Obama Takes Jab At Bush Policies: ‘A Surplus Became An Excuse To Transfer Wealth To The Wealthy’

In his speech before a joint session of Congress tonight, President Obama took a jab at Bush’s disastrous economic policies:

[W]e have lived through an era where too often, short-term gains were prized over long-term prosperity; where we failed to look beyond the next payment, the next quarter, or the next election. A surplus became an excuse to transfer wealth to the wealthy instead of an opportunity to invest in our future. Regulations were gutted for the sake of a quick profit at the expense of a healthy market.

Indeed, when Bush entered office in 2001, he inherited a budget surplus of $128 billion. He bequeathed a budget deficit of over $1 trillion to President Obama.

Update According to Fox News, Obama was interrupted 65 times for applause. The Australia Broadcasting Corporation counted 37 standing ovations.
Update Obama delivered this pledge on health care, eliciting a roar of approval:

I suffer no illusions that this will be an easy process. Once again, it will be hard. But I also know that nearly a century after Teddy Roosevelt first called for reform, the cost of our health care has weighed down our economy and our conscience long enough. So let there be no doubt: health care reform cannot wait, it must not wait, and it will not wait another year.

Update Obama also said that the path to our economic future "begins with energy." He then challenged the Congress to deliver legislation to limit global warming emissions “to truly transform our economy” and “save our planet.”

    Is this from tonights speech – I didn’t hear it. But on the PBS station I was watching, the audio went out right after that first round of applaud because he stated we would emerge stronger.

    Did PBS have a “glitch” when Obama made a jab at bush? I had to change the channel and did not hear a brief portion of what he said.

    Ok, I know I know. I just can’t help it Jane. For once I’m blown away. I really don’t know what to say. I have been pushing this plan for a year now. Months in here and over a year elsewhere. I’ve emailed him, I’ve written my congressman, I’ve posted it on his “YES WE CAN” website.

    I’ve pushed it to friends, families, bloggers, trolls, anyone who would listen.

    And tonight I hear him get up before the congress and use almost the exact same words I’ve been writing on it for a year now. But you’re right. Its not about me. Its about the plan. And its a great plan. A lending fund for home and auto loans guarantees a resurgence of home and auto sales and that means JOBS! Economic growth.

    And thats not all he’s saying. He’s on top of everything tonight. I don’t mean to sound like a giddy schoolgirl but I’m honestly blown away.

    I’ve never seen a President so focused, so on track.

    So forgive me, because I don’t get many nights like this.

    Tomorrow I will be back to my usual droll self.

    Deeds, not words, however pretty. 8 years can skin the trust off the burliest believer, and Obama’s telecom immunity, state secrets retreat and, lately, the bush email fiasco, I’m not wooed into letting down my guard at all. This is the country at stake, and one speech doesn’t undo a coal-ash-spill’s worth of lying (bush) and false signals (Obama’s drilling and immunity u-turns)

    I know people who could write as fine a speech. I want to see what Obama’ll do about punishing America’s war criminals, promised transparency (which keeps getting the goalposts moved) and restoring habeas corpus and Constitutional rights.

    Well you’re missing the point then. These are deeds. Not words. The stimulus plan is LAW. Its not words. And his announcement of a HOME AND AUTO LENDING FUND is not words. It’s action.

    He’s covered every base and he is moving ahead with these deeds in spite of the can’t do republicans.

    He’s is taking steps that will work. His lending fund idea alone will guarantee almost overnight job creation. All those builders, realtors, insurance reps, title companies, home inspectors, roofers, carpenters, brick masons, stone masons, drywall masons, plumbers, flooring installers, aluminum siding installers, painters, landscapers, mortgage brokers, home depot cashiers,..auto workers, .and on and on….who all lost or are losing jobs due to the credit freeze are going to be going back to work. Don’t you see?

    We’re not talking small moves. We’re talking massive job growth on a rapid scale. This isn’t small stuff. And it isn’t words.

    So take heart Hanshiro.

    You’ve earned a little hope, so cut yourself a big slice and enjoy.

    I think this speech serves as a gage of Obama’s productivity, and being in office just over a month, I can say it’s been a record first month of productivity for this president.

    By the sound of it, they will present a good, timely budget that gets our government into shape and finally tackles some serious problems. It’s great they have Orzag on board. He knows how to do some dirty work. I’m glad they will finally nix tax breaks for sending jobs overseas.

    Troop withdrawal decisions in Iraq and additional troop numbers in Afghanistan have been passed.

    American Recovery & Investment Act, Lillie Ledbetter Fair Pay Act and the Children’s Health Act have been passed and signed into law.

    It’s going to be a long 4-8 years of progress. ;)

    Well I do understand what you’re saying about some things, but you’re focusing on the empty half of the glass.

    We’re never going to reach Nirvana here. We’re never going to see a perfect world, a perfect Congress, a perfect country. It’s always a work in progress.

    After 8 years of republican disasters and the worst financial crisis in our lifetimes I just can’t get down tonight after hearing his plans and actions.     In fact, the crap has become so repetitious, it’s redundant to bother debunking it. I miss the old days when, once in a while, some Reichwhiner would raise a question that gave one reason to investigate. Cause I can’t remember one of the screechers making a fresh point about real-time events. They have become so divorced from reality they can’t even formulate questions which deserve answering.

    This isn’t about limits, which is irrational blather, this is about what most people realistically hope to achieve — adequacy, not excesses.

    There is no platform to earn something if there’s no proper investment in people. I’m “passing debts on to my children” is the the wingnut tripe tacked onto this long-overdue social spending. Of course, they’re programmed to overlook their own deficits and debt, almost none of which has the potential to pay for itself, only incur future cleanup costs.

    Investing in a child, on the other hand, isn’t passing on debt, because their well-being as adults provides an endless return. The same goes to helping people in need — the homeless, the hungry, our vets, high school dropouts, others affected by hands-off policies.

    Again, meaningless. Of course there has to be a limit. There’s only so much maoney to go around. Do you honestly think that, at today’s prices and in this economy, that it is even possible for one person to become a trillionaire? It’s neither possible nor necessary.

    Straw man argument. I never mentioned guns or food. Are you both starving and paranoid? What the hell does personal wealth have to do with guns? As for food, are you implying that you have a moral (not legal) right to have so much food that it goes bad and has to be thrown out, while people elsewhere in the country starve? Or are you one of those idiots like Ronald Reagan who think that the only people who go to bed hungry in America are people on a diet?

    IF you “do good”, why would you need to have so much money? Do you think that all wealthy people in this country got that way by “doing good”? Are you one of those people who equate financial worth with social worth? Are you of the belief that if you’re making a lot of money, you must be doing something good? Need I remind you that among the rich and famous families in our country, there are those who made their fortunes illegally? The Kennedy family and the Bush family come to mind immediately.

    The simple fact of the matter is that in order to survive, to have shelter (even two), to have clothes on your back, and to have enough food to eat, you only need so much money. Anything beyond that will not do you or your children any more good, because it’s unnecessary. You should give away your excess wealth, and do something good for other people. Not to get into heaven, but simply because it;s the morally right thing to do, to help your fellow human beings. (Notice I did not limit that to your fellow countrymen, because we are all human beings on this planet regardless of which geopolitical boundaries we happen to be in at the moment.)

    Since you dodged the question, I won’t. Personally, in today’s dollars, $100 million ought to be more than enough for anybody. Why woudl you need more than that? Do you feel you have a moral right to be greedy, at the expense of others? I don’t, and I think most humane people would agree.

    President Obama’s speech last night was a great speech. It sounded almost too ambitious. (But, maybe that’s good). If anyone can pull it off, he can.

    I walked away from the speech hoping that my reservations about big government are wrong and rooting for Obama to success in his vision.

    I was also struck by what seems to me an incredible weight put on one man; President Obama, especially as he made his way thru the audience to the podium. An incredible weight of hope.

    So far, his execution has been outstanding.

I hear a lot of right-wing people claim that they don’t want more “big government” and will fight it every chance they can. The problem is no one can clearly and consistently define what they mean by “big government.” Do they mean more employees on the federal payroll? Do they mean more government departments or agencies? Do they mean more spending by government? Because under the Republican rule of 2001-2007, all three went way up. Why wasn’t “big government” a problem then?

    It’s just a buzzphrase, without true meaning, meant only to rile people up and get their emotions running and their brains sleeping.

    barfly. you’re right about Bush’s spending. Conservatives have traditionally been (or supposed to have been) fiscally responsible. That didn’t happen under Bush. However, conservatives have traditionally supported a strong defense. (I know that you would both probably dispute that).

    I think that it is because of those two relatively divergent positions (fiscal responsibility/significant defense spending), conservatives are/were hypocritical on the issue.

    When conservatives suggest big government, I believe they (and I) conveniently or unwittingly ignore defense spending; which is one of, if not the biggest, component of government.

    I concede the point.

    And Wayne. The idea of big government may just be buzz words that I need to reinvestigate. If you asked me today what ‘big government’ is I would say this:

    Although government provides a role to help regulate our society, too much of it can impede our society. It’s a balance.

    The stimulus is an example (the tax code, is another). We are going into debt to the tune of a trillion dollars to try to spend money to help solve a problem that was caused by people going into too much debt to spend money. Maybe it’s necessary, but you can see how the premise raises questions.

    Government acts as an intermediary. It takes money from society and then decides how to either spend it or redistribute it. Some of the functions of government are necessary, or even essential. But, as an intermediary, government creates inefficiencies that, if great enough, act as a detriment to the economy and to the society.

    The question is: How much government is too much? I guess when I say ‘big government’, I’m only communicating that idea. I like Obama’s plans, I only hope that we don’t sign up for too much government intervention. (spend too much money, enact too much legislation, create too many new agencies, etc). Too much intervention that would slow progress instead of create it.

    I’ve got some stuff happening, but I’ll check back later.

    shoeless. this is a good point. my inclination is the impression comes from democratic support for social programs (that cost money) that republicans don’t support. And republicans support for tax cuts that democrats have often not supported. And, again, little or no regard for the massive military spending. And responsible is probably the wrong term. just because you stand for less spending doesn’t mean it’s responsible. maybe restraint would be more accurate for the idea.

    Nobody told you that income should be capped by law. Just that for your own personal reasons, you might want to consider capping your greed. That “ideology” was originally introduced in the West by that pinko economic philosopher Jesus Christ, BTW.

    Of course everybody wants to be rich. Being rich is awesome. Which is why I don’t feel bad for askig the rich to shoulder a bit more of the load. Even with a more progressive tax rate, being rich would still be awesome. If you wouldn’t want to be rich if the tax rate on high incomes was a little higher, then either you can’t do math or you didn’t really want to be rich anyway. How does it make sense to pity the wealthy?

    And here’s the real justification for a progressive tax rate: if you “win” at the U.S. economic game, then you owe more to the system that made it possible than someone who “lost.” If it was all your own grit and hard work that made you wealthy, then you should be able to prove it by giving up everything, and starting over in a third-world hellhole. Let’s see you make your millions there. The fact that you can’t do that proves that it’s the economic environment of the U.S. that makes it possible to have economic mobility. Those who benefit more from that system should invest a greater portion of their winnings back in to maintain it. If you don’t invest in the economic environment around you, then any gains you make are unsustainable over time. Hence the market crash under Bush.

    ElBruce. In a way, I know what you are saying. But, I don’t personally take Obama’s performance for granted. There are huge problems. The administration is setting out a very ambitious agenda. To communicate that America (and the world) is watching would be a monumental understatement.

    Putting it all together is important. And, although Obama has proven he can deliver a speech, the gravity of the situation and the expectations, create an environment that I imagine is very challenging. Even for him.

    The company that I work for provides me a mechanism to trade my labor for wages. The effort that it takes to provide that mechanism costs money to create. Somebody sweat to make that mechanism for me to use to profit. If I didn’t need that mechanism, I would trade my labor directly to the end user. In either event, the money that I’m being paid came from somewhere, somebody sweat to produce it.

    If I dig a ditch, I could go out and drum up ditch digging jobs on my own. I would be trading my labor for the client’s money. The money that they sweat to produce. So, in essence, you are making money off of other people’s labor. If that person didn’t work, their would be no money to make your profit.

    If I dig a ditch for a company. I rely on that company to provide me a shovel, to find ditch digging jobs, and cut me a pay check (and whatever other benefit I can negotiate). The shovel, the effort to find the jobs and getting the funds to pay me, all took effort on the part of my employer (sweat). So, in this case, I would be profiting off the sweat of my employers labor.

    Being a laborer and being an employer both require effort. Both parties agree to the exchange.

    EugeneDebs. Think about were the money that you get in your paycheck comes from and convince me that someone else didn’t work for it, before they gave it to you.

    It’s going to be a long haul on this one, because although the majority of Americans are now on board with our President and what he’s doing, there are also folks who hate our upcoming course of action so much that they’re going to do everything they can to sabotage it.

    They think this is just another game of politics: if we fail, they can say “I told you so” and claim the public favor, and power, again. But there’s so much more at stake here. The problem is, if we fall down on this one as a country, we won’t be getting back up again. That includes those potential saboteurs as well.

    So while we’re working hard at making our recovery a success, hang in there against those who are working toward our failure. We can win over the rational conservatives with successes, but we’ll never win that special quarter of the population that are too far gone to reach.

    So when those folks are trying their hardest to destroy our efforts: DON’T… BACK… DOWN. Take heart and remember the words of a very wise man, Teddy Roosevelt, our 26th president, whose words ring just as true today as they did a century ago:

    EugeneDebs. I don’t think you understand the economic system.

    If what you say is true, and buyers and sellers create no value; why does Obama insist that we have to insure the credit markets begin working again?

    Why would he put the focus on an area that adds no value?

    The answer is, there is value. Value that you just don’t see.

    And if you think that you don’t profit from other people’s sweat; you have a misunderstanding of where the money comes from that’s in your paycheck.
