After Rejecting Stimulus Funds For Education, Palin And Sanford Now Opt-Out Of National Standards

George Allen yells at a McCain Palin rally Yesterday, Education Week reported that 46 states have agreed to join forces to create common academic standards in math and English language arts through an effort led by the National Governors Association and the Council of Chief State School Officers. A primary goal of the initiative is to “eliminate the patchwork of academic standards across the country that result in students in the same grades learning different things in different states.” In Mississippi, for instance, 90 percent of fourth-graders passed the state reading exam in 2007, according to U.S. Department of Education data. But only 51 percent had at least “basic” or “partial mastery” on the test known as the Nation’s Report Card.

Republican Governors Sarah Palin of Alaska and Mark Sanford of South Carolina – the same governors who postured to reject millions of education stimulus funds – are among the four governors refusing to join the initiative. In a press release Palin said:

Alaska’s decision not to participate until after we monitor this is based on our desire to spend our time and public resources to improve instruction in the classroom and to form productive relationships between schools and the communities they serve.

However, Alaska state education commissioner Larry LeDoux noted that merely signing up for the initiative would not drain any state resources. The Washington Post reported that the sign-up phase for the initiative is a preliminary step and that later “each state would decide individually whether to adopt” the proposal recommended by the organizers.

South Carolina cannot officially join the initiative because Sanford refused to co-sign South Carolina’s application with State Superintendent of Education Jim Rex. Sanford’s spokesman said he opposed signing the application because the “governor does not have a role in implementing education policy.” However, Rex is a strong proponent of the initiative and by refusing to sign the letter, Sanford is essentially setting education policy. Sanford’s obstruction most likely stems from Rex’s outspoken criticism of Sanford’s decision to block $700 million in stimulus money for education and public safety.

According to a report by the Center for American Progress and the U.S. Chamber of Commerce on educational effectiveness, both South Carolina and Alaska received a ‘D’ in overall academic achievement:

Notably, this initiative is a voluntary effort that promotes ideas from the states – something conservatives claim to support – rather than a mandate decided by an agency in Washington, DC.

    If you’re going to bother federalizing education, then you’d think the geniuses at the Dept. of Ed could figure out who has dumbed down tests and who doesn’t.

    A big part of the reason that some states have worse academic performance is simply culture and economics. In the south, there are some really great public schools, but there are a lot of students that are just rejects and dropouts. It’s not the school’s fault and it has nothing to do with funding.

    Same goes for public schools in places like DC and NYC.

    What do you do “in the field of education?” I mean, no offense, but school janitors are “in the field” too…

    I was a classroom teacher, then went back to grad school, got a Ph.D. in education, taught it in two major universities. I can speak with some authority on the matter, too. And I will repeat: national standards are a joke. For the reasons that Alejandro articulated, but for others as well. National standards do NOT help students succeed, they are designed to help (certain) students fail.

    NCLB is so ludicrous because schools resort to ‘teaching to the test’ which results in very narrow information and reduces the curriculum not to balanced, broad information but simple, winnowed recall of specific answers.

    This is a contributing factor in the dumbing down.

    Common standards would be a great idea. I’ve known a number of people who’ve moved from one state from another only to find their kids basically had to repeat the same last year’s worth of information again (often making them bored with school) or worse, end up missing a year’s worth of information. Grade-by-grade coordination in educational standards between states should thus be viewed as similar to honoring each others’ issued drivers’ licenses.

    Dereliction of duty. States are responsible for education under the current system. Unless he’s talking about the State Superintendent, in which case he’s preventing him from performing that role, by blocking his request.

    I won’t argue with you about the money part, howsoever irrelevant it is to the actual measurement of performance. It’s not unlike having a national driver’s license, or a national bar exam. Situations and laws differ everywhere. Students are not standardizable. Folks have been trying for close to 100 years, and failing…or failing students, in the effort.

    As a teacher, you know: federal money is a very small part of school budgets. most (over 90% in most places) comes from state allocations. I have sat in ed. finance meetings wherein wealth, earnest white men (mostly) discuss the LEAST they can do for poor, often black/brown, usually rural schools.

    There’s a larger point, though, which you also should have been made aware of, at some point. Did you ever take a course in education stat? If so, you know that comparing test scores between students is almost meaningless, based on far too many variables to list here.

    I cannot recall the exact source, but there is one statistic–upon which I stumbled in my first semester in doc school–which showed that one statistical ‘variable’, the socio-economic status of the family, which accounts for more than 65% of ALL between-student variation on between-student scores on standardized measures of ‘achievement.’

    Theoretically that would be a great idea. Unfortunately, there are mitigating factors that would derail such an effort.

    Standards of living, information availability, lifestyles, economic inequity, etc. Progress in a host of sectors in the south doesn’t match sectors in the north, or east, or what have you. A national standard presumes similar competing opportunities and that just isn’t the case, currently.

    Depressed areas would not have the same playing field as middle income areas. Add to that that segregated areas still abound in the south, fewer up north.

    There are a plethora of variables to resolve.

    When my son was in school, the teachers told HIM that taking the tests were “optional.” The funny thing is, my son has a high functioning form of autism, and the frickin’ academics weren’t his problem! He took the tests — and probably skewed the results upward. *sigh*

    You point out that Governor Mark Sanford of South Carolina has refused $700 million in stimulus cash. Please tell the governor he should take it. I recently used Interstate 95, having just returned to New England from a vacation in Florida. The deplorable condition of that road in Sanford’s state makes me wonder if he has his head screwed on straight. Take the money and create some jobs.

    Zooey – I hope you complained about your son’s teacher telling him that testing was optional. My son is an A/B student and doesn’t have to pass EOG’s until 7th grade, but he’s already stressed out about them because he struggles with the language arts/verbal part of the exam. Aye!

    katy – I95 and I20 going thru SC is in horrible condition. I almost wrecked my car. Sanford lives in alternate universe.

She told me the other day that the people in California are furious with Arnold and are gathering recall signatures. It would be really funny to have Arnold recalled after he got the job because they recalled Gray Davis.

    Gray Davis was actually a good governor. The financial problems in the state were not necessarily of his doing, but the state blamed him anyway. Like they are blaming Arnold now, even though a lot of their problems are due to Arnold’s inability to govern.

After that they do all kinds of funky shit at the local level to try to play the results as best as possible. Numerous extraneous variables which are way beynd the control of the school skew the results everywhich way and then not too bright people try to make comparisons which indicate a complete lack of comprehension of basic data analysis processes…

    Hard to say unless the correct tests are given, and that would be difficult. Intelligence is not something one test can measure, especially since SAT style tests tend to favor those who are better at process of elimination than actual knowledge.

    I dislike the whole concept of overall IQ. Some people are smarter in different fields in comparison to others. I’m sure someone who can run circles around another in math and sciences could be spiked like a football if the test was a multiple-choice quiz.

    Other than that, let’s not prejudge people, especially in the intelligence category. Some people could demonstrate more intelligence if a computer was not involved at all.

    values of justice and freedom. I commend him for issuing executive
    orders requiring that Guantanamo Bay detention facility be closed within one year and prohibiting any interrogation technique or approach that is not authorized by and listed in Army Field Manual. I am also heartened by his memorandum clarifying his intent to promote greater transparency in issuing presidential signing statements. However, part of President Obama’s effort to renew America must include restoring executive branch accountability, and there are some important steps he can take to
    proactively prevent any further abuses of executive branch power by his or future administrations.

    I invite my colleagues to join me in calling on President Obama to
    reverse the damaging and illegal actions taken by the Bush/Cheney

Some of my great-great grandchildren live in Alaska and it seems to be of no concern to Palin that the Alaska schools are in terrible shape. I cannot speak to the issue in South Carolina because I have never lived there. I do know that the state received a D in grading their education program as did Alaska. Amazing that a governor would pass on money that could help improve his schools. Then, perhaps his reason is because he cares less for the failing nature of his state’s schools. Very sad for those kids who need attention right now, though.

    There’s a good idea. Since underprivileged children tend to have more difficulty in school, we’ll just get rid of the public schools altogether. Then they won’t have to worry about poor grades, since they won’t be going to school. While we are at it, let’s institute the entire Libertarian platform and eliminate child labor laws. Since those youngsters will no longer be going to school, we can put them to work in the4 coal mines, just like the good ol’ days.

    I’m a musician and I kinda have the feeling that in the future people will pay for live performances, because we have computer software that is very close to sounding like a musical instrument, with a modelled human touch. So, if a person that has never played the guitar, can click a button and sound like Jimi Hendrix, than what is the coolness about all this digital music really? Infact, I think that the more advanced this gets, the less interesting it becomes. We are still in awe over a youngster that can make the violin cry and we will definately be in even more awe when a person can actually do with their fingers that what we can do in an iPhone application.
