Yesterday, Gov. Sarah Palin (R-AK) sat for an interview with KUSA, an NBC affiliate in Colorado. In response to a question sent to the network by a third grader at a local elementary school about what the Vice President does, Palin erroneously argued that the Vice President is “in charge of the United States Senate“:
Q: Brandon Garcia wants to know, “What does the Vice President do?”
PALIN: That’s something that Piper would ask me! … [T]hey’re in charge of the U.S. Senate so if they want to they can really get in there with the senators and make a lot of good policy changes that will make life better for Brandon and his family and his classroom.

Indeed, while Palin suggests that questions about what the Vice President does is something only her daughter Piper would ask, Palin herself asked this very question on national television in July. Apparently, she still hasn’t learned the correct answer.
Article I of the Constitution establishes an exceptionally limited role for the Vice President — giving the office holder a vote only when the Senate is “equally divided”:
The Vice President of the United States shall be President of the Senate, but shall have no vote, unless they be equally divided.
Moreover, the U.S. Senate website explains that the modern role of Vice Presidents has been to preside over the Senate “only on ceremonial occasions.” ThinkProgress contacted Senior Assistant Paliamentarian Peter Robinson, who also disputed Palin’s characterization of the Vice President’s role:
In modern practice the Vice President doesn’t really control the Senate. … If anyone has a responsibility to try to govern the Senate, it’s the responsibility of the two leaders.
This comment is all the more puzzling because this is at least the 2nd time she has said this. Gov Palin needs to re-read or perhaps read for the first time the Constitution. While the Vice President presides over the Senate, he or she is not in charge of it. Article 1 says The Vice President of the United States shall be President of the Senate, but shall have no vote, unless they be equally divided.
The Senate is part of a co-equal branch of the federal government.
I will have nightmares tonight.

And you are certainly entitled to your opinion, but your opinion isn't going to impress too many people around here.
Yes, Biden makes some misspeaks that are truly hilarious, but the truth is that Biden really does know that JOBS has four letters in it (he no doubt intended to make the point that "JOB" had three letters), he really does know that Roosevelt didn't take office until 1933 (he meant to say "AFTER the stock market crash, when the country was in the midst of a deep depression"), and he really does know that Roosevelt's primary broadcast medium was the radio (the "television" reference was just a brain fart).
I am not convinced that Palin really knows what the role of the Vice President is when it comes to the U.S. Senate. I am not convinced that she understands that being able to see one island of Russia from one island in Alaska doesn't make her a foreign policy expert. I am not convinced she understands what the Bush Doctrine is (and I AM convinced that Biden does). I am not convinced that Palin pays any attention to Supreme Court decisions. I am not convinced that "Energy Expert" Palin actually knows anything about energy except that pipelines can move oil and natural gas.
But by all means, you pretend that a few misspeaks from a seasoned senator and foreign policy expert trumps a first-term governor who clearly never paid attention in civics class. As you say, it's your opinion.

Well, according to the Constitution of the US, which I assume has some bearing the VP is “President of the Senate” which I would assume has a common meaning not unlike “in charge of”; certainly the President is the head honcho of the US. The fact is, of course, that its been relegated to a ceremonial role more than anything else, but read the constitution. There isn’t much there about anybody’s particular duties. So, technically speaking, the VP is the head of the Senate &, constitutionally speaking I don’t see anything there that wouldn’t allow said VP to interact with or lobby the various Senators (but not vote except in the case of a tie). The fact that the VP doesn’t traditionally do that is, apparently, a matter of custom, not the constitution.

No, it really doesn't say all that much. Not much of substance, anyway. What it tries to do is perpetuate the myth that "we really don't know Obama" (despite his being on the campaign trail for the past 20 months and has been put under a microscope by practically everybody), and the myth that he favors "change" without giving specifics (Obama has given plenty of specifics about his proposals -- both in his speeches and on his website).
But this article goes even further. It actually suggests that Obama's use of the term "change" equates him with fascist dictators, Bolsheviks, and other similar revolutionaries -- and that he shouldn't be trusted. This is nothing but blatant smear without anything to back it up.
No, this article DOESN'T "pretty much say it all" for Obama supporters. But it DOES say a great deal about the desperation of the McCainiacs.

It's true that the average American wouldn't be able to demonstrate a great deal of expertise when it comes to the constitution. But we're not talking about an average American here -- we're talking about somebody who aspires to be the Vice President of the United States (and this should be somebody who is way above average). If she gets elected, she is going to be asked to take an oath to protect and defend a document she obviously has never read -- not even the parts that pertain to her job.
There is a BIG difference between not understanding the job you hope to be elected to and making an occasional misspeak about "57 states" when it was obvious that "47 states" was meant.
Americans can be remarkably forgiving with candidate flops and flubs (and they happen to everyone), as long as they believe the candidate really DOES know there are only 50 states, that the word "jobs" has more than three letters, and that Iraq really doesn't border Pakistan (nor is Afghanistan a "neighboring" country).
It's when a candidate clearly doesn't know what he or she is talking about that it truly counts as a gaffe. Falling into this category would be McCain's claim that Iran (Shia Muslims) has been supporting Al Qaeda (Sunni Muslims), a claim he made several times. And this isn't the first time Palin has gotten confused over the role of the veep, either.
Brain farts shouldn't be confused with genuine ignorance.

Which Mr. Powers left out and instead stated that their only job is to cast tie breaking votes. While the President pro tempore does somewhat negate the VP's powers in the senate, it is still the Vice President who oversees.

Take a look at the Alaska state budget at ak.gov.
Alaska has a graduated tax based on an assumed oil price of $25 per barrel. In other words the higher the price per barrel, the higher the tax percentage.
Do some research.

The Constitution on this point is very straightforward: “The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided.” Article II controls the branch, not 1 - where the definition comes from. And it's a very minimal description as well.
More importantly, the notion that the vice president can preside over the Senate only when there is a tie vote is simply wrong. Nor is it true that the only legislative involvement the vice president has is to break tie votes. The vice president is the president of the Senate, where he interprets the rules and can only be overridden by a vote of 60 senators.
So the guy that said it's strictly a 'ceremonial' role is very incorrect.
I'm more embarrassed that Biden didn't know WHAT the job entailed and said it during the debate. That's all over YT for all to see.
So while we may not like the woman, what she said is still correct. And I'd rather spread the truth vs appear ignorant of the facts and have some repub come and throw it down my throat.

Unlike Palin, he did attend law school. Up through the first half of the 20th Century, it was not uncommon to find Vice Presidents attentively engaged in their duties to the Senate, as that body's President, more than they do today. In fact, until the mid-20th Century, their office on Capitol Hill in the Senate was their only office, and they did not yet have an additional office in the Executive Office Building near the White House.
Indeed, the very title of the senior Senator who presides over the Senate when the V.P. is not there -- "President Pro Tem" -- comes from the Latin pro tempore meaning "for the time being." I.e., a stand-in for the official who can rightfully be there all the time, if he/she so chooses.

I don't think she is as misinformed or "stupid" as we think. Instead I think she has had a charmed career in Alaska where there isn't much scrutiny in what you say and she's had it pretty easy. Now in the big game, she has to be more careful in how she projects herself and obviously she has failed. What she has to remember is that this is national. The folksy small town image only works if you can also demonstrate the ability to use your intellect. So it's a balance. The American people don't want Gomer Pyle; they want Ronald Reagen Part II. So Mrs Palin, if you really do have an intellect higher than a 3rd grader, then please use it quickly.

That fact that Obama/Biden have been leading in the polls by only a scant (well, scant to me, anyway) 5% on average, is something I find ludicrous. As far as I'm concerned, the numbers should be more like 80/20 or 90/10. Of course there's ignorance. But an ignorance level of nearly 50% is inexcusable.

Didn't anyone talk to this person before she was selected? I just saw another article (headlines) that said Ms. Palin didn't blink a minute before accepting the second spot on the ticket. Maybe she should have--that is thought twice. I believe, though, that she doesn't see how she comes across to the public and since she probably is fed only news that is kind and supportive, she doesn't know how "uneducated" she sounds. As some GOP folks claim she is the future, the GOP women with real qualifications should bolt the party. Why work hard at the grassroots, move into ledership positions to be usurped by someone like her? If the GOP aren't careful, they won't appeal to anyone but their narrow group and that's not enough to win elections. Ms. Palin needs to remember that being gov.doesn't always make you a leader. Because Ms. Palin has supported reditribution of wealth to ordinary Alaskans (read Anchorage Daily News, Sept. 19, 2008 adn.com. She should be asked about that and how come doing that isn't socialism.

Palin is dangerous. Both because she is entirely unqualified for the position and because she would seek to expand the powers of the Vice President (as she said during the VP debate). The public now fully sees in her a risk big enough that they are avoiding the McCain ticket like the plague. When Nov. 5th hits, trolls like these will all but disappear (unless they do it on their own time).

Not only that, she doesn't even know the role of Vice President. And her disgusting attacks on Obama (at what can accurately be described as "hate rallies") shows the depth, or rather, the "shallowness" of her character. And you STILL don't get it. Palin is now the #1 reason people are voting against McCain, EVEN MORE THAN BUSH! Get with the program.

It is obvious the role of the Vice President is not to exercise "guidance, direction, or control" over the Senate, except if there were a tie vote. Some airhead with a $150,000 wardrobe strolls in and you republicans are ready to completely redefine the 3 branches of government.......THIS is why people are falling themselves to vote you guys out.

Every Senator has a vote it is their JOB to vote and the VP can ONLY vote in case of a tie and is IN NO WAY in charge of the Senate. I suggest you READ the constitution AGAIN and you will see that NO ONE IS PUT IN CHARGE OF THE SENATE. This is actually pretty simple.

Or someone who responds to a question about what are her sources of information as "all of 'em."? Or someone who voted for legislation in her podunk town to require rape victims to purchase their own rape kits so police can investigate? Or someone whose husband was a member of the Alaskan Independence Party for 7 years, with her support? Or someone who has to read from a script at a debate? Or someone who "hunts" moose from an airplane? Or someone who thinks they have foreign policy experience because they can see a small piece of Russia from somewhere she's probably never been? Or someone who thinks Vladmir Putin "rears his head" with sites set on Alaska? Or someone who doesn't know any other Supreme Court landmark decisions besides Roe v Wade (what about Bush v Gore, or Brown v Board of Education?)? Or someone who refers to Afghanistan as a "neighboring country"? The list goes on and on.

She can look like Palin and talk like Palin, probably has more foreign policy experience (don't we all) and even if she were to carry on in a completely idiotic Palin-like manner, would at least realise that everyone was laughing at her.

Sarah Palin's interview this week for 9News' Your Show, which can be sampled below, includes a bit where she's answering questions from grade-schoolers. One of them asks what the Vice President does, and Palin answers that (among other things) the Veep is "in charge of the Senate, so if they want to, they can really get in there with the Senators and make a lot of good policy changes..." Great, except that's totally wrong. Asking Sarah Palin what the Vice President does seems dangerously close to asking Dan Quayle how to spell "potato."
Here, are ten other things for which Palin might incorrectly assume that the Vice President of the United States is responsible.
10. Captain of the White House Hockey Team
Palin should be excused in making the assumption that the Vice President has something to do with hockey, seeing how her "Hockey Mom" qualifications were apparently key to her selection for the McCain ticket.
9. Reading Every Newspaper and Magazine
Seriously, Governor Palin; this is what interns and bloggers are for.
8. Approving Supreme Court Decisions
I know, I know -- the Vice President can see the Justice Department from her front porch. Once again, the view from a person’s front door affects nothing but home resale value.
7. Head Librarian, Library of Congress
The mandate of this venerable agency is to fill the shelves, Governor, not cull them. On the other hand, spending some time perusing the vast stores of information there might be a really, really good idea for you, as they do have information about things like the duties of the Vice President of the United States, the balance of powers and, you know, science.
6. Wardrobe Procurement
Spending $150,000 on clothing and makeup, since her Vice President nomination isn’t just approaching ridiculous; it’s running smack into ridiculous, tackling it, putting lipstick all over it, and then naming it Joe Six-Pack.

Of course, spacey fits.
