On July 30, the Washington Post gave House Minority Whip Eric Cantor (R-VA) space to write an op-ed railing on President Obama’s “virtual army of ‘czars.’” Today, the Washington Post allowed Sen. Kay Bailey Hutchison to write a similar op-ed complaining that these czars set “a dangerous precedent that undermines the Constitution’s guarantee of separated powers.” Hutchison tries to make these officials seem shady and mysterious by noting that many of them don’t even have “formal titles”:
Nearly 250 years later, these critical lines of separation are being obscured by a new class of federal officials. A few of them have formal titles, but most are simply known as “czars.” They hold unknown levels of power over broad swaths of policy. Under the Obama administration, we have an unprecedented 32 czar posts (a few of which it has yet to fill), including a “car czar,” a “pay czar” and an “information czar.” There are also czars assigned to some of the broadest and most consequential topics in policy, including health care, terrorism, economics and key geographic regions.
In fact, ALL of these officials have formal titles. For example, Hutchison cites Van Jones, the “green jobs czar.” But Jones had the title of Special Advisor for Green Jobs, Enterprise, and Innovation at the Council on Environmental Quality. The only person Obama has referred to as a czar is “drug czar” Gil Kerlikowske, whose official title is Director of the Office of National Drug Control Policy. (Additionally, “drug czar” was a term that existed long before the Obama administration.)
Hutchison’s lie mirrors a claim by Fox News’ Sean Hannity, who recently said that the only reason he calls these appointees “czars” is “because the White House itself does.” Of course, it’s the media — not the White House — that is driving the term.
Hutchison does not list the 32 individuals whom she considers to be “czars.” But if she’s relying on the same list as Cantor — who also cited 32 people — then several of them are far from unaccountable; they’ve actually already been confirmed by the Senate.
Ok I’m confused wasn’t it President Bush who started the Czar positions? If anyone knows please help me out here thanks.
September 13th, 2009 at 4:05 pmI have here in my pocket a list of 32 czars in the State Department …
September 13th, 2009 at 4:08 pmMeet the newest GOP boogie-man! The CZARS! Quick! Hide under your bed! Even though Reagan and Bush 1 had CZARS, they aren’t as scary as Obama’s! Because he is a black man. Oops! I mean because he is a Democrat!
September 13th, 2009 at 4:09 pmTell me one thing.
Why are progressives defending the Democratic party?
Reality check.
NONE of this will be solved until we outlaw the outlaws in DC. The lobbyists who buy members on BOTH sides of the aisle.
You can bloviate all you want with reason. Not going to do you a dam bit of good.
You need to fight back by taking money AWAY from these scoundrels. It’s all about MONEY.
If you really want to make a difference begin by targeting one bank, close your account and while you are walking away make sure they know you are tying this to the filthy rich lobbyists and the MONEY they are GIVING to make laws to break our back.
Break their back. Use your money wisely. TAKE IT AWAY from them.
September 13th, 2009 at 4:17 pmYou laugh it up, but the people won’t stand for their country being run by Czars! They’re going to rise up in a revolution against Czarist rule!
Wait, that sounds familiar.
September 13th, 2009 at 4:17 pmWonderful. The new, but still fact-free ‘KayBee’ Hutchinson (R-TakesUs).
Can’t these witless boobs (no pun intended, KayBee) come up with a better stick to poke the Dems with? Ah well, I suppose the electorate in TX and other points south will just eat it up.
OTOH, I suppose that KayBee was asleep or doing something else on the orientation day when it was explained that every executive and executive administrator and executive advisor position in the executive has an executive title associated with the executive office they work in. They are probably even listed by title in the Office of Personnel Management budget document detailing salaries for appointees, whether approved by the Senate or not.
Trolling may now commence.
September 13th, 2009 at 4:18 pmThe czar title goes back at least to Nixon (see the Doonesbury series on Bill Simon as the energy czar then the finance czar for a good giggle). Nice to see that pom pom Kay has awakened like a cicada from her eight year coma (anyone remember Rove Addington or the pre-AG Gongo ever being confirmed for any position? Me neither). I don’t have any hope for the Republics at this point but it is still sad to see that the Post has not come out of the death spiral that started around the time Woodward put on the French maid outfit for the Bush administration.

Nope. You can’t blame the Shrub for that one. Or his daddy either. The first known usage of ‘czar’ as shorthand for a presidential executive, non-cabinet, appointment was by Richard Milhous Nixon. The positions, mostly advisory and executive administators of policy, go back much further, perhaps predating the Civil War.
September 13th, 2009 at 4:24 pmThe term existed before Dubyer, but he did use the term, for one, AIDS Czar.
The word, however, can also be used in the same sense as Kaiser, Caesar or Tsar.

re; @ 1 and 8; dang, paleolib, ya beat me to it.
That’s OK though; having considered it, the subject may be worth a little research. I think we’re both correct, that the ‘czar’ term goes back to Nixon, but the actual usage of appointees that run policy offices and advise at the executive level goes back considerably further, but how far is an interesting question.
September 13th, 2009 at 4:28 pm@ 13. cccConguy… That’s erroneous. ‘Czar’ goes back at least as far as RMN: see 8 and 11.
September 13th, 2009 at 4:31 pmThe republicans are using the word, Loontzian style, to frame their opponents as communist, which many people, wrongly, think to have originated in the Russian nation. Thats clearly not the case and this politicians should stop the McCarthyist fear mongering.

“Hutchison Claims That Only A ‘Few’ Of Obama’s So-Called ‘Czars’ Have ‘Formal Titles’”
The Party of No have no new ideas, no new thoughts, no new agenda, and no new plan for the American people. And what is Katie Confused Hutchinson bellyaching about? Obama’s czars and the titles? Is this the most important issue in this country, Katie, Obama’s czars? Stay classy, Katie….
September 13th, 2009 at 4:42 pmThanks I forgot all about Nixon. I should have paid more attention during the Nixon years I didn’t pay attention until Watergate Hearings.
September 13th, 2009 at 4:43 pmI was going to say something along the lines if “I can has editor?” or maybe ombudsman, but then I read
and realized the thread had been won.
September 13th, 2009 at 4:48 pmI invite Hutchinson to list the names of “czars” who don’t have formal government titles. Or perhaps that’s unknown also. They’re like ghosts – nameless, don’t have any job duties, don’t have any titles, don’t answer to anybody… Nobody knows who they are, what they do or what powers they have. And yet, these pols keep claiming to know exactly how many they are.
It’s real simple: if you hold “unknown levels of power over broad swaths of policy” then you don’t hold any power at all. All powers and duties of the executive branch are explicitly created by acts of Congress and are a matter of public record. If you don’t have a job title, then you’re not a part of government. That’s how government works.
By the way, here is a list of “czars” by President:
Franklin Roosevelt: 12 positions, 19 appointees
Harry Truman: 6 positions, 6 appointees
Dwight Eisenhower: 1 position, 1 appointee
Lyndon Johnson: 3 positions, 3 appointees
Richard Nixon: 3 positions, 5 appointees
Gerald Ford: 1 position, 1 appointee
Jimmy Carter: 2 positions, 3 appointees
Ronald Reagan: 1 position, 1 appointee
George H. W. Bush: 2 positions, 3 appointees
Bill Clinton: 7 positions, 11 appointees
George W. Bush: 35 positions, 46 appointees (winner!)
Barack Obama: 32 positions, 35 appointees
I believe Nixon was the first President to use the term itself, but the term had been applied by the media long before that.

September 13th, 2009 at 5:01 pmThe fact of the matter is this, instead of the Rethuglicans and the rest of the haters and fear mongerers having to remember LIAR, COMMUNIST, FASCIST, SOCIALIST, ELITEST, CZARIST, POWER GRABBER,REVEREND WRIGHT,BILL AYERS, ACORN ETC ETC ETC they only need to remember the only thing that REALLY matters after all UPPITY NI–ER.
September 13th, 2009 at 5:02 pmMark Twain said something like, “A lie can travel half way around the world before the truth has a chance to get its boots on.” And the Republicans know this. Cantor and Hutchinson are lying (well, misleading people, at best), and it isn’t for any noble reason, either.
They lie because it works. They lie because they know that the people to whom they are directing their remarks will not check to see if what they heard is true. And when they hear it being debunked several days later, they won’t believe the debunkers. Because for some reason defying all logic and explanation, those people simply will not accept the idea that Cantor and Hutchinson would ever lie to them.
And the Republicans can see absolutely no reason to start telling the truth now.
September 13th, 2009 at 5:03 pmThis lady has no business representing anyone, anywhere.
September 13th, 2009 at 5:04 pmThats a good list EB.
Lets look at recess appointments that didnt require senate confirmation.
I could not find any recess appointments for PBO, someone else may know of some…
September 13th, 2009 at 5:05 pmPoor Kay, she can’t help it. As one ages, the memory begins to fade. How is she supposed to remember that any of these “czars” have been confirmed by the Senate, of which she is a member. Whether or not she approved of them, she just can’t remember who they are.
Obama is not the first, nor the only one, to appoint czars. Actually, that term is something the media seems to like; what ever happened to director?
September 13th, 2009 at 5:06 pmGeorge W. Bush: 35 positions, 46 appointees (winner!)
Right, but the current czars spit out their freedom fries while the great Bush czars couldn’t get enough of them. My party has a real (nut)case here.
September 13th, 2009 at 5:06 pmRecent history shows that the R’s use the recess appointment [NO Senate Confirmation] more than the D’s
Bush Jr appointed two Judges, without senate confirmation using recess appointments. So all this about confirmation, by party, is just more politician/pundit hyperbole.
September 13th, 2009 at 5:09 pmLOL! Look at the chioce Texans have to make. Good ole Kay or ‘I want to secede’ Perry. Jeez. Talk about worse of two evils!
September 13th, 2009 at 5:10 pmWhat really pisses me off about this whole subject is that the Republics are acting like these Czars are a construct of President Obama’s. They seemed to forget that Bush had lots of Czars himself. On the other hand, if the Republics would stop holding up President Obama’s appointments, maybe he wouldn’t need to many Czars. How many appointments are they currently holding up? I’m thinking it’s a lot because I know that Obama doesn’t have near the number of people he needs to get his job done. And this is by design by the Republics. Keep Obama from having the help he needs because then he may fail.
September 13th, 2009 at 5:10 pmWell, the internet has closed the tortoise [truth] and hare [lie] gap fairly well.
September 13th, 2009 at 5:10 pmIn related news, ‘Sen.’ Hutchison claims that she’s ‘intelligent’……….then she called Hannity and exclaimed,’You know Sean, you’re right about everything!’
September 13th, 2009 at 5:11 pmI don’t recall, did the Democrats complain this much about Bush’s czars? I know we did lots of complaining about what Bush was doing, but we got call un-American for criticizing the Commandar-in-Chief.
That reminds me, we are still at war, so is it un-American to criticize President Obama?
September 13th, 2009 at 5:11 pmI strongly suspect that the term czar is used more frequently now and more pejoratively because in relation to Obama, it sounds so much more un-American! After all, they don’t believe he is American, they don’t believe he was born here; they believe he is determined to make us a fascist, or communist, or socialist nation therefore, czar subtlely reinforces that in the minds of the tenthers, birthers, and otherwise obliviously fact-free.
September 13th, 2009 at 5:11 pmShorter Hutchinson: Hare! Hare! Hare!

Shes right
Well, of course she is not.
All of these appointees have titles.
They answer to a higher up who is either an appointee who has been approved by congress or the President himself.
Jesus, can you imagine how long it would take to get positions filled if they all had to be approved by the Senate? As it is there are a number of unfilled positions within the administration because they are held up by idiot Republicans within the Senate.
And just like the 9/12 folks yesterday who made not a peep while Bush broke this country and wiped his azz with the constitution, I refuse to pay any attention to Kay who has suddenly noticed all these “czars” (Bush had 32) running around.
Did she forget that her buddy from Texas, Karl Rove, was an advisor who did not go though the approval process?

September 13th, 2009 at 5:18 pmYa know, we on the left also have our own little pet memes among our more extreme elements.
The difference is, Democratic Senators don’t adopt them and run with them in the media.
I’m not sure whether that’s because Democratic Senators and Congressmen know that the media wouldn’t give them a pass on stupid crap, or if it’s because Democratic Senators and Congressmen actually have ideas.

September 13th, 2009 at 5:21 pmThe use of the word “Czar” in American politics goes back a lot further than Nixon…

Is this SPECIFIC position a new one, or one that was created by a previous President, and has it been confirmed by the Senate?
Bet’cha good money they won’t be able to answer ONE of those questions correctly… NOT ONE.

.
blackwidow says:
Jesus, can you imagine how long it would take to get positions filled if they all had to be approved by the Senate?
Hey, if Congress wants to make the Senate approve them, they can always just pass a bill saying so. And if they want to deal with the backlog with every new incoming administration, that’s on them. All of these jobs are established by Acts of Congress. Those same bills specify whether they require Senate confirmation or not. So this is all up to Congress. Obama has nothing to do with it, except for who he picks to fill the spot.
If Hutchinson doesn’t like it, she’s free to introduce a bill requiring Senate confirmation of whatever list of government positions she’s complaining about. That’s kind of her job, actually.

That is not healthy for a democracy.

September 13th, 2009 at 5:49 pmThis is a moot question, since the USA does not have a public option at present. However, I have lived in Japan, which has a public option, and it worked quite well for me. 70% of my medical/dental bills were covered, and the government never interfered with my choice of doctors, dentists, or hospitals.
Country Club Conservative says:
September 13th, 2009 at 5:50 pmHows(SIC) that public option working for you kids?
I didn’t think my shrinking party had the clout to ‘undo’ their approval of Barack Obama where approval hardly existed. It couldn’t possibly be among people more attuned to progressivism than Obama, making up the largest political party in the country, who are voicing their disapproval.
September 13th, 2009 at 5:51 pmThis crap about ‘czars’ just shows that they’ve got nothing. It’s really transparent. Republicans have no ideas to offer, just rhetoric – just emotional triggers based on fear. I love that they’ve adopted this line as criticism of Obama. It’s like ranting about the fact that he has ears.
Now, we’ve got to lampoon everyone of them that has wrung their public hands about such a non-issue and make their idiocy stick to themn.
September 13th, 2009 at 5:51 pmSays@124, AGAIN with the numbers? Who cares? Poll numbers are a snapshot in history. And with Bush’s numbers as low as they were in his final months in office, I’m not sure if I would bring up ANYBODYS approval ratings.

September 13th, 2009 at 5:55 pm…what I just sent to her via her website:
http://hutchison.senate.gov/contact.cfm
—————————
Dear Ms. Hutchison:
You are exaggerating to the American people and The United States of America when you spin about President Obama’s “czars” (as in your Washington Post op-ed).
PLEASE stop lying and be truthful. You are exaggerating and it is unbecoming of a U.S. Senator.
Please read the below and correct yourself.
Thank you.
——————————–
September 13th, 2009 at 5:56 pmThe Republic of Stupidity,
I don’t think it would be prudent or proper to run a clock on how much longer Obama has kept us safe from terrorist attack. It would be a bit classless and it just might inspire someone to “beat the clock”.
On the other hand, I don’t think there’s anything wrong with reminding our honored opponents when the batscat gets deep.
September 13th, 2009 at 5:57 pmBy the way, this is why health care must be Charack OBarkley’s waterloo. If a sufficient bill makes it to his desk, a possibility more real than ever, his drop in approval becomes dust. It’s part of the process that policy-wringing will take a temporary toll in leading to the final product–but it’s never permanent.
If we in the GOP, by some off chance in hell, make Obama fail in getting a bill, you can vote us in where we’ll fail even harder and enjoy doing so. Concern about people here at home would make it look like we give a partial shit about people overseas. Ain’t GUN-A happen.

September 13th, 2009 at 6:03 pmFunny that the radical right is talking about Czars instead of health care. I think they have given up on the health care issue, Obama has rendered them irrelevent on that issue.
Hutchison is trying to boost her creds with the radical right by calling out the czar “issue”. She is moving to the right to run against Perry down in Texas. She knows damn well that the Czar issue is total BS, her dangerous precedent she is complaining about started almost 30 years ago. When she gets hot in the race with Perry, it will be a race to see who can be more radical.
By the way, we should not be using the term “conservative”, these people are anything by conservative, they are radicals, that is why I use the term “radical right”.

The truth about obamas czars.
From the article:
• The Brainroom counts 32 czars in the Obama administration, based on media reports from reputable sources that have identified the official in question as a czar.
• In addition, President Obama has said that he will create the position of cyber czar, and there have been media reports that there could be a health insurance czar and a copyright czar. When and if those positions are filled, that would bring the total to 35.
• Since czar isn’t an official job title, the number is somewhat in the eye of the beholder.
I love FOX’s little disclaimer there: “I have no reported sources, and there is no consensus that these people are who I claim they are, but hey I’ll put it up as fact anyways.”
And y’know what? Reading those job descriptions makes me GLAD we have them. They seem like postitions we actually NEED.

I believe them to be a misuse of statistical analysis, and I wouldn’t be surprised if you gave two polling firms the same set of questions and responses and they turned out different results. No matter what anybody says, never believe that the responses of 900 people will tell you anything worthwhile about what a nation of 300 million thinks. You are talking about public opinions, not empirical facts.
And that is precisely why you cannot put any faith whatsoever in the numbers reported. The public is seriously misinformed! Think about it for a minute. Would you ask a tribe of people living in Africa about the value of credit-default swaps (to pick a topic at random)? No, because there is no reason to believe that they would know what the hell they were talking about. If I told you I polled 900 tribesman in Africa and they said “x”, you’d immediately say the poll was useless because the respondents couldn’t know what they were talking about. If I told you I polled 900 economists, you would at least have a reason to put at least some stock in the responses, because economists can reasonably be expected to know what credit-default swaps are. So you can see how an informed group of respondents is necessary to a credible poll result.
But as we can clearly see from these “tea party protests”, there is a large swath of the public that is extremely ill-informed on the issues. (Would you ask 900 Americans at random who’s going to win the championship in Japanese baseball? Is there any reason to expect them to know anything about Japanese baseball?) The same is true about the health care debate. We know that the right wing media (led by Fox News Channel and supported by many right-wing radio personalities) is telling lies about what is being discussed. We can tell from their signs that they do not understand the issues.
The numbers being reported in presidential approval ratings are NOT an indication of what people think about the president’s policies. They are a indication, at best, of what the public thinks about what they think the president’s policies are. But we know that people don’t know what those policies really are! The drop in presidential approval numbers does not mean that public approval for the president’s policies is dropping, but that public approval for what people erroneously think those policies are is dropping. And that’s a big difference. And assuming you believe that the numbers are meaningful, then you have to note that after the president’s speech to Congress, his approval numbers shot way up (according to those same polls).
When people are informed, they make better decisions. Everything the Republican Party and the right wing media is doing is designed to keep the public from ever learning the truth. So you really can’t look at presidential approval polls to conclude that support for the president is dwindling.
Thank you for your time, and I apologize for the length of this comment.

So basicly we are going to be ruled by Kings
Right. “Basicly” Obama has somehow appointed a Czar to be the Emperor of America. Oh, no, sorry, he’s appointed 30+ Czars to all be the Emperors of America simultaneously.
Either that or this usage of “Czar” does not, in fact, mean anything like “Emperor”.
September 13th, 2009 at 7:15 pmWell, i aint you, if actual Czars were being appointed I might be concerned. However, that’s not the case. These people are advisers, consultants, managers, and liaisons. Just because the Reichwhiners run scared from words they don’t even understand doesn’t mean that rational people are so foolish.

September 13th, 2009 at 11:50 pmhey says who, I could be a dick like you and vote you down to a -3, just to score some kind of point and validate myself, but I don’t do vote downs just because of a lame retort and thankfully I don’t have your personal issues.

September 14th, 2009 at 1:10 am@ 64, MapleStreet says: Would they be happier if we should call them “Rasputins” or “Stalins” ? After all, those 2 did away with the czars didn’t they ? September 13th, 2009 at 5:23 pm
Close, MS. Stalin had a hand in it, perhaps. Rasputin, not so much.
The tsar was actually brought down in the initial phase of the Russian Revolution, when he was forced out of power by a government led by Kerensky. The Kerensky government was in turn pushed out of power by a Communist coup d’etat led by Lenin, who headed the Bolshevik faction of the party. The Bolsheviks went on to suppress the other faction of the party as well as the Socialists and various other “left” parties, a well as fighting a civil war against the “Whites”, who were a collection of tsarists (monarchists), democrats, and other non-leftist groups. During that civil war, Lenin and the Bolshevik leaders, including Stalin, had the tsar and his family executed.
(Grigori) Rasputin was what Europeans would call a ‘hedge’ priest; he had no particular formal training as a priest, but he was a charismatic and was reputed to have healing powers. Well before the revolution, before World War I in fact, Rasputin came to the attention of the tsaritsa, the tsar’s wife, and he apparently became the equivalent to a royal court shaman. He was assassinated before the revolution by a group of noblemen who considered his influence at court to be intolerable to their interest.
September 14th, 2009 at 1:38 amRe:3 #351…since I’m making up words, it seems to me that idiotacracy would be more appropriate.

September 14th, 2009 at 10:57 amOnly a few of the Republican Media Czars have formal titles, and few of them have ever held political office: Glenn Beck, Bill O’Reilly, Michelle Malkin, Ann Coulter, Sean Hannity, Bill Kristol, Sarah Palin. And yet they hold power over broad swaths of Republican policy.
September 14th, 2009 at 2:29 pmTsar or czar[1] (Bulgarian ???, Russian: ???? (help·info), Ukrainian: ???, in Serbian: ??? / car, in scientific transliteration respectively car’ and car), occasionally spelled csar or tzar in English, is a Slavic term with Bulgarian origins used to designate certain monarchs. The first ruler to adopt the title tsar was Simeon I of Bulgaria [2]
Thanks to WIKI.
Our political discourse is going so far astray as the minority party attempts to rebound by prejudice, hate, fear, propaganda and distraction, while the majority engages and validates. Time to move on. Oooops, the dems have Baucus, Wyden, et. al. WE ALL lose.
