Rep. Paul Ryan: GOP Tax Plan Is ‘Progressive’

On April 1, the House Republicans released a budget plan fitting of the holiday, promising to revoke the stimulus, freeze all spending, and slash taxes for the wealthiest Americans and corporations. Last night on Fox News’ “Hannity,” Rep. Paul Ryan (R-WI) — the plan’s lead author — declared that the GOP tax proposal was “progressive”:

HANNITY: You talk about the demonizing: This has become a mantra, tax cuts for the wealthy, Republicans don’t care about the poor. They’ve been very effective in their bumper stickers and slogans and propaganda. How do you convince people that this benefits everybody…when the Democrats are out there saying you don’t care about the poor, which I know is a lie. But what’s the answer?

RYAN: Well, look, what we’re proposing is we’re going to give taxpayers a choice. You can have the current tax code with all of its loopholes and bells and whistles, or if you want a simplified system that fits on a postcard, two rates, 10 percent and 25 percent. It’s progressive.

Watch it:

If by “progressive,” Ryan means “overwhelmingly favoring the rich while hurting the middle class,” then yes, the GOP plan is indeed “progressive.” As the Citizens for Tax Justice found, the GOP plan would slash taxes for the richest Americans while poorer families would have to pay more:

–Over a third of taxpayers, mostly low- and middle-income families, would pay more in taxes under the House GOP plan than they would under the House Democratic plan in 2010.

– The richest one percent of taxpayers would pay $75,000 less, on average, in income taxes under the House GOP plan than they would under the Democratic plan in 2010.

– The income tax proposals in the House GOP plan…would cost over $225 billion more than the Democratic plan’s income tax policies in 2010 alone.

Indeed, the GOP’s “progressive” plan would give the average CEO a $1.5 million tax break. What’s more, the poorest Americans would be forced to pay more taxes under the GOP plan.

Americans have already witnessed the damage wrought by a tax plan that overwhelmingly favors the wealthy. After the passage of the Bush tax cuts — which Ryan’s plan would make permanent — “the richest Americans’ share of national income…reached a postwar record,” with the top 1 percent earning more than 21 percent of all income in 2005. President Bush, however, shrugged off the massive increase in inequality seen under his tenure. “First of all, our society has had income inequality for a long time,” he said.

    Perhaps I ‘misunderestimated’ what these republicans proposed. Are they saying the wealthy can now opt for a FLAT 25 percent rate, meaning NO itemized deductions OR the current 39% but they get to write off everything they make thus effectively paying only 20%?

    All the while, us poor folk can either pay a flat 10% OR an adjusted 10%.

    No wonder they couldn’t get support for it. It just doesn’t make sense for either class.

    We do income taxes for individuals/couples. If they get over 15% taken away for fed. income tax, we’re supposed to look for an error. This includes people making $70,000, $100,000… so much mortgage interest, usually. 25% flat would be HUGE, at least from what I’ve seen. Maybe not for millionaires.

    First of all, I disagree with Mr. Hannity about the mantra that “the Democrats are out there saying [the GOP doesn’t] care about the poor”. I believe that the GOP does care about the poor, but doesn’t care enough about the poor, depending on the rich to fuel the poor.

    As far as “progressive” goes, isn’t a freeze on spending and dependence on the past GOP tax cuts “regressive”? It’s only progressive in the sense that it progresses the GOP agenda.

    And wasn’t this plan already proven as a failed plan, or are we talking about a new plan? Didn’t this have more “nay” votes by the Republicans than “nay” votes from the Democrats for the Obama plan? Or am I imagining things?

    Every time I see any kind of “plan” come from the Republicans, it contains two key GOP philosophies.

    First, the idea that making the rich richer and the poor poorer is a good thing. Funny — I always believed the healthiest economies happen when the greatest number of people participate in them. But when you squeeze an ever-growing segment of the population to the point where they can no longer participate because they have no money to spend, doesn’t everybody suffer as a result?

    Second, the idea that spending must be “frozen”. How will this revive the economy? This is like reviving a suffocation victim by sucking all the air out of the room.

    Republicans have no new ideas, so they just keep putting forth the old ones.

    Well, I’m not surprised they have no idea what “progressive” means. It wouldn’t be the first time they have expressed their ignorance for basic terms. Here’s a short list of words they have used in recent years that are intentionally deceptive, if not flat-out incorrectly used.

    1) Socialism – used to describe everything they don’t like, disregarding the numerous examples of socialist policies that the US and other countries use everyday that both operate as they’re supposed to and are vital like schools and highways.
    2) Progressive – apparently anything that forwards your own agenda is “progressive” nowadays. Let’s just forget that the term actually does describe a political ideal that tends to be the polar opposite of what they are talking about.
    Liberal – their favorite dirty word to demonize people who disagree with them. They constantly ignore the reality that liberal quite simply means in favor or individual liberties. Just like our founding fathers were, since they’re so hyped to work them into any and every conversation.
    Earmark – a process by which ALL types of funds are appropriated, now it is equivalent with waste. Some earmarks are wasteful, I’m sure. But I guess no one told them that anytime money is requested it’s an earmark. That includes their precious military spending.
    Fascism – quickly becoming one of their new favorite words to describe our President, regardless of the fact that nothing about this man is even remotely fascist, or that it is impossible to be both a socialist and a fascist at the same time.
    Marxism – another one used to describe a political agenda, ignoring the actual meaning of the word – a philosophical theory put forth by Karl Marx which describes the multiple types of political systems and the type and level of advancement that describe the civilizations that utilize them. Marxism describes the type of nations that uses aristocracies, democracies, capitalsim, and, yes, socialism and communism, among others.

    Someone needs to put out a Republicanese-English dictionary.

    You’re not sticking up for everyone with the idea of a Flat Tax.

    It sounds fair, but it isn’t. Part of the problem with a system like that it is the people who currently don’t pay taxes because they can’t afford them (the very poor) would have to pay with a flat tax. On top of that, it removes deductions, which may stick it to the wealthy in many ways, but it also sticks it to the lower and middle classes worse, because they have less cash flow to work with than the wealthy do.

    It’s a common misconception for people who have little or no understanding of the tax system to think that a flat tax is the fairest, but it’s much more restrictive on the poor than it is the wealthy, which is why we have a progressive tax system in the first place (not progressive like politically progressive, but literally progressive – tax rates increase as income increases). Those of us who deal with taxes for a living know it’s a worse system for everyone involved, especially those who don’t have the money to pay in the first place.

    What I was ridiculing was the propensity of right-wingers to come here and claim that they’re “independent” much like O’Reilly famously claims. It’s a consequence of the Republican Party devolving into such a train wreck of a political force that they can’t bear to own up to the truth of their convictions.

    I would not dispute that there are crazies on either end of the political spectrum. The difference is that the Right seems to be intent on mainstreaming theirs.

In use long before “progressive” was adopted as a name for the left/liberal/not-republican point of view, the phrase “progressive tax system” simply means that the rate charged progresses (upwards) as taxable income increases. The Republicans’ tax proposal is clearly heavily skewed towards benefiting the wealthy, but it is in fact “progressive”.
    In my opinion this thread makes (political) progressives look a bit petty, attacking the use of a word to which has special meaning to them. Kind of like how wingnuts feel that only they are allowed to call themselves “patriotic”.

    Our current tax system is progressive, it has six levels of tax rates that increase as income increases. It is literally progressive, as opposed to politically progressive.

    I have to say, as an accountant, I am aware that a two-tiered tax system is, technically, progressive, but if you are being honest with yourself, you know as well as the rest of us that to call a two-tiered system that creates an increase in taxes on the lower classes and a decrease in taxes on the upper classes “progressive” is disingenuous because of the use of the term as a political buzz word AND because in comparison with the tax system we already have, it’s not particularly (literally) progressive.

    Ryan’s tax proposal is about as “progressive” as the recent conservative Democrat-passed increase in the tobacco tax, which will more adversely affect the poor and middle-class while having hardly any effect at all on the wealthy.

    And to think that these conservative numbskulls did this during the biggest recession since the Great Depression…a deepening recession which this highly regressive tobacco tax increase will only make worse.

    Furthermore, these anti-tobacco zero-tolerant conservatives also have stated that they enacted this huge tobacco tax increase to try to force people to give up smoking or smoke less, which puts a lie to their claim that this huge tobacco tax increase will fund SCHIPS…both can’t happen.

    But let’s say that these anti-tobacco fanatics are successful and people do either smoke less or quit entirely.

    1) SCHIPS will be underfunded.

    2) Small businesses that sell tobacco products will be hard hit financially as their tobacco-related revenue slows or dries up completely…leading to massive lay offs…just what we need during a recession that is bordering on another Great Depression.

    3) A whole lot of families and individuals are already under economic stress because of what the culture of corruption and greed conservatives on Wall Street caused to happen to our economy, so anyone adding to this stress must be nuts, because stressed-out individuals often lash out, as we’ve seen recently in the news. So, let’s add to the stress levels in our society by increasing the number of smokers going through withdrawals. Heckuva job.

    Are these anti-tobacco conservatives nuts?

    Oh right, all zero-tolerant conservatives, no matter what political party and no matter what pet issue, are nuts…because their selfish, dictatorial, totalitarian, zero-tolerant policies ALWAYS end up hurting more people than they help, but these conservative policies ALWAYS especially harm the children…which is why these nutty conservatives wrapped up their tobacco tax increase in with SCHIPS…even as they push more children into poverty. Crazy, crazy, crazy conservatives.

    I have the misfortune to live next to Ryan’s district, and he does not have a clue as to what is going on in it now — specifically, that the GM plant in Janesville, along with many of its suppliers, is closed. Thousands of people who are out of work with no income apparently are supposed to be impressed by the “progressive” nature of Republican tax policies, which have so far resulted in a loss of 3 million + private sector jobs. Ryan is a smooth operator and master propagandist, however, he can still fool many of the people in his district into thinking that he is working to their benefit somehow.
