Liz Cheney Claims Her Father Would Never ‘Substitute His Own Judgment’ For The CIA’s

Last month, after President Obama released Bush-era legal memos authorizing torture, McClatchy’s Jonathan Landay reported that former Vice President Dick Cheney “applied relentless pressure on interrogators to use harsh methods on detainees in part to find evidence of cooperation between al Qaida and the late Iraqi dictator Saddam Hussein’s regime.” Earlier this week, former NBC News investigative producer Robert Windrem reported for The Daily Beast that in 2003, “Cheney’s office suggested waterboarding an Iraqi prisoner, a former intelligence official for Saddam Hussein, who was suspected to have knowledge of a Saddam-al Qaeda connection.”

On ABC’s This Week today, Cheney’s daughter, Liz Cheney, a former Deputy Assistant Secretary of State, responded to the allegations by pointing to a report yesterday in which intelligence officials “denied that the questioning on Iraq had included waterboarding.” Asked, however, if she denied that Cheney’s office asked “to have information about Iraq-al Qaeda connections presented” to the Iraqi detainee, Cheney did not outright deny it:

STEPHANOPOLOUS: You’ve explained one part of it, I just want to ask you to explain another part of it. The report though that the vice president’s office did ask specifically to have information about Iraq-al Qaeda connections presented to this detainee, do you deny that?

CHENEY: I think that it’s important for us to have all the facts out. And and, the first and most important fact is that the vice president has been absolutely clear that he supported this program, this was an important program, it saved American lives. Now, the way this policy worked internally was once the policy was determined and decided, the CIA, you know, made the judgments about how each individual detainee would be treated. And the Vice President would not substitute his own judgment for the professional judgment of the CIA.

Cheney’s claim that her father would never “substitute is own judgment for the professional judgment of the CIA” is striking, especially in the context of establishing a link between al Qaeda and Iraq. The truth is that when the CIA didn’t give Cheney the info he wanted about an Iraq-al Qaeda connection, he marginalized the agency:

In the initial stages of the war on terror, Tenet’s CIA was rising to prominence as the lead agency in the Afghanistan war. But when Tenet insisted in his personal meetings with the president that there was no connection between Al Qaeda and Iraq, Cheney and Rumsfeld initiated a secret program to re-examine the evidence and marginalize the agency and Tenet. Through interviews with DoD staffers who sifted through mountains of raw intelligence, FRONTLINE details how questionable intelligence was “stovepiped” to the vice president and presented to the public.

New Yorker reporter Jane Mayer, who wrote a book about “the dark side” of the war on terror, told MSNBC’s Rachel Maddow this week about how after 9/11 Cheney “was dissatisfied with the kind of information that had been given to them from the CIA,” so he requested raw intelligence reports and “took away the filter that the CIA had had.”

Transcript:

VANDEN HEUVAL: But you said, George, that the next big controversy is Guantanamo. The next big controversy is the mounting evidence showing that torture was used to extract evidence to create a link, a false link, between Saddam Hussein and Al Qaeda.

CHENEY: Let me respond to that.

VANDEN HEUVAL: That is a crucial area of investigation.

STEPHANOPOLOUS: Let me give a little context here and then I’ll let Liz respond.

CHENEY: Two points though.

STEPHANOPOLOUS: Let me just explain to the viewers what Katrina’s, a little more context on what she’s talking about. There were some reports this week that the Vice President’s office, actually back in 2003, in April of 2003, I believe, sent some sort of word to Iraq that a detainee in custody should be waterboarded in order to get information to establish whether there was a connection between Iraq and al Qaeda. Or more information on weapons of mass destruction. Your response.

CHENEY: Well, two things. It’s easy to sit here inside the Beltway and say, “gosh, no problem to put terrorists in Colorado.” And I think, frankly, the people in Colorado would have something to say to that, to object. On this particular allegation, you know, nobody who’s talking about this in the press has any knowledge of specific detainee treatment. And you saw the CIA yesterday come out and say, absolutely unequivocally, waterboarding was not used to establish this kind of a link.

VANDEN HEUVAL: I have not seen it, yeah.

CHENEY: Now, well you should read the Post yesterday. But let me, no, but George, you asked me to explain this.

STEPHANOPOLOUS: There was a Walter Pincus, but I want to press, I want to press one thing. Because there was a report. You’ve explained one part of it, I just want to ask you to explain another part of it. The report though that the vice president’s office did ask specifically to have information about Iraq-al Qaeda connections presented to this detainee, do you deny that?

CHENEY: I think that it’s important for us to have all the facts out. And and, the first and most important fact is that the vice president has been absolutely clear that he supported this program, this was an important program, it saved American lives. Now, the way this policy worked internally was once the policy was determined and decided, the CIA, you know, made the judgments about how each individual detainee would be treated. And the Vice President would not substitute his own judgment for the professional judgment of the CIA.

STEPHANOPOLOUS: Not no one in his office either?

CHENEY: So, I think it’s very important for us to look at exactly what the facts are. And the facts are that three people were waterboarded. The people that are claims to be waterboarded in these articles, are not any of those people. And I think, frankly, you’ve also got to look at the source for some of these allegations. And one of the big sources is, you know, Colonel Wilkerson. Now, Colonel Wilkerson gets coverage because of his associations with General Powell.

STEPHANOPOLOUS: Former chief of staff.

CHENEY: And has made a cottage industry out of, you know, fantasies about the vice president since he left office.

STEPHANOPOLOUS: Well, he’s not the only one reporting it. But it’s good to get your answer.

    Liz, it is not a “fact” this program “saved American lives.” Who told you that, your father? The one who lied about the whole shooting-the-78-year-old-lawyer-in-the-face thing?

    Liz, what you need to understand (because you clearly don’t) is that it makes no difference how many lives were saved, it was illegal. By the logic your father used, killing Saddam would have saved American lives. Why didn’t we assassinate Saddam without invading the whole country? (I’ll give you a hint – it would have been illegal.)

    And even if it was true that torturing people saved lives (it isn’t true, but let’s pretend it is), that would still not justify doing it. It was a violation of US and international law. The ends do not justify the means.

    Lastly, Liz, did your father tell you that the “authorization” (which wasn’t constitutionally binding) to use waterboarding was only to prevent an imminent attack? Which imminent attack(s) did waterboarding Zubaydah and KSM prevent? (I’ll give you another hint – None, since nothing happened. Besides, if an attack were “imminent”, why did they waterboard KSM for a month? Wouldn’t an “imminent attack” have happened within that time frame? If not, then it wasn’t “imminent”, was it?)

    And why would you know so much about this if you worked in the State Dept?

    My recollection is that Obama promised to end the military commissions as Bush was doing them. He changed the policy, mostly regarding the evidence allowed. That is hardly the same as continuing Bush’s policies. Bush’s policy was to give those people totally unfair trials, if they were ever going to get trials at all.

    And he was wrong to not release the photos of abuse and to continue the false meme that it was the work of a “few bad apples”. Whoever convinced him to do that did so with lies.

    The thing about Lynne Cheney, apart from the fact that her defense of her own father must be inherently suspect, is that she is in no position to know the facts surrounding anything she’s talking about. She had no role in the Bush Administration and, therefore, could have no first hand knowledge of the matters she’s discussing. Furthermore, if her source for this information is her father, then Dick Cheney has committed yet another crime by discussing this stuff with someone without the necessary security clearances.

Those actions were based on sound American values the public would readily accept, and those actions would produce results. But really, how legal can a memo be if what it does is redefine the limits to which US Case Law and International Law apply so as to reconstitute what otherwise would be considered illegal, legal?

    I mean to say, continuing to call these memos “legal” in any sense of the term, “legal” does an injustice. It is NOT legal to advise ones client as to how they CAN violate the law. THAT is call “CONSPIRACY”… another illegal act.

    I just saw the ceremony at Notre Dame — the president of the school was eloquent, and Obama was inspirational. It was a wonderful, thoughtful speech, touching on all the controversy with respect.
    There was more than one standing ovation, lots of applause and when a heckler was heard, the graduates shouted him down.
    (I think there was a secret service man directly behind Obama because his eyes never stopped scanning the crowd.)
    It was really a memorable event for those in attendance, I am sure.

    If we eliminate the idea that torture works; if we take seriously the fact that the terror suspects who were tortured had previously revealed valuable information without being tortured; if we factor in the reality that these techniques were invented in order to gather intentionally false confessions; and if we look at the evidence showing that detainees were tortured so they would specifically connect Iraq and al-Qaeda, we’re left with no conclusion other than this. Or sadism as sport.

    No wonder Dick Cheney is so frantic.

    For decades, the right wing has been trying to push the idea that in order to be fair, you have to have someone who agrees and someone who disagrees on a show to discuss any issue. (They were upset because they felt their side’s views were not getting presented to the public who, the assumed, would welcome them.) Once they started to get the attention they demanded, they started having people present their side using lies and distortions. (They already knew that if they tried to win on the merits of their arguments they would lose, primarily because their arguments have no merits.)

    Liz Cheney is on the TV machine now because journalists do not want to do their job and investigate things. Investigating things costs money and takes time. It’s cheaper and easier to just put someone on the show to represent the right wing and let them make their argument themselves. Unfortunately for the American public, the format of these discussions was such that all the right-winger had to do was lie, obfuscate, and distort for about four minutes and the job would be done. And what job was that? Not to convince anyone that they are right, but rather to confuse enough people into believing that maybe the left wasn’t completely right, that the issue was far from settled, that no one could really know what the truth is.

    That’s what Liz Cheney is there to do – to confuse people into doubting what they thought they already knew, not to inform people on the merits of her positions (which, as I said, has no merits.)

    I did do dxm, a dissaociative anesthetic in the same class as ketamine.
    I did it for, well its blurry now. But nonstop for probably a year.
    And I did have places I would have to stand b/c gold lights would shine down and I would see and hear messages from the Pantheon of which I was named a God.
    Actually funny story.

    I tried to hit all of my brain with all sorts of hallcinogens in Eugene Or. Kinda of a hippyvile Univ or Oregon college.

    And I had maryjane.

    THen, like a brilliant guy. I had to go on a mission.

    I made it 2 blocks before, everytime I’d blink, new streets. I Sat in the dark car and said “OK I DID, I REALLY DID IT THIS TIME!” I cant come back from this. Grains of sands of all reality dropped to the floor of my vision.

    THEN, the sun came up. It was the true God. And it beamed a gold sword of light and annointed me a God

    Although I was encouraged by Comey’s acts as #2 at Justice, the skillset needed to be a Supreme Court judge is greatly different, and anyone who still considers himself a republican after 8 years of Bush is an automatic disqualification for someone to replace Souter.

    That’s cool, but maybe we share some common ground there as well. I’m actually a bit of a car “nut”, my 1974 BMW 2002tii being the funnest car I’ve owned, and selling my late fathers 1955 Mercedes 190SL Roadster my greatest regret. The 1936 Ford he and his brother raced in the Great American Race was another incredible car he owned. American cars really aren’t any better or worse than the foreign counterparts (especially now, since most “foriegn” ones are built in American factories – was this what we were discussing on previous thread?)

    Years in a Honda Odyssey have me yearning for a late 60’s American “muscle” car, which, I can’t really afford.

    IMO, cars are generally a burden and have carried society down a narrow, treacherous road (pun intended) with regard to the environment, economy, personal accountability and the general restructuring of society around the internal combustion engine).

    I’m just thankful I no longer participate in the daily grind of commuting during rush-hour (too many angry, dangerous drivers during those hours, always made me depressed.)

    Cars have made us a nomadic commuter society. Most people do not buy a home to dwell in for their entire lives, but actually buy a house and PLAN on selling it to move to another, etc. Probably part of the psychological problems society shares. (And I would tie-in to that the advantages that such a society offers big corporations….)

    Besides family, a few old friends, and maybe “big water” I miss NOTHING about Detroit. Near the top of the list was the daily traffic war.

    Kinda agree. I have many Amish families near me. They get by just fine.

    Never been into cars much except for an old 70 mustang (302 boss) I used to have.

    Antique farm tractors rule my hobby world. I believe the Allis Chalmers Co. was the greatest American company that ever existed.

    FYI- Their engineers built a hydrogen fuel cell tractor completed in 1959.

    SC Justice is another matter. I don’t know anything about what he would bring to the Court as a jurist, but I do know two things: the Court is dangerously weighted to the Right, with four unwavering and relatively youthful hard right-wingers, and Obama cannot afford — the nation cannot afford — a stealth candidate with conservative cred. And two, Obama has little or no reason to cater to conservatives, with a nearly veto-proof majority in the Senate and a lot of political capital.

    What gets me is that “Dizzy” kept referring to “daddy” as the Vice President. I didn’t know it was a lifetime job? The MSM has a real bad habit of doing that to “the formers” – calling them Senator, Ambassador or Madam Secretary. The Vice President is Joe Biden, not Dick Cheney. Carville eluded to that a time or two by referring to Cheney as the former vive president. But “Dizzy” kept on doing the same stupid thing. One would thing the little “Rhodes Scholar” would have corrected that – somehow.

    Cheney’s girl has spend some of her daddy’s blood money he got from Haliburton. Blood money got from Haliburton stock from Cheney’s pushing for a war against Iraq and his former company which he has stock in. His stock shot up when war was declared against Iraq. It’s nice to have a former CEO give you a hundred million dollar (if not billion) no bid contract. If these people were in China they would be shot.

    President, Bush seems to have pre-approved pardons for every war criminal with a Republican party card. McClatchy’s Joe Galloway has the money quote:

    When George W. Bush was the governor of Texas, the state investigated, indicted, convicted and sentenced to prison for 10 years a county sheriff who, with his deputies, had waterboarded a criminal suspect. That sheriff got no pardon from Gov. Bush.
