I&#039;ve believe for a long time that during those few instances when Cheney was &quot;acting President&quot; while Bush was under the knife, he used that opportunity to issue pardons.  Those pardons just have not yet been publicized because only he and the recipients know about them.  And the only time the recipients will have to ever reveal the pardons is when they are threatened with legal consequences for their actions.  At which point they will pull out the letters, signed by Dick.

Remember when Cheney &quot;penned a letter&quot; while &quot;acting as POTUS&quot; in 2007?  The grandchildren letter was cute, but I&#039;m sure he also penned a few more letters at that time.

Now the story can be told: Vice President Dick Cheney, who ran the country for a brief two hours and five minutes earlier this month while President Bush was sedated during medical screening for colon cancer, did do a bit of official work as acting president.

During the 14-minute interview in his West Wing office, the vice president touched on a range of topics. On the felony conviction in the C.I.A. leak case of his former aide, I. Lewis Libby Jr., whose prison sentence was commuted by Mr. Bush, Mr. Cheney said he disagreed with the jury’s guilty verdict. He also backed Attorney General Alberto Gonzales, saying he should keep his job. “I do. I’m a big fan of Al’s.”&lt;/blockquote&gt;

Cheney has been described as a master of the bureaucracy.</description>
