How comes there weren’t more oil spills if there is a necessary connection between the occurrence of an hurricane and oil spills?

Remember: If one “caused” the other then it would necessarily be observed for each and every refinery and pipeline in those circumstances.

Maybe the drills were in different locations therefor the hurricanes hit at different intensity?
