Bachmann Lies About Census’ American Community Survey, Claims It Doesn’t Ask About Citizenship

As ThinkProgress has previously noted, Rep. Michele Bachmann (R-MN) has been fearmongering about the 2010 Census and bragging that she plans to break the law by refusing to answer it. “I know for my family, the only question we will be answering is how many people are in our home. We won’t be answering any information beyond that,” said Bachmann recently.

On Sean Hannity’s radio show yesterday, Bachmann continued to attack the Census, repeatedly insisting that people should go to her website to “see the Census form for themselves.” Listing off a few questions from the American Community Survey (a long-form survey sent out to one in 40 households each year) that she considers invasive, Bachmann claimed that it doesn’t ask “are you an American citizen”:

BACHMANN: Twenty-eight pages. Sean, you know the one question they don’t ask? They don’t ask, “are you an American citizen?” They don’t ask if you’re here on a visa or when it expires. We have no real idea how many illegal aliens are in our country. But wouldn’t you think, here they are asking every personal question about our lives, they could at least ask if we’re an American citizen? They don’t bother to ask for that. That’s why I think people need to read this census for themselves. If you go to my website, michelebachmann, you can read it.

In fact, the American Community Survey does ask about U.S. citizenship and it has since 1890:

Additionally, though Bachmann repeatedly directed Hannity’s listeners to her website, michelebachmnann.com, in order to view the Census questions, the questions aren’t actually available on her website. A press release on her congressional website, however, does encourage citizens to read the Census and ACS questions. Apparently Bachmann has yet to take her own advice.

HANNITY: And Congresswoman, credit to you. I mean, you’re out there and you’ve become a target by the Democrats because of your outspokenness and your willingness to take on the administration. A lot of press was made over the fact that you said, “well, I’m only going to give pertinent constitutional information as it relates to the census.” What’s the status on that?

BACHMANN: Well, the Democrats are trying to make a lot out of this because at my website, Michelebachmann.com, I’ve invited people from all over the United States to come and sign the ACORN petition to get ACORN out of conducting the census. And then I’ve also stated that as for my family and myself, we are not comfortable telling the administration every intricate detail of our life. If a person goes to my website at michelebachmann.com, they can see the census form for themselves. There’s a short form and a long form. On the long form, and recognize that the federal government says unless you answer every question, you’ll be subject to a fine. So the federal government will fine you if you don’t answer the questions.

HANNITY: Give us some of the example of the intrusive questions. We’ve gone over this some time ago and some of the questions that you don’t like.

BACHMANN: Well, they ask you your phone number. They want to know how many times you’ve given live birth. How many times you’ve been married. How many bathrooms are in your home. They want to know what time you leave your house in the morning to go to work. The hour and the minute. What time you come back from work. The hour and the minute. Your age, your race, your sex. And not only just for you, but for every person that lives in your house. Twenty-eight pages. Sean, you know the one question they don’t ask? They don’t ask, “are you an American citizen?” They don’t ask if you’re here on a visa or when it expires. We have no real idea how many illegal aliens are in our country. But wouldn’t you think, here they are asking every personal question about our lives, they could at least ask if we’re an American citizen? They don’t bother to ask for that. I would think that a volunteer organization that does things like registering people to vote and helping to conduct the census would be viewed as a pretty patriotic group. And I would wonder about the possible anti-American leanings of people who found it politically favorable to make baseless accusations against such a group.

    Only one problem: You’ll have to take orders from people who are not white southern kids. They may be black, or Samoan, or Japanese Americans, or even….women. You’ll have to EARN the right to be on the giving end rather than the receiving end.

    But you know what? You’ll have EARNED the right to make a statement. But keep a copy of the one you just wrote. I think after 4 or 5 years or so, you’ll have figured out that what you wrote is a nasty, bigoted, screed that has no place among Americans who actually are Patriots.

    How would I know? I’ve served for 20 years. I’ve served under and with some of the bravest men and women in the world…and some are even white! Others may be Wiccans, or Catholics, or blacks, or Jews…you name it–but whatever they are, they’re Americans.

    Corporations are not fundamentally evil at all. But should stockholders, who have invested money, be granted greater consideration than labor, who invests the sweat of their hands and brow?

    Conspiracies that control the world are the hallmark of the Right-Wing nuts. Ie, poll 100 Republicans on “New World Order” etc., and you’ll find a percentage who probably believe in it. Poll 100 liberals, and 99 have probably never heard of the entire “conspiracy”.

    I am not intolerant of good ideas, no matter where they come from…but usually Republicans who rant on these sorts of blogs have few ideas, and even fewer facts.

    As to harsh, vulgar, intolerant language…your previous posts are some very good examples of what not to say.

    And, as a member of the clergy, and a person of faith, I can tell you that I am not at all dismissive of faith. But my faith is much larger than the issues of gay marriage and abortion.     Once you read the facts, you’ll see that Michele Bachmann is correct in that the Census does not ask if you are an American Citizen.

    The Census itself only consists of 10 questions. Questions #1, #2, #4, #5, and #10 are strictly for administrative purposes only. Therefore, you only have to answer 5 questions: #3, #6, #7, #8, and #9

    From page 7a regarding the Administrative Questions:

    “While these questions are not required by federal law, the following are ways we use the information: ensuring response accuracy and completeness, contacting respondents with incomplete or missing information, and assigning cases to census operations designed to improve accuracy.”

    Also, for your information, Hispanic is not considered a Race for the purposes of the Census and Hispanics may identify with any race.

The short one asks only a handful of questions, it’s basic goal is to get a headcount, and that’s all the information you are required to provide. This form is sent to every American household.     That is actually true. They also ask how many minutes it takes you to get to work. That doesn’t surprise me. I mean, I know what the average commute time is, so obviously that info was collected somehow.
    What time you come back from work. The hour and the minute.
    That’s not true. They don’t ask what time you get home. That did surprise me.
    Your age, your race, your sex.
    Wow, really? Who would have thought that demographics this intrusive would be on a census, right? I mean, you can clearly determine these things just by looking at someone, so obviously its sensitive personal information…./snark.

    Strangely, she didn’t seem to be all that concerned with the copious amount of data and detail they are requesting about annual income and where it comes from. These pieces of information actually ARE sensitive, but she seems to not have enough of an issue about that to mention it. Strange. Race is too personal a question, but how much you make a year and where it comes from is totally cool. What a stupid b!tch.

    Now, I know that it’s difficult to make logical inferences like that when you have your head crammed so far up your ass, but please, try harder in the future, so I don’t have to waste my time educating you.

    The 2010 Census will be a “short form only” census.

    If you can follow basic reading instructions, you’ll notice the third paragraph in the same heading states:

    Decoupling the short form and long form allows the Census Bureau to focus efforts on the constitutional requirements to produce a count of the resident population, employ technology to improve efficiencies, provide more timely data, improve coverage accuracy, and contain costs while keeping operational risk to a minimum.

    Also, from (http://www.prb.org/Articles/2009/questionnaire.aspx) and your own direct quote
    The person in who fills out the form (Person 1) will provide the household information, including whether the home is rented or owned, and will answer just seven questions about every household member, including himself or herself:.

    The web site states the form will ANSWER seven questions about every household member, not that there are seven questions (or even nine as you so stupidly suggested) on the form.

    Note the number of questions is 10. So, if I may quote you, “not only are you stupid, but also incapable of even glancing at the references that you yourself are trying to prove your point with.”

    If you’re talking about the short form, it probably does go to “occupant,” because it is a count of “the whole number of free persons” (source: US Constitution, Article 1), and says nothing about citizenship being a requirement for counting. Illegal immigrants have been counted on every full, short-form census for 232 years. It’s a headcount. Who you are and why you are here is irrelevant to a headcount.

    The long form, on the other hand, is addressed to a specific person, not “occupant,” thus if they don’t know you exist because you are illegal, you aren’t going to get one.

    Your sole reference only addresses the ACS. The ACS does address the citizenship issue, but the actual Census questionnaire (the single form that contains 10 questions that everyone has to respond to) does not. The ACS is not part of the decennial enumeration as mandated by the Constitution. The ACS happens every year is used to create a rolling five-year average.

    Ms. Bachmann may be wrong about a lot of things, but she was right about there not being a question on citizenship on the Census form.

    The long form, which this idiot is talking about (the hint: the questions she says is on it, the length – which she was wrong about – of the form in question, it doesn’t take a genius to figure this out, yet you are having a really difficult time), specifically asks if you are a citizen.

    Therefore she’s wrong, and so are you. Get over it.
