		<description>In the 70&#039;s we were all told to get ready here comes global cooling, that theory was debunked in the 80&#039;s.  Then in the 90&#039;s we were told here comes global warming. 		<description>This is another example of Republicans complaining about a weakened policy that was already designed to compromise on their behalf.  

I&#039;d prefer direct carbon taxes to cap-and-trade anyways.  The real problem with cap-and-trade is that it creates a secondary trading market, the value of which is wildly variable and constrained by competing economic exchanges.  It just creates another complicated &quot;asset&quot; that can be manipulated in complicated ways to allow the few to cheat at the expense of the many.

Maybe you&#039;re in the wrong line of work, Senator.  If you don&#039;t want to do the work of making law, I&#039;m sure Arizona will find somebody else who&#039;s willing to.</description>
