Report: Cheney wanted to illegally deploy American troops in U.S. cities.

dickThe New York Times reports that in 2002, Vice President Cheney and his administration allies urged President Bush to deploy American troops into the suburbs of Buffalo to apprehend a group of terrorist suspects (the “Lackawanna Six”) and declare them enemy combatants. The Times notes:

A decision to dispatch troops into the streets to make arrests has few precedents in American history, as both the Constitution and subsequent laws restrict the military from being used to conduct domestic raids and seize property.

The Fourth Amendment bans “unreasonable” searches and seizures without probable cause. And the Posse Comitatus Act of 1878 generally prohibits the military from acting in a law enforcement capacity.

Cheney cited a DoJ memo co-authored by John Yoo which claimed that “the president has ample constitutional and statutory authority to deploy the military against international or foreign terrorists operating within the United States.” Siding with Condoleezza Rice, FBI Director Robert Mueller, and others, Bush rejected Cheney’s advice and “ended up ordering the F.B.I. to make the arrests.”

    I think Cheney wanted Martial Law. Badly. I think the FU of New Orleans was caused and/or amplified by Cheney & his cabal (including FOX, Limbaugh, Jonah Loadpants and others) in the hope of causing Race Riots, so the President, under the control of the VP would send in National Guard, National Reserves, and ultimately the Army.

    Then a manufactured Terrorist attack…using perhaps the Airforce’s “lost” nuclear bombs.

    The FBI is the only and proper organization for an operation of this kind. It is scary to even think that a military officer would give an order for a domestic operation like this. One presumes the President, armed with a letter from the Justice Department, would have to order the Secretary of Defense to order the top General (Fort Dix?) to deploy. Would they all obey orders in such an operation? It is scary to think that they would. Why did Bush not ask Cheney to resign and if he refused, dump him in 2004. Bush is responsible for all of Cheney’s actions.

    I’d just like to point out that it’s not like we can all breathe a sigh of relief that Cheney isn’t V.P. anymore. Cheney and the Bush family represent a long line of genuinely fascist elites in America.
    These people have wanted and worked towards fascism in America since they tried to overthrow FDR in 1933 (search “Business Plot” or “General Smedley Butler”) and they aren’t going to let one little election put them off. They completed setting up a lot of the necessary groundwork during the G.W. Bush administration and unfortunately I don’t see President Obama undoing very much of it. The next GOP puppet who gets put in office (notice I didn’t say “elected”) won’t have far to go to seal the deal unless a lot of things change real soon.

    I hate to say this and as wrong and illegal as Cheney’s actions or idea’s may have been on this, if the Democrats push this they will look bad.

    The republicans will frame it as Bush & Cheney trying to protect our country against terrorism. It seems to me there may be an effort by the media, yes even the NY Times to keep pushing these stories knowing it will make the republicans appear stronger at protecting our country.

    God forbid we suffer another terrorist attack in our country before 2012 because then the republicans and their spin machine will blame it all on Obama and the democrats. They will say “see diplomacy didn’t work” or “see, we needed to torture”

    I hate Cheney with a passion and it seems that his little media tour has all been planned to stir up the far right and put his….daughter Liz in the spotlight in an attempt to kick start a possible political career where she will get all of the nutjobs on the right to support her.

    A pretty sizable majority of Americans WANTS this administration to investigate Bush and Cheney. They can only look good IF they investigate. Otherwise, they lose.

    One theory that’s either gaining or losing steam is this: The more evidence that surfaces, the more pressure on Obama and Holder. What they’ll do about it is another thing entirely. It’s almost as if Obama and Congress are both standing there, waiting for the OTHER one to gather the courage to lead on this.

    The Lackawanna 6 hadn’t done anything, yet Cheney was willing to send troops into an American city to kick down the doors of their homes, make their mothers and sisters kneel in their living-rooms with their hands on their heads while they rounded up the menfolk and took them away, just like they do in Baghdad. And this is exactly what would have happened to any of the families if any of the 6 hadn’t been home at the time. This is what our military is trained to do. It’s what they do in a war zone and Cheney wanted to turn our nation into that war zone.

And still can’t get past with it because they and their crimes still linger and Liz Cheney is out there and Kristol. Maybe trials for them and convictions would help.     If Bush would have permitted the military to arrest civilians inside the US, Cheney would have cited that as precedent to do that over and over again. The Unitied States of American could have become a military dictatorship in that moment. Thats all they would have to do is find a cooperative federal judge, have the court decision approving the action, and shipped the arrestees off to Gitmo. The US Supreme Court with the 5-4 “conservative” majority would not have stood in the way. In the final analysis, George W. Bush could have very well saved the US from becoming a dictatorship. Boy do I hate to say that!

    True, Levi. However, history shows us that Cheney did do whatever he wanted to do, and that he believed it was his right to do so. Had Bush not intervened here, Cheney certainly would have used the military in a U.S. town.

    Had Bush not said no to Cheney, Scotter Libby would have received that presidential pardon.

    The more I remember that administrations actions, the more I see the hand of Cheney in every disasterous act. Bush, like Reagan, was just a puppet. A dumb, stupid puppet doing the bidding of the neocon at every turn.

    I’m sure that in Bush’s sober moments these days, if there are any, he’s wondering how Reagan became a hero while he was vilified. The only difference I can see is that Reagan was a better actor and his script writers originated the “I can’t recall” defense that the GNOP has used so successfully over the years.

    keep in mind that when reagan left his people were able to point to the fall of the evil empire as his legacy. bush is stuck with his wars, which can’t be spun as successes. If they were able to paint Iraq as a success then bush would be the noble gunslinger who rode into town and cleaned up then rode off into the sunset. That’s why they keep harping on ‘we kept you safe from another attack” so much, it’s all they have, even though it opens the question of why they allowed us to be attacked in the first place.

    Dick Cheney was the Republicans’ big mistake. It should be a rule of thumb from here on in that anybody who heads up a search committee and picks himself should be kept away from power, period.
    I think the money guys looked at Cheney and made two bad evaluations: they looked at his Halliburton CEO-ship and thought he was a fellow plutocrat–and they thought he was smart.
    He was not a plutocrat whose interests were in keeping the country moderately prosperous and keeping Republican privilege intact–he was a far-right loony who wanted to remake the American Republic and turn it into an empire. He may have been GHWB’s SecDef, but he fought the rest of the cabinet for the far right position, and he was tapped as Halliburton CEO because of that SecDefship and not because he was a businesman at all.

    He was like Karl Rove in that all his supposed intelligence was simply having no scruples. He chose himself, flat-out refused to reveal hi s energy team, clamped down secrecy from day 1–and because people were used to folks playing by the rules, got away with it. Same as Karl Rove who dazzled people with the brilliance of flat-out lies and smears.

    But Cheney was not smart. He wanted power, but never twigged to the fact that the powerful have to govern–and have to get stuff done. He was smart enough to lie usinto war–but not smart enough to rule Iraq. And he could assume the powers of a Roman Emperor–but did not realize that even Roman Emperors had to deal with natural disasters.

    Roman history is full of men really expert at slashing their way to power but woefully inexpert at ruling. Because, after all, you don’t have to be all that smart to be ruthless.

    And now he’s using the last remnant of Republican hegemony–the media–to keep his sorry arse out of jail.

    This may surprise some people, but between George W Bush and dick Cheney, I think the stupider one is Cheney. W was just a wastrel, while Cheney thought he was a mastermind. And as Will Rogers once said, it’s not what you don’t know–it’s what you do know that ain’t so.

    There can only be one reason to send in military troops: To scare Americans. Just arresting them, as they finally did, wssn’t enough; Cheney wanted Shock and Awe, to show who runs this country. This traitor deserves to be tried and hung.

    Cheney already has his own security detail anyway – Blackwater.

    Maybe I’m just insanely paranoid, but at this point I could easily believe that Cheney is positioning himself as the authoritarian leader that the wingnuts will turn to to help oust Obama from office. Cheney’s got all of the powerful connections (energy, CIA, etc.) and, most importantly, his own military. He is not guided by the Constitution in any way, and he megalomaniacally believes that only he is correct in his views about how to protect the U.S. and subjugate the rest of the world. I really think that he is just biding his time and waiting for the crazies out there to lay the groundwork for his private military takeover.

    As Rachel says, can somebody talk me down?

    This may surprise some people, but between George W Bush and dick Cheney, I think the stupider one is Cheney. W was just a wastrel, while Cheney thought he was a mastermind. And as Will Rogers once said, it’s not what you don’t know–it’s what you do know that ain’t so.

    Bush deferred to Cheney in the areas of foreign policy and national security. That was one of the biggest mistakes that Bush made. This resulted in the Bush failures in foreign policy and ultimately Iraq. Bush continued to defer to Cheney, Wolfowitz and Rumsfeld until it became obvious that Iraq was going from bad to worse. In the last two years of Bush’s administration, he put foreign policy in the hands of Rice who tried to repair all the damage Cheney created, but it was too late. I would speculate that Bush is ruminating about the failures of his administration and is blaming Cheney for a good portion of those failures, most notably Iraq.

    What is so hard for me to get my mind around is, the very people who still support and defend and yawp on about how great the Bush administration was, also think of themselves as being in favor of limited government.
    Any objective analysis of what the Bush/Cheney government(most of which was with the look-the-other-way-Republican Congress’ approval) did for eight years puts to shame the idea of “limited government”.

    What I think is most mind-boggling is that the two “leaders” who were at the top of the power chain had no qualms or reservations about using and sending our military anywhere they desired but didn’t have the balls to serve when it was their “turn” to do so.

    And then they want to play G.I. Joe like our troops are action figure toys. Insufferable yellow-bellied chicken hawks.

    Ex-vice presidents don’t get the lifetime Secret Service protection that ex-presidents get, but did I hear correctly that Obama just extended Cheney’s Secret Service protection another six months? Now that is an expenditure of taxpayer money that I simply cannot support. If Dick Cheney is in so much danger that he requires Secret Service protection, then it’s his own fault. He should have just left office quietly and kept his mouth shut.

My question is, how many more 6-month extensions will he seek?     That plaque-filled rump can go pay for his own damn security detail. He can live with the same fear he imposed on the public in order to ram thru his ideology.

    If wingnut Republicans are willing to kill Doctors for their religious beliefs, then there are probably progressives out there are crazy enough to want to kill Cheney.

    It is inappropriate for the people to protect this war criminal. He can certainly pay for his own protection, or he can surrender himself to the Spanish authorities and they will be happy to provide for his protection until the day he dies.

    I want to see all these people who profited from the illegal wars stripped completely of their assets. I want that money sent to the people of Iraq and Afghanistan. I want every vault they have searched for contraband. What are the odds that Cheney doesn’t have a treasure of two from Iraq in a safe somewhere?

    I want to see these monsters destitute and friendless.

    9. WillowOrchid – don’t forget that in NOLA the US sent in armed mercenary troops (ala blackwater, etc.). So, in effect, it was already violating the strong line forbidding use of troops on our own citizenry.

    What I don’t understand is

    1) why did we even need to think of sending in troops to nab the Lackawanna 6 anyway. Don’t we have the FBI who is experienced in working under US Law (as opposed to soldiers whose training does not include the proper background for civil actions).

    2) Why it is the reichwingers who form their clandestine occult operations but fear the dems are gonna be an MI5/Majestic 12/Illuminati/One World Govt.

    1) Strange. Two names that one would think would have appeared in this article didn’t: former Attorney General John Ashcroft’s and former Defense Secretary Donald Rumsfeld’s. Strange. Very strange.

    2) When this article is viewed in the context of the recent article about Bush repeatedly rebuffing Cheney’s request for a full pardon for Scooter Libby, then one has to wonder how many more of these “leaks” will arise that paint Bush in a positive light while shifting the blame to Cheney.

    3) Per The Rooster comment, post 25, NY Times article: “On September 30, 2006, the Congress modified the Insurrection Act as part of the 2007 Defense Authorization Bill (repealed as of 2008). Section 1076 of the law changed Sec. 333 of the “Insurrection Act,” and widened the President’s ability to deploy troops within the United States to enforce the laws.”

    So, a certain conservative Republican faction inside the Bush administration finally got their wish in 2006, getting the Republican-controlled Congress to pass a law saying that U.S. troops, on orders of the whoever is in the White House, could deploy inside the United States, shunting aside state and local law enforcers, and even the FBI, defying the vehement protest before this law was enacted in September 2006 by all fifty state governors, Republicans and Democrats alike.

    The ultra-conservative Republican coup keeps rolling on and on. Why do I say “Republican coup”? Because as we learn more and more about what went on behind the scenes in the Bush/Cheney administration, it is quite apparent that a conservative coup was attempted against our democracy, a coup that apparently is still in progress.

    Has the Insurrection Act been reinstated? Has Glass-Steagal been reinstated? Has FISA been returned to its 1978 state? Have investigations and prosecutions begun into the worst abuses of power during the Bush/Cheney years? Does this aberrant, traitorous “test the Constitution” mentality still pervade Washington D.C.?

    Then this right-wing, conservative Republican and conservative DINO Democrat, coup is still in progress, a coup led by people intent upon turning our beloved democracy into a top-down conservative-controlled dictatorship of the few, by the few and for the few. Change we can believe in? Hardly!!!

    But I do want to give President Obama credit where credit is due. He has tried somewhat to take on this treasonous conservative beast that is devouring our democracy And yet some of his top advisers continue to try to compromise, in the name of bipartisanship, with leaders of this right-wing coup….which is why I say the conservative coup is still in progress. No full-scale DOJ investigations? No special prosecutors? No grand juries? No subpoenas? No convictions of people responsible for this coup attempt? Then, the coup is STILL IN PROGRESS.
