Fratto: ‘No One Could Have Anticipated’ Terrorists Flying Planes Into Buildings Before 9/11

The Bush White House is in full-throttle spin mode, attempting to repair the President’s badly tarnished legacy. This afternoon, Fox News lent a hand in the effort to revise history. In an interview with White House press spokesman Tony Fratto, Fox anchor Jon Scott claimed that, prior to 9/11, “nobody was thinking” that terrorists could fly planes into buildings as an act of terrorism. Fratto agreed:

SCOTT: Back to the 9/11 attacks, which happened after all pretty early in this president’s first term, I mean nobody was thinking that there’d be terrorists flying 767s into buildings at that point.

FRATTO: That’s true. I mean, no one could have anticipated that kind of attack — or very few people.

In fact, intelligence analysts had been warning for some time that terrorists could hijack planes. On December 4, 1998, for example, the Clinton administration received a President’s Daily Brief entitled “Bin Ladin Preparing to Hijack US Aircraft and Other Attacks.” The Clinton administration responded by convening its top counterterrorism experts and heightening security at airports around the nation.

On August 6, 2001, the Bush administration received a President’s Daily Brief entitled “Bin Laden Determined to Strike U.S.” The memo warned:

We have not been able to corroborate some of the more sensational threat reporting, such as that from a —- service in 1998 saying that Bin Laden wanted to hijack a U.S. aircraft to gain the release of “Blind Sheikh” Omar Abdel Rahman and other U.S.-held extremists.

Nevertheless, FBI information since that time indicates patterns of suspicious activity in this country consistent with preparations for hijackings or other types of attacks, including recent surveillance of federal buildings in New York.

Moreover, the Federal Aviation Administration “had indeed considered the possibility that terrorists would hijack a plane and use it as a weapon,” and in 2001 it distributed a CD-ROM presentation to airlines and airports that cited the possibility of a suicide hijacking.

In response to that threat warning, the Bush administration did nothing. The 9/11 Commission reports, “We have found no indication of any further discussion before September 11 among the President and his top advisers of the possibility of a threat of an al Qaeda attack in the United States.”

    Do these people ever turn on the TV? What about “Escape From New York” (1981)? In John Carpenter’s movie, terrorists hijacked Air Force One and flew it into a building in lower Manhattan (not the WTC).

    and certainly didn’t have access to the WTC to wire

    That is why there was a great deal of confussion, as people did not know if it was a training exercise or the real thing.

I supposed it’s supposed to make it seem more plausible of the interviewer brings up the talking point first, then softballs it to the apologist, instead of making the apologist bring up his own talking points himself.     On March 4, 2001, the short lived Lone Gunman series (airing on Fox ironically) broadcast an episode where a secret government agency ‘hijacks’ a Boeing 727 enroute from Boston and plots to fly the plane by remote control into the World Trade Center. The agency responsible was planning to do this to increase military spending and would blame “any tin-pot dictator begging to be smart-bombed”.

    Fortunately, our heroes (the Lone Gunman) managed to stop this plane from flying into the Trade Center.

    Like they say, who could have anticipated????

    Forget what you’ve hear over the 8 years and the 9/11 commission report the memo Bush had about Bin Liden using planes to attack US. Now Bush had the meeting and quickly left for vacation. We must remember Bush did notify Daddy Bush, Connie, Rummy and other friends not to fly on Sept. 11th. As noted with the World Trade Center Jewish people seem to take a holiday on Sept. 11th, that was quick thinking on their part who knew? The terrorist Families became wealthy after the attack and with the blink of an eye all the Saudis were on a plane home without being questioned.

    I’m sure the United Nations has all that information when the War Crime charges are brought against the Bush Administration.

    9/11 was either a straight up inside job by those within our own government or they turned their backs to allow those who planned it to proceed with their plan.

    This is nothing new:

    The sinking of the USS Maine, which was actually caused by an boiler exploding on the USS Maine but the US media at the time blamed it on Cubans or the Spanish which started the Spanish-American war.

    The German sinking of the Lusitania which caused the deaths of 1924 people, including 114 Americans. This helped get the US into WWI and effected Americans much like 9/11 did. The Germans warned that passenger ships would be sunk only with prior warning and safeguards for passengers.

    The attack of Pearl Harbor, many believe this was a false flag attack where we allowed the Japanese to attack Pearl Harbor. After the attack most Americans who were against getting involved with WWII were now firmly behind the idea of war.

    The Gulf Of Tonkin Incident, another false flag attack reported by our military of an incident that never happened but helped get us into the Vietnam war.

    The attack of the USS Liberty by Israel was supposedly done to help get the US to back Israels war with Egypt.

    The president has a legal obligation to do anything and everything to protect our country in a manner consistent with law.

    He did absolutely nothing, give a clear warning. Not even a follow-up phone call. Nothing was done even given a staff of people.

    Apparently, they planned on letting such attacks happen, so they could use it politically, and this is the true 9/11 conspiracy.

    It was in fact dereliction of duty, or criminal negligence, depending on the Commander in Chief or Chief Executive point of view. And it was conspiracy to implement this neglegence. Otherwise…did a dog eat their PDB? Did they just forget the FBI’s phone number? In addition, there are several movies, made before 2001, that have this type of attack as part of the plot. Has Fratto seen them?

    This horrendous lapse was in fact a federal crime, and many people, including federal officials lost their lives.

    It is felony mass murder under our law, and it also qualifies for Special Circumstances.

    But Bush and Cheney have, since that despicable act, added the same charge to their docket, in their conspiracy to defraud the United States in their implementation of Bush’s heinous re-election strategy, the invasion of Iraq. Again, Special Circumstances.

    Is there any such thing as accountability and the rule of law ?
    Isn’t the most important thing about America that we have supposedly some control over the power of the powerful?

    Couldn’t foresee the economic crisis, denying for months that we were in an obvious recession. They couldn’t deny it any longer after giving out billions of dollars to the banksters and crooksters on Wallstreet.

    Fratto and Scott are going about this in the wrong way.

    We know it’s a lie that “nobody could have foreseen” — there’s documentation showing that it WAS foreseen, and by the right people.

    But what could have been done? Anything? Certainly. However, the warnings lacked a specific date, a specific location, or even specific people to watch. Therefore, it would have been necessary to adopt additional security measures at all airports in the country for in indefinite length of time. This would have been very difficult to keep under the radar, and making sweeping changes to tighten security overtly would have brought complaints, accusations of racial profiling, howls of civil rights violations, etc. etc.

    If Fratto and the Bush spinners (isn’t that a rock group?) were smart, they would push this angle instead of making statements that only serve to make them look like lying revisionists.

    There were studies about how well nuclear powerplants could withstand aircraft crashes – including aircraft like Boeing 767.
    Some of these studies pre-date 9/11 by many years.
    (It needs to be added that the focus was on crashing military planes, as there was a real danger due to low-flying training over Europe in the 80’s.)

    I am a believer in Occam’s Razor. It would take an inside job of unbelievable capability to pull off something like what you are talking about and not have anyone squeal.

    The 19 a$$holes got lucky. Beyond their wildest dreams. Bush’s culpability is his laziness and his incompetence, and maybe that he he knew about the plot and purposefully didn’t stop it because he realized the usefulness of such a strike.

    I remember a time when anyone who posted anything related to a 911 “conspiracy” theory, whether U.S. involvement in the attacks was either complicit or implicit. As time as gone on, and we have all observed how this administration works, and the completely illegal and immoral acts they have countenanced, combined with their failure to accept any responsibility for ANY obvious failure (Katrina for instance). Combined with the constant lies, the manipulation of science for policy ends, the willingness to destroy the environment for corporate ends, and finally, the destruction of our economy (as demonstrated in the absolutely abysmal manner in which both the Treasury and Fed have dealt with it, and the outright stealing of our tax dollars and just on and on…many of us no longer consider it out of the question that the administration was involved in 911 itself. I am one that refused to consider the idea for several years, but changed my mind a year or so ago. I now believe these people are quite capable of anything, including establishing martial law just prior to the transfer of power to a new administration.

    Obviously a Bushsh*t excuse, but it’s amazing that they can slide by some demographics with this failure-of-the-imagination excuse, as if a failure to anticipate the event absolves them of all responsibility for air defense.

    The press doesn’t follow-up with actual examples of plans to fly planes into skyscrapers, or the Vigilant Guardian exercise, so that helps to catapult the propaganda.

    Our entire government appears to be stunned in the headlights of pure evil and acts of God. Poor things. Glad they’re on their way out.

    Fratto is lying. What about the G8 summit in Italy just a few months before. They were hearing reports that bin laden might fly a plane loaded with explosives into the hotel where Bush was staying. Was it so hard to imagine that they might have hijacked a plane to do that, instead?

    I am convinced and have been from day one that 9/11 was an inside job. I will never forget Georgie sitting in that classroom while our country was under “attack.” The look on his face was not a look of fear or what do I do? The look said “I can’t believe they really did it.” He heard the talk, he heard the plans – he was just slightly out of the loop. Cheney was definitely in charge of America’s crime of the century. No doubt.

    The National Reconnaissance Office operates many of the nation’s spy satellites. It draws its personnel from the military and the CIA.

    Ramzi Yousef had drawn up plans for flying an airplane into CIA headquarters in 1995. This was found out after Yousef was picked up and arrested for bombing the WTC in 1993.

    The evidence was there if somebody wanted to see it.

    I had the DOS version around 18 years ago and flew my sim-Cessna square into one of the World Trade towers while unsuccessfully trying to fly between them.

    Only took about 45 minutes in real time to reach them from the nearest sim-airport.

    In other words, the technology to “pretend” to pull this off has existed in the mainstream for almost 2 decades.

    Priceless.

    Bush, the decider-in-chief, decides to stay on vacation for another three weeks. Bush, the decider-in-chief, decides to let Condi Rice and the rest of his neo-con Republican national security team handle things, even though Condi Rice has not yet held a single cabinet-level counter-terrorism principals’ meeting, to coordinate information between our intelligence and law enforcement agencies. Under President Bill Clinton, counter-terrorism chief Richard Clarke held three such meetings a week. He was demoted and denied access to cabinet-level neo-con Republican meetings after Bush/Cheney/Rice entered the White House, even though he’d served previously under both Republican and Democratic presidents.

    2) Mid-August: one of the scheduled hijacked-plane pilots is arrested at a Midwest flight school after raising the suspicions of flight instructors because he didn’t want to learn how to take off or land 747s, but only how to fly them while they’re airborne. The FBI has him in custody. The FBI field agents petition FBI headquarters, and John Ashcroft, over and over again in the weeks leading up to 9/11 for authorization to search this guy’s personal effects. Over seventy requests are made, all are denied…even though under FISA law at that time, the search could have been done without a warrant, with the only requirement being that the FBI had to justify their warrantless search before the FISA court within 48 hours. Wasn’t done. Wasn’t even attempted. The Midwest FBI field agents became so desperate they sought to have this foreign national extradited to England, where his personal effects could be searched while going through customs. This was to happen on 9/11. Too late.

    But you see, John Ashcroft’s Justice Department was too busy cracking down on prostitutes, pornographers and druggies to waste valuable time investigating suspected terrorists and protecting U.S. citizens from any imminent right-wing religious fundamentalist terrorist attack. In fact, after John Ashcroft became Attorney General in early 2001, he downgraded the terrorist threat priority level at the Justice Department far below where Clinton’s administration had placed the terrorist threat priority level (at the top).

    3) One week before the 9/11 attacks, Condi Rice holds her one and only cabinet-level counter-terrorism principals’ meeting at which was discussed, she later admitted, the Bush administration’s overall Middle East strategy…not al Qaeda…not the guy under arrest in the Midwest…not the Aug. 6th PDB. In other words, Condi and her “crack” neo-con Republican pals discussed taking out Saddam Hussein, which was the heart of their Middle East strategy.

    It is quite obvious that the Bush/Cheney administration had other priorities during 2001, after they stole into the White House and before the 9/11 attacks, and protecting U.S. citizens from right-wing religious fundamentalist terrorists was not one of the top priorities, or even middle priorities, in the Bush/Cheney administration.

    No matter how much smoke nor how many mirrors are employed by Bush administration officials, past and present, they will never escape their sole responsibility for the 9/11 hijackers succeeding in killing close to 3,000 U.S. citizens on 9/11.

    Lets not forget the botched attempt to fly a passenger jet into the Eiffel Tower in Paris and that was well before the 9/11 attacks. Nor forget the FBI agents in Phoenix and Minneapolis warning about Arabs wanting to learn to fly jets but not takeoffs or landings. These were major red flags. In fact, nearly all of the intelligence reports spoke of hijackings.

    I didn’t read all of the posts down to this point, so if this has already been said, forgive me.

    Tom Clancy wrote a book in which a 747 is crashed into the White House. The book pre-dated 9-11 by several years. I believe its title was Debt of Honor.

    A novelist could come up with the idea, but the folks concerned with national security couldn’t? What do we pay them for?
