Santorum: Reconciliation ‘Has Never Been Done Before’ — Except For When I Used It

santorum-small1.jpgLast week, the White House increased the pressure to pass President Obama’s budget proposal this week by keeping the reconciliation language in place that would allow the budget — and the essential health care reforms it includes — to pass with 51 rather than 60 Senate votes.

Adding his voice to the conservative hysteria over the use of reconciliation, former senator Rick Santorum declared today that such a move would “short-circuit the process” and “has never been done before”:

SANTORUM: What the Democrats have done is to try to short-circuit the process on a major piece of legislation. This has never been done before. We have never seen a major, long-term, policy prescription, whether it’s Medicare, or go back throughout history and look at all the major pieces of legislation, none of them have ever been passed using this procedure. … This is truly an abomination.

Of course, reconciliation has been used nearly 20 times since 1980, when it was first created. The New Republic notes that using reconciliation to pass health care reform fits into the historical pattern. “Whether reducing or increasing deficits, many of the reconciliation bills made major changes in policy. Health insurance portability (COBRA), nursing home standards, expanded Medicaid eligibility, increases in the earned income tax credit, welfare reform, the state Children’s Health Insurance Program, major tax cuts and student aid reform were all enacted under reconciliation procedures.”

Indeed, Santorum himself was the Senate Republicans’ point man in trying to push welfare reform through budget reconciliation in 1995, including it in a budget then-President Clinton opposed, as the Washington Post reported on Nov. 11, 1995:

But the welfare measures will be part of the overall reconciliation bill that Clinton has said he will veto.

Welfare reform may become a free-standing bill to be passed separately from the reconciliation measure. “This is a bill the president has absolutely no reason not to sign,” said Sen. Rick Santorum (R-Pa.), who acted as an intermediary in negotiations between the House and Senate on welfare.

Arguing that budget reconciliation is the key to enacting meaningful health care reform, the Wonk Room’s Igor Volsky wrote, “14,000 Americans are losing their health care coverage every single day and, instead of seriously considering the President’s proposal, Republicans are busy painting health care reform in red.”

    Since the republicans have nothing to say with the exception of “NO” to each and every Bill wanted passed, and made certain that each R in the House, as well as the Senate, were in total unison and agreement AGAINST prior to voting on that issue, I’d have to say that reconciliation is probably the only way Obama will be able to get his healthcare bill passed.

    The republicans don’t even care to DISCUSS the actual matter in order to learn the details, and even if Obama made concessions to please the R’s, they would still esvote NO. Their plan is for Obama to fail [on all levels] so they can then say, “See, we told you that Obama was NOT presidential material and he was unable to acccomplish anything significant
    except SPEND AND BORROW.”

    I say they asked for what they are getting from the Dems, so let thenm to show their a@@es to the public and see what transpires from there. Hopefully the R’s will realize that they need to leave politics and start their own teevee CULTIST RELIGION since it appears
    only religious issues are their primary concern. Palin and Bachmann can be the leader witches and spout their crap to the rest of their House and Senate wingnuts.

They tried to use the ‘nuclear’ option …and I was pretty pissed. …but then again – it’s for the good of the PEOPLE of this country (and finally not Corporate America)

    This is a good point. It’s not like the R’s have shown any good-faith in providing any votes for any consideration, as we saw with the stimulus bill. Even though a number of line-items that they had publicly complained about were removed, they still intentionally organized to deliver zero votes in the House, and then patted themselves on the back for it.

    Why would we deal with them when they categorically refuse to be dealt with?

    It is my understanding that the FAA shared the information with the NYPD and then told them not to say anything to anybody. And while this poorly-planned (possibly needless) event did frighten a lot of people (and I am from New York State), I do not believe the man should be fired, but he should be demoted. He should not be making decisions in the capacity to which he is currently assigned, as he doesn’t seem to do it very well. That’s just IMHO.

    The director of the White House military office, Louis Caldera, took the blame a few hours later. One of the planes was a 747 that is called Air Force One when used by the president.

    “Last week, I approved a mission over New York. I take responsibility for that decision,” Caldera said. “While federal authorities took the proper steps to notify state and local authorities in New York and New Jersey, it’s clear that the mission created confusion and disruption. I apologize and take responsibility for any distress that flight caused.”

    That’s an apology.

    When told of the flight, President Barack Obama was furious, a White House official said on the condition of anonymity to discuss private conversations.

    My light bulb moment was when the press reported that the hijacked planes were invisible because they turned off their transponders. The assertion that finding individual planes was like finding needles in a haystack, on top of that, was also astonishing. After telling America that we were totally defenseless against planes that turned off their transponders and that air traffic controllers can’t really do their job, we were told that the answer to the question of what will make us safe was destroying the Bill of Rights and treating every airline passenger like a potential terrorist.

    I’ve worked for nine years as a caregiver. I’ve had four clients. I talked with doctors from three HMOs and a research hospital. I also deal with VA doctors for myself. One thing I’ve noticed about doctors is that they write superbly concise and clear letters.
