Hutchison Claims That Only A ‘Few’ Of Obama’s So-Called ‘Czars’ Have ‘Formal Titles’

ap090827032682 On July 30, the Washington Post gave House Minority Whip Eric Cantor (R-VA) space to write an op-ed railing on President Obama’s “virtual army of ‘czars.’” Today, the Washington Post allowed Sen. Kay Bailey Hutchison to write a similar op-ed complaining that these czars set “a dangerous precedent that undermines the Constitution’s guarantee of separated powers.” Hutchison tries to make these officials seem shady and mysterious by noting that many of them don’t even have “formal titles”:

Nearly 250 years later, these critical lines of separation are being obscured by a new class of federal officials. A few of them have formal titles, but most are simply known as “czars.” They hold unknown levels of power over broad swaths of policy. Under the Obama administration, we have an unprecedented 32 czar posts (a few of which it has yet to fill), including a “car czar,” a “pay czar” and an “information czar.” There are also czars assigned to some of the broadest and most consequential topics in policy, including health care, terrorism, economics and key geographic regions.

In fact, ALL of these officials have formal titles. For example, Hutchison cites Van Jones, the “green jobs czar.” But Jones had the title of Special Advisor for Green Jobs, Enterprise, and Innovation at the Council on Environmental Quality. The only person Obama has referred to as a czar is “drug czar” Gil Kerlikowske, whose official title is Director of the Office of National Drug Control Policy. (Additionally, “drug czar” was a term that existed long before the Obama administration.)

Hutchison’s lie mirrors a claim by Fox News’ Sean Hannity, who recently said that the only reason he calls these appointees “czars” is “because the White House itself does.” Of course, it’s the media — not the White House — that is driving the term.

Hutchison does not list the 32 individuals whom she considers to be “czars.” But if she’s relying on the same list as Cantor — who also cited 32 people — then several of them are far from unaccountable; they’ve actually already been confirmed by the Senate.

    Can’t these witless boobs (no pun intended, KayBee) come up with a better stick to poke the Dems with? Ah well, I suppose the electorate in TX and other points south will just eat it up.

    OTOH, I suppose that KayBee was asleep or doing something else on the orientation day when it was explained that every executive and executive administrator and executive advisor position in the executive has an executive title associated with the executive office they work in. They are probably even listed by title in the Office of Personnel Management budget document detailing salaries for appointees, whether approved by the Senate or not.

    The czar title goes back at least to Nixon (see the Doonesbury series on Bill Simon as the energy czar then the finance czar for a good giggle). Nice to see that pom pom Kay has awakened like a cicada from her eight year coma (anyone remember Rove Addington or the pre-AG Gongo ever being confirmed for any position? Me neither). I don’t have any hope for the Republics at this point but it is still sad to see that the Post has not come out of the death spiral that started around the time Woodward put on the French maid outfit for the Bush administration.

    Nope. You can’t blame the Shrub for that one. Or his daddy either. The first known usage of ‘czar’ as shorthand for a presidential executive, non-cabinet, appointment was by Richard Milhous Nixon. The positions, mostly advisory and executive administators of policy, go back much further, perhaps predating the Civil War.

    The term existed before Dubyer, but he did use the term, for one, AIDS Czar.

    The word, however, can also be used in the same sense as Kaiser, Caesar or Tsar.

    That’s OK though; having considered it, the subject may be worth a little research. I think we’re both correct, that the ‘czar’ term goes back to Nixon, but the actual usage of appointees that run policy offices and advise at the executive level goes back considerably further, but how far is an interesting question.

Like the Russian Czar it is directly derived from the Latin Emperors’ title of Caesar, which in turn is derived from the name of Julius Caesar. “the Kaiser” is usually reserved for the Emperors of the German Empire, the emperors of the Austrian Empire and those of the Austro-Hungarian Empire.     Qaisar (Arabic: ?????) is the Arabic version of the name Caesar and it is used as a given name in the Middle East and Pakistan. The Roman and later Byzantine emperors were called Qaisar-e-Rum (Caesar of Rome) by the Arabs and Persians. The Ottoman Sultans also took the title Qaisar-e-Rum (Caesar of Rome, meaning the Byzantine Empire) after conquering Constantinople, modern Istanbul, on May 29, 1453.

    I invite Hutchinson to list the names of “czars” who don’t have formal government titles. Or perhaps that’s unknown also. They’re like ghosts – nameless, don’t have any job duties, don’t have any titles, don’t answer to anybody… Nobody knows who they are, what they do or what powers they have. And yet, these pols keep claiming to know exactly how many they are.

    It’s real simple: if you hold “unknown levels of power over broad swaths of policy” then you don’t hold any power at all. All powers and duties of the executive branch are explicitly created by acts of Congress and are a matter of public record. If you don’t have a job title, then you’re not a part of government. That’s how government works.

    By the way, here is a list of “czars” by President:

    Franklin Roosevelt: 12 positions, 19 appointees
    Harry Truman: 6 positions, 6 appointees
    Dwight Eisenhower: 1 position, 1 appointee
    Lyndon Johnson: 3 positions, 3 appointees
    Richard Nixon: 3 positions, 5 appointees
    Gerald Ford: 1 position, 1 appointee
    Jimmy Carter: 2 positions, 3 appointees
    Ronald Reagan: 1 position, 1 appointee
    George H. W. Bush: 2 positions, 3 appointees
    Bill Clinton: 7 positions, 11 appointees
    George W. Bush: 35 positions, 46 appointees (winner!)
    Barack Obama: 32 positions, 35 appointees

    I believe Nixon was the first President to use the term itself, but the term had been applied by the media long before that.

They seemed to forget that Bush had lots of Czars himself. On the other hand, if the Republics would stop holding up President Obama’s appointments, maybe he wouldn’t need to many Czars. How many appointments are they currently holding up? I’m thinking it’s a lot because I know that Obama doesn’t have near the number of people he needs to get his job done.     The use of the word “Czar” in American politics goes back a lot further than Nixon…

    Czar was first bestowed on one of Andrew Jackson’s foes: Nicholas Biddle, president of the Bank of the United States. Jackson vehemently opposed the centralized power of the bank, which he called a “hydra of corruption,” and his clash with Biddle exploded into the “Bank War” of 1832-36.

    Next time you get into a dust up w/ an hysterical, grossly misinformed rightie over this, just ask them: which positions SPECIFICALLY are you upset about? Who’s been appointed – their real NAME and TITLE, and what are their JOB DUTIES?

    Is this SPECIFIC position a new one, or one that was created by a previous President, and has it been confirmed by the Senate?

    Bet’cha good money they won’t be able to answer ONE of those questions correctly… NOT ONE.

    Hey, if Congress wants to make the Senate approve them, they can always just pass a bill saying so. And if they want to deal with the backlog with every new incoming administration, that’s on them. All of these jobs are established by Acts of Congress. Those same bills specify whether they require Senate confirmation or not. So this is all up to Congress. Obama has nothing to do with it, except for who he picks to fill the spot.

    If Hutchinson doesn’t like it, she’s free to introduce a bill requiring Senate confirmation of whatever list of government positions she’s complaining about. That’s kind of her job, actually.

However, I have lived in Japan, which has a public option, and it worked quite well for me. 70% of my medical/dental bills were covered, and the government never interfered with my choice of doctors, dentists, or hospitals.

Under the Obama administration, we have an unprecedented 32 czar posts (a few of which it has yet to fill), including a “car czar,” a “pay czar” and an “information czar.” There are also czars assigned to some of the broadest and most consequential topics in policy, including health care, terrorism, economics and key geographic regions.

    In fact, ALL of these officials have formal titles. For example, Hutchison cites Van Jones, the “green jobs czar.” But Jones had the title of Special Advisor for Green Jobs, Enterprise, and Innovation at the Council on Environmental Quality. The only person Obama has referred to as a czar is “drug czar” Gil Kerlikowske, whose official title is Director of the Office of National Drug Control Policy. (Additionally, “drug czar” was a term that existed long before the Obama administration.)

    Hutchison’s lie mirrors a claim by Fox News’ Sean Hannity, who recently said that the only reason he calls these appointees “czars” is “because the White House itself does.” Of course, it’s the media — not the White House — that is driving the term.

    Hutchison does not list the 32 individuals whom she considers to be “czars.” But if she’s relying on the same list as Cantor — who also cited 32 people — then several of them are far from unaccountable; they’ve actually already been confirmed by the Senate.

    • The Brainroom counts 32 czars in the Obama administration, based on media reports from reputable sources that have identified the official in question as a czar.
    • In addition, President Obama has said that he will create the position of cyber czar, and there have been media reports that there could be a health insurance czar and a copyright czar. When and if those positions are filled, that would bring the total to 35.

    I gotta get something off my chest about those stupid presidential approval rating polls, and I apologize now if this turns out to be lengthy. Feel free to skip it or vote it down (if you want to discourage long posts; I’ll understand and won’t be insulted in the least.)

    I have written extensively before about why I put absolutely no faith in any of these polls, no matter who puts them out. I believe them to be a misuse of statistical analysis, and I wouldn’t be surprised if you gave two polling firms the same set of questions and responses and they turned out different results. No matter what anybody says, never believe that the responses of 900 people will tell you anything worthwhile about what a nation of 300 million thinks. You are talking about public opinions, not empirical facts.

    And that is precisely why you cannot put any faith whatsoever in the numbers reported. The public is seriously misinformed! Think about it for a minute. Would you ask a tribe of people living in Africa about the value of credit-default swaps (to pick a topic at random)? No, because there is no reason to believe that they would know what the hell they were talking about. If I told you I polled 900 tribesman in Africa and they said “x”, you’d immediately say the poll was useless because the respondents couldn’t know what they were talking about. If I told you I polled 900 economists, you would at least have a reason to put at least some stock in the responses, because economists can reasonably be expected to know what credit-default swaps are. So you can see how an informed group of respondents is necessary to a credible poll result.

    But as we can clearly see from these “tea party protests”, there is a large swath of the public that is extremely ill-informed on the issues. (Would you ask 900 Americans at random who’s going to win the championship in Japanese baseball? Is there any reason to expect them to know anything about Japanese baseball?) The same is true about the health care debate. We know that the right wing media (led by Fox News Channel and supported by many right-wing radio personalities) is telling lies about what is being discussed. We can tell from their signs that they do not understand the issues.

    The numbers being reported in presidential approval ratings are NOT an indication of what people think about the president’s policies. They are a indication, at best, of what the public thinks about what they think the president’s policies are. But we know that people don’t know what those policies really are! The drop in presidential approval numbers does not mean that public approval for the president’s policies is dropping, but that public approval for what people erroneously think those policies are is dropping. And that’s a big difference. And assuming you believe that the numbers are meaningful, then you have to note that after the president’s speech to Congress, his approval numbers shot way up (according to those same polls).

    When people are informed, they make better decisions. Everything the Republican Party and the right wing media is doing is designed to keep the public from ever learning the truth. So you really can’t look at presidential approval polls to conclude that support for the president is dwindling.

    Close, MS. Stalin had a hand in it, perhaps. Rasputin, not so much.

    The tsar was actually brought down in the initial phase of the Russian Revolution, when he was forced out of power by a government led by Kerensky. The Kerensky government was in turn pushed out of power by a Communist coup d’etat led by Lenin, who headed the Bolshevik faction of the party. The Bolsheviks went on to suppress the other faction of the party as well as the Socialists and various other “left” parties, a well as fighting a civil war against the “Whites”, who were a collection of tsarists (monarchists), democrats, and other non-leftist groups. During that civil war, Lenin and the Bolshevik leaders, including Stalin, had the tsar and his family executed.

    (Grigori) Rasputin was what Europeans would call a ‘hedge’ priest; he had no particular formal training as a priest, but he was a charismatic and was reputed to have healing powers. Well before the revolution, before World War I in fact, Rasputin came to the attention of the tsaritsa, the tsar’s wife, and he apparently became the equivalent to a royal court shaman. He was assassinated before the revolution by a group of noblemen who considered his influence at court to be intolerable to their interest.
