400 richest Americans’ incomes doubled under Bush.

Bloomberg reports that, according to recently released IRS data, “the average tax rate paid by the richest 400 Americans fell by a third to 17.2 percent through the first six years of the Bush administration and their average income doubled to $263.3 million.” Much of their income came from capital gains resulting from the Bush tax cuts:

The drop from 2001’s tax rate of 22.9 percent was due largely to ex-President George W. Bush’s push to cut tax rates on most capital gains to 15 percent in 2003.

Capital gains made up 63 percent of the richest 400 Americans’ adjusted gross income in 2006, or a combined $66.1 billion, according to the data. In all, the 400 wealthiest Americans reported a combined $105.3 billion of adjusted gross income in 2006, the most recent year for which the IRS has data.

The Wonk Room has noted how “the conservative approach of putting big corporations and the very wealthy ahead of the middle class has failed to create prosperity that can be shared by all Americans.”

    It’s how CEOs get around paying income taxes. They take a nominal amount as “income” and as much as they can get in options and dividends, paying far less tax that way.

    It can also suck a huge amount of cash out of a corporation too.

    And John McCain said just today, that the tax cuts for the rich and corporations should be permanent. This is what all Republicans believe.

    These are the oligarchy of this country. And nothing, but nothing will ever make them think differently. No matter how bad the economy, how bad the devastation of the middle class and poor, no matter how unfair the class war, this is who and what they are. They are the obstructionist that are in the Congress and Senate. And all the BS that they gave out with regarding cooperation has meant nothing and never will.

    If Obama thought by reaching out he could at least get some kind of two way dialogue going, he was mistaken. Any concessions in the stimulus or anything else has been done by the President. He may want to change the way politics are in Washington, but he never will.

    No matter how devastated our country is financially and every other way, these men and women on the right are what they are. Republicans. When you say that you say everything. These ideologues who spent all these years giving Bush everything no matter how outrageous, how unlawful, will not give this Presidency so much as a decent, logical help in re-structuring what they have torn down. If they had any real and cogent ideas then why with all the years they had the power, did they allow all that Bush did, go unobstructed?

    They are beneath contempt. We should all remember this when the next election comes around.

    It’s pretty simple. All the extra money flowing into these few peoples’ pockets are being removed from the economy. Economic gains need to be diversified among a broader segment of potential spenders in order to maximize flow. That’s economics.

    When Ross Perot was running for prez and had to reveal his taxes, he said he had over $2 billion, made over $200 million per year on investing that $2 billion, and paid a little over 7% federal tax on that $200 million. The reason it was even lower than the capital gains rate is that much was in tax-free bonds.

    Makes sense as we look at the Budget Debt of the US Treasury. Many got a share of the money as well as the Rich. Notice how well off our elected officials are and how hard their fighting Obama/Biden’s bailout plan for taxpayers. Not many hard working Republican voters have a problem with this as they continue to support the Wall Street bailouts. You can lead people to water but they don’t have to drink it. Ohio voters of John Boehner’s district fully support his effords to stop Obama from giving them the much help they need. They would rather keep letting Boehner keep getting his kick back money from Wall Street then help them. If McCain/Palin had won these 400 rich people would be making 1,000 per cent profit.

    I do know he repaid the tax. I fail to recall my reasoning at the time behind calling for him to resign. But it was easy to forget probably because the issue was largely settled. I’m not pressing on with it. The people who have more trouble figuring out the tax code have messy financial affairs, but for most people the tax code is not a pain in the ass, especially if you take the standard deduction and use software. The more common challenge is maximizing the refund than it is determining what you owe, if anything.

    Notice how the some of those who have trouble with the tax code are the same ones who refuse to simplify it — for people in their high income bracket. They realize it should take longer and involve more scrutiny for large incomes even if they’re personally hit. That I can admire.

    The really, really big earners don’t pay “income tax” like the rest of us anyways, I’d reckon. I worked for a fairly wealthy, pretty darn famous person once and he had incorporated and received his “pay” as an FSO – “For Services Of”.

    He had formed a personal holding company and paid his taxes as a corporation. Yes, he had to file quarterly returns and make estimated payments, but he also got to write off an awful lot of really nice toys as “business expenses”.

    The kind of money this thread is talking about? The wealthiest 400?

    Tried that, didn’t work. Maybe if the cuts weren’t geared to the rich only that would help. Or at least it would have, if the economy hadn’t already been tanked by people who believe what you do as a position of dogma rather than logic.

    The thing is, that tactic might work in certain economic situations, but not this one. In order for the economy to heal itself, the economic environmental conditions of each actor have to be maintained – infrastructure, education, mobility. Those have been completely eradicated under Bush, and must be repaired before we can get the engine up to speed again.

    Here’s a weird idea to throw at you – different tactics work in different situations. A different macroeconomic approach is called for when the economy is doing well than for when it’s doing poorly. To say that always doing the same thing no matter what the situation is will always work, is breathtakingly simplistic, and is the sort of thing that could only be believed as a matter of faith rather than reason.

    Whilst $105BB is still an enormous amount of money for just 400 people to earn in one year, it still doesn’t total up to $56 Trillion for 6 years. It’s actually only about 12% of that figure ($56 trillion).
