In a 219-to-212 vote this evening, the House passed the American Clean Energy and Security Act, which will “for the first time put a price on carbon emissions” in the U.S. In the final minutes of the debate, House Minority Leader John Boehner (R-OH) threatened to obstruct the bill by reading 300 pages of amendments, but eventually relented and read only a few sentences from selected portions. Progressive Media compiled a video detailing the major arguments both for and against the bill. Watch it:
Despite promises that Republicans would rally against the bill, several members defected to support it, including Reps. Dave Reichart (R-WA), Mike Castle (R-DE), Mary Bono Mack, Mark Kirk (R-IL), Leonard Lance (R-NJ), Frank LoBiondo (R-NJ), Chris Smith (R-NJ), and John McHugh (R-NY). 44 Democrats voted against the legislation. Reps. John Lewis (D-GA) and Pat Kennedy (D-RI) both returned to the floor for the first time after tending to significant health issues to support the legislation.

My Dem Rep voted “No.” Looks like he’ll get another letter from me. I don’t know why we worked so hard to vote in a Dem in this red state — he votes like a Repub. Oy…
June 26th, 2009 at 8:11 pmdespite the best efforts of the lame gopersbly @1 here and his ilk, the republicans fail yet again. but still, the margin was probably made closer than it would have been if not for the efforts on the online right:

June 26th, 2009 at 8:16 pmthis legislation will force people, poor folks in particular, who already drive small cars that operate on fossil fuels to make hefty payments car payments on hybrids and other engine schemes they can’t afford just to have the mobility of the liberal elitists whose parents pay for all of their start-up assets.
June 26th, 2009 at 8:16 pmI did. I feel like a citizen again. I wrote legislators more than ever during the Bush years, but it was most ungratifying. I can focus on sending more positive messages to my representatives now. Fortunately, I don’t have a lot to complain about with my representatives.

June 26th, 2009 at 8:20 pmwiley,
I finally became weary of patronizing responses from Larry Craig, so I took a long break from bombarding my Congress people with email and phone calls.
I just took it up again (adding President Obama to the list). They may not give a shit, but since I’m stuck in a solid red state it’s fun to be a burr under the saddle. ;)

June 26th, 2009 at 8:22 pmGreat. A small step forward.
O/T: the so-called television “news” is wall-to-wall about a certain singer who passed away recently. Talkin’ celebrity beats talking about Republican corruption, Republican obstruction and Republican criminality. How long can these corporate clowns keep this up? Even KO has joined in on this stupidity… Enough already.
June 26th, 2009 at 8:22 pmmass transportation is dangerous and not readily available. the point is that you’re going to reduce the mobility of poor folks by eliminating the use of fossil fuels and leaving their tanks empty. all these kids who voted for obama in their fast cars – will pelosi exempt them? looks like it, just like she exempted her company from paying employees min. wage.

Well if you paid your taxes as you should, instead of complaining, the State would have enough money to repair Mass transportation (and making it more available).
June 26th, 2009 at 8:26 pmHouse Minority Leader John Boehner (R-OH) threatened to obstruct the bill by reading 300 pages of amendments
300 pages added at 3am this morning, he should have read every page completely. To think that members of congress should read the bill before voting on it? How dare he?!
http://www.politico.com/news/stories/0609/24232.html
Rep. Ed Markey (D-Mass.), one of the bill’s sponsors, finally rose to say that a single copy of the current version of the bill was available at the speaker’s desk – and on the Internet, which members would have to leave the floor to access.

June 26th, 2009 at 8:37 pmWell, Zooey, my condolences for you state. At least we won’t be begging them to stop a train wreck of a presidency. The only thing that has ever scared me like the Bush administration and the last presidential campaign was a false alarm in nuclear forces. I don’t scare easily. I go where angels fear to tread.
But, the last 8 years was a nightmare—the worst eight years of my unsheltered life. No more neocons in the White House. Never.

June 26th, 2009 at 8:53 pmI’m none to optimistic about this bill. The bill’s far from perfect (loopholes big enough to drive a…corporation through) and, with a vote that close in the House, it’ll be unrecognizable when it comes back from the Senate.
Still, it’s a start.
June 26th, 2009 at 8:59 pmLook out, Rs – won’t be long until 1. Limbaugh kicks you out of the “big tent,” 2. O’Reilly tells the crazies you’re traitors and hints you deserve to be killed, and 3. Michael Savage posts your pics and addresses.
June 26th, 2009 at 9:01 pmAlso, note Kratovil and Moore (both conservative Dems in competitive districts voted Aye), while Kucinich and DeFazio voted Nay. Granted, DeFazio is considering a run for Gov in ‘10; still, it’s interesting.

Q & A: ‘Cap and trade’ central to climate-change bill
Under the program, pollution emitters need to buy permits. Wind and solar power are also key in the measure.
http://www.latimes.com/news/nationworld/nation/la-na-climate-qa27-2009jun27,0,7695457.story
one point:
Would those permits cost anything?
No, not at first, at least not for most emitters. As part of a series of deals to attract congressional votes, lawmakers agreed to give most permits away free at the start. Eventually, the government will sell them at auction.
so, no rate hikes, until “eventually”…?

“millions of clean energy jobs” is misleading at best.
There are experiences from Europe with such economic activity, and it’s just not gonna happen at that scale.
It’s at the very least misleading because the new jobs will unavoidably replace at least in part old jobs.
‘Clean’ energy (even photovoltaic energy is not entirely clean) must not be significantly more expensive than conventional energy.
This means it won’t generate much more revenues.
This in turn means that even energy stuff got a slightly positive item on the trade balance it could not create much (net) jobs. Well, unless those workers get paid significantly worse than today’s energy-related workers.
The “jobs” argument is pretty much B.S..
June 27th, 2009 at 2:18 amI would argue for an alternative energy bill with arguments like
* technical sustainability
* independence of Arab oil
* higher domestic value added
* improved trade balance
* stable future energy prices
* better air quality in cities
This bill is fine by me government needs to get some regulations going. But as far as being important, its not. The news lately is wicked boring. NK is grand-standing again. MJ died dreaming of little boys, and even drudge can’t spin anything today. Personally I think that the major news spinners and talking heads are all out BBQing. Nothing is going to happen. I am depressed about the sad state of information.
at the beginning of this thread there was a guy ranting about libs. Breaking people down into simplistic forms is a control method. The powerful divide us into groups that fight each other. The more you fin yourself grouping the more brain washed you are. racists, sexists, nazis, all are underlings of ideological dictators. Hate is just a reflex to fear. The more hateful and repressive someone is, the more afraid they are of things changing. I hope things change, the people who can’t handle change will be swept out to sea. Adaptation is the new black.

June 27th, 2009 at 9:35 amThe loons in Congress have gotten us $11,500,000,000,000 in debt and they are worrying about a molecule that comprises four in every 10,000 molecules in the atmosphere? Time for term limits so we can get rid of the insane ones periodically.

June 27th, 2009 at 9:49 amWow, the TP moderators are snoozing and the trolls are painting the blog with crap.
June 27th, 2009 at 9:59 amI guess the flag feature has been broken for a while, because the trolls have been allowed free reign to throw their feces everywhere for a quite a while now.

YES.
June 27th, 2009 at 10:31 amPresident Obama “… this is a jobs bill…”
Now there’s another misleading statement from the President.
What he DOESN’T tell you is that this bill will DESTROY more jobs (and companies) than it will CREATE.
I read the story in the paper the other day on the study done in Spain that clearly shows this. Their unemployment is now at 18% and a significant portion of that has been caused by their extremely aggressive approach to creating a reduced carbon “footprint.”
Some of the figures citedf were interesting. It turns out that alternative energy jobs are very EXPENSIVE to create, not to mention the fact there won’t be enough of them!
June 27th, 2009 at 10:57 amdbadass,
You challenged me to produce some evidence of the scam that is underlying this rush to limit CO2 emissions. In particular, you couldn’t seem to grasp the concept of the carbon offset ponzi scheme.
Go here first to get some background: http://www.350.org

June 27th, 2009 at 11:02 am“…It turns out that alternative energy jobs are very EXPENSIVE to create…”
Tim, I have no idea what ‘figures’ were ‘cited’, but I would expect that yes, at first, green jobs will be expensive to create. But IMO that’s because not an awful lot of alternative energy businesses have even been started due to the overwhelming prevailing cultural and political pressure to stick with traditional energy. I expect that time, and steady pressure to go with alternatives, will help to solve that expense. And it’s simplistic to think that alternative energy businesses can be expected to evolve and flourish without other corresponding infrastructure, etc., being developed and put in place.

For every new position that depends on energy price supports, at least 2.2 jobs in other industries will disappear, according to a study from King Juan Carlos University in Madrid.

From the article:
The premiums paid for solar, biomass, wave and wind power – - which are charged to consumers in their bills — translated into a $774,000 cost for each Spanish “green job” created since 2000, said Gabriel Calzada, an economics professor at the university and author of the report.
But who is Gabriel Calzada? If we investigate a bit, we can find this page about him, done by himself, with all his articles (in Spanish, but captions are easily understandable):
Instituto Juan de Mariana
From the website itself:
Gabriel Calzada es doctor en Economía, profesor asociado en la Universidad Rey Juan Carlos y presidente del Instituto Juan de Mariana y senior fellow del Centre for the New Europe.
What is the Instituto Juan de Mariana? Well, is a religious (jesuite) institute who acts as a right wing think tank in Spain. You can judge from some of the articles referred and writen by Gabriel Calzada himself:
¿Llegó a haber una crisis climática? Comienza la reunión de los escépticos (7 de Marzo de 2009) (There was a climate crisis? Summit of sceptics begins)
Chávez: pueblo y tirano (15 de Febrero de 2009) (Chávez: people and tyrant)
Sanidad nacionalsocialista (1 de Febrero de 2009) (Nationalsocialist healthcare)
This one is specially funny:
No dejes que Greenpeace decida por ti (23 de Noviembre de 2008) (Don’t let Greenpeace decide for you)
To cite only some, there are many, many more.
And the Centre for the New Europe? Let’s check wiki:
Centre for the New Europe
The Centre for the New Europe (CNE) is a free-market think tank based in Brussels, and focused on EU issues such as economic growth, managing environmental change, health and welfare policy, competition policy, and innovation. It was founded in 1993 by a group of policy experts in Europe and the US. Most recently, it was headed by Stephen Pollard, a British journalist and policy expert who previously worked at the Fabian Society and the Social Market Foundation.
On October 16, 2008, Pollard announced his resignation from CNE to assume the position of editor of The Jewish Chronicle.
I’m inventing nothing. All data are true.
The stink of USA neoconism (fascism, as we call it in Europe) reaches high heaven.
Oh, and in the positive side about USA-Spain relations, the Obama administration is exploring ways to implement very high speed trains in the USA. That would create many jobs in a lot of USA areas:
Spain shows off high-speed train system as model for USA
Obama last month unveiled an $8 billion plan to build a high-speed rail network in the U.S. and upgrade existing services. The U.S. president cited Spain, France, China and Japan as countries with systems for his nation to emulate.
Lahood was also to tour a railway control center in Zaragoza, then return to Madrid, where he meets Saturday with Spanish business leaders and Prime Minister Jose Luis Rodriguez Zapatero.
Spain has become a leader in high-speed rail travel since inaugurating its first AVE line in 1992, from Madrid to Seville. The route has been a huge success, largely replacing road and air travel to the largest city in the southern Andalusia region.
The line to Barcelona, the latest to be completed, gets travelers to Spain’s second-largest city in less than three hours compared to a drive of about six hours. By plane, the trip takes about an hour, not including time to get to the airport and go through security.
Before the high speed rail service began in February 2008, air travelers to Barcelona surpassed train passengers by more than seven to one, but as of this January, the two groups were roughly equal in number, according to government statistics.
Sorry for the lenght of the post, but I think it is worth to read.
June 27th, 2009 at 11:18 amEvil Spaniard, thanks for doing the digging, that was definitely worth reading.
June 27th, 2009 at 11:36 amEvil Spaniard
Four thumbs up!
June 27th, 2009 at 11:56 amI don’t think the Democrats mind 18% unemployment. Poverty creates more votes for them.
June 27th, 2009 at 12:05 pmWell, another thread totally derailed by trolls and those who feed the trolls. I’m about ready to abandon TP. That makes me sad because this has always been my favorite blog. I’ve always thought it was like a nice intellectual community where I could get into a good political debate. It’s nothing but troll droppings these days.
June 27th, 2009 at 12:06 pmI don’t know enough about the bill to make a comment but if it does lead to higher taxes and the loss of more jobs this could backfire on President Obama and the democrats. Of course the alternative, if the republicons are wrong means, good bye clean air and water….and planet earth.
June 27th, 2009 at 12:10 pmJust think, if this bill does pass, if we do get a new health care system with a public option, that will be more things done for we the people and the environment in one year than the republicans got done in eight plus years.
June 27th, 2009 at 12:12 pmThe threat of loss of jobs and higher taxes is the right wing red herring. Think about it, if they are against it, it must be good for the middle class. There is no proof they are for anything that is not for the benefit of the thieves of big business.
June 27th, 2009 at 12:16 pmWOW, I came to this website thinking of aliening myself with the progressive movement. But reading this comments. You’re all like children at the playground.
June 27th, 2009 at 12:24 pmThe name calling! The centralized myopic reasoning, the arrogance makes me feel like I’m still in High school. You People forget we’re all Americans! You argue will Rome burns. The ship is sinking instead of bucket in your hand you have a drill. God save us all.
Because it’s a big pile of corporate welfare.

Go try your luck at Freepers or Redstate. Then get back to us.
June 27th, 2009 at 12:40 pmI wonder if this troll came here to alienate rather than align itself? Seems to be a right wing phenomenon, thinking one thing while trying to write or say something else.
I suppose it knows that Rome did burn but not that Nero was accused of fiddling while it burned, he wasn’t arguing.
The first order of business on a sinking ship is to stop the source of water. Unless a bucket will plug the leak it will be like someone treading water, a lot of work but no progress.
Perhaps this troll needs to go back to school to learn some language basics.
June 27th, 2009 at 12:55 pmMarwick @277. Its the republicans that blindly vote for their candidate. democrats are more likely to not even know who they will vote for until they get to the booth. Poorness does not automatically make you vote certain ways. Your ignorant grouping of people and your callous attitude towards democracy is typical of the republican party today, weak, whiney and childish. You are exactly they same as anyone who listens to Rush: brainwashed and angry.
June 27th, 2009 at 1:18 pmFrom Greenpeace:
Here’s what’s WRONG with the legislation:
* The Nobel-prize winning Intergovernmental Panel on Climate Change says that to avoid the worst climate impacts such as intense droughts, super charged hurricanes and increased heat waves, the U.S. and other industrialized countries must cut their emissions by 25-40% below 1990 levels by 2020. This bill, as it’s currently written, only calls for a 4% reduction by 2020. And there’s very little chance those targets will be improved.
* These weak targets are made even worse by 2 billion tons per year of allowable offsets. Offsets allow polluters to put off for more than a decade real cuts in their emissions The offsets are so high that they will exceed the actual pollution reductions required until at least 2026 — that’s time we don’t have!
* Coal-fired power plants are the single largest source of global warming pollution in the U.S. In order to tackle climate change, we need to begin phasing out coal immediately. But instead of phasing-out coal plants, ACES will actually encourage the growth of a new generation of coal-fired plants! To add insult to injury, tens of billions of taxpayer dollars would be spent on the myth of carbon capture and sequestration — an untested and unproven technology that is decades away from full-scale deployment even by the most optimistic estimates.
Worst of all, ACES will actually remove the President’s existing authority to regulate greenhouse gases under the Clean Air Act—an authority that was recently reaffirmed by the Supreme Court. Now that the House has proven that it won’t step up and stop global warming, President Obama’s power to regulate greenhouse gases is our greatest hope.
June 27th, 2009 at 2:04 pm“…several members defected to support it, including Reps. Dave Reichart (R-WA), Mike Castle (R-DE), Mary Bono Mack, Mark Kirk (R-IL), Leonard Lance (R-NJ), Frank LoBiondo (R-NJ), Chris Smith (R-NJ), and John McHugh (R-NY).”
Because it’s a big pile of corporate welfare.
June 27th, 2009 at 2:18 pmEliHarold,
Well, if Greenpeace can’t support the bill, then it can’t be all bad!
If what you say is true, particularly about regulating co-called “greenhouse gasses” then maybe all is not lost.
Still, I think the bill is a stinker.
June 27th, 2009 at 7:50 pmOnline Full Free,
Look at the states those Republicans represent and you’ll have at least part of the answer.
June 27th, 2009 at 9:01 pmBoehner: Climate bill a ‘pile of s–t’… http://tinyurl.com/mc4caq … I think he did a good job of summing the madness up. Gosh, is there anything the congress won’t get involved in anymore. Jeez, the Nanny State is run a muck.
June 27th, 2009 at 11:09 pmIt’s a safe bet many House members never read the whole bill. This is a pretend effort to reduce carbon emissions, but what it really does is hand out tens of billion dollars of subsidies to polluters. Worst of all, it eliminates the existing authority of the EPA to regulate greenhouse gas emissions under the Clean Air Act.
