The rule is bad enough, but DOL did not even hold a hearing or allow more than 30 days of comments. The House Education and Labor Committee held a hearing in September on this proposal: http://edlabor.house.gov/hearings/wp-2008-09-17.shtml

If Obama had a fuukin hair, he’d ‘mention’ in his next address that he ‘encouraged’ federal employees who came into conflict with the Bushit regulatory changes to ignore them, and to document each case in which such an act was taken, and record any responses by superiors to these actions.

The “guidelines” were intended to prevent any last-minute regulations that could easily be overturned before they went into effect, as happened with something like 200 last-minute Clinton regulations. There is always a waiting period (60 days?) during which the regulation is under something like probation. The minute the Bushies walked in they tossed out all the environmental regulations set up by the Clinton administration in the last month or so before the inauguration. The Bushies want their anti-environmental, anti-labor, anti-regulatory regulations to stick.
