Harold Ford: I Would Have Voted To Approve Torture

This weekend, former Vice President Cheney repeated his claim that torture “saved thousands, perhaps hundreds of thousands, of lives.” Of those, like President Obama, who condemn torture as making America less safe, Cheney insisted, “in effect, we’re prepared to sacrifice American lives rather than run an intelligent interrogation program that would provide us the information we need to protect America.”

This evening on MSNBC, former Democratic congressman Harold Ford, Jr., adopted many of Cheney’s right-wing talking points to defend torture, saying he was “not as outraged as some are about” what happened at Guantanamo. He suggested that he even would have voted to approve torture in order to “prevent the destruction of an American city”:

FORD: You have to remember when this was occurring. This is 2002, 2003. The country was in a different place, in a different space. And if you were to say to me, as an American, put aside my partisanship, that we have an opportunity to gain information that would prevent the destruction of an American city, to prevent killings in American cities, and we have to use certain techniques, I’m one of those Americans that would have voted a certain way, Chris. And that polling said it might have been torture, but I’m not as outraged.

Watch it:

Matthews was incredulous, telling Ford, “You are veering into Cheney country here.” He said Ford’s talking point about the destruction of an American city was “Cheney talk.” “That’s what he used to justify torture,” Matthews said.

The ticking-time-bomb scenario Ford seems to invoke is simply a “red herring” that “doesn’t happen” in the real world. And according to the interrogators themselves, torturing Khalid Sheikh Mohammed and Abu Zubaydah — the two Cheney most frequently cites as “proof” of torture’ effectiveness — provided no actionable intelligence.

ThinkProgress released an extensive report today, Why Bush’s ‘Enhanced Interrogation’ Program Failed. Read the whole thing here, and leave your comments here.

Harold Ford, Jr is very disappointing.

But, you know what? He’s just another product of the American aristocracy. He is a child of privilege deeply steeped in the conventional wisdom.

And deeply in love with himself.

  2. AlphaLiberal says:

It’s nice to see Chris Matthews step up to the plate, though and call the Cheney distortions for what they are.

When Ford was a member of congress and running for Senate here in TN, I could let a lot of the rhetoric pass. This is a tough state for any Dem no matter how conservative they are.

One of two things are happening here…

1)He’s running for TN office again…

    or

2)He really believes these RW talking points.

I’m more inclined to believe number 2.

And even with all of your “faketriotism” and bipartisanship, the citizens of TN and the GOP (your real friends) called you a pimp and you lost in your bid for the Senate, Thank God.

This was brought to you by another stupid individual who wanted a hand in runnning this country.

Luckily no one takes them seriously anymore and they are politically irrelevant. Their soulless evil and their inability to even understand decency is no longer steering our government

aside from the main point of the article, if we believe that it could be appropriate to torture people in order to prevent the destruction of an american city, how can the bush administration defend *not* torturing people to prevent 9/11?

  14. Tired of being lied to says:

“…that we have an opportunity to gain information that would prevent the destruction of an American city, to prevent killings in American cities, and we have to use certain techniques…”

Has anyone ever been able to prove – or even present any compelling evidence – that any acts of torture have actually prevented any acts of terrorism? Even a little shard of evidence?

FYI – I have done a little funny dance around my bed every morning at exactly 5:45 am since September 11th, and we haven’t had any more bombings or planes flying into buildings. So, I’m just saying that maybe it’s my little dance and not the waterboarding and other torture techniques that have kept us safe. Seems like about the same standard of proof here.

  15. AlphaLiberal says:

Wow. He even echoes Cheney on calling for more info to be declassified to “prove” the need for torture.

  16. Jackie says:

Ford is still up set that he wasn’t asked to a job for the Obama Administration. He played his cards and supported McCain thinking since Bush won twice McCain would win. Now he’s left with attacking innocent people and siding with Darth Cheney. Look Ford might want to be Republican Leader Rush Limbaugh’s VP or even replace Michael Steele as Chairman. When Obama said change he wasn’t kidding.

  17. tuckgraph says:

  20. AlphaLiberal says:

This part of the show that immediately preceded the exchange at issue is pretty telling. It’s all about how a poll showed more people supporting torture.

Ford is probably just being a good weathervane and following the latest poll.

Chris Cillizza: There was a poll a week or two ago, an independent poll, a media poll that asked people whether what had gone on a Gitmo was torture and by a large majority people said yes. The next question was did they think that those techniques would be necessary in certain circumstances and a slimmer, but still more people said yes than no so you have this weird disconnect. People do think it is torture, but they feel like if it yeilds results that it’s the right thing to do, so this is tough especially as it relates to the Democratic Party base which clearly believes that this is something that is wrong, wrong, wrong.

i’m not sure i’d agree with that in the abstract. and based on the pattern that’s emerging, i’m becoming less inclined to believe that the bush administration tortured out of cowardice rather than out of a craven, insatiable desire to build a case for iraq — even a 1% case — to justify invading a middle-east country to fulfill the PNAC agenda. that’s a pretty ambitious agenda.

that said, i don’t think bush would have thought twice about authorizing anything against detainees.

  35. wiley says:

blockquote>This is 2002, 2003. The country was in a different place, in a different space.

Oh, boy was it different. First of all, the shock of the contentious election results that weren’t sufficiently challenged because of the alleged trauma America would suffer, was wearing off, and a lot of people (watching Bush vacation and cut brush) were beginning to get p*ssed.

Then 9/11 came along. I was working 14 hours a day, 7 days a week in 2001 and 2002. I don’t know exactly how the invasion of Afghanistan was covered by the media, but it seemed rather mute. The Patriot Act, treating airline passengers as if they were all potential terrorists, hushing of dissent, “with us or against us”—-you know the drill—seemed to be in the fore, along with obscene repetition of 9/11 images and references, and arguments over whether or not the crime of 9/11 should be investigated.

Then the drumbeat for war with Iraq, which is the most heinous war related coverage I have ever seen. It made me crack. In February of 2003, I had my only stay in a mental ward, on the “flight deck” of the VA hospital. And the ward was packed (before the invasion of Iraq, remember)—veterans from every conflict from WW II and up. Leaks that the Niger tubes were forgeries, that the intelligence reports said Iraq was not a threat, etc. were out before we invaded.

Then the surreal spectacle of the invasion of Iraq and the egregious and merciless destruction that was wrought on people who had done nothing to us.

Then the pictures of Abu Graib.

Oh, things were different alright. We were through the looking glass and Congress was oddly incurious.

    This damned lie again?

On 1 January 2002, Valerie Wilson was working for the Central Intelligence Agency (CIA) as an operations officer in the Directorate of Operations (DO). She was assigned to the Counterproliferation Division (CPD) at CIA Headquarters, where she served as the Chief of a CPD component with responsibility for weapons proliferation issues related to Iraq.

While assigned to CPD, Ms. Wilson engaged in temporary duty (TDY) travel overseas on official business. She traveled at least seven times to more than ten countries. When traveling overseas, Ms. Wilson always traveled under a cover identity — sometimes in true name and sometimes in alias — but always using cover — whether official or non-official cover (NOC) — with no ostensible relationship to the CIA.

At the time of the initial unauthorized disclosure in the media of Ms. Wilson’s employment relationship with the CIA on 14 July 2003, Ms. Wilson was a covert CIA employee for whom the CIA was taking affirmative measures to conceal her intelligence relationship to the United States.

  81. wiley says:

In 1997 she returned to CIA headquarters and joined the Counterproliferation Division. (About this time, she moved in with Joseph Wilson; they later married.) She was eventually given a choice: North Korea or Iraq. She selected the latter. Come the spring of 2001, she was in the CPD’s modest Iraq branch. But that summer–before 9/11–word came down from the brass: We’re ramping up on Iraq. Her unit was expanded and renamed the Joint Task Force on Iraq. Within months of 9/11, the JTFI grew to fifty or so employees. Valerie Wilson was placed in charge of its operations group.

The JTFI found nothing. The few scientists it managed to reach insisted Saddam had no WMD programs. Task force officers sent reports detailing the denials into the CIA bureaucracy. The defectors were duds–fabricators and embellishers. (JTFI officials came to suspect that some had been sent their way by Ahmad Chalabi’s Iraqi National Congress, an exile group that desired a US invasion of Iraq.) The results were frustrating for the officers. Were they not doing their job well enough–or did Saddam not have an arsenal of unconventional weapons? Valerie Wilson and other JTFI officers were almost too overwhelmed to consider the possibility that their small number of operations was, in a way, coming up with the correct answer: There was no intelligence to find on Saddam’s WMDs because the weapons did not exist. Still, she and her colleagues kept looking. (She also assisted operations involving Iran and WMDs.)

When the Novak column ran, Valerie Wilson was in the process of changing her clandestine status from NOC to official cover, as she prepared for a new job in personnel management. Her aim, she told colleagues, was to put in time as an administrator–to rise up a notch or two–and then return to secret operations. But with her cover blown, she could never be undercover again. Moreover, she would now be pulled into the partisan warfare of Washington. As a CIA employee still sworn to secrecy, she wasn’t able to explain publicly that she had spent nearly two years searching for evidence to support the Administration’s justification for war and had come up empty.

    looktothehills,

It is a logical fallacy to presume correlation implies causation. Just because Event A preceded Event B, it does not automatically mean that Event A caused Event B. Likewise, just because Event B fails to follow Event A, it does not mean that Event A prevented Event B. So your entire argument that Cheney’s security tactics “kept us safe” is not grounded in logic.

Furthermore, you cannot assume that ALL of the tactics and techniques, and only ALL of the tactics and techniques, are what supposedly “kept us safe.” You cannot prove that lessening them couldn’t keep us just as safe, if not more so due to the diminishing resentment toward us for using some of those tactics in the first place.

And none of that matters in the discussion because Dick Cheney took part in a criminal conspiracy to commit a war crime. Using the waterboard was a war crime. Dick Cheney not only admitted his guilt, he bragged about doing it. He belongs in a prison cell, not up on your mantel.

  118. DallasNE says:

There is simply no evidence to show that the purpose of the torture was to avoid the ticking time bomb red herring. Quite to the contrary. The evidence shows that the purpose of the torture was to try and establish a direct link between bin Laden and Saddam, never mind that they were enemies. On one level Bush got what he wanted. He got the Atta in Prague talking point and he got the Saddam had reconsituted his WMD program talking point. While both stories were fabrications generated by torture we still have a sizable percentage of the population that thinks Saddam was linked to the 9/11 attacks and that we found evidence that Saddam was restarting his WMD programs. Neither, of course, is true. But make no mistake, Bush got exactly what he wanted from the torture sessions. Political cover and re-election in 2004, neither of which would have come about without the material obtained by torture.

  129. God says:

Its a yellow power cord that I fashioned into a knot to end my existance based on Scott Adam’s, the inventor of Dilbert, short story of God’s Debris

God’s Debris creates a philosophy based on the idea that the simplest explanation tends to be the best (a corruption of Occam’s Razor). It surmises that an omnipotent God annihilated himself in the Big Bang, because an omniscient God would already know everything possible except his own lack of existence, and exists now as the smallest units of matter and the law of probability, or “God’s debris”, hence the title.

    Description

The central character, according to the introduction, knows “everything. Literally everything.” Adams, whose knowledge is as incomplete as the next person, got around this by using the aforementioned “simplest explanation” for each concept raised in the book because, while “in this complicated world the simplest explanation is usually dead wrong”, a more simple explanation often sounds more right and more convincing than anything complicated.

This character, the Avatar, defines God as primordial matter (like quarks and leptons) and the law of probability. He offers recommendations on everything from an alternative theory for planetary motion to successful recipes for relationships under his system. He proposes that God is currently reassembling himself through the ongoing formation of a collective intelligence in the form of the human race, modern examples of which include the development of the Internet; this is related to the idea of the Omega point.

However, in the introduction, Adams describes God’s Debris as a thought experiment, challenging readers to differentiate its scientifically accepted theories from “creative baloney designed to sound true,” and to “Try to figure out what’s wrong with the simplest explanation.”[1]

    Levels of consciousness

The chapter “Fifth Level” of (p. 124) describes five levels of human awareness, or consciousness.

    * Level 1: Consciousness at birth: pure innocence, self-awareness.
    * Level 2: Awareness of others, and acceptance of authority (a belief system).
    * Level 3: Awareness that some beliefs may be wrong, but not which ones.
    * Level 4: Skepticism and adoption of scientific method.
    * Level 5: Avatar level, understanding that the mind is a delusion-generating machine, and that science is another belief system, although a useful one.

The book subscribes to the Lakoffian point of view, in that the mind is viewed as a “delusion-generator” rather than a window to true understanding. As George Lakoff said: “Our ordinary conceptual system, in terms of which we both think and act, is fundamentally metaphorical in nature.” The philosophy espoused can also be construed as a form of pandeism, the concept that God created the universe by becoming the universe.

Given Adams’ fame as the author of the Dilbert comics, publishers were wary of publishing any book by Adams without Dilbert content. The book was therefore released initially as an e-book (with comparatively small “publishing” costs). Based on its rapid success, however, it was also quickly released in hardcover format. The book can now be found for free online (see external links below).

The book has its critics, both on the theories and on the narrative style.[citation needed] However, the introduction disclaims any personal views held by the author, “The opinions and philosophies expressed by the characters are not my own, except by coincidence in a few spots not worth mentioning”.

I’ve just listened to Rep. Ford’s explanation for what he would do in these special circumstanses… and I don’t understand—this is the whole Speculation base on a hypothesis malarchy that gives us an excuse to lower our bar and act like Nazis. I commend Matthews for laying into Ford and calling him to the carpet on his comments. This is an organized, structured effort for this NeoCon, nazi agenda that they are trying like crazy to sell to us. More here:

Ford tried to do the same thing on Morning Joe. He’s a lost “lamb”, dear lord.

  132. zuch says:

Why is it so hard to understand that whether one should (or would) do something [under rather specific and peculiar circumstances] is a different question from whether it should be legal in all circumstances.

Which is once again a different question from whether it’s legal now.

I don’t see anyone pushing for a torture “exception” for TTBs only; rather they insist that it should be (or is) legal, period, just in case we want to use it for ‘only the TTB scenario’ [wink-wink].

    Cheers,

Please explain, a lost lamb? What lord do you refer to? And yes, this is God talking to you so you better make a good explanation of you lack of mindpower or you will have to explain yourself at the pearly gates as to why you never studied in school and never at least educated yourself to answer a question to the Almighty God!

It ok not to study, its ok not to be smart and just sit around eating cheetos playing playstation etc…
But when you speak out. And GOD asks you a question, you better damn well not be an idiot!
So splain yourself or find yourself eternally damned playing wii

Great work Mr. Ford! A rare lib with guts! Best wishes in your future endeavors!

do you even know what a “lib” is? and please don’t say Bush was one…haha

  136. Robt says:

This is where Ford and I part ways.

I wouldn’t vote to break the law.

    Remember this Harold.

    There was NO VOTE. !!!

There was conspiring corruption of the Justice Dept. to write MEMO’s that broke the law. Wrote in the cover of darkness….

  137. ucsbclassics53 says:

hey RHF, what was it the wingnuts said? “America: love it or leave it?” so shouldn’t they leave America since Obama got into office since they want him and America to fail so that the GOP can return to power?

Glenn Greenwald gives an eye opener about a recent death…
The NYT’s definition of blinding American exceptionalism
    http://www.salon.com/opinion/greenwald/2009/05/08/torture/index.html

Thankfully, we’re teaching the Iraqis what it means to be a “nation of laws.” We Americans know how terrible it is to have a system where the politically powerful are permitted to break the law and not be held accountable. A country which does things like that can fall into such a state of moral depravity that they would actually allow people to do things like this and get away with it. Who could imagine living in a place like that?

Of course it’s not “torture” when the USA does it, YES?
Instead, it’s only called “torture” when US service wo/men are subjected to it by other countries, YES?
Of course it’s EIT when the North Vietnamese did it to McCain, then, YES? And it was good, YES?

    Greenwald closes…

But what’s the point of all of this? Secretly telling Nancy Pelosi that you’re committing crimes doesn’t mean that you have the right to do so. And the profound failures of the other institutions that are supposed to check executive lawbreaking during the Bush era — principally Congress and the “opposition party” — is a vital issue that demands serious examination. This dispute over what Pelosi (and Jay Rockefeller and others) knew highlights, rather than negates, the need for a meaningful investigation into what took place.

    Dear America,
    You are broken…
    … Please fix self!

    By the way,

Ford should be aware. There was no vote to make torture legal. There was a conspiring courption of the justice dept.

There was nNO VOTE for Harold Ford to weigh in on.

    So is god dead now?

Harold Ford is a weasel. He’s loyal to Dick Cheney.

9/11/2001 ~ 3000 dead. Fear factor: High around epicenters to med in midwest. Torture instigated.

9/7/1940-5/5/1941 London “Blitz”. Nightly air-raids ~ 43,000 dead. Fear factor: High throughout the British Isles. No torture.

Tell me again, Harold, how it was back in 2002-3, that feeling of fear the nation was experiencing.

You and Bill O’Reilly need to report to the principal’s office!

  144. fletc3her says:

And that’s the last time i ever take that guy seriously. Can’t there be some kind of human decency litmus test we apply to our talking heads?

  145. nellieh says:

It’s amazing to me no one accepts the fact torture was/is illegal and are giving a pass to those who authorized it! I got so sick of hearing “a nation of laws, not men!”, “The rule of law!” over a lie about a BLOWJOB!!!. But now we have people who have lied over torture, an illegal war and illegal wiretapping and all are getting to pass ‘go’ collect whatever they can and don’t worry about investigations, indictments or losing your law licenses. More proof there is a double standard when it comes to Lady Justice. With the political powerful and wealthy she is wearing a see through blindfold. Lord help the minority kid with marijuana.

  146. singe_101 says:

“If we knew someone was going to commit a war crime, just knew it, I would have voted to approve a war crime to get that vital information out of them. This shows my values.”

“And besides, who are they going to give credible information too? Us if we torture them and are the Great Satan, or actual interrogators who use words and treat them like humans? Obviously torture is better.”

  147. pastcaring says:

Ford is doing nothing more than showing that this paradigm is institutional.

  148. kevsters says:

You are not welcome Harold Ford.

    Summed up quite nicely here.
