In light of a recent GAO report revealing that the Iraqi government may have a $79 billion budget surplus by the end of the year, “Sen. Byron Dorgan (D-N.D.) said today that he wants $10 billion of U.S. funds that have been so far unpsent on Iraqi reconstruction rescinded,” the Politico reports. Dorgan has proposed using the funds to invest in renewable energy production:
Dorgan said he plans to introduce the Iraq Self-Sufficiency and American Energy Independence Act when Congress returns. The bill would transfer the unspent reconstruction funds to the Office of Energy Efficiency and Renewable Energy in the Department of Energy.
“Today, Americans are paying sky high prices for oil and gas, and at the same time the Bush Administration is continuing to spend billions of dollars a year for Iraq reconstruction even though that country has huge budget surpluses. That is a bankrupt strategy,” said Dorgan.
Sounds like a better plan.

That way there are no records of these funds having been disbursed or received and transmittal can not be proven so no taxes are ever due.

While we're at it use some of the Iraq budget surplus to pay back all the money Bush stole from the Social Security trust fund. Plus pass legislature that doesn't allow using the trust fund monies to make the national deficit appear much smaller than it is. Every president since Reagan has used the off budget S.S. trust fund to make the deficit appear smaller than it actually is.

I mean, I am totally against war and can't stand what we did to Iraq, but why should Iraq have to pay to clean up the mess America made? I think the better solution would be for Halliburton and KBR do the work to rebuild Iraq "Pro Bono" and for security while they are over there working to rebuild the infrastructure... Blackwater can provide FREE security 24/7 until the job is done!
