Kristol and Hume call for ‘targeted air strikes’ against North Korea.

On Fox News Sunday yesterday, Weekly Standard editor Bill Kristol said that it would be “wise” for the Obama administration to “knock out a few” of North Korea’s missile sites. “You know, it might be worth doing some targeted air strikes to show the North Koreans — instead of always talking about, Gee, there could be consequences, to show that they can’t simply keep down the — keep going down this path,” said Kristol. Asked if he would “consider” “brother Kristol’s” idea, Fox’s Brit Hume, replied, “I would.” Watch it:

Yglesias notes that “Kristol doesn’t even attempt to say what he thinks this will accomplish.” “He just kind of tosses it out there for no reason because arguing that the United States should start wars is what he does.” Nonproliferation expert Joe Cirincione, the president of the Ploughshares Fund, tells ThinkProgress that “Kristol may sound authoritative on the Fox News set, but following his advice would be a disaster on the battlefield.” “A strike on North Korea would be the beginning of a war, not the end of a crisis,” said Cirincione.

It is not news when Bill Kristol recommends starting a war. It is his default foreign policy option. On Sunday, his answer to North Korea was to launch air strikes, as he was “certain” that North Korea is determined to become a nuclear power and there was no other way to stop them.

He was also “certain” in 2003 that invading Iraq was necessary to eliminate Saddam Hussein’s weapons of mass destruction and war would show Iran and North Korea that they should stop their programs or face similar attacks.

When the war proved a disaster, and when Iran and North Korea both accelerated their programs (making more progress in the past 6 years than they had in the previous 12), Kristol stayed consistent, arguing for strikes on North Korea in 2006 and for war with Iran in 2007.

Kristol does have a point. If we thought that North Korea was about to launch a long-range missile with a nuclear warhead, the president should and could destroy the missile on the launch pad. The North’s missiles are liquid-fueled, still relatively basic and take several days to transport to the launch pad, assemble and fuel. They are large, stationary, relatively easy targets for U.S. forces.

This “pre-boost phase” intercept” has always been my favorite form of missile defense. A commander would be a fool to wait until after an enemy had launched a missile to see of one of the anti-missile systems we deploy could intercept it. Tests indicated that the Aegis system deployed on Navy ships could not hit a Taepodong missile in its boost-phase, rising from North Korea. Nor could the Ground-Based Missile Defense System deployed in Alaska hit the missile in its mid-course phase if the North deployed even the simplest of counter-measures such as decoys, chaff or jammers.

The missile now crawling to the pad in North Korea does not pose a serious threat to the United States, as Secretary of Defense Robert Gates pointed out this weekend (and National Security Advisor Stephen Hadley concluded following a similar July 2006 test). There is no evidence that North Korea has or is close to having a nuclear warhead that could fit on a long-range missile. That would take more tests and more years to perfect. Nor do they yet have a working long-range missile. If the North tests again it will be only the fourth test of a long-range missile in 11 years. None have worked so far.

Finally, there is a very good reason why the Joint Chiefs have rejected military strikes on North Korea—and why Vice-President Dick Cheney did also back in 2006. “I think, obviously, if you’re going to launch strikes at another nations, you’d better be prepared to not just fire one shot,” he said. This is still true. A strike on North Korea would be the beginning of a war, not the end of a crisis. There is a high probability that the North would launch counter-strikes. A barrage of some of the 10,000 artillery and rocket tubes the North has trained on Seoul, South Korea could kill tens of thousands in the first few hours of a war.

Kristol’s gambit is a loser’s game, with no calculation of the next move. Particularly at this time of high tension over the successor to ailing leader Kim Jong-Il, does Kristol really think that the regime could afford to lose massive amounts of face and still maintain their grip on the country? Kristol may sound authoritative on the Fox News set, but following his advice would be a disaster on the battlefield.

Update On Wednesday, Kristol will be presented an award and a $250,000 stipend from the conservative Bradley Foundation.

    I can’t agree with Kristol on how we should approach North Korea, but in principle I favor military action as opposed to any further talks. I say this as a veteran and not lightly. This North Korea situation is covered with barbs and we will get stuck but I can’t fathom letting a madman centered regime continue unopposed with the development and delivery of WMD. When they erect a missle for launch, we should take it out after a straightforward warning.

    North Korea knows the South well REAL well, so drop a bomb on them and they will rain down tens of thousands, I say again, tens of thousands of artillery pieces on the South, not to mention whatever they cooked up during the Bush years.

    Any reinforcement force would only arrive to put the tens of thousands of Soldiers, Airmen, Marines into body bags, because there would literally be nothing left. So unless you and those who think like you are willing to come to the peninsula, with all of your relatives, and join the fight, I/WE who are/have experience in this respectfully ask you to sit this one out.

    Diplomacy has the potential to take care of the problem and if it doesnt the military option doesnt disappear. That club is ALWAYS in the bag and everyone involved KNOWS this. The key to dealing with a country like N. Korea is to give them something to lose. Right now they have NO economy, they are paranoid and their military is all they have. If we get out of the way of the sunshine policy S. Korean industrialists are watering at the mouth to build some plants in the North with the well educated but dirt poor populace. That will create a middle class so that sanctions that right NOW are guilding the lily and cant hurt them to be a credible threat. Yeah Kim Jong Il is a madman and a weasel but we dont get to choose who leads other countries. If we START with a military response it will be seen in the world as the same old American exceptionalism and imperialism after all WE DO have nuclear weapons and saying no one else can have them carries very little credibilty from us. Especially when Bush said WE were going to build a whole new generation of MORE USABLE nuclear weaspons. I can think of no scarier term in the English language than MORE USABLE NUCLEAR weapons. IF however we START with diplomacy and N. Korea balks THAT will help build an international consensus that China will have to take into consideration if we are forced to take military actions. So even IF military action is the aim we STILL need to start with diplomacy, it costs us nothing and has a large STRATEGIC payoff.

    I would accept Kristol’s call for targeted attacks if he is chained to a hotel suite bed in Seoul just before the US bombing starts.

    It needs to be a room which affords a nice picture view of the missiles as they come in and wipe him (and, unfortunately, much of Seoul) out.

    His screams of terror would need to be web-cast/broadcast as a lesson to all neo-cons that making wildly ridiculous threats of military attack have consequences. Some of which can be predicted by people who are not even in think tanks or inside any beltway.

    The abysmal ignorance of this tandem of clowns is mind-boggling. North Korea can, with relative impugnity, easily devastate Seoul with its several millions of citizens within days of the first strike from their hardened bunkers along the DMZ.

    Do they imagine that China would stand idly by? Do they think that China couldn’t collapse our economy in retaliation?

    I’m a musician and I kinda have the feeling that in the future people will pay for live performances, because we have computer software that is very close to sounding like a musical instrument, with a modelled human touch. So, if a person that has never played the guitar, can click a button and sound like Jimi Hendrix, than what is the coolness about all this digital music really? Infact, I think that the more advanced this gets, the less interesting it becomes. We are still in awe over a youngster that can make the violin cry and we will definately be in even more awe when a person can actually do with their fingers that what we can do in an iPhone application.
