By pushing for pandemic preparedness cuts, Collins helped finish what Vitter started.
Given the recent outbreak of swine flu, Sen. Susan Collins’s (R-ME) push to strip funding for pandemic flu preparedness is looking increasingly shortsighted. But Collins was not the first to campaign against the provision. Indeed, several days prior to Collins’s public push, Sen. David Vitter (R-LA) introduced an amendment that would have stripped, among other things, the flu funding provision. In arguing for his amendment on the floor of the senate, Vitter apparently couldn’t fathom how pandemic preparedness could possibly serve to protect the economy, calling it part of a “laundry list of…big government spending items”:
VITTER: The Vitter amendment is an attempt to start the important work of cutting out some of the clearly non stimulative parts of this bill. … [N]eighborhood stabilization, historic preservation, fish and wildlife resource construction, comparative research, the pandemic flu, the smart grid.
People might say: You are not worried about a pandemic flu and the threat that causes to our Nation? I am. That is a serious subject. … Maybe we need to do more; I do not know. But I do know one thing. That is average spending and typical spending that is nothing to do with job creation and economic stimulus. Yet this bill is littered line after line after line with all of those items. Many are ridiculous. [...]
I hope this vote tonight on the Vitter amendment will be the beginning of fundamentally changing this bill so it is no longer simply a laundry list of traditional Washington, big government spending items.

The Republicans appear to define the stimulus package as a jobs creation package — nothing more. And by using this template, they wanted to toss out all line items that had nothing to do with direct job creation.
The Obama team defined the package as an “economic recovery” package, which meant that the creation of jobs was but one part of it. To truly focus on economic recovery, it’s necessary to address possible factors that can adversely affect said recovery — which is why the package contained provisions for health care (we will NEVER recover economically as long as more and more people are getting priced out of getting decent health care), environment, disaster preparedness, and — yes — pandemic flu preparedness.
But most of the nattering from the GOP side comes with the assumption that the stimulus package is ONLY for the direct creation of jobs. This assumption should not be made. The Democrats need to do a better job of selling the package as “economic recovery”, not just jobs creation.

These right-wing fools have no concept of what is “stimulative” and what is not. Or, rather, they have a very narrow concept of it, as missmolly points out.
Spending is stimulative to a stalled economy. It doesn’t matter whether a job is created directly by the spending or if that job is created indirectly. It’s still stimulative.
The only spending that is not stimulative is when it’s given out as corporate welfare and deposited in numbered Swiss bank accounts rather than spent. Or maybe when it’s sent over to Iraq on pallets and disappears.
Although I suppose that stimulates the Iraqi economy.

As for the money for pandemic preparedness. We live in a world so polluted and so inter-related with how people live, that we are always a step away from epidemics of all kinds. A disease resistant to antibiotics can come any time. The more antibiotics we take over the course of our lives makes us build a resistance.
Every year CDC and the World Health organization makes a report of new outbreaks. Sometimes of old and some times of new diseases. And sometimes the outbreaks have no medicine to treat what used to be treatable. And we are not immune and have no medicine to use.
These idiots like Collins, Specter or Vitter don’t seem to understand this fact. They want to use their position to make political points. Even though they make no sense. They are getting name recognition. This is what they care about.
As far as I am concerned, I want scientists to have the opportunity to find new cures. To be prepared for what will INEVITABLY come. Swine flu may not be new. But you can still die from it. And you never know when a new strain can come out. And the all important logistics in getting any medicine to all that need it.

2 — I think you misunderstood my post. People like you complain that liberals are protectionist, but it’s ok for major companies to lobby congress to put themselves off limits to competitive practices. If we are to be a global economy, then the major firms alone can’t simply be left in one room to write the rules. If people want the government to negotiate drug prices with the major companies or permit shipments from Canada or nations alike where people don’t have to scrimp for their drugs, the representative body should be able to do so without inflated private interests getting in the way.

When they go to their doctors they’ll be using the form of healthcare they want to deny other Americans access to. I’m betting their families are also covered by the same plan. April 27th, 2009 at 6:30 pmThe sad part? Sen. Susan Collins was voted in again in 2008 by stupid Mainers and will not be up for re-election until 2014. Olympia Snowe won her re-election in 2006 (again, by stupid Mainers), which means her re-election bid is up again in 2012.
Collins wanted the pandemic flu funding taken out of the stimulus bill, but then went on to vote against the Omnibus bill that actually included the pandemic flu funding along with the rest of the republicans in the Senate.
