mr Bush -– has come as a relief to carbon market investors.”

    Maybe the next Congress will do the right thing and take over the oil companies. I’m sure they can stop the windfall(?) profits. Perhaps they can run these companies in such a way that they make no profit at all. Let’s see, isn’t FEMA a new government program? There’s a pattern.

    Okay. The executive secretary of the parent treaty to the Kyoto protocol is cheerleading for the 3 trillion dollar carbon market of 2020, but we should should only question the motivations of skeptics in the climate change debate?

    If we disregard skeptics on climate change, by charging they are shilling for ‘Big Oil’, why do we give those shilling for ‘Big Carbon’ a pass when they promote the idea of climate change?

    Is carbon money somehow less influential (or corrupting) than oil money?

    Obviously, the only motivation someone could have for supporting climate change policy, is to avoid global warming.

    Gore is famous for his tedious expostulations about the consequences for the Earth’s temperature of burning oil and coal. Yet when it comes to his own stock holdings the environment can take a running jump. In a few months Occidental is due to start drilling for oil in the Samore field in Colombia. Standing in Occidental’s way are the U’wa people, a remote Colombian Indian tribe inhabiting the country’s rainforests in the northeast, who do not want to leave their ancestral land. They promise to walk off a 1400-foot cliff in the Andes if Occidental begins drilling for oil. Predictably, Gore has said nothing. He has not protested Occidental’s mining decision, or threatened to dispose of his stock or rallied fellow stockholders on behalf of the U’wa.

    There is one thing the Clinton administration has done. It proposed recently to step up aid to the Colombian military to the tune of $1.3 billion. Ostensibly the money is to fight the “drug lords.” In reality, it is to make sure that Al Gore’s oil wells and pipelines are firmly protected.
