Former Rep. Tom Davis To Elderly Woman With Diabetes: ‘Good Luck’ Finding Health Insurance

On CSPAN’s Washington Journal yesterday, former Republican congressman Tom Davis received a call from an elderly woman named Dorothy, who said that because she has diabetes, health insurance companies “reject” her. “They don’t even want to accept me,” said Dorothy. “Is that, is that possible they could get away with that? That seems like discriminating.”

Davis responded by saying that he understood her “dilemma” and that she probably wouldn’t be able to retire by 62 as she desires. Advising her that she’d be alright if she found “a job with a major employer,” Davis said it would be “difficult” on her own:

DAVIS: I don’t think you’ll find, probably be able to find some health insurance but if its with a small business or you’re going out on your own, it’s difficult at this point. There may be a government plan or private plans that are mandated coming out of this that are maybe able to help you. … I don’t know any reason why you shouldn’t be able to find something out there, but you want to look for an employer that has a health care plan. Good luck.

Later in the show, another caller criticized Davis for his “good luck” response, saying that it “encapsulates the entire Republican Party’s attitude towards any problems that are facing the American people today.” Davis replied that he didn’t mean “good luck” as a “kiss off,” but just as “good luck to you as you try to move through this problem.” Watch it:

Beyond responding to Dorothy with seeming callousness, Davis’ answer to her problem is also contradictory in its approach to a public health care option.

Davis first tells Dorothy that “a government plan” may “be able to help you.” (Which is true.) But when challenged by the later caller, he argued, “I don’t know that she can count on Washington to solve it for her.” In the next sentence, however, he said that she “can probably get some relief” when she qualifies for Medicare, which is government-provided. A NYT/CBS News poll this weekend found that 72 percent of Americans support creating a public health insurance option.

HOST: We’ll go to Dorothy from Newport Ritchie, Florida. Good morning, welcome to the program.

DOROTHY: Yes, good morning. I’d like to talk about health care. I’m in a predicament right now. I have diabetes, I’ve been shopping around, I’d like to retire at 62 and I’m having a difficult time. All — most insurance companies, they reject me for having diabetes. They don’t even want to accept me. Is that, is that possible they could get away with that? That seems like discriminating. I didn’t ask to be, to have diabetes or be sick, whatever. And…

DAVIS: Do you have adult, is it adult onset diabetes?

DOROTHY: Yes. Type 2. I’m only on the pill. I try to watch my weight, my diet, I exercise. So they, they say they cannot accept me. I’m not asking for free, I’m willing to go up to a certain amount per month that I could afford and I’m a difficult time. I don’t know that the people in Congress, the people in the Senate, they don’t have a problem. We put them there, they are set for life with their insurance.

HOST: Well, Dorothy, let me ask you. There’s a story this morning, front page of the New York Times, there’s a new CBS News/New York Times poll that says two things. First of all, 85 percent of those respondents said that the health care system needed to be fundamentally changed. Seventy-seven percent said that they were very or somewhat satisfied with the quality of their own care.

DOROTHY: Yes, but well, I don’t know where they get those numbers from. I spoke to many people, I work in retail and I’ve been in contact with, you know, customers and I speak to them about it on this side. I hear their comments about health care and no one is satisfied.

DAVIS: Well, Dorothy, let me, let me say a couple things. First of all, you know, I understand the dilemma you’re in. I don’t know if you’ll be able to retire at 62 or not. Frankly, I mean all of our 401Ks are down. I wish I could retire at 62. I think you’re going to find Americans working longer than they had originally anticipated, given the economic downturn and some of the economic realities. If you can find a job with a major employer, they’re not going to be able to reject you under those cases. I don’t think you’ll find, probably be able to find some health insurance but if its with a small business or you’re going out on your own, it’s difficult at this point. There may be a government plan or private plans that are mandated coming out of this that are maybe able to help you. But diabetes, particularly adult onset, is controlable. If you watch your weight, if you exercise, watch what you eat and, you know, continue I guess in this case to take your medication. I don’t know any reason why you shouldn’t be able to find something out there, but you want to look for an employer that has a health care plan. Good luck.

CALLER: Good morning, gentleman, how are you?

HOST: Fine, thank you.

CALLER: Yeah, a little background here. I live in Maryland’s 5th district, Steny Hoyer is my representative. I am however, what I refer to as a progressive American independent

HOST: What does that mean?

CALLER: That means I have very progressive social values — and I see Tom smiling there as most Republicans would. But let me inform you that I spent seven years in Navy Special Operations and my birthday is 4/13/55, Thomas Jefferson’s birthday is 4/13/1743. So, I have a great deal of respect for Thomas Jefferson, who I think would be rolling over in his grave if he saw what was happening in the country today. But let me move on, I don’t want to waste a lot of time.

DAVIS: Probably all of the founding fathers would be rolling over right now.

CALLER: I’ll make, I’ll make my comment then I’ll get off the phone. Anyway, one of the things that I noticed this morning was Tom’s reaction to the woman who called looking for the job with health care and his final statement was “good luck,” which I think encapsulates the entire Republican party’s attitude towards any problems that are facing the American people today. I also have a master’s degree in economics.

HOST: Did you want to respond to Rick?

DAVIS: Well, congratulations on — well, I wish her good luck at this point. We’ll see what comes out of the health care plan. It wasn’t a “good luck, you’re on your own type of thing.” I think we all feel for people that are in those kinds of positions. But it’s very difficult. When you start having the government take care of everybody with a problem, as I said you’re doing it with borrowed money, what you want to see is — these are not simple solutions. It is progressive to continue to borrow money, to spend to take care of people’s problems. This tends to be a pretty inefficient way of doing things, number one. And number two, down the pike, somebody has to pay for it. I think I’m fairly progressive in my views as well. I was the head of a county government before I came to Washington and had to run it, inherited a pretty big deficit and was selected two years later, after making a number of changes, as the best financially-run county in the country. So I look at governance as a very very tough business and I don’t think “good luck” was like a kiss off. I would generally say good luck to you as you try to move through this problem. But I don’t know that she can count on Washington to solve it for her. She will be eligible for Medicare in 3 years. And at that point, you can probably get some relief on some of the issues she’s looking for. She wanted to retire at 62 years old. We’d all like to retire at 62 years old, but I’m not so sure government can guarantee that people can just retire at 62 years old or that we should be doing those kind of things and maybe that’s where I part company with the caller.

    Eh — I’d be willing to give Tom Davis a pass on the “good luck” remark. After all, he outlined fairly accurately this woman’s options within a system that sucks bigtime. If a Democratic Congressman had been asked the same question, I can see him giving more or less the same answer — up to a point.

    Where the “GOP” of Tom Davis shows through is his “you need to find an employer with a health care plan” remark, which demonstrates typical GOP short-sightedness. Not only does that suggest contentment with allowing the burden of health care costs to remain on the shoulders of employers (a stupid system for a variety of reasons I won’t get into here), but he shows he has absolutely no idea how difficult it is for people to find ANY job these days — let alone a job with a health plan. Dorothy didn’t say how old she was (at least not in this part of the transcript), but if she’s over 40, she’s going to have a tough time finding another job.

    And then, of course, Tom Davis resorts to a basketful of GOP memes in his response to the second caller.

    Actually, it seems that obama and the dims are getting ready to back davis’s view of the woman’s poor possibilities. obama had a perfect setup of the Klein’s shock doctrine scenario to do good things, but he has run to the right and thrown away his support.     Only if McCain (or some other politician) wants to exploit her situation in a national debate (or other very public platform). Then the media will check out her story — was she genuine, or was she a plant with a phony story? And if it turns out she was lying, she will get much the same treatment, because the media just LOVE to expose imposters.

    But until that happens, she will probably get left alone. Mostly because her story (whether she’s a plant or not) resonates with a lot of people, whereas Joe the Plumber’s story (waah, waah, I can’t afford to buy a million dollar business because a 3% tax increase for my profits over $250,000 will kill me) was just ridiculous.

    If “Joe the Plumber” wasn’t relevant, why did McCain use the phrase “Joe the Plumber” so much during the debate that it was what people remembered?

    “Joe the Plumber” was attempting to pass himself off as an ordinary person — an “ordinary Joe”, if you will — that the middle class could identify with. McCain did his best to advance this perception.

    By becoming a prominent subject of the debate, Obama pointed out (accurately) that unless “Joe” had taxable PROFIT (that’s after all the deductions, the payroll, the business expenses, etc.) of over $250,000, he wouldn’t be paying a dime more in taxes under his plan.

    It was because the idea that this “ordinary Joe” was about to buy a business that would NET over $250,000 a year (and such a business would no doubt cost at least a few million dollars to buy) that journalists decided to check it out. Wouldn’t you want to check out a story that absurd? Especially since McCain aggressively portrayed “Joe the Plumber” as a victim of Obama proposals — not only in the debate but in subsequent stump speeches.

    Yes — Obama could have found a better phrase to use than “spread the wealth”. But I find that a far less egregious transgression than pretending that increasing the tax rate (and not even by much) of profits exceeding $250,000 was a great concern for middle-class individuals.

    Now, compare this to a woman who suggests that if it wasn’t for the cost of getting health insurance on her own until she qualified for Medicare (or even the availability of insurance), she could probably afford to retire at 62. This is certainly no less trivial than a guy who claims that a 3% tax hike is preventing him from owning his own business. But the biggest difference between the two is that more people can identify with Dorothy than identify with Joe. It’s not just retirement. People stay in bad jobs because they can’t afford health insurance on their own. People stay in bad marriages because they can’t afford health insurance on their own. This is a very big boat with a lot of passengers — there for a variety of reasons.

    She said that she is working now and wants to retire early but cannot handle the insurance payment. How is she getting her medications now? If she is paying for them from her retail job then they are not that expensive. She clearly has medical insurance at this time, but wants to retire early and can’t get private insurance on her own.

    Who’s “asking” for handouts? A genuine need is not a handout. We subsidize medical schools, provide research grants (Johns Hopkins, a private university, is the largest recipient), provide R&D tax credits, and what’s to show in terms of accessibility to the average person? Do the free-marketeers think they can take everything and run? The prospect of providing a return is a “handout”? You really are a thief.

    Drop the rigid ideology. It doesn’t work.

    I have adult onset diabetes, and if I did not have healthcare insurance to help pay for the janumet, lantus insulin, enlapril, and zocor, I’d be financially strapped paying the $600/month out-of-pocket costs for these meds. In addition to the diabetes medications, I also take plaquenil for lupus.
    This woman is living with a serious medical condition, working in retail, and having problems paying her medical and other bills. Former congresscritter Davis could have shown a little compassion, but I guess it’s not part of his psychological make up, or maybe he thinks that as long as he has his, it’s up to her to get hers.

    The few people in govt who are actually driven to serve people are great. If we had a good deal more of those, we wouldn’t need to worry so much about giving govt more control. It’s the govt employees who are out to serve themselves and the incompetents who can’t be gotten rid of due to civil service rules that are the problem.

It’s similar to President Obama’s comment about 57 states. You can choose to jump on a poorly worded comment or misstatement; but it just makes you look like a fool rather than the person you are trying to ridicule. ;)

    That’s an unbelievably pompous remark, even from you. She said nothing to indicate she would only be willing to pay $10 and expected “somebody else” to pay for the rest. She said she wanted something she could afford. This amount can be different for everyone, depending on circumstances.

    I have a close friend whose husband is leaving her in order to marry another woman. My friend has a job in a small company (three people) with no insurance benefits. This wasn’t a concern at the time she was hired (heck, she was happy just to have a job), because her husband had insurance.

    Unfortunately, when the husband leaves, the insurance does, too. So my friend investigated what getting insurance on her own would cost. She has a couple of pre-existing conditions (although none as severe as diabetes), and she’s in her mid-thirties, but she’s lucky — she found an insurance company that would take her. For $1,013.00 a month. This woman nets $350 a week. If she took that, she’d wind up with about $400 a month to live on after she paid her health insurance premium. That’s insane.

    Naturally, she’s now looking for a job that offers health insurance as a benefit. But jobs of any kind are hard to come by these days, let alone jobs with benefits.

    She would benefit greatly from a public plan. She just wants to pay what she can afford — you know, up to a “certain amount” (which would be well over $10 in her case, but certainly not as high as a thousand). She also wants a plan that will cover her no matter what pre-existing conditions she has, what her job status is, or what her marital status is. This isn’t looking for a handout. This is basic human decency.

    There are real people out there caught up in the bad end of this sucky system. Do you have an employer who pays all or part of the cost of your health insurance? Does the government pay for any part of your health insurance? Can you afford to pay 100% of your own health insurance with no help from an employer, the government, or any other party? If you can say “yes” to any of these, goody for you. You’ve lucked out. But shame on you for mocking those who aren’t as fortunate.

    Yes, I’m sure this will factor into the alimony package somehow. Even though her husband is a skunk, and I wouldn’t mind seeing him soaked dry, I suspect that getting that kind of money out of him will be like getting blood out of a turnip. Unfortunately, once he’s divorced, she is no longer eligible for benefits from his employer, so he’d have to pony up the money for her out of his own pocket, which he really doesn’t have (but her lawyer will grab whatever is possible, I’m sure).

    I suppose they could stay married, but she’s not wildly enthusiastic about that idea at this point.

    This is why I deplore the current system. Health care should not be dependent on employment or marriage.

    I know an exwife who lives in a 21 room home on an estate. She pays zero for the coverage of her children. Her exhusband works too jobs. She works one seasonally. I can get you the name of her lawyer if you want it…

    Here is the scoop. Between the ages of 18 and 65, the only option for a not-for-profit, tax-sponsored, health insurance plan is through Medicaid. Medicaid is the insurance that welfare recipients or disabled Americans get. It reimburses much less than even Medicare, so good luck finding a doctor that actually takes it.

    For the 50 million Americans who have no health insurance, their only option is to apply for Social Security Disability benefits, which most of them will be refused.

    The other option to obtain Medicaid is to reach a “spend down,” which is a euphemism for going bankrupt and essentially losing everything you have due to medical bills. In other words, people are encouraged to run up medical bills they know will bankrupt them in order to get a chance at health insurance.

    Now, let’s look at some more reality. The government thinks you are entitled to health insurance only if you are under 18, 65 or older, an elected politician, or if you can find a job that offers insurance, or can afford to spend a third or more of your net annual income on health insurance premiums.

    The funny thing about finding a job that provides health insurance is, the more sick people employers insure, the more expensive their premiums. Not only will our 50-something diabetic not be able to find affordable health insurance because of pre-existing conditions, she will also not find an employer that will hire her because of her age and health. This use to be called discrimination. I think they call it risk management these days.

    The other issue regarding this lady obtaining a decent occupation is that she will be a worker’s compensation risk as well, and in case you all haven’t been paying attention, many state worker’s comp insurance companies are also for-profit, so prepare to be treated like a queen when you have that first work injury. You will love them.

    If this diabetic were to have her first heart attack or stroke on the job, she may be entitled to workers compensation benefits if it can be shown her work had something to do with it. No employer wants both their health insurance and workers compensation insurance premiums going up because of one diabetic employee.

    If we had single payer, not-for-profit healthcare and outlawed for-profit worker’s compensation insurance, this lady could find a decent job, and have her disease both appropriately monitored and treated to provide her many more years of productivity in the work place.

    As it stands for her, the government has run away with their corporate bribes and left this poor American out in the cold.

But I think it’s important for you to know that a person who isn’t even age 62 yet is not considered “Elderly”. I think you used that word in the headline for effect.
