REPORT: TV Media Cited Disputed CBO ‘Report’ At Least 81 Times In Past Six Days

beckcbo.jpgLast Tuesday, the AP reported on a leaked Congressional Budget Office (CBO) “analysis” that had concluded that “it will take years before an infrastructure spending program proposed” by President Barack Obama “will boost the economy.” Conservatives, such as House Minority Leader John Boehner (R-OH), quickly pounced on the story, claiming the CBO had proved that “government spending isn’t going to get our economy back on track.”

After the AP first wrote up the “report,” the rest of the media piled on the story. In a new analysis, ThinkProgress has found that since the AP’s report last Tuesday, the CBO report has been cited at least 81 times on Fox News, CNN, MSNBC, CNBC, the Sunday shows and the network newscasts in order raise questions about Obama’s recovery plan. Here are a few examples:

– “There’s a Congressional Budget Office report out today that suggests that the $825 billion stimulus proposal from Democrats, which is supposed to be timely and temporary, actually offers most of its spending a couple years from now,” — Carl Cameron [Fox News, 1/20/09]

– “Even the Congressional Budget Office is very skeptical about the rapidity with which that stimulus, this set of proposals, can move through, and that it could be four years before we see the results,” — Andrea Mitchell [MSNBC, 1/21/09]

– “Well that was another question raised in this Congressional Budget Office study. It was suggesting that a lot of the spending proposals in the original plan would not really take effect for a couple of years, so it wouldn’t clearly help create jobs in the first two years of the president’s administration,” — Ed Henry [CNN, 1/23/09]

– “There was a report out earlier this week from [the] Congressional Budget Office pointing out that the appropriated funds, that portion of the stimulus package that, you know, less than half of that was really going to be spent even within the next two years,” — Karen Tumulty [CNN, 1/24/09]

As the Huffington Post’s Ryan Grim and the American Prospect’s Tim Fernholz reported last Friday, the CBO report being touted by conservatives and the media isn’t an actual report. “We did not issue any report, any analysis or any study,” a CBO aide told the Huffington Post.

Instead, the CBO “ran a small portion of an earlier version of the stimulus plan through a computer program that uses a standard formula” to determine how quickly money will be spent. As Center for American Progress Senior Fellow Scott Lily notes, even that CBO analysis is based “almost entirely on a review of historical data on program performance,” which likely applies “less during an economic crisis like the one we currently face.” OMB Director Peter Orszag says that 75 percent of the stimulus plan “will be spent over the next year and a half.”

The CBO is working on a full analysis of the plan to be released shortly.

Update The full CBO report is now available here. It finds that roughly two-thirds of the plan's recovery investments will come in the first 18 months after it is enacted.
Update In a blog post, CBO Director Douglas Elmendorf notes that the full report is "the first cost estimate that CBO has prepared" for the American Recovery and Reinvestment Act "in its entirety."

    The problem is the uncritical analysis of the media, especially the MSM. The same thing has happened with that stsory about the supposed 61 “terrorists” who supposedly have “returned to the battlefield.” This story has been cited a number of times as evidence that we should not close Gitmo, yet on closer analysis, the numbers are bogus rendering the premise of the story false.

    Good Evening. This is my first time on this blog. I love the web site as a whole and make it a point to read it every day.
    I am absolutely stunned that the MSM as a whole – not just faux spews – just took it as gospel and never got a copy of the ‘report’ for themselves. It’s not like they couldn’t just go to the web site – what would it have taken, 10 to 15 minutes to verify that no report had been issued? No wonder more and more people are getting their info from the internet.

    OK, there’s no point in coming into one post to complain about what news it isn’t. That’s just silly. Do you have an opinion on the fake CBO “analysis?” As I previously pointed out to someone before (Hippie_Crusher, I think) complaining about what the news post is not is like taking a whizz in your kitchen while whining that it’s not your bathroom.

    We’re on top of the Blago situation. It’s hilarious and ridiculous, and I’m not sure whether to hope it goes banging on its merry way for the entertainment value or he gets kicked like yesterday.

    As for “tax dollars for abortions,” that’s spun. We think of it as not restricting foreign aid for womens’ health by tying it up with a bunch of local social-conservative obsessions. That’s good for people who need medical help. That’s good.

    Are you really going to stop denying global warming when and only when there is no longer such a thing as winter? It’ll be far, far too late by then.

    Typical troll. The best thing our government could do to fix the economy would be to subsidize solar cells on every roof and the two-way meters needed to utilize the energy produced. Such a program would create jobs, reduce our consumption of fossil fuels, improve the environment in many ways and reduce the amount we pay for electricity.

    I think it’s a symptom of an extremely conservative mindset. As I read through their comments, I see them accusing us of doing what, from all appearances, they would do if they were in charge and wanted the program to fail. They constantly make the mistake of thinking that we think like they. And I don’t just mean the ideological differences, I mean the rationales they use to explain why they think we would do certain things. (I have rarely seen a troll get it right.)

    Because they would find a malevolent way to sabotage a good government program that they didn’t like, they assume that we would use the same tactics. I thknk this is why their ideas make no sense to liberals. Because we don’t think like they do. They don’t understand that we prefer an “Everybody Wins” scenario to an “I Got Everything I Wanted And You Got Nothing That You Wanted” scenario. When the Republicans ran the govenment, they literally shut out Democrats from Conference Reports, and even stripped widely-supported parts that Democrats wrote, just because they could. So they assume that the Democrats will do the exact same thing. (Goodness knows they deserve it.) They simply do not know how to handle Obama’s offer to listen to what they say. They assume he has ulterior motives because they’ve never really argued in good faith. Few Republicans know how to do that.

    So, if I’m reading that summary right (and who the hell knows if I am), it sounds like the total deficit comes to “only” $815.8 Billion. So why not throw in that $5 billion they cut from infrastructure to “make room” for tax cuts?

Why don’t Democrats lie more often? When a Republican (AP, CNN, MSNBC, CBS, WP, NYT) lies, is it not fair for Democrats to tell their own lies? David Gregory says that it is not the responsibility of reporters to present oposing evidence – it is to just report. Really, let’s give him something to report. When a Republican says that the DoD has reported that 61 persons released from Gitmo have returned to the battlefield, we should say that there is evidence that the DoD released known members of al Qaeda deliberately, and that it appears that there are al Qaeda sympathizers within the DoD.
