Rove: Bush Administration Has ‘No’ Responsibility For Current Budget Deficits

Last night on Fox News, former top Bush adviser Karl Rove chastised President Obama for his economic recovery package Congress passed last February and criticized him for his new proposal to enact “pay as you go” budgeting rules — paying for spending increases by either raising taxes or budget cuts.

“This is a cosmetic gesture. This guy is going to run up a $1.8 trillion deficit. That’s what it’s projected to be this year,” Rove complained. But when host Greta Van Susteren asked if the Bush administration is responsible for any of the deficit, Rove replied, “No.”:

VAN SUSTEREN: Do you take some responsibility, meaning you, the Bush eight years, for this…

ROVE: No.

VAN SUSTEREN: You take absolutely no responsibility? Because…

ROVE: No.

Watch it:

Rove’s denial is odd, not only because the Bush administration turned President Clinton’s budget surplus into massive deficits and left with nearly half a trillion dollars in the hole, but also because Bush presided over the largest debt increase of any U.S. president in history. But the timing of Rove’s denial is odd as well because the New York Times published yesterday the results of an examination of Congressional Budget Office reports going back almost a decade which found that Obama “is responsible for only a sliver of the deficits” and most of his adminstration’s contribution to the deficit is a result of continuing Bush policies:

About 33 percent of the swing stems from new legislation signed by Mr. Bush. That legislation, like his tax cuts and the Medicare prescription drug benefit, not only continue to cost the government but have also increased interest payments on the national debt.

Mr. Obama’s main contribution to the deficit is his extension of several Bush policies, like the Iraq war and tax cuts for households making less than $250,000. Such policies — together with the Wall Street bailout, which was signed by Mr. Bush and supported by Mr. Obama — account for 20 percent of the swing.

    We have statistics, charts and facts. Rove just has one word: “no.” In wingnut-land that’s called “having a reasonable debate.” But the fact is, we got him stone cold on this; he shouldn’t have even tried. Shaking your head and stamping your feet while shouting “no no no no no!” Doesn’t win any arguments. It didn’t work when you were two years old, and it certainly isn’t going to work now, Karl.

    Regarding Matt’s chart, I’m still unclear about the logic of separating the green slice for the stimulus bill from the grey “Obama agenda” slice. But even if you add those together with the yellow “continuation of Bush policies” slice, it still comes out about the same as the Bush deficit overall. We should also underline that most of the yellow slice is attributed to the the Iraq war and tax cuts on the wealthy, both of which are set to expire during Obama’s first term. So, things are guaranteed to get better, deficit-wise.

    The Bush deficits are going to get even worse from obligations incurred by looking the other way. Veterans care, health care instability are two major examples. Hands off is very expensive, and I’ve said before, the Rove-Bush-Cheney brand of hands-off at home and carnage overseas necessitates the government getting bigger and more investment and aid doled out just to the return to some level of normalcy.

    The great irony through all of this is that while Bush/Cheney have put this country trillions in the red, they are crediting $190,000 and $120,000 annual taxpayer pensions in their personal accounts.

    Bush came into office with a $5.5 trillion national debt, and left it at $11 trillion. How did that happen, Karl? Clinton effectively reduced the national debt by $500 billion over eight years, and left Bush with a $300+ billion surplus!

    President Obama made it clear that he was putting the costs of the wars into the budget to fulfill his promise of transparency. That, coupled with the financial disaster that happened under BushCo’s watch, is what explains the huge budget deficit.

    Since when have Republicans taken responsibility for ANYTHING? When they question the very existence of ‘facts’, why would we expect them to acknowledge any adverse responsibility.

    There is a story that Rove was active in debate-club in high school and would always show up with more index cards (austensibly containing salient quotes or facts) than anyone else. However, most of the cards were blank and merely there to intimidate his opponents. With blank cards and bravado, he could always find the perfect rebuttal, since he was not constrained by ‘truth’. It was a winning strategy since disproving a plausible lie is a greatly more difficult than inventing it in the first place. He won by changing the paradigm.

    This is why it is important to prosecute the criminals (like Rove) in the previous administration. We must brand them as criminals so their credibility is compromised.

    I suppose we really shouldn’t be surprised that the Bush administration (represented in this instance by Rove) is denying any and all responsibility for the budget deficits — not considering the fact that Dubya reportedly has something of a long record for doing this. Nearly every single business Dubya has ever been put in charge of has suffered under his management and been left significantly worse off at the time of his departure than it was when he assumed control — and to top it all off, he usually expected other people to clean up after the messes he made. It would appear that this is nothing more than par for the course where he’s concerned…

    This is the same Karl Rove that claimed Bush had no responsibility for not preventing the highly successful terrorist attack on 9/11 even when he was warned on Aug 6th that bin Laden was determined to strike inside the US and that FBI agents in Minneapolis and Phoenix warned about pilots not wanting to learn about how to land a commerical passenger jet. Bush screwed up so many things in such a big way many of us think he was the worst President ever. Now that takes some doing.
