The FBI has opened investigations into Fannie Mae, Freddie Mac, Lehman Brothers, and AIG, looking into whether “fraud helped cause some of the troubles” at these financial institutions. According to the FBI, these probes “are part of an effort to pursue allegations of higher-level fraud more sweeping than the retail-level infractions that have been at the center of most cases brought so far.”

91: Percentage of likely voters who say that the economy is “in bad shape,” according to a new Washington Post/ABC News poll. Fifty-eight percent of those polled described the economy as “poor” while 33 percent deemed it “not so good.” At the same time, “51 percent of registered voters say the economy’s in a serious long-term decline.”

The Senate approved billions of dollars in tax credits for renewable energy yesterday, in a package that will spare “more than 20 million taxpayers who would get hit by” the alternative minimum tax. The package also extended tax deductions for higher education costs and the child tax credit. The House could take up consideration of the bill today.

Sen. Harry Reid (D-NV) told the White House yesterday that it “must serve up support from Republican presidential nominee Sen. John McCain (R-AZ) if it hopes to ensure bipartisan backing for a massive economic bailout package by week’s end.” A top House Republican told ABC News, “If McCain doesn’t come out for this, it’s over.”

On the trail today: Barack Obama will discuss the economy in a campaign rally in Dunedin, FL. Joe Biden will deliver a foreign policy speech in Cincinnati. John McCain and Sarah Palin are in New York, meeting with U2 singer Bono, Georgian President Mikheil Saakashvili, and Ukrainian President Viktor Yushchenko.

Caving to political pressure, Democrats in Congress “decided to allow a quarter-century ban on drilling for oil off the Atlantic and Pacific coasts to expire next week.” House Minority Leader John Boehner (R-OH) called it “a big victory for Americans.”

Sen. Tom Coburn (R-OK) is the target of a YouTube video made by Senate Democrats, calling him out for objecting to a package of popular legislative items known as the “Coburn Omnibus.” In the video, Majority Leader Harry Reid (D-NV) brings up bill after popular-sounding bill as Coburn objects. An alliance of “seven Western states and four Canadian provinces unveiled a blueprint” yesterday for “the most far-reaching effort in North America to curb emissions linked to climate change.” The Western Climate Initiative “is intended to achieve a 15 percent cut in greenhouse-gas emissions by 2020.”

Yesterday, Congress approved legislation that would “require private insurers to provide the same level of benefits for mental illness as they do for physical maladies, a change lauded by advocates as a great shift in the nation’s understanding of mental health.” The bill has strong bipartisan backing but the measure’s cost is the only “remaining obstacle.”

And finally: On Tuesday, Sen. Charles Grassley (R-IA) was on the Senate floor and “went on at length about the artwork on the cover of the trippy Pink Floyd album ‘Dark Side of the Moon’ and then quoted from popular stoner movie ‘Dude, Where’s My Car?’” Grassley stood before a “blown-up poster of the Pink Floyd album cover,” comparing the prism to compromise on tax legislation. Grassley then talked about energy conservation, stating, “I’d like to refer to Ashton Kutcher here, from Cedar Rapids, Iowa, saying ‘dude, where’s my car?’

    How can a law actually AMEND the Constitution?

    Here is what you are looking for:

    The United States Constitution is unusually difficult to amend. As spelled out in Article V, the Constitution can be amended in one of two ways. First, amendment can take place by a vote of two-thirds of both the House of Representatives and the Senate followed by a ratification of three-fourths of the various state legislatures (ratification by thirty-eight states would be required to ratify an amendment today). This first method of amendment is the only one used to date. Second, the Constitution might be amended by a Convention called for this purpose by two-thirds of the state legislatures, if the Convention’s proposed amendments are later ratified by three-fourths of the state legislatures.

    In fact, only 27 amendments have been ratified since the Constitution became effective, and ten of those ratifications occurred almost immediately–as the Bill of Rights.

    Good morning FR! ;-) I love Cenk’s passion when he feels strongly about an issue. I am in agreement with him and Naomi Klein about bailing out these corporate crooks. I must add, though, most of my friends and family disagree with me — they feel adding the conditions is acceptable. Now I have a new argument — do they really want to hand over 700 billion to “MR. Risk?” I don’t think so. Thanks for engaging my brain this early! (It’s 6:15 here on the west coast.)

    That’s the best way to protect the financial system, by not only bailing these corporations out,but also by having accountability at the top management.
    If a good number of Savings & loans crooks who managed these failed institutions went to prison 20 years ago, probably we might not have this sub prime mortgage and Wall Street crisis on our hands today.

    The Supreme Court has stayed the execution of the Georgia death row prisoner Troy Davis. The decision came less than two hours before Davis was set to be killed Tuesday night. An African-American, Davis was convicted for the 1989 killing of a white police officer, Mark Allen McPhail. But since the trial, seven of the nine non-police witnesses have recanted their testimony. There is no direct physical evidence tying Davis to the crime scene. And three witnesses claim another man later admitted to the killing. The stay is in effect until Monday, when the Supreme Court will decide whether to hear Davis’ appeal for a new trial. If the Court refuses, Georgia would be free to proceed with Davis’ execution. If the appeal is granted, Davis’ execution would remain on hold until the Supreme Court makes a final ruling. Davis’ case has been championed by a grass-roots effort led by his sister, Martina Correia. They’ve drawn supporters including former President Jimmy Carter, Congressmember John Lewis, and the South African Archbishop Desmond Tutu.

    If I hear Paulson repeat the talking point “fixing the core problem” with a $700 billion bailout one more time …Well I am already hoarse from screaming at the TV. The core problem is NOT $700 billion in loss from bad investments. The core problem is the complete lack of regulation that allowed these financial institutions to run amok in the first place. If we are going to throw out money, how about bailing out individual investors/account holders up to $250,000 each (even if there is no type of insurance or guarantee) and let the company go. Don’t let any of these companies reopen until we have new rules and regulations in place. Come on Congress — do the job we hired you to do!

    That’s actually pretty clever of the Democrats. If they don’t do this, then John McCain will come in at the end, knowing it will pass, and vote against it. Then he can be the champion who was fighting for us taxpayers.

    I actually think that Congress should demand the full participation of both Obama and McCain since whatever solution they come up with will have to be administered by the new President.

I realize that they pretty much have to go along with some offshore drilling to satisfy the uninformed masses.     Good Morning :) I agree with Naomi & Cenk also. I do not agree with the bail out. Exactly, why would we want to hand over that amount of money to him is crazy.

    My point is, help the homeowners and refinance their loans at a reasonable rate. That is only going to take part of that money. Then, see how much fraud has gone on in all of these financial institutions first… They deserve to pay restitution for all the damage they have done. Just like they did with Enron. Every single one of the CEO’s and executives deserves to go to jail…

    One aspect of Paulsen’s argument that I find hard to accept, is the supposed credit-freeze that will occur, if congress does not follow his lead.

    Consumer credit would be severely affected, but certain types of business credit would still be a safe bet for hypothetical lenders, especially Defense suppliers fullfilling existing contracts. This threatened credit-freeze would represent an investment opportunity for someone with the acumen, positioning, and resources.

    Hey, it’s all they’ve got. The trolls today kind of remind me of the guy in “Monty Python and the Holy Grail” who still wanted to fight even though his arms and legs had all been lopped off. It’s both funny and sad to watch them just flopping around helplessly.

    It’s best to just ignore them, and if they persist in filling up the thread with cut and paste jobs, flag them to clean things up. If they actually offer any original thought, it MIGHT be worth a response.

This is one of the reasons I have always opposed the death sentence. We have seen history repeat itself too many times in cases like this.

    The crisis was created on Wall Street. It occurred in closed off conference rooms, inhabited by big money men.

    Goldman’s credit default swaps soared 9x from last summers junk level. So who did Goldman Sachs call to complain about the usury foisted upon them by their big money brothers? Ex-Goldman CEO, now Treasury Secretary Hank Paulson.

    Now he’s proposing a taxpayer bailout to the tune of $1-2 trillion. They opened the door for other big money men, the private equity boys, to buy into failing banks. These are the banks that will offload their junk onto the public.

    I want to blame all those responsible as well as putting the criminals in jail. Repubs definitely led the charge for deregulation. Dems could have made it a lot more difficult and they could have made it a continuing issue if they really wanted change. How many times have they forced the Repubs to filibuster anything? Why do you want to punish those most responsible, but excuse those who have been complicit in creating the situation?
