Cheney Blames Richard Clarke For 9/11: ‘He Missed It’

Writing in Sunday’s Washington Post, Richard Clarke, the former counterterrorism chief under Presidents Clinton and Bush, slammed Dick Cheney and Condoleezza Rice for invoking what he called “the White House 9/11 trauma defense” — namely, the shock of 9/11 was so great as to justify all and any actions taken in the name of national defense. Clarke called the decisions on interrogations, detentions, and Iraq were all “wrong,” and the White House panic proved that Cheney and company had simply been ignoring the warning signs:

Cheney’s admission that 9/11 caused him to reassess the threats to the nation only underscores how, for months, top officials had ignored warnings from the CIA and the NSC staff that urgent action was needed to preempt a major al-Qaeda attack.

Speaking at the National Press Club today, Cheney struck back at Clarke. When asked about Clarke’s argument, Cheney — once again — invoked the “burning ashes” of 9/11 and the victims who leaped to their deaths from the World Trade Center. Then, quite succinctly, Cheney pinned the entire blame for 9/11 on Clarke:

CHENEY: You know, Dick Clarke. Dick Clarke, who was the head of the counterrorism program in the run-up to 9/11. He obviously missed it. The fact is that we did what we felt we had to do, and if I had to do it all over again, I would do exactly the same thing.

When the moderator reminded Cheney that Clarke had repeatedly warned the administration about al Qaeda’s determination to attack the U.S., Cheney snarkily replied, “That’s not my recollection, but I haven’t read his book.”

In fact, it was Cheney who “missed” the warning signs, not Clarke. New York Times reporter Philip Shenon’s book, “The Commission: The Uncensored History of the 9/11 Investigation,” reprinted some of Clarke’s emphatic e-mails warning the Bush administration of the al Qaeda threat throughout 2001:

“Terrorist Groups Said Co-operating on US Hostage Plot” (May 23)

“Bin Ladin’s Networks’ Plans Advancing” (May 26)

“Bin Ladin Attacks May Be Imminent” (June 23)

“Bin Ladin Planning High-Profile Attacks” (June 30)

“Planning for Bin Ladin Attacks Continues, Despite Delays” (July 2)

Similarly, Time Magazine reported in 2002 that Clarke had an extensive plan to “roll back” al Qaeda — a plan that languished for months, ignored by senior Bush officials:

Clarke, using a Powerpoint presentation, outlined his thinking to Rice. … In fact, the heading on Slide 14 of the Powerpoint presentation reads, “Response to al Qaeda: Roll back.” … The proposals Clarke developed in the winter of 2000-01 were not given another hearing by top decision makers until late April, and then spent another four months making their laborious way through the bureaucracy before they were readied for approval by President Bush.

Cheney needs to check his “recollections” before blaming former employees for the single most devastating attack in American history.

    I’ve decided that none of this is accidental on Cheney’s part. It is not that his recollection is faulty. He is intentionally spreading revisionist lies and misinformation in an attempt to rewrite history.

    Recall when Cheney appeared on “Meet the Press” in the run-up to the Iraq War and cited the a Judith Miller article in the New York Times to support his case. He knew at the time that he himself, through his chief of staff Libby, was the source of that article! This is no accident. Cheney is a propagandist.

    And I would like to add my outrage that Cheney would try to lay the blame on the person that tried the hardest to make the Bush administration see the danger of Al Qaeda before 9-11 happened. I also remember, during Bush’s re-election campaign, that Richard A. Clark had just published a book about 9-11 which placed much of the blame on the administration failure to take his warnings seriously. He was dismissed by Bush and Cheney as being “out of the loop” in regards to counter intelligence matters. And Clark’s title was “Director of Counter-Intelligence!” I remember Jay Leno making a joke at the time, “He was Director of Counter-Intelligence, isn’t that THE loop?” Cheney evidently thinks that he can dismiss all evidence with any sort of lie whatever.

    Incidentally, this proves 9/11 was not an inside job.

    If 9/11 had been an inside job, there would be plenty of (planted) evidence that Osama bin Laden was behind 9/11. And he would definitely be on the Most Wanted list.

    Come to think of it…if 9/11 had been an inside job, pulled off to start a war with Iraq, they would have framed Saddam Hussein for 9/11, thus avoiding all that WMD embarrassment.

    In the article “Rebuilding America’s Defenses – Creating Tomorrow’s Dominant Force” by the Project for a New American Century (PNAC) dated September 2000, there was a discussion about how to “rebuild” America’s Defenses.

    The article concluded that short of a “Pearl Harbor” type of event, it would take years to build the defense forces to the level that the authors thought were necessary.

    I think a very strong case can be made that Dick Cheney and others in the Bush Administration didn’t just ignore Richard Clarke, but was anxiously waiting for some event like 9/11 to occur.

    Had they taken the steps outlined by Richard Clarke and other experts, 9/11 may not have happened and then the “Pearl Harbor” type event needed to implement PNAC’s vision of the future would have been in jeopardy.

    As it is, we are still having to deal with the outcome of the PNAC mindset and until the Obama administration breaks with the Bush administration, we will still be suffering with PNAC’s vision of America.

    Clarke argues that he made numerous urgent requests for a meeting about dealing with terrorism, had CIA Director George Tenet include numerous details about Al-Qaeda in daily briefings, found an unprecedented level of terrorist “chatter” before September 11.

    Soon after 9/11, he says that defense secretary Donald Rumsfeld wanted to bomb Iraq, even though there was no evidence of their involvement, because they had more “good targets” than Afghanistan, which was actually involved.

    Clarke also says that on September 12, 2001, President Bush asked him to try to find evidence that Saddam Hussein was connected to the terrorist attacks. In response he wrote a report stating there was absolutely no evidence of Iraqi involvement and got it signed by all relevant agencies (the FBI, the CIA, etc.). The paper was quickly returned by a deputy with a note saying “Please update and resubmit,” apparently unshown to the President.

    Clarke also recalls a meeting where then Defense Deputy Secretary Paul Wolfowitz expressed doubt that Osama bin Laden could have carried out the attacks on September 11 without state sponsorship — a theory based on the writings of Laurie Mylroie that Clarke says has been exhaustively investigated and disproven.

    But perhaps most damagingly, Clarke claims that the administration has done “a terrible job” fighting terrorism, even since September 11. In particular, he feels the 2003 invasion of Iraq played right into Osama bin Laden’s hands. For years, bin Laden had been producing propaganda saying that the US wants to invade and occupy an oil-rich middle eastern country, which was essentially validated by the US invasion of Iraq. As a result, says Clarke, it’s not surprising that Al-Qaeda and its offshoots are having much greater success recruiting new members.

    Furthermore, he feels the war has taken resources from the more important fight: stopping Al-Qaeda in Afghanistan and around the world. He points out that had his plan been followed when he first presented it, Al-Qaeda could have been essentially eliminated. But since his plan was not followed, and bin Laden was essentially ignored as the United States and allies invaded Iraq, Al-Qaeda has grown in strength and number, and is now going to be difficult to stop.

    His statements seem to be backed up by Bob Woodward’s Bush at War, where he quotes Bush as saying “I know (Osama bin Laden) was a menace… but I didn’t feel that sense of urgency.” Clarke has been backed up by testimony of former Treasury Secretary Paul O’Neill, the National Security Council’s Flynt Leverett, and Clarke’s deputy, Roger Cressey.

    Clarke also described many of these events in his almost 20 hours of testimony under oath before the 9/11 Commission, a portion in its public hearings.

    Time magazine (April 2, 2007 p. 48) recently reported a movie script of the book has been written but not yet made.

    I watched the documentary Nolie refers to. I don’t believe that it proves 9/11 was an inside job. However, I do think it provides very compelling evidence/proof that our government (i.e., Bush/Cheney) ignored warnings, let it happen, and then used and twisted the tragic events for their own purposes. It left me feeling outraged and sickened. Unfortunately, those are emotions I feel way too often these days. And I expect to continue to feel them until these criminals are behind bars where they belong.

    The 911 Commission Report was Supposed to the be the ANSWER to all the Questions about this tragic Event.

    The Commission was designed to be BiPartisan, and to Avoid Pointing Fingers.

    By Definition, then, one question the commission did not, and could not Answer was …. WHO Should have Fingers pointed at them.

    Folks that make an independant study find that the AlQaeda and bin Laden had nothing at all to do with the demolition of the World Trade Center complex. It was clearly a an expert professional demolition. Independant scientists as well as Intelligence professionals will testify the fact that the official story is complete fantacy. There is real evidence that Cheney himself could have been directly involved in the Airliner show that crashed into the WTC for the terror effects needed to divert attention away from what really happened. There is solid evidence of nano-thermate throughout the WTC remains, as well as the private videos of huge explosions, as well as the pools of melted steel that could only be explained by the thermate, available only through Defense Department channels.

    I’m a musician and I kinda have the feeling that in the future people will pay for live performances, because we have computer software that is very close to sounding like a musical instrument, with a modelled human touch. So, if a person that has never played the guitar, can click a button and sound like Jimi Hendrix, than what is the coolness about all this digital music really? Infact, I think that the more advanced this gets, the less interesting it becomes. We are still in awe over a youngster that can make the violin cry and we will definately be in even more awe when a person can actually do with their fingers that what we can do in an iPhone application.
