Ron Suskind’s new book alleges that the White House ordered the CIA to forge a letter from the head of Iraqi intelligence to Saddam Hussein linking the dictator to the 9/11 terrorists. The American Conservative’s Philip Giraldi argues today that “an extremely reliable and well placed source in the intelligence community” told him Suskind’s overall claim “is correct,” but that it was Douglas Feith’s Office of Special Plans — not the CIA — that forged the letter:
My source also notes that Dick Cheney, who was behind the forgery, hated and mistrusted the Agency and would not have used it for such a sensitive assignment. Instead, he went to Doug Feith’s Office of Special Plans and asked them to do the job. … It was Feith’s office that produced the letter and then surfaced it to the media in Iraq. Unlike the [Central Intelligence] Agency, the Pentagon had no restrictions on it regarding the production of false information to mislead the public. Indeed, one might argue that Doug Feith’s office specialized in such activity.
A CIA counterrorism expert said that, in the run-up to war, Feith’s office recommended that the CIA’s finding of no link between Iraq al Qaeda relations “be ignored. Not challenged, not made the subject of a critical dialogue between policymakers and analysts, but ignored.”

They’re trying to decriminalize the action by asserting that one office ordered it rather than another. It muddies up the waters. If CIA agents are operating under the aegis of the OSP are they bound by the rules of the CIA? But, who cares? It is just as pernicious for the OSP to be creating forgeries as the CIA. The NYT is misleading when it says “But the information was later revealed to have been based on forgeries.” It was later revealed to the PUBLIC that it was a forgery—but it was known in Cheny’s office 11 months before it found its way into the SOTU. Wilson reported to Cheney’s office 11 months before the SOTU. Tenet had taken it out of a previous speech because it was a forgery.
Also the “aluminum tubes” were known to be for conventional weapons 11 months before they were mentioned in the SOTU as being for nuclear weapons.

Jane Mayer in The Dark Side page 135 says at that time detainee al-Libi was rendered to Egypt for interrogation. As Mayer describes it, the interrogators knew what they wanted him to say. They pressured him about ties between al-Qaeda and Iraq. “The Egyptian interrogators wanted more, though…they pressed him about Saddam Hussein supplying Al Qaeda with anthrax and other biological weapons.” He fabricated evidence under torture which was “piped into the Vice President’s office, among other places, and used by the Bush Administration to buttress its allegations that Iraq was on the verge of supplying Al Qaeda with potentially terrifying weapons of mass destruction.” Bush began talking about what we “have learned” about Iraq training al-qaeda, and the torture confession was used to persuade Powell to give his Iraq/WMD speech to the UN. This is not true. There are laws against the DoD conducting any type of PSYOP against the American public. DoD gets around the law by aiming it’s information campaigns at foreign outlets. It seems that Feith, Wolfowitz, Perle, Fleischer, The whole Office of Special Plans crowd and some of the PNAC crowd have dual citizenship with Israel. Even Michael Chertoff, the head of the most powerful agency is an Israeli citizen. When Ari Fleischer testified before Congress he was given immunity. Is there some loophole these people have created to prevent themselves from ever being prosecuted for their crimes. They all always seem so arrogant and smug. There is also a buzz on the internet that the Clintons are dual citizens with Ireland because there is no extradition. Can someone elaborate on these questions?

Oh, right, the Niger document forgeries which alleged that Saddam Hussein was trying to acquire yellow-cake uranium from the French-controlled uranium mines in Niger. Forged documents that the Bush administration, and Feith’s Office of Special Plans, tried to keep anyone else from seeing, that is, until the IAEA saw them in early 2003 just before Bush ordered Iraq attacked, with the IAEA immediately recognizing them as forgeries.
I just wonder if the same people behind the Niger forgery are the same people behind this Habbush forgery? It just smells like the same modus operandi to me. The Niger document forgery tried to paint Hussein as a nuclear threat, while the Habbush forgery was intended to connect Hussein to al Qaeda. Therefore, it wouldn’t surprise me to learn that the same group of individuals that came up with the first forgery also came up with the second.

…think tanks and their neoconservative media mouthpieces published a number of policy papers that plainly call for regime change, border change, and demographic upheaval. In 1996 an influential Israeli think tank, the Institute for Advanced Strategic and Political Studies, sponsored a document titled “A Clean Break: A New Strategy for Securing the Realm,” which proposed that the Netanyahu regime “should ‘make a clean break’ with the Oslo peace process and reassert Israel’s claim to the West Bank and Gaza. It presented a plan whereby Israel would ‘shape its strategic environment,’ beginning with the removal of Saddam Hussein . . . to serve as a first step toward eliminating the anti-Israeli governments of Syria, Lebanon, Saudi Arabia, and Iran.”
The “study group” behind the policy included Douglass Feith, David Wurmser, and Richard Perle among others. The document was intended for the incoming Israeli government yet many of its planners went on to become influential with the Bush regime.
In an “Open Letter to the President,” dated February 19, 1998, a number of neocon lobbyists recommended “a comprehensive political and military strategy for bringing down Saddam Hussein and his regime.” Among the letter’s signers were Elliot Abrahms, Richard Armitage, John Bolton, Douglas Feith, Paul Wolfowitz, David Wurmser, Richard Perle, William Kristol, Frank Gaffney, Joshua Muravchik, Martin Peretz, and Steven Solarz. The similarities between the two document’s recommendations draw a stark picture of loyalty to the interests of Israel first and foremost, with the interests of the military industrial complex being served in a secondary way. Many of the same sponsors went on to issue a report titled: “Rebuilding Americas Defenses” which called for an expanded US military presence in the Middle East using Iraq as a stepping stone for regional force application: “While the unresolved conflict in Iraq provides the immediate justification, the need for a substantial force presence in the Gulf transcends the issue of the regime of Saddam Hussein.”

Although, I too, am disappointed in the decrepitude of Congress in dealing with the havoc the Bush Administration in its entirety has wreaked upon the nation and the Constitution. Its crimes are of such magnitude, depth and enormity such as have never, ever been experienced in the history of the nation from its very inception. The “shock and awe” that Rumsfeld promised to visit upon Iraq in reality been overwhelming (and well designed and implemented) constant shock and awe of crime and corruption that has made it a situation so monstrous that dealing with is becomes almost beyond any means with which to cope. Imagine the earthquake/tsunami that battered Aceh in Indonesia in December 2004 happening on a weekly basis. This is the problem with which Congress has had to deal. Up until 2006, consider how many Administration Republicans enabllers were still members of that Congress. This comment should not be construed as excusing Congressional inactive where action should have or might have taken place, but it does serve to some degree as an explanation of why it didn’t happen.

Since when is the Office of Special Plans NOT an office of CIA? OSP has always been CIA. For CIA to say OSP is not a related organ is a deception on it’s own. In the CIA we see an overall administrator called The Director of Central Intelligence or DCI. Below him are the Deputy offices: DDA(Deputy Director of Administration), DDO (Deputy Director of Operations), DDI (Deputy Director of Intelligence) and finally, Deputy Director of Planning and Coordination aka DDP or Deputy Director of Plans. This final office contains the OSP. Anyone thinking The Office of Special Plans is not a part of CIA has not studied the subject well enough…. Doug Feith is CIA, Probably in the Office of Cover & Deception, another sub office of OSP.
