Rove: ‘This Administration Put More Into Alternative Energy Research Than Any Administration in History’

Last night on The O’Reilly Factor, Karl Rove attempted to defend the Bush administration’s energy record by falsely claiming that it had spent more on alternative energy research than “any administration in history”:

ROVE: This president and this administration put more into alternative energy research than any administration in history by a significant factor. And as a result, things like the lithium ion batteries which are needed for cars, plug-in cars, all kinds of cellulosic and other forms of ethanol, hydrogen, wind, solar, all of these with one exception saw a dramatic movement in terms of being able to come to market.

Watch it:

O’Reilly questioned Rove’s assertion, saying “maybe that’s true and maybe it isn’t,” and called Bush’s actions on energy “invisible.” O’Reilly was right to be skeptical. Since 1980, federal spending on energy research has declined, and since the mid-1990s, “R&D spending has been stagnant for renewable energy and energy efficiency.”

In 2006, Bush stated that “America is addicted to oil.” However, his 2006 budget called for “significant cuts in renewable energy, energy efficiency, clean air, and climate change related-programs.” In fact, Bush has continually slashed funding for renewables from the federal budget, while threatening to block legislation that would have funded renewable energy by transferring money from oil and gas industry tax breaks. In 2007, the administration attempted to completely “eliminate federal support for geothermal power.”

The American Council for an Energy Efficient Economy (ACEEE) said that, though the President’s 2008 budget request included $2.7 billion for research, it “cuts 2007 spending for efficiency and renewables by 16%.”

The Wonk Room offers a further deconstruction of George Bush’s energy policies here.

Transcript:

ROVE: This president and this administration put more into alternative energy research than any administration in history. As a result, things like lithium ion batteries, plug-in cards, forms of ethanol, hydrogen, wind, solar, all of these with one exception saw a dramatic movement in terms of being able to come to be. We used to think they were in the future, but they’re now in the market or on the verge of being in the market.

O’REILLY: Maybe that is true, but I am an American citizen and I do not know anything about it…

ROVE: It’s true. It’s True.

O’REILLY: It is invisible to me. I am praying you are right. I do not question the money. The progress, i do not know. …

ROVE: Bill, I think you need to get a briefing on this.

So Cheney is the inventor of the Li ion battery ? (and look how they plastered Gore for saying he funded the internet).

    – - Someone needs to clue Karl in to the fact that farting into the wind does not qualify as “alternative energy.”

  9. misshusseinmolly says:

Hmmm…when I look at the charts, it appears that the peak of money (adjusted for inflation) invested in alternative energy R&D happened during the Carter years.

Methinks Rove has found a way to twist numbers to his advantage, like using unadjusted dollars and comparing the R&D spending during eight years of Bush to four years of Carter. This is like Hillary Clinton claiming that she received the most popular votes for president — counting states that didn’t count, and discounting caucus states that did. Both Rove’s and Clinton’s claims are meaningless because they paint a rather warped picture.

Someone once told me that numbers are like a cheap whore — once you’ve got ‘em, you can pretty much make them do anything you want them to.

  13. JMOHR says:

We have seen this tactic taken with every single policy line and fact presented by this administration, the Republican party and its supporters. It has traditionally been the job of the press to expose these lies. It has traditionally been the job of the opposition party to bring out the failings and lies of the other party.

We live in a society in which the press has become a lap dog to the Republican party. They sit by idly while a fountain of filth spews forth from the lips of the Republicans. The press has become controlled by the corporate and conservative elite and has no more relevance than Pravda did under the Soviet system. The Democratic party has been emasculated and provides as much push back as anyone suffering from severe battered spouse syndrome.

It is time to revolt in this country and bring down the traitorous vermin inhabiting our political system. The Republicans have no more validity than the Nazi party. The Republicans are war criminals, fascists and deserve to be arrested, house in camps and exterminated as the inhuman filth that they are. That will not happen. But it is time for us to realize that the end is here. We will either stand up and destroy the enemy within or our democracy and way of life will vanish.

Some will say that I have spoken too harshly. Screw you! This country has become nothing more than a third world cesspool and will not change without an overthrow of the existing, mutated and ineffective political system. I hope that change can come from the ballot box. However, what will you do should the current system continue under the Republicans? Treat them with respect as they laugh about torture? Mock the fourth amendment? Provide the president with the right to detain any citizen as an enemy combatant without trial, hearing or habeas corpus? Rejoice in the declining standard of living for 95% of the population while the ranks of the impoverished balloons?

  19. WaltTheMan says:

As a techie, I know that every word spoken by Rove on this issue was a misstatement. The petroleum industry has driven this administration from day 1. Li ion batteries were driven not by this nation, but by corporations in Japan and China. In ethanol, wind and solar, the US is lagging behind every industrial country in the world. In the case of solar, there was an actual attempt to shelve development for a period of 10 years on Federal land. Plug-in car(d)s are being advanced by private firms and individual techie types, without government support. Daimler is driving a concerted effort to market hydrogen fueled cars and Honda is introducing a test fleet of same.

  26. Above the Clouds says:

Seeing as the first lithium ion battery was released commercially by Sony ( of Japan ) in 1991, I believe this shows Rove to be not only a liar, but a Damn Ignorant Liar.

  28. Bob says:

This is just laying the foundation to say that democrats are weak on the environment. I wondered when that would show up. It wouldn’t surprise me for him to say that this administration has done the most to expand freedom and/or to supress government power and/or reduce national debt. I feel sorry for the sheep that still blindly follow these criminals without question.

  32. impeachcheneythenbush says:

Rove is obviously lying…once again. That’s expected. But, frankly, the statement that disturbed me the most is this one:

“Since 1980, federal spending on energy research has declined, and since the mid-1990s, “R&D spending has been stagnant for renewable energy and energy efficiency.”

Reagan and Bush I were President throughout most of this period of time, but by the mid-1990’s, that was Clinton/Gore. What the hell happened then?

  33. celtic cynic says:

So, why isn’t Rove arrested for lying?

Oil was below $20 a barrel?

  35. impeachcheneythenbush says:

The bottom line is that, while the technology has been there for a long time to produce cars, etc. that were much more energy efficient, it’s been squelched. For instance, just how much money went toward development of hydrogen batteries vs. subsidies to the oil companies for drilling that they didn’t do? I remember tax breaks being given for the purchase of Hummers! The auto companies fought against the very ideas that would have allowed them to thrive, and the cost of that is lost jobs and closed plants. One of the CEO’s of one of the big auto companies recently said they hadn’t “foreseen” what the situation would evolve to with high oil prices. HELL! I’ve never worked in the industry and “foresaw” that 4-5 years ago at a minimum! And these “leaders of the auto industry” make how MANY millions of dollars per year? The damn inmates are running the insane asylum…it’s the only reasonable explanation at this point.

  36. Leftside Annie says:

  39. jb says:

Did Bill luffa the folds of fat? Two turds in the punchbowl. No president since Carter has been serious about alternative sources of energy. Reagan removed the solar panels from the White House. The GOP is owned by oil industry.

  40. Bozo The Neoclown says:

Rove is 100% correct with his statement. Methane is a wonderful alternative energy source. Since anyone remotely associated with this administration does nothing but spew a stream of happy horseshit everytime they open their mouths, it stands to figure they are doing their part to tap this overlooked energy source.

  41. leftcoast says:

We’ve allowed energy companies to set the energy policies of America long enough. They have proven their plan is to only maximize their take-home pay.

Perhaps the next energy policy discussions should exclude them completely from the table. You know, Mr. President, the table Cheney and Ken Lay sat around next to the Oval Office where they developed The Screw America Program (SAP).

Bush has not represented America’s interest. He represents oil companies. His energy policy was to give tax breaks to these companies and start a war for them. And he has the balls to tell America the problem rests with Congress?! No, Mr. President, the problems rests squarely on your felony-stupid shoulders.

  42. Marie says:

Bill needs a briefing — Rove will see to it that the latest talking points are quickly emailed to B.O.

I would like to dissect Rove’s claims of having put more into alternative energy — just as he is wont to say one thing when he actually means another, so he can’t be accused of lying. Put more “what” into alternative energy? He put more roadblocks in the way of R&D.
The administration contributed what to research? He contributed to slashing funds.

  43. WaltTheMan says:

  46. Paul W says:

So why then is Bush’s answer to our energy problems, is to drill for more oil? Rove is simply playing the plausible deniability game. That doesn’t fix problems, actual leadership does.

So….what happened??/ Oil dropped to $10 a bbl…gasoline dropped to 79cents/ gallon… and the American people and the

    Jim Wilke Says:

Walt, you did not address the issue and no one else has, either.

If Rove’s claim is a lie, as so many of you here have said, then some other Administration must have spent more on alternative energy. Fine. Which one? Which President has “put more into alternative energy”?

    Well for starters:
    Roosevelt, Franklin Delano
    Truman, Harry
    Eisenhower, Dwight David
    Kennedy, John Fitzgerald
    Ford, Gerald Rudolph
    Carter, James Earl Jr.
    Clinton, William Jefferson

  59. Paul W says:

    Jim Wilke said:

Bush agreed with one main argument for restricting drilling – that it would take years for the new supplies to come online. But still, he said that’s no reason to not act.

“There’s a psychology in the market that says supplies will stay stagnant while demand rises,” he said. “It seems to make sense to say to the world that we’re going to explore for oil and gas, to send a message that supplies will increase.”

What point are you arguing? That Bush really is the alternative energy president or that drilling in protected areas is the way to go?

For the first point, whatever amount his administration has spent on alternative energy, his statements make it crystal clear where his priorities are. That is what I meant about plausible deniability. Bush has given lip service at best about finding new sources of energy while his policies have, and continue to favor burning oil.

As to the second point. Drilling in protected areas will not lower the price of fuel, in part because of how long it will take to produce any oil and in part because whatever oil is produced will only represent a fraction of the oil in the market. Contrary to Bush’s statement regarding the psychology involved, oil futures are mostly measured in months not years so opening up new leases will have no effect on the “psychology” of oil futures today or for some time to come.

Meanwhile, serious amounts of resources will go towards extracting this oil, resources that could be better spent developing alternate sources of fuel. More drilling will only put of for a short time the problems we’re facing now with the addition of pumping that much more greenhouse gases into the atmosphere.

    JOHN McCAIN’S 3R ECONOMIC PLAN 2008
    Abbreviated version

Progressive thinking Republican Candidate John McCain comes through for America with his 3R economic plan. In the persona of Theodore Roosevelt, McCain’s plan just makes sense.

FIRST , keep in mind that to drop the fuel tax, the local gov’ts would crash. We must use the 3R to replace taxes lost from replaced fuel through green energy (Yes, we have it ready to go!)
    http://www.betterconstructed.com

    1. RETHINK: America must see globally on what America is capable of in our current state of technology, engineering and meet the demands that face the world.

Private Sector framework is in place and current laws allow the 3R to happen. The Progressive attitude of John McCain to get things done by crossing party lines will resurrect America.

    2. REFORM: The American people must demand higher quality products and less restricted trade routes for Made in USA components. We will lead the way of MFG again!

The USA will reform its dead manufacturing base

    3. REINVENT: America and Americans must reinvent themselves to reach and maintain these standards and by sheer American ingenuity, control the world’s marketplace in the competitive manner, as the USA has always been proud to be #1.

NUTS AND BOLTS of the plan are simple.

Billions of savings equates to millions of lost tax revenue from energy companies. The US needs a separate tax revenue source before we can move away from fossil fuels.

    McCain 3R solution.

McCain’s 3R is about technical, closely monitored and rapid hands on training from pros to create new pros. Thousands of currently-job-displaced “once leaders in the manufacturing arena” will be asked to train and play instructor rolls in the 3R plan. Paid, of course, as these new leaders will help create a whole new style of prosperous America. A massive restructure providing thousands New American MFG means millions of new jobs for infrastructure alone.

We have the buildings, needs and infrastructure to do this!

New jobs is the mainstay for Creating a new guard for Social Security.

This is the new place for financial speculators to invest!

McCain’s Progressive nature embodies Theodore Roosevelt more than any US presidential candidate in history since the original Rough Rider blazed the greatest era of growth in America.

We need John McCain to lead our nation with the same type of change.
    http://www.betterconstructed.com

    THIS 3R DRAFT COURTESY OF:
John Lewis Mealer, Founding President of Mealer Companies

IF Obama is elected he would crush this nation by doing the following:
Obama’s World Poverty Bill (google it) would be passed and take ALL of the US Gross Domestic Profit earnings to give to the UN for distribution to African nations (seriously, GOOGLE IT) (All 7%. Which is the profit margin).
There goes the US cash gifts to support Israel!
Guns would be also gathered up according to Obama’s Global Poverty Bill plan (Did you Google it yet?) and the US would go into massive civil war.
Hey.. the lefties are unarmed anyway, so that might not be so bad!
Obama would tax the investor class and no new small businesses would come into being (esp with the bank failures going on at the moment and no new loans being issued).
America would stagnate and begin to fall apart.
Obama’s tax on the investor class also takes away incentives for lower classes to strive to become better people!
Did you hope to begin your own business someday?

    Obama says NO!
Obama must keep us in our place, after-all.
Obama would immediately tax the large corporations which are already just barely balanced between the democrat instituted union demands and simply closing up and moving overseas or to Mexico.
The USA corporate infrastructure would be detroyed within a year.

Obama would force the remaining small businesses to pay totally unaffordable health care for employees and they too, would close up and go out of business even before finding health care, IF it were available. This will really hurt the women business owners who employ mostly younger women in retail, who have higher health care coverage. THEN he comes up with some LIE that he wants to give small business 5k per covered worker. DO you realize how many workers there are in small businesses? How would he pay for thise TRILLIONS?!! Talk about not even thinking about how grand of a lie he tries to weave.
Jane… Looks like you need to become a waitress again.
Obama will over tax and over extend this country so quickly and at the worst time that we will DIE as a nation.
If you want the USA to die, then you surely want Obama to become president and vice versa.
Israel will fall apart and diappear if the USA falls.
The US pays Israel just enough to stay afloat with all of it’s military needs against the very countries that McCain defends Israel from, YET, Obama supports and wants to discuss politics with these same terrorist groups over crumpettes and tea.
    Note to Obama:
Terrorists do not eat crumpettes, they send their brainwashed neighbors into tea N crumpette shops with bombs strapped to their bodies. They do not negotiate!
This is not some game where we can push reset and this certainly is not a basketball game or charisma pagaent.
This is the cold hard reality of Obama that people play deaf and dumb to.

    This is real life.
Are you awake and ready to learn about the survival of our nations?
McCain 3R Plan is a start, but Obama’s view is the end.

“Rove: ‘This Administration Put More Into Alternative Energy Research Than Any Administration in History’”

Probably a byproduct of the development of MORE EFFECTIVE nuclear warheads, in violation of the SALT and START treaties:

    http://en.wikipedia.org/wiki/Strategic_Arms_Limitation_Talks

An agreement to limit strategic launchers was reached in Vienna on June 18, 1979, and was signed by Leonid Brezhnev and President of the United States Jimmy Carter. Six months after the signing, the Soviet Union deployed troops to Afghanistan, and in September of the same year some senators like “Mr. Boeing” (Henry M. Jackson) unexpectedly discovered the so-called “Soviet brigade” on Cuba. As such, the treaty was never ratified by the United States Senate. Its terms were, nonetheless, honored by both sides until 1986 when the Reagan Administration withdrew from SALT II after accusing the Soviets of violating the pact.
