Romney: McCain Doesn’t Speak For McCain When He Suggests Renegotiating The Colorado River Compact

romneymccain.jpgLast week, Sen. John McCain (R-AZ) walked into a bipartisan wave of condemnation in Colorado when he told the Pueblo Chieftain that the 1922 Colorado River compact, which governs the allocation of the river’s water among seven states, “needs to be renegotiated over time”:

“I don’t think there’s any doubt the major, major issue is water and can be as important as oil. So the compact that is in effect, obviously, needs to be renegotiated over time amongst the interested parties,” McCain said while on his way to the Aspen Institute. “I think that there’s a movement amongst the governors to try, if not, quote, renegotiate, certainly adjust to the new realities of high growth, of greater demands on a scarcer resource.”

Sen. Ken Salazar (D-CO) called the compact “sacrosanct,” adding that opening it up “would only happen over my dead body.” Senate candidate and former U.S. Rep. Bob Schaffer (R-CO) agreed, telling the Grand Junction Sentinel, “Over my cold, dead, political carcass.” The Denver Post editorialized that McCain “displayed a disturbing ignorance of the realities of the West’s scarce water resources.”

Now, one of McCain’s top surrogates, former Massachusetts governor Mitt Romney is claiming that McCain didn’t mean what he said. Romney told 9News that McCain “has no interest in reopening the compact“:

“Senator McCain has no interest in reopening the compact,” Romney said. “Senator McCain believes as I do that a compact that’s been worked out between the governors and between the states is the right way to go. States are the ones who build these kinds of understandings. The federal government shouldn’t meddle in that compact.

Salazar’s Press Secretary Matt Lee-Ashley responded to Romney’s comments: “Either Senator McCain is so out of touch with Western water issues that he needs the former Massachusetts governor to defend him, or he really has some interest in overhauling the law of the river that has been in place since 1922. Both scenarios are troubling.”

    Very soon we will see the McStain campaign roll out its own version of the “Pope Mobile” so that McStain can smile and wave but have no actual contact with the public.

    It appears that that will be the only way they can keep their candidate on message. The message of the campaign, not of McStain.

    it’s shocking that the press could fabricate a quote like that when all McCain said was the innocuous quote you provided. Shame on them. Nothing in there about renegotiating at all.

    Either that, or anybody is allowed to speak for McCain except McCain. Personally, I’d prefer McCain speak for himself. This way, we could all see whether he is presidential material or not.

    There are several definitions of Fascism . . . capitalism plus murder is how Upton Sinclair defined it.

    It will arise out of the chaos of the impending economic collapse. Populations readily give up their freedoms for security/order during chaotic periods. 9/11 was a staged event to create the conditions for such a confiscation of our rights. The Anthrax attacks were part of this. Its all a Karl Rove directed made for TV drama.

    Obama was had picked by the Rockfeller (New World Order) – I like the man but nothing will change under his rule unless we demand it loudly. He will have few options. The dollar is in full collapse right not. Foreign governments bought Freddie and Fannie securities believing that they were backed by the US government. When they fail, and they will fail, and hundreds of billions of dollars are lost, the walk out of the dollar denominated world will turn to a full gallop.

    Gigi has proven once again how dishonest TP is for totally fabricating a quote and reporting that MCCain suggested that the compact had to be renegotiated.

    You know, that compact is 86 years old or so. Hell, back then, someone of those states had been very recently territories. The water should be distributed in the fairest way possible, which isn’t necessarily the way it was done in 1922 because conditions have changed. Maybe it should be tied to population. I don’t know. But Colorado can’t complain that “their” water is going to be taken away, because they don’t have a moral reason to have any more of it than they deserve. They’re like Iowa saying that they HAVE to be first in the primaries, because. It’s a stupid way of doing things.

If McCain says something that makes sense, I will defend it; if water is being distributed unfairly, I will support its fair distribution.)

    One of the reasons conditions have changed is that a whole bunch of people moved into the deserts of the Southwest and then demanded they get all the water they wanted, for shiny green lawns and swimming pools as well as unlimited drinking water.

    exactly (well, almost exactly) what I was gonna say. Why is he even talking about this? “I think the agreement has to reflect the realities of the situation, but I’m not going to get involved in it at all” is basically what he’s saying. he doesn’t really have any constructive criticism of the compact, and seems to be alone in calling for renegotiation (it doesn’t look like the story identifies anyone else who agrees with McThuseleh). my view: he decided to bloviate about that issue because it’s local and he figures Obama won’t have anything to say about it.

    McCain, who said he understands water issues better than his Democratic opponent, Illinois Sen. Barack Obama…

    truth is, though, Obama would have had to learn about riparian rights, and perhaps more importantly, contract formation and enforceability, in law school. if it were a real issue (which it’s not, as McSame’s dismissal of any role in the contrived controversy (”contriv-ersy”?) for the federal government confirms), obama would already be out in front of it.

    exactly the point mauro is missing. he assumes from what mccain said that the compact must somehow be unfair, just as Daryll assumes we all have the same definition of sin, but since we’re liberals, we just love sin. to a certain extent, the “fairness” of the agreement could arguably be irrelevant, since legally it’s the enforceability of the agreement that would be at issue, unless all the parties voluntarily agreed to renegotiate, which doesn’t appear to be likely. as mentioned, i don’t see anyone quoted as agreeing with mccain.

    Anyone who tries to talk authoritatively about water issues, in the Western US, better know what the heck they are talking about. You a talking about a resource worth trillions of dollars. It also is a key issue with the environmental community and native Americans. It looks to me like a staffer (who does not have a clue), handed McCain (who knows even less) a talking point.     The original Colorado River Compact over-estimated the average flow of the river. Because of climate change, the lower basin states like Arizona are getting their allocations cut. Of course it needs to be re-negotiated, suggesting it is merely impolitic but not necessarily anti-environmental.
