Secessionist Gov. Rick Perry now seeking federal stimulus funds.

rickperryweb2In March, Texas Gov. Rick Perry rejected $555 million in federal stimulus money that would have expanded unemployment benefits for Texans. Perry argued at the time that accepting the stimulus dollars would force the state to expand eligibility to include thousands of low-wage workers — including part-time employees like single mothers, college students and senior citizens — which Perry bemoaned would burden tax payers with “higher taxes and expanded obligations.” When explaining the decision, Perry told Fox News, “this was pretty simple for us.” But now Perry is reversing his decision. Texas has asked the federal government for a $170 million loan to ensure the state is able to continue paying out unemployment benefits:

Texas is now asking the federal government for a $170 million loan so that benefits keep getting paid.

“This is nothing out of the ordinary. We’re following protocol that we put in place,” said Governor Rick Perry.

Texas has asked for this loan only one other time, in 2003. This year however, the decision is getting extra attention after Governor Rick Perry rejected federal stimulus money that would have replenished the fund.

Texas is expected to request $650 million, roughly $100 million more than Perry initially rejected. At a “tea party protest” in April, Perry trumpeted his decision to reject stimulus dollars from the Obama administration. “I believe the federal government has become oppressive,” he said, adding that he might even consider seceding from the Union.

    Why reject the stimulus $ and then request a $170 million loan? Perry was concerned about having to extend the unemployment benefits from the stimulus $ when it runs out in 2-3 years. He should have accepted the stim $ and waited until the unemployment benefits ran out to borrow the money. But, of course, from his point of view, the loan is not creating a burden on the taxpayers.

    A recent Texas Governor’s Tracking poll published in D magazine(June 2009) shows Rick Perry is 12 points ahead of Kay Bailey Hutchison who is running against him for the upcoming Governor’s race. 12 points ahead!
    On June 13, the same publication stated on their web site:

    “She will officially announce next month. That means she will resign. And that means the governor will appoint a new United States Senator. So Hutchison’s opponent will appoint Hutchison’s (temporary) replacement.”

    So get ready America! This lunatic will be given the chance to send another rabid lunatic conservative to the Senate.

    I’m saying please, go ahead and secede already! It will give me a change to request political asylum in the United States of America!

    No, you have to remember that his base are Republicans. He knows how to play them. This is standard operating procedure for Republican politicians these days. First he makes himself into a big hero by turning down the federal dollars. All of the dumbass rednecks cheer him. Then, when their unemployment money runs out, he goes running to Washington to get help for the same dumbass rednecks who cheered him for turning it down in the first place. Now, he is a hero again for helping his base of unemployed trailer park white trash. These knuckleheads can’t connect the dots between the two related events, so they don’t see any hypocrisy.

    No Tracy, you are wrong. We have an economy based on consumer spending. Now people out of work with no money. can’t spend any money to stimulate the economy. Oh, only 10% of the stimulus money has been spent because it does take some time to get this budgeted out to the states, then the states have to budget the money out how they see fit, and you have idiots like Perry who reject the money, thus not allowing it to have any real effect here in Texas. The stimulus package is intended to be a long term economic support package not a “magic bullet” quick fix.

    say a guy makes 35k a year and spends it all.
    say that guy now looses his job, there is now 35k less in the economy.
    say that guy get’s unemployment benefits of only 18k a year.
    There’s now only 17k less money being spent instead of 35k less.
    say the guy does find a job and his unemployment runs out. Now the economy has lost 18k more, totaling 35k less spent into the economy.

    The point is to replace part of what used to be flowing from the employee into the economy while that newly ex-employee finds work again.

    The point of the unemployment benefits extension is to make that guy’s benefits last longer, thus giving him more time to find a job before we loose ALL of his spending in the economy.

    Now, as for the whole “argument” that “unemployment and govt spending doesn’t create jobs”… well, it’s false. period. The money spent on unemployment benifits buys food, which employs grocery baggers, clerks, stockers. It pays for rent , which puts money in the pocket of the landlord and his various employees that are needed to take care of the house or apartment. It means a phone service of some kind which allows the phone company to pay their employees.

    You see, every single penny that you, me, or any joe in the world spends, goes into someone else’s pockets as pay (yes, proffits do get spent eventually). THAT is the market flow of money. Where an individual get’s the money that they spend on ANYTHING does not matter. This is what we call the money flow, and it’s rate of movement between entities is it’s velocity.

    If too many people loose their jobs and have no savings or other sources of income, it causes a steep decline in the velocity of money in the markets. This drop in velocity and quantity means the phone company has to fire people to make ends meet, the landlord has to fire staff, the grocery tore has to let people go. This creates MORE unemployed people, which in turn reduces the amount of money flowing through the markets even more.

    So you can see now how when unemployment rates get this bad that it’s important for our government to step in and help create jobs by giving individuals money on which to buy the basics of living with. If we didn’t, we would ALREADY be in another depression. SO unemployment benefits is the fastest and best way to soften the economic throttling of the markets and to slow down that decline into a depression.

    Ok, now that we understand economics 101 from the perspective of the employee, we can understand that for Perry to have rejected the initial mostly free money from the fed for unemployment insurance, he has worked to PUSH US closer to the brink of a depression. He’s effectively making the argument that unemployment insurance isn’t necessary for the economy to recover.

    So now that he’s asking for money he’s tacitly admitting that the unemployment payments are necessary to stave off rapid economic collapse.

    This is what we call hypocrisy. Saying one thing then acting differently.

Well, paying interest on a loan, even larger than the original stimulus dollars for that purpose) is somehow supposed to SAVE the taxpayers money? First of all, any obligations or strings attached to the stimulus dollars for unemployment benefits were on the one-time basis, and the states could decide whether or not to change their formulations permanently after that time. Evidently, these Republicans are terrified that their citizens might actually demand better protection in the future….oh dear, democracy is so “messy.” Whereas paying interest on a loan…well, that has no potential of either raising taxes..or putting the state into greater deficit, right? The citizens of Texas will hopefully finally see through the smoke and mirrors thrown up by these so-called newly populist governors. The bottom line is that unemployment insurance is financed by a tax against businesses (with guidelines). Interest on a federal loan, however, is paid by citizens as well. In other words, the citizens of Texas will now help fund unemployment insurance through personal taxation. Ah…the Republican’s dream. All profit to business, all costs to the citizen.

    You aren’t creating jobs. You are preventing more people from losing that one they already have.

    ok, I misspoke above and intended to say “saves” instead of “creates” in that last paragraph. My apologies. These saved jobs are a DIRECT consequence. The jobs creation comes from the INDIRECT consequences as described below.

    Economies create new jobs when excess money (profits) is used to start a new product, or business. Now, the fact that this money is still flowing, the natural profits from the flow can be used to create new businesses just like in the normally positively growing economy. Jobs are created in the exact same way as before. Thus, by preventing the severe deceleration, and thus preventing a profitable business from becoming unprofitable, the benefits ARE helping to create new jobs indirectly.

    So, the argument is can we claim that indirectly created jobs is a result of the saved jobs? I and most others believe that this is a resounding YES.

    Welcome to the fun of economics. It’s a very tangled and ephemeral system that is hard to trace and understand.

    First of all, this is bad how? Secondly I don’t know who said unemployment benefits buys food which keeps baggers, etc. employed. Yes…but far more than that. The food industry is huge, and if people spend less and less in the markets, every industry connected to those markets suffer. And more jobs are lost. Those unemployment benefits also go to pay for other basic living expenses, like rent and utilities. Don’t pay for those, and landlords can’t make their own mortgage payments and go into default on their loans. Utility providers don’t get paid, so they 1) cut people off of services which in some climates can kill them, and 2) raise prices for everybody else who finally can’t pay for them and 3) lay workers off to maintain their profits if they are publicly owned. I could go on and on how the economy is further negatively impacted by not providing unemployment benefits. To turn down stimulus money in a time of recession (please people…this is a depression now), in exchange for spreading the costs downstream to non-business owners is truly nuts. We are in serious trouble, not just in the U.S., but world-wide right now. The conservatives’s ideas and programs brought us to this point, and their ideas will not resolve it. Maybe it’s too late to save it. Perhaps the world is far more complicated than it was during FDR’s time. And perhaps the economic disaster is so far-reaching that we are unlikely to ever recover a system that we all recognize. And frankly, perhaps it’s time for that new paradigm, because the old way of thinking has led to disaster. You know, there’s a reason the scriptures state, “The love of money is the root of all evil.”

    I thought Texas had or has an 8 billion dollar “rainy day fund”. DUH,, it’s raining right now asshat. Tap into your fund, start some state income tax and leave the rest of the other 49 states to keep our tax moneys. What an idiot, but hey, i’ll bet you texans re-elect him. Hell, you gave us “W”. I’d put nothing past you idiots.

    If Perry thinks that he can get around paying benefits to the poorest single mothers, college students and senior citizens by turning down stimulus dollars so that he wouldn’t have to meet the stimulus criteria and then get the money anyway by calling it a loan, then I sure hope that he is out of his ever loving mind. I don’t think he’s such a great loan risk. I think he should have taken it as stimulus. California wasn’t allowed to borrow money from the Feds during their time of crisis and Texas shouldn’t either.

    A rat sooner or later has to return to its rathole. This is in the case of Perry. Perry had his chest puffed up along with the Party of No refusing the stimulus funds. Now that the economy continues to sink and his state is in financial trouble, what does he do? Crawl from under the sewer pipe and have his hand out for the stimulus money. Man, Perry and the Party of No are looking more clownish everyday.

    I remember when Good Hair made his secession speech. I know KKKonservanzis were so proud that they even volunteered to move to Texas to guard the border and throw out the Obama United States. When I explained to one KKKonservanazi idiot that when and if Texas would ever do anything like that, it will quickly fall by the wayside because TAXES would go through the roof. Texas receives quite a huge chunck of money from the Fed just for military that is stationed in Texas.

    Now, Good Hair is asking for money after he made a show of turning it down.

    In Texas if one puts a pig’s bladder on a stick he gets to be governor. As far as I’m concern the republiKKKan was conceived by parents who either inter-marriage by first cousin-to-first cousin or the well water had too much lead in it.

Seems to me that her acknowledging that both saving jobs and a recognition that a failure to provide unemployment benefits hurts the economy further is a GOOD thing. I’m mystified by a negative rating like this for what appears to actually be some growth on the commenter’s part (considering the history of previous comments). People CAN change, you know?

    I have always disliked Perry for many reasons. How about Palin coming to TX to campaign for him? Well, the reason I wrote: I have seen a billboard on the hwy between Dallas and Ft. Worth that asks citizens to chip in to help rebuild the Gov’s mansion that burned in the not too distant past. This really chaps my hide. These no new taxers, ugh. The way I remember it . . . there was one guard in a shack by the mansion and the alarm and communications did not work! Well, when you CUT TAXES and keep cutting them until you have only one guy in a shack with lousy, faulty eqpt . . . what do you expect? I won’t send a dime!

    Perry is playing to the far-right wing-nuts in Texas, because he is a right-wing nut and he is counting on them to win the GOP primary. I agree with texasrick, areas like Byran/College Station are far-right, (I’m a lawyer and I’ve appeared there) I agree with krystalview too, but the big cities in Texas are turning more blue for sure: Houston, Dallas, San Antonio. Austin is as liberal as Boston. I live in Houston and lots of people want to see a Dem in office, because they’re sick and tired of the Texas GOP, and very sick and tired of their religious nonsense. I don’t know if Dems can do it this time, but eventually Texas will go dem. Even many former Republicans just can’t take it anymore.

    I would have though that this clown would have already seceded. What is he waiting for. Ther are other states who probably want Texas to go already so that those federal facilities in Texas can be moved to other states. You know, federal facilities like:

    NASA’s Johnson Space Center located in Houston
    Federal Banks
    Federal Correctional Institutions
    Federal Highway system
    Federal Public Health Institutions

    Military Major Bases/Installations such as:
    - Army (Fort Bliss, Red River, Fort Hood, Fort Sam Houston)
    - Navy & Marine Corps (Corpus Christi Naval Air Station, Kingsville Naval Air Station
    - Air Force (Randolph AFB, Brooks City, Lackland, Sheppard, Carswell, Dyess, Goodfellow, Laughlin)
    - Coast Guard (Corpus Chrisit, Galveston, Houston, Port Arthur)

    Federal Buildings (Ft. Worth, Houston, Dallas, San Antonio, McAllen, Texarkana, Terrell, Abilene,(just a partial list because these buildings are in most cities in Texas))
    - All U.S. Post Offices
    - All United States Courthouses
    - All federal law enforcement agencies

    I also wonder what Texas is going to used for currency since the United States currency can’t be used?

    I for one can’t wait for Texas to leave the Union. We should declare it a national holiday.

    A couple of things:

    1. Perry bankrupted the unemploument fund by arbitrarily lowering the employer tax when things were going good, against all advice. Now he’s having to beg for it.

    2. You don’t register by party in Texas. All primaries are open, you can vote at either one.

    3. The reason Texas is Republican is because of all the people who came here from other states. We are making progress, though The House of Representatives now has only two vote republican advantage.

    4. Perry is the only governor who got caught blowing a male lobbyist in the state capitol and got away with it. His wife will be a rich divorcee as soon as he is out of office.

    5. Perry was elected last time with only 39% of the vote, due to multiple candidates.

    Gee Tracy 5, guess you aren’t speaking to the same people we are, who are getting their hours cut back and have been for months. And Harris county went Blue, so maybe by 2012 intelligence will out.
    Also, Texas matches others with dumbest representatives, so Oklahoma, Missouri, Iowa, Michelle Bachman, to name a few, we don’t have the corner on the market of idiot representatives.
