Bush Administration Trying To Make It Easier To Turn Forests Into Housing Subdivisions

rey.jpgIn yet another potential last minute rule change, “the Bush administration appears poised to push through a change in U.S. Forest Service agreements that would make it far easier for mountain forests to be converted to housing subdivisions.” Though President-elect Obama has opposed the move, Mark E. Rey, the former timber lobbyist who heads the Forest Service, has signaled that he intends to finalize the plan before Obama’s inauguration. As a presidential candidate, Obama vocally criticized Rey’s plan while campaigning in Montana, calling it “outrageous.”

Rey is pushing a technical change that it will have “large implications“:

The shift is technical but with large implications. It would allow Plum Creek Timber to pave roads passing through Forest Service land. For decades, such roads were little more than trails used by logging trucks to reach timber stands.

But as Plum Creek has moved into the real estate business, paving those roads became a necessary prelude to opening vast tracts of the company’s 8 million acres to the vacation homes that are transforming landscapes across the West.

Scenic western Montana, where Plum Creek owns 1.2 million acres, would be most affected, placing fresh burdens on county governments to provide services, and undoing efforts to cluster housing near towns.

After Rey first proposed the rule last summer, Sen. Jon Tester (D-MT) requested a Government Accountability Office report that eventually found “considerable internal disagreement” within the Forest Service about the proposed change. The GAO concluded that 900 miles of logging roads could be paved in Montana and that amending the long-held easements “could have a nationwide impact.” Rey told the Washington Post on Wednesday that he plans to push his plan forward “in the next week or so” after he holds courtesy meetings with lawmakers. Tester says no meetings have been arranged yet.

Throughout his tenure heading the Forest Service, Rey has regularly tried to avoid public scrutiny of his anti-environmental policies, such as when he “waited until late on December 23, 2003 to announce the removal of roadless protections to allow logging” in Alaska’s Tongass National Forest. When Rey testified before the House Subcommittee on Forests and Forest Health in 2001, he said that wanted the Forest Service to be able to “use categorical exclusions more often” because he believed that environmental assessments wasted “the time of resource managers and taxpayer dollars.”

    Plum Creek is doing the same thing up here in Maine. They own a lot of logging land in the area known as the North Woods. They want to develop the high-value land around all of the small lakes that are in this location. It will spoil the character of this area forever.

    I think Plum Creek should only be allowed to create developments around Jackson, Wyoming. And then just in the area surrounding Dick Cheney’s ranch.

    But seriously, the simplest solution would be to make sure that for any development (regardless of whether this rule impacts it or not) a 30-year study be done to project the burden imposed on the environment and nearby public resources, and then have the development company pay that into a trust up front. That might make ‘em think twice about the location and scale of their development proposals.

    Regarding Israel’s week-long offensive against Gaza, this is from Washington Monthly. Death toll, by the way, is 450 in Gaza and 4 in Israel in the past week. Injuries in Gaza are about 2,100, I don’t know how many in Israel have been injured, but so far it appears to be running a 1-100 casulty rate. This is a non-proportionate reaction to the extreme and should end now!! U.S. reaction? Same as during the Israel-Lebanon conflict in 2006. Total support.

    BLM numbers suggest that our forests have grown to never before seen acreage. I understand a desire to protect pristine wilderness but surely there is a balance to be struck. BLM also reports that old growth forests need more prescribed burns than they could ever actually accomplish. They believe that mega forest fires will continue until our forests are sufficiently thinned to manageable levels. Balance appears to be the key.

    I am also very skeptical as thinning has been used as a ploy to log in areas that were once off limits. The Forest Service has also admitted that putting out every fire is not the best way to go. And the Park Service has a good write up on the 1988 Yellowstone fire here:

To the extent they feel there is no reprecussion, they will continue to tear this country apart. In our democracy, we elect representatives to discuss and decide on such matters as land use in our forests, and that includes the public being involved in planning.

    Those who abuse their power by creating policy based on their own internal interests need to be held accountable. If this man walks, he encourages such abuse by others. America is our home, we must hold this man accountable to the People! Print his name, his address, and his crime, so that his actions and their results may be seen by all, and justice be dealt!!!

    Hold him, his family, and all others who benefit from his actions, totally and equally accountable. To the extent that any wealth be gained by his action, it is theft and nothing less. We have the right to strip he, his family members, and all other accomplices of that wealth, that it be restored to the taxpayers from whom it was pirated. His estate should be held fully accountable for any and all resulting damages to the environment, due to his actions. We must all work to reclaim our country. This man should walk the rest of his days in fear of the hand of justice! Then, and only then, will such criminals think twice about their actions.
