They still haven't ironed out the details about transferability to dependants. The recruiters can't promote something that is not in effect now and is not 100% figured out. The new GI Bill goes into effect August 1, 2009 (the month after I graduate college using the inadequate MGIB). Don't get all up in arms about this because this is a non-story. What needs to be pushed for is student loan repayment for those like me who qualify for the new bill but will finish school before receiving any of the benefits putting us in thousands of dollars in debt.
