Right-Wing Harassment Strategy Against Dems Detailed In Memo: ‘Yell,’ ‘Stand Up And Shout Out,’ ‘Rattle Him’

This morning, Politico reported that Democratic members of Congress are increasingly being harassed by “angry, sign-carrying mobs and disruptive behavior” at local town halls. For example, in one incident, right-wing protesters surrounded Rep. Tim Bishop (D-NY) and forced police officers to have to escort him to his car for safety.

This growing phenomenon is often marked by violence and absurdity. Recently, right-wing demonstrators hung Rep. Frank Kratovil (D-MD) in effigy outside of his office. Missing from the reporting of these stories is the fact that much of these protests are coordinated by public relations firms and lobbyists who have a stake in opposing President Obama’s reforms.

The lobbyist-run groups Americans for Prosperity and FreedomWorks, which orchestrated the anti-Obama tea parties earlier this year, are now pursuing an aggressive strategy to create an image of mass public opposition to health care and clean energy reform. A leaked memo from Bob MacGuffie, a volunteer with the FreedomWorks website Tea Party Patriots, details how members should be infiltrating town halls and harassing Democratic members of Congress:

– Artificially Inflate Your Numbers: “Spread out in the hall and try to be in the front half. The objective is to put the Rep on the defensive with your questions and follow-up. The Rep should be made to feel that a majority, and if not, a significant portion of at least the audience, opposes the socialist agenda of Washington.”

– Be Disruptive Early And Often: “You need to rock-the-boat early in the Rep’s presentation, Watch for an opportunity to yell out and challenge the Rep’s statements early.”

– Try To “Rattle Him,” Not Have An Intelligent Debate: “The goal is to rattle him, get him off his prepared script and agenda. If he says something outrageous, stand up and shout out and sit right back down. Look for these opportunities before he even takes questions.”

The memo above also resembles the talking points being distributed by FreedomWorks for pushing an anti-health reform assault all summer. Patients United, a front group maintained by Americans for Prosperity, is currently busing people all over the country for more protests against Democratic members. Rep. Pete Sessions (R-TX), chairman of the NRCC, has endorsed the strategy, telling the Politico the days of civil town halls are now “over.”

Meanwhile, AHIP, the trade group and lobbying juggernaut representing the health insurance industry is sending staffers to monitor town halls and other right-wing front groups are stepping up their ad campaign to smear reform efforts. The strategy for defeating reform — recently outlined by an influential lobbyist to the Hill newspaper as “delay” then “kill” — is becoming apparent. By delaying a vote until after the August recess, lobbyists are now seizing upon recess town halls as opportunities to ambush lawmakers and fool them into believing there is wide opposition to reform.

Update Amy Menefee, communications director of Americans for Prosperity and its anti-health reform group Patients United, wrote to ThinkProgress regarding this post:
"Several blogs have picked up your post: http://thinkprogress.org/2009/07/31/recess-harassment-memo/ which mentions Americans for Prosperity's efforts next to your mention of Bob MacGuffie's memo about town hall meetings. Mr. MacGuffie's memo was his own work. I would appreciate your help in correcting the erroneous rumor people have passed around that this memo came from AFP. We have encouraged our members to attend town halls, ask questions and register their opinions about issues including health care -- as all citizens should do. We always promote civil dialogue and do not condone disruptive behavior."
As noted in the post, MacGuffie is a volunteer who actively posts and volunteers with the website Tea Party Patriots. A review of the sponsoring organizations reveals that both FreedomWorks and Americans for Prosperity are sponsors of the website as "Freedom Coalition" partners. A few months before joining Americans for Prosperity, Menefee herself worked for the medical device/pharmaceutical industry-funded "think-tank" called the Galen Institute.

    This tactic will only result in more police presence at these town halls. People will be ejected and arrested if they interfere with ingress and egress. Of course, the charge will be “disorderly conduct.” That will put a damper on such similar tactics when a few people are arrested. That will also end up in bad publicity for the people orchestrating these demonstrations.

    This is truly disgusting. Coordinating attacks so the people who come to actually hear what their Congressional member has to say cannot do so because it’s far more important to disrupt and shout down anyone or anything that doesn’t represent the talking points of the monied.

    Police should be present to haul away anyone who disrupts for the sake of disrupting, followed by an arrest for disorderly conduct. Where is DHS in all this? It’s only a matter of time before they come armed…

    At this point, the idea of town hall meetings has been co-opted by special interest groups, and the whole concept is irrevocably damaged – if I were a democratic congressperson, I’d state outright that I’m no longer going to participate in these lobbyist-heavy functions, and I’d use that leaked memo for corroboration. If a constituent complained, I’d reference the letter, and say, sorry, but the republican lobbyists have so degraded this form of constituent redress, that it’s become a dog-and-pony show, so if they have a complaint, I’ll address their problems personally, or through a staffer.

Just like when MSM would report there were hecklers at the Capitol, when we knew they were honest War protesters, and don’t forget, MSM always under-reported the numbers of the Iraq War protests, just like they inflated the people at the “Tea-bag Parties”. Big Business has a lot to lose now. If we get a Public Option, the Insurance Indusrty will be crying in their beers.

    Imagine if, during a track meet, the athletes who have been eliminated in earlier heats decide to sit down on the track and not budge in an effort to prevent any further racing. In a “if we can’t win, nobody’s gonna win” way.

    My gut feeling would be to run right over them and kick them in the ribs while doing so.

    I was glad to see this post, lokidog. You and/ or your friends may be psycho, but you’re not psycho for wanting affordable health care. That would be these wingers using their First Amendment right in a most offensive manner, motivated by hatred of liberals in general and president Obama specifically, to demonstrate against their best interest because they have lost everything and have nothing else left to lose. Their party is in shambles, their belief system has been destroyed by the bush-cheeeny crime wave, their denial strong and the stakes never higher in domestic , bare-knuckle politics. The insurance industry is very powerful.

    I posted here a few days ago that the only way we would get a public option was to demonstrate, that it couldn’t be accomplished from the keyboard. The president is willing but has said we have to make him do it. The status quo, power elite, whether it be bought and paid for conservatives disguised as blue-dog dems, CNN, ABC or any other Big Media wants this thing snuffed and this is how they all play. Dirty. If I have a chance to go to a town hall to oppose these jokers then that is just fine and I’ll do it gladly. I’ve waited a long time for a health care system that doesn’t bankrupt my family and myself. I may never have another chance.

    A clear articulation of the Conservative Position should be welcomed by Democrats….if for no other reason than to formulate a counterargument.

    Yelling, Interupting, Acting Up, etc. is Just RUDE….and should be roundly condemmed by those that attend TOWN Hall Meetings to LEARN Something.

    “Gore, get out of Cheney’s house!” was the cry outside the vice-president’s residence during the 37-day Florida recount in Nov. and Dec. 2000.

    What were purported to be spontaneous grassroots protests were actually non-stop shouting events promoted by GOP thugs hoping to persuade Americans that Gore was illegitimate and should just hand over the government to Bush and Cheney.

    The strategy is not new. And, as I recall, it works.

    Bob MacGuffie is just a normal hardworking citizen, not a paid lobbyist. Bob and others who are going to the Town Hall meetings have a deep respect for the freedoms that they enjoy. Freedoms enjoyed by every reader on this site. They feel compelled to speak out now, often for the first time in their lives, to protect those freedoms.
    This is not bullying, it is simply Freedom of Speech.

Should local venues not be attended by locals and in the spirit of that localness could the organizers not limit attendance to those people. This would allow a true reading of the regional viewpoints and allow for communication that both evaluates and educates. So, check IDs at door not for party affiliation but residence.

    I don’t think you realize this but Socialism does not work. It has failed in every nation, and every time that it has been attempted. It is in effect forced slavery. I am shocked that intelligent people don’t “get” that.

    It is not un-American to fear change or improvements, or be against helping people. In fact it is Un-American to force those who do not wish to help others to do so. It is un-American to force any legislation on anyone who does not want it, especially something as divisive as the health care issue.

    The issue is not in itself health care. It is the draconian and un-American items in the current bill.

    Instead of ranting and name-calling, understand the issue and propose a better solution. Several others have been offered, but since they are not intrusive enough they have been ignored.

    As to lining pockets, there is plenty of that going on in both major parties. The Dems are certainly very very guilty of this, so you need to get off that blame game line of reasoning. It just ain’t supported by fact. It is time this nation condemned and abandoned both our major parties, and supported new parties and individuals that uphold our Constitution, and the rule of law.

    What is truly disturbing and frightening is that those who think like you do are blindly turning a free nation into a slave nation and cannot see it.

    You’re obviously unaware of the fact that Democratic organizations have bussed sympathetic union members to cheer for Democratic policies and candidates, sometimes from hundreds of miles away, and they’ve been doing this for decades. They usually don’t have to give up a day’s pay for the jaunt.

    I realize that Republicans are thugs, so it’s definitely not okay when they do the same things Democrats do. Just though the history might interest you.

I am proud to call myself a conservative and would attend the town hall meeetings if they were near my town. I would do it completely on my own. I have an opinion and would love to share it. I think it’s funny listening to the left media and all the libs here that know deep down that something real is happening in America, and people are genuinely opposing the healthcare ideas of this president. Not because of the color of his skin, which is another way the libs dig at conservatives, but because it is just wrong. Some improvements would be nice like lowering costs of premiums some to make it more affordable, but not a complete reformation. This is not my country, it’s our country. What do you want to be able to tell your grandchilren when they ask what you did to help preserve our way of life in this country. That you gave it all away, or that you rolled up your sleaves and you worked hard to earn everything you had. This is just my opinion. As for me and my family, we will contribute when we can, but we are no ones slave. Let us give what we can, don’t take it from us.
    I am also proud to have attended a peaceful tea party. I am not racist, neither was anyone else that partipated. Again, that’s how the media and the left painted it to try and downplay the reality of the rally. We weren’t paid or organized by any group to attend. I read an atricle from a former serviceman (potential radical by medias terms) inviting people to come down and have a peaceful rally. It was an honor to attend. The only negative thing that happened there was the Liberal Democrat that started yelling at all of us for being there. Everyone was respecful to his oinion.
    People, all people, need to take a step back, look at what’s going on in Washington, and ask, what is happening here, is this the direction I want my country headig? Are those in power taking us in the right direction. I doubt that, from the looks of the posts on this site that a mature dialogue is possible here, so have a terrific evening.
    Remember, stop bringing up the race issue, it’s a cop out, this is about people having an honest concern about their countrys future. As for people being inappropriate at the TH’s that’s too bad, but their opinions are valuable too. “Astroturf” describing these Town Hall meetings, all of them, like that, is another liberal media spin or cop out, and a denial of the realities facing out country.

    Three points:

    1) Your previous post about Freedom works providing “all the logistical and public relations work necessary for planning coast-to-coast protests” was a real piece of junk that only made sense to readers who never followed your links. The real story of Freedom Works involvement with the Tea Parties is here.

    2) Bob Maguffie is a low level Republican activist from Connecticut who knows no one at Freedom Works and has no connection to them beyond an old blog post on a site related to tea parties which Freedom Works neither owns nor maintains. Saying the connection was tenuous would be kind.

    3) This memo was originally sent to less than a dozen or so people. Meanwhile, HCAN — a massive conglomeration of leftist groups and unions — has a strategy memo out (discussed here) in which they tell their activists to “take away right-wingers opportunities to talk to reporters by making sure that your staff or leaders are in constant contact with the media who attend” and to “approach the reporters and be assertive in shaping the narrative that they write.” In other words, MacGuffie’s memo was both tame and insignificant compared to what’s being pushed on your side of the aisle.

    But, hey, other than that you’re doing a great job.

    hey Watchdog post74 you just dont get it do you? Your post makes the very point Think Progress is trying to make but you don’t see that do you? ..

    You point out the phrase “dont make a scene” was left out in Think Progress’ memo summary making it seem these are just decent folks not wanting to create trouble unfairly maligned.

    But you yourself have correctly posted that the memo says “You need to rock-the-boat early in the Rep’s presentation, ..watch for an opportunity to yell out …” and quoted the memo as advocating not discussion but “short intermittent shout outs” The memo can say “dont make a scene’ but it clearly advocates harassment, does it not?

    Then you say accuse Think Progress of leaving this out…”If he says something outrageous stand up and call him on it. “ Again encouraging jumping up and shouting at what they perceive as outrageous which, of course, is anything that attempts to reform health care which you brand as socialistic.

    You seem to be reasonable when pointing out the memo says questions should “contain facts”. Well that is fine and no one would have a problem if everyone did exactly that but the fact that this bit of information was left out does not detract from the central theme that the goal of this memo was not dialog and discussion but to encourage yelling, shouting, jumping up and down and trying to disrupt the town hall meetings of those who you arrogantly assume are pursuing and anti American agenda.

    Republicans are nasty folks that dont hesitate to steal elections, shout down questioners, attack peoples patriotism, ( ever notice how they always bill themselves as “patriotic”?) start wars for fake reasons, smear vets that disagree and spread hate and lies. They have called Obama a racist, a communist, a hater of whites, a Marxist, a socialist. a terrorist sympathizer and a foreigner. And now they are doing what they can to block dialog and spread false information with the intent of destroying a black, Democratic, honestly elected President. They feel justified in doing this because they feel they are in a war and all is fair in war..even if it means destroying the system itself.
