In an interview with his biographer, Stephen Hayes, former vice president Dick Cheney said he strongly disagreed with President Bush’s decision not to pardon Scooter Libby. Libby, Cheney said, was a “victim of a serious miscarriage of justice“:
Asked for his reaction to Bush’s decision Cheney said: “Scooter Libby is one of the most capable and honorable men I’ve ever known. He’s been an outstanding public servant throughout his career. He was the victim of a serious miscarriage of justice, and I strongly believe that he deserved a presidential pardon. Obviously, I disagree with President Bush’s decision.”
Hayes notes that Cheney publicly disagreed with Bush only four other times: “on a gay marriage ban; on firing Donald Rumsfeld; on Washington, D.C.’s gun ban; and on North Korea.”

That’s why I advocated for the House to impeach Bush, Cheney, Rumsfeld, Rice, and anyone else who might be looking for pardon down the road, anyway. Of course they won’t be able to punish them in any way, but they don’t have to. All they have to do is pass a measure to impeach them. The Senate does not even have to schedule a trial. But the mere fact that they have been impeached would mean they would become ineligible for any presidential pardons, should someone try to talk President Obama into giving any to them.

Cheney is full of it, if he wanted Scooter pardon it would have been done. At Scooter’s trial it was clear he was following Cheney’s orders. The evidence denied to Fitzgerald was about Cheney and Rove. Libby fell on the sword for Cheney and Cheney left Libby open to more charges. I now understand Republican loyality. It’s just a word to suck you in and then you left to save yourself.

I thought it was weird how they they throw loyal scapegoats under the bus and then whine that it was unfair that their loyal scapegoats got punished by the justice system. Your explanation makes sense; Cheney wanted someone else’s pet scapegoat to be sacrificed, rather than his.
