House passes American Clean Energy and Security Act.

In a 219-to-212 vote this evening, the House passed the American Clean Energy and Security Act, which will “for the first time put a price on carbon emissions” in the U.S. In the final minutes of the debate, House Minority Leader John Boehner (R-OH) threatened to obstruct the bill by reading 300 pages of amendments, but eventually relented and read only a few sentences from selected portions. Progressive Media compiled a video detailing the major arguments both for and against the bill. Watch it:

Despite promises that Republicans would rally against the bill, several members defected to support it, including Reps. Dave Reichart (R-WA), Mike Castle (R-DE), Mary Bono Mack, Mark Kirk (R-IL), Leonard Lance (R-NJ), Frank LoBiondo (R-NJ), Chris Smith (R-NJ), and John McHugh (R-NY). 44 Democrats voted against the legislation. Reps. John Lewis (D-GA) and Pat Kennedy (D-RI) both returned to the floor for the first time after tending to significant health issues to support the legislation.

    Kucinich voted against it, but makes several good points:

    “I oppose H.R. 2454, the American Clean Energy and Security Act of 2009,” Kucinich stated in a press release. “The reason is simple. It won’t address the problem. In fact, it might make the problem worse.”

    “It sets targets that are too weak, especially in the short term, and sets about meeting those targets through Enron-style accounting methods,” he continued. “It gives new life to one of the primary sources of the problem that should be on its way out — coal — by giving it record subsidies.”

    Kucinich was especially scathing in his criticism of the bill’s extensive compromises with the coal industry — compromises that were largely negotiated by Representative Rick Boucher (D-VA), who hails from a coal-mining district in Virginia and has been the recipient of generous coal comany donations.

    Last month, Boucher announced on his website, “I am pleased to report that following six weeks of continuous and intensive negotiations with Chairman Waxman and Chairman Markey, I have now reached an agreement with them on the principles for greenhouse gas control legislation. … I have been working with Chairmen Waxman and Markey to advance the goals which I think are important to achieve in control legislation. These goals are the preservation of coal related jobs, the facilitation of growing coal production, and keeping electricity rates affordable in regions like Southwest Virginia where most of the electricity is coal fired.”

    So one of the dems negotiated (read neutered) compromises with the coal industry?..(was this “clean” coal or “green” coal? And which one generated the toxic coal ash?)

    “I respectfully submit that not only can we do better; we have no choice but to do better,” Kucinich insists. “Indeed, if we pass a bill that only creates the illusion of addressing the problem, we walk away with only an illusion. The price for that illusion is the opportunity to take substantive action.”

    Ladies and gentlemen, we have another illusion, like the DOMA illusion, the Habeas Corpus illusion, the ‘transparency’ illusion….

    BTW, Kucinich is what a leader looks like. A Progressive leader.

    I would argue for an alternative energy bill with arguments like
    * technical sustainability
    * independence of Arab oil
    * higher domestic value added
    * improved trade balance
    * stable future energy prices
    * better air quality in cities

    Now there’s another misleading statement from the President.

    What he DOESN’T tell you is that this bill will DESTROY more jobs (and companies) than it will CREATE.

    I read the story in the paper the other day on the study done in Spain that clearly shows this. Their unemployment is now at 18% and a significant portion of that has been caused by their extremely aggressive approach to creating a reduced carbon “footprint.”

    Some of the figures citedf were interesting. It turns out that alternative energy jobs are very EXPENSIVE to create, not to mention the fact there won’t be enough of them!

    Tim, I have no idea what ‘figures’ were ‘cited’, but I would expect that yes, at first, green jobs will be expensive to create. But IMO that’s because not an awful lot of alternative energy businesses have even been started due to the overwhelming prevailing cultural and political pressure to stick with traditional energy. I expect that time, and steady pressure to go with alternatives, will help to solve that expense. And it’s simplistic to think that alternative energy businesses can be expected to evolve and flourish without other corresponding infrastructure, etc., being developed and put in place.

    Oh, and in the positive side about USA-Spain relations, the Obama administration is exploring ways to implement very high speed trains in the USA. That would create many jobs in a lot of USA areas:

    Obama last month unveiled an $8 billion plan to build a high-speed rail network in the U.S. and upgrade existing services. The U.S. president cited Spain, France, China and Japan as countries with systems for his nation to emulate.

    Lahood was also to tour a railway control center in Zaragoza, then return to Madrid, where he meets Saturday with Spanish business leaders and Prime Minister Jose Luis Rodriguez Zapatero.

    Spain has become a leader in high-speed rail travel since inaugurating its first AVE line in 1992, from Madrid to Seville. The route has been a huge success, largely replacing road and air travel to the largest city in the southern Andalusia region.

    The line to Barcelona, the latest to be completed, gets travelers to Spain’s second-largest city in less than three hours compared to a drive of about six hours. By plane, the trip takes about an hour, not including time to get to the airport and go through security.

    Before the high speed rail service began in February 2008, air travelers to Barcelona surpassed train passengers by more than seven to one, but as of this January, the two groups were roughly equal in number, according to government statistics.

    I wonder if this troll came here to alienate rather than align itself? Seems to be a right wing phenomenon, thinking one thing while trying to write or say something else.

    I suppose it knows that Rome did burn but not that Nero was accused of fiddling while it burned, he wasn’t arguing.

    The first order of business on a sinking ship is to stop the source of water. Unless a bucket will plug the leak it will be like someone treading water, a lot of work but no progress.

    Perhaps this troll needs to go back to school to learn some language basics.

    * The Nobel-prize winning Intergovernmental Panel on Climate Change says that to avoid the worst climate impacts such as intense droughts, super charged hurricanes and increased heat waves, the U.S. and other industrialized countries must cut their emissions by 25-40% below 1990 levels by 2020. This bill, as it’s currently written, only calls for a 4% reduction by 2020. And there’s very little chance those targets will be improved.
    * These weak targets are made even worse by 2 billion tons per year of allowable offsets. Offsets allow polluters to put off for more than a decade real cuts in their emissions The offsets are so high that they will exceed the actual pollution reductions required until at least 2026 — that’s time we don’t have!
    * Coal-fired power plants are the single largest source of global warming pollution in the U.S. In order to tackle climate change, we need to begin phasing out coal immediately. But instead of phasing-out coal plants, ACES will actually encourage the growth of a new generation of coal-fired plants! To add insult to injury, tens of billions of taxpayer dollars would be spent on the myth of carbon capture and sequestration — an untested and unproven technology that is decades away from full-scale deployment even by the most optimistic estimates.

    Worst of all, ACES will actually remove the President’s existing authority to regulate greenhouse gases under the Clean Air Act—an authority that was recently reaffirmed by the Supreme Court. Now that the House has proven that it won’t step up and stop global warming, President Obama’s power to regulate greenhouse gases is our greatest hope.

    It’s a safe bet many House members never read the whole bill. This is a pretend effort to reduce carbon emissions, but what it really does is hand out tens of billion dollars of subsidies to polluters. Worst of all, it eliminates the existing authority of the EPA to regulate greenhouse gas emissions under the Clean Air Act.
