If a military figure is shown in a manner that would suggest he/she is endorsing the candidate (as interpreted by a reasonable person), this is clearly wrong. However, a photo of a candidate reviewing troops should be acceptable, as no reasonable person would interpret that to mean everyone in the platoon endorses that candidate. Ditto for a photo of a candidate visiting Army wounded, or a candidate who is photographed at any ceremony with a uniformed color guard. It's possible to get really silly with this. That said -- I believe the picture of McCain and Petraeus goes beyond the "reasonable interpretation" litmus test. It depicts an enthusiastic Petraeus shaking the hand of McCain, juxtaposed with the words "Show Your Support". (I was unable to read any of the accompanying text due to the low resolution of the graphic.) This is a marketing ploy to conflate. At least McCain admitted it was inappropriate. Hopefully, he will confine his images of military personnel to those that don't suggest endorsement of any kind.
