Bachmann blocks resolution declaring Hawaii to be Obama’s birthplace.

Today, Rep. Neil Abercrombie (D-HI) introduced a resolution commemorating the 50th anniversary of Hawaii’s statehood. The resolution also proclaims the state as President Obama’s birthplace, a point the Plum Line’s Greg Sargent noted may “put House GOPers who are flirting with birtherism in a jam.” This afternoon on the House floor, Abercrombie spoke of his measure and specifically noted that Obama had been born in Hawaii. “It’s also going to be the birthday in a week or so of President Obama, born in Kapiolani hospital just down the road from where I lived,” he said. Just as the presiding chair of the House, Rep. Elijah Cummings (D-MD), was about to declare the resolution passed by voice vote, Rep. Michele Bachmann (R-MN) stood and objected:

BACHMANN: Mr. Speaker? I object to the vote on the grounds that a quorum is not present and make a point of order that a quorum is not present. [...]

REP. ELIJAH CUMMINGS (D-MD): Further procedings on this motion will be postponed.

    Now she’s insisting that a quorum be present to vote on it, which means more members of Congress will necessarily be present to cast their votes one way or the other.

    I’ll bet there are more than a few otherwise-occupied birther-friendly Congressmen who aren’t too happy with Crazy Shelly right now.

    22. Shades — a quorum is the number of people required by charter to conduct business as usual. For example, if a charter states that 30 of 50 members are required to conduct official business, and only 25 were present, they could not conduct “business as usual.” Hope that helps.

    It’s true that Bachmann was correct on her point of valid procedure. But by speaking up, she destroyed the one shot the birthers had of letting this slide by without having to make a yea or nay commitment on the issue.

    Bachmann is either as dumb as a box of hair or was gambling that this would kill the resolution (which also makes her as dumb as a box of hair). The resolution will return — with a quorum this time — and the supporters will no doubt request a roll call vote.

    She really did us all a favor. Either the Republicans trying to appease the birthers in their districts will vote yea on the resolution (putting the issue to rest), or will vote nay — creating an official record of them being a whack job.

    On Monday afternoon, it seemed that one House Republican, Minnesota Rep. Michele Bachmann, had indeed moved to support the Birthers, as liberal blog Think Progress reported that she blocked the bill.

    This time, though, Bachmann was being criticized unfairly. She did indeed block a vote on the resolution, noting the absence of a quorum, but that move wasn’t about Abercrombie’s resolution specifically. She was just playing her part. The House had already decided to postpone the votes on all of the resolutions being considered under a suspension of the rules until Monday evening, and as such, Bachmann was noting the absence of a quorum for several other non-controversial pieces of legislation so those votes, too, could be postponed until the scheduled time.

    In fact, as a spokeswoman for Bachmann told Salon — and C-SPAN video of the congresswoman’s remarks on the House floor confirmed — Bachmann supports the resolution.

    After the postponement, on Monday evening the resolution passed — unanimously. Bachmann was one of the “yea” votes.

    Instead of defending Obama against the allegations (which are ridiculous), the issue should be turned back on the birthers.

    The question should be: Even if your ridiculous allegations were true (which they’re not), is that best you have to offer? Instead of substantive differences on issues, you want to focus your efforts trying to overturn the will of the people, relying on trumped up allegations of a misqualification, instead of advocating your own positions?     I’m just guessing but, there are lots of possible reasons. There were committee meetings that may have gone long. There was a “closed door” meeting about health care that may have resulted in some private arm twisting meetings. They may have been delayed getting back from the weekend. It may be a cowardly type of effed up protest. Swine flu?

    I don’t think we should read too much into it. Though that little clause may become important it’s possible that the absentees just didn’t think it was a pressing matter. I did note that there were no “present” votes or abstentions. Just the 378 Yays.

    Bachmann didn’t block anything. She used a standard House procedure that lets members postpone and “stack” votes so they can take care of a bunch of them in a series. And in the end, she voted in favor of the resolution.

    As for the Dems, they had a health care caucus meeting that ran from 4 to 9 p.m. A lot of members probably skipped votes for it, because all of the measures on tap tonight were expected to pass by wide margins anyway.

    Know what I do for entertainment sometimes? I go to some of those right wing conservitive news websites and listen to the posters work eachother into a frenzy. “Obama’s going to take away our guns; we need to stock-up.” “Oh hell yes”, I tell em,”All the sporting goods stores in my area are running out of ammo, mostly because of the new tax that’s gonna be on ALL ammo starting 1 Jan 2010—fella at Wal-mart told me about it–200%!”.     Leave it alone, There is a birth certificate and it states he was born in Hawaii and it is a state. It you want to say it is not a state and was a territory when he was born, then why can Puerto Ricans vote in an election, since it is still a territory? And if you ask me it is HIGH time it should become a state of the US. The age of territories is over or should be.

    The natural-born provision of Article II specifically exempts anyone who had full citizenship at the time the constitution was ratified regardless of their place of birth. Of course anybody who could still qualify under that exemption would have to be a vampire, zombie, ghoul or other form of undead…in other words, a Republican.

    Answer:

    No. Your baby is a citizen of the SOIL on which it was born. If you are a citizen of the US and you have your baby in France, then your baby is automatically a dual citizen of the US (because parent(s) are US citizens) and of France (because child was born on French SOIL).

    And as far as the military goes, any military base, in ANY country, is considered US SOIL. So if a child is born to military personnel (McCain’s parents), on a military base in ANY country, the child is automatically considered a US citizen.

    Your baby is a citizen of the SOIL on which it was born.     The argument has nothing to do with statehood. On the web, yes, there is a SHORT FORM Certificate of Live Birth for BHO, which you or I could get today, stating that we were born in whatever state we wanted it to say! The SHORT FORM only includes baby and parents names,sex of baby, date and time of birth, city and state of birth. The LONG FORM Certificate includes baby and parents names, sex of baby, race of baby and parents, mother’s residence, mother’s birthplace, mother’s maiden name, mother’s age, mother’s occupation, father’s residence, father’s birthplace, father’s age, father’s occupation and, most importantly, THE ATTENDING PHYSICIAN’S NAME AND SIGNATURE.

    Now, I truly do not understand why people are so bent out of shape about asking OUR PRESIDENT to present his LONG FORM, original birth certificate.

    I think that you will agree that the Office of the President of the United States of America is the MOST IMPORTANT JOB ON THE PLANET, SO WHAT HARM IS THERE IN ASKING FOR HIS ORIGINAL BIRTH CERTIFICATE????!?!?!??     I don’t understand. In order to change someone’s position or mind, a civil approach always wins over vitriolic comments. The lady is a citizen of our country and deserves to be treated as one, even in language and comments … just like you people. She is exercising her legislative right that her voters gave her … irregardless of your personal opinion. Discuss all you want, but keep your snide remarks to yourself. You may succeed in changing some of the other sides positions. As my grandmother said, “When you point a finger at someone, there are 3 more fingers pointing back at you.”

    I was born in NY in 1959, and I have my original long-form birth certificate. That’s the one people want to see, not the 2007 re-issue.. You may slander them, and declare the request unreasonable, but the fact that Hawaii has not published it is, IMO, what keeps this fire burning.

    This is standard house procedure. Bachmann voted for the resolution when it came up for the vote, geniuses. This is every day, normal House procedure. Bachmann was managing the floor for the minority and in normal house procedure on votes that are likely to pass with wide majorities, objected so that the vote would be moved to the evening and everyone could get their name associated with a popular vote rather than have an hands only vote from a nearly empty chamber.

    Get a life and get real. Either the person who wrote this is ignorant of how the House of Representatives works or is willfully misconstruing the facts. Either sucks for you if this is where you come to be told how to think.
