Bush administration officials exchanged sex for oil.

The Interior Department’s inspector general revealed today that 13 government officials “handling billions of dollars in oil royalties improperly engaged in sex with employees of energy companies they were dealing with and received numerous gifts from them.” As the AP reports, the investigation revealed a “culture of substance abuse and promiscuity“:

belushi43.jpgThe reports describe a fraternity house atmosphere inside the Denver Minerals Management Service office responsible for marketing the oil and gas that energy companies barter to the government instead of making cash royalty payments for drilling on federal lands. [...]

Between 2002 and 2006, nearly a third of the 55-person staff in the Denver office received gifts and gratuities from oil and gas companies, including Chevron, Shell, Hess Corp. and Denver-based Gary-Williams Energy Corp. the investigators found. Two oil marketers who received gifts and gratuities on at least 135 occasions displayed no remorse when confronted with their activities, Devaney said.

    At a time when I rarely get surprised anymore about some of the things that can happen in government, especially in the Bush administration, where oversight rarely happens, I find myself shaking my head on this one.

    On the one hand, I'm glad that some things can still surprise me.
    On the other, I'm sad that we have come to this. But it in itself is not surprising.
    Bless our founding fathers that knew that unchecked power leads to exactly this.

    This report reminds me, when I was the Chief Flight Instructor for a small Bay Area flight school 30 yrs ago, a laid off UAL pilot working for me as a flight instructor, got a call from a friend saying a blowpipe (actual product) company in California was looking for a new crew for their DC-9. As I heard it, the DC-9 was decked out better than Playboys DC-9 and the stews (I know Cabin Attendant is pc), required by the FAA, weren’t stews at all but high-class call girls. Shorter version, the Co-Pilot samples the wares of one of the Stews, who, after the return from Acapulco, called the Co-Pilot, the wife answered the phone, got pissed. Next day called the CEO of said blowpipe Co. End result everybody got canned. I guess the more things change (Obama agent of change) the more they stay the same.

    I remember hearing about this a few years ago (how there was a lack of oversight over getting the correct amount of money from the oil companies for taking OUR oil from Federal lands). It's been a while and I was wondering when more would come out about it, but I surely didn't expect anything like this.

    Hopefully it will be picked up and used as more ammo against the 'Drill Now' crowd in addition to making them drill where they have leases already, they should also have to pay us the money they owe.

    Palin should be asked if she would agree with giving all Americans a $3200 check with this stolen money like she does her Alaskans... I don't need any sexual favors from her, though. Thanks, but no thanks.

    Let's see, Chevron refused to cooperate according to the AP article. The report said this of the perpetrators:

    In the case of one former employee, Jimmy Mayberry, he has already pled guilty to a criminal charge. The cases against former employees, Greg Smith and Lucy Querques Dennet, were referred to the Public Integrity Section of the Department of Justice (DOJ). However, that office declined to prosecute. The remaining current employees await your discretion in imposing corrective administrative action. Others have escaped potential administrative action by departing from federal service, with the usual celebratory send-offs that allegedly highlighted the impeccable service these individuals had given to the Federal Government. Our reports belie this notion.

    Solutions - and later joined by Mr. Dial. Ms. Dennet manipulated the contracting process from the start. She worked directly with the contracting officer, personally participated on the evaluation team for both contracts, asked for an increase to the first contract amount, and had
    Mayberry prepare the justification for the contract increase. Ms. Dennet also appears to have shared with Mr. Mayberry the Key Qualification criteria upon which bidders would be judged, two weeks before bid proposals on the first contract were due.
