Vitter Introduces Amendment To Block Funds From Crucial Environmental Adviser

Yesterday, the National Journal reported that Sen. David Vitter (R-LA) has filed an amendment to the $32.1 billion FY10 Interior-Environment appropriations bill that would block any of the bill’s funds from being used to carry out orders from Carol Browner, director of the White House Office of Energy and Climate Change Policy, who is often referred to in the press as the White House “climate czar“:

Lawmakers have filed more than 20 amendments to the $32.1 billion FY10 Interior-Environment appropriations bill, including a proposal from Sen. David Vitter, R-La., that would prohibit any of the bill’s funds from being used to carry out directives from the White House climate change czar.

The amendment will ensure the climate czar is not directing actions of the departments and agencies funded in the bill, Vitter said.

While the right may be dedicated to portraying Browner’s position as unaccountable, unprecedented, and even “radical,” the fact is that Browner was originally brought into the executive branch as head of the Environmental Protection Agency in 1993 — a position in which she was unanimously approved by the Senate.

Since taking her role, Browner has been a vital part of efforts to combat climate change. She was involved in negotiating crucial new emissions standards with automakers last spring, and is a major part of congressional discussions over cap and trade.

Vitter’s amendment is likely more motivated by his anti-environmental views than any of his absurd claims that the White House’s use of special advisers is “unconstitutional.” In 2008, Vitter recieved the lowest possible rating — 0 percent — from three leading environmental groups: Environment America, the League of Conservation Voters, and the Defenders of Wildlife Action Fund. Last summer, Vitter told a room full of Exxon Mobil employees that he doesn’t think the science of global warming isn’t “clear and settled,” and has made opposition to climate change legislation one of his major priorities.

    Just because he introduces an amendment doesn’t mean it ends up in the bill. The Democrats really do have a majority in both houses. This is about Vitter getting some attention and making points with Wingnutastan, not having any real effect on policy.

    It’s all a piece of the GOP plan to obstruct anything the administration tries to do, even if the obstruction is futile–it still means dragging things out and slowing policy to a crawl.

    Whenever a right-winger or teabagger complains about all these czars turning the USA into the USSR, you should just laugh in their faces, because they obviously do not know what they’re talking about. The USSR had no czars. Not one. They killed the last one before they even became the USSR. But these complainers obviously do not know that.     This ammendment can go right in the same trash can as the gang of 6’s so called bi-partisan bill.

    Note, the title of the position is: Director of the White House Office of Energy and Climate Change Policy.

    Not “czar.”

    If Vitter’s amendment refers to a “czar,” then it is legally void, as that is not the title of any position in the Executive branch. In order to prevent funding to a position, the amendment must name them by their actual title. However, if Vitter’s amendment refers to the Director of the White House Office of Energy and Climate Change Policy, then it should include an explanation regarding why he believes that office should not be funded.

    I’d be interested to see a list of who votes to include this amendment.

    The Republicans at some point have to start working at the country’s problems, instead of playing obstructionist. The 15 sec sound bites this amendment generates will not win elections. Vitter may have forgotten that he works for the voters of his district and not the Republican Party.

    Election time will be quite interesting. I want to see him sell his role as the spoiler and the “does nothing” representative to the voter!

    The Republicans will not stop at anything until they have brought Obama down, by whatever methods. The vocal ones with the power in government and media have strong ties to the religious right. Just look and listen to some of the utter crap coming out of this weekend’s Value Voters Seminar. To me, a great deal of it borders on treason and inciting to riots, yet our elected officials are on stage adding to it.

    There is an excellent and scary article in today’s AlterNet – it likens the events leading up to JFK’s assasination to the current events……..and the fear the Obama is next.

    I write almost daily to McConnell and Bunning (Kentucky) and get formatted letters thanking me for sharing my views – and that’s about all. Some hired hack prints it off but never an actual response to the issue being addressed, and I doubt either guy ever reads them. I’ve tried to leave messages on other states congresspeople’s sites, but most of them won’t accept messages from anyone outside of their district or state.

    There are so few MSM – be it radio, television, or print – that have progressive commentators or writers, and it is so dang difficult for what is really a majority, to get our own message out. I’m clueless what else we can do, but I fear we will see some major confrontations before too long…….and it will be the wingnuts that start it. I just hope enough progressives/liberals and others who object to the nutters will prevail.

    I just happen to catch Vitter last week doing some questioning in the sub-committee on NASA direction and funding. With his level of NASA knowledge it’s a wonder we can get a shuttle to fly from Cape Kennedy to Jacksonville, FL..much less to the ISS..I was breathless how stupid this guy is…

    SO, this kind of additional stupidity does not surprise me coming out of Vitter.. Him and his mentor Beck, have such a firm grip on reality and an astute sense of fairness.. IF he is going to take on Carol Browner he better bring some more tools besides his own brain because he will surely get the crap beat out of him if that’s all he’s got…

    In all seriousness, Louisiana has an extremely high stake in this:

    *) a lot of oil rigs (money tied up in energy)
    *) a high potential to take part in alternative energy sources including wind and solar (not to mention less publicized methods such as harnessing tidal flow and river flow).
    *) disappearance of Wetlands appears to have contributed to Hurricaine damage.
    *) a slight rise in sea level will drastically alter the coastal communities.
    *) with warmer temperatures, cajun armadilloes have already migrated north to Missouri.
    *) probably worse, a lot of LA real estate is being torn up by imported animal species.

    joedee, cRich’s blog is interesting, mostly to you and some non-Boomers, I suspect. I don’t have a dog in cRich’s fight, so I don’t see it that way. First, I’m not a boomer; got a couple of younger brothers that qualify, but they don’t behave that way. I know other boomers that don’t behave that way. So, what’s with trashing boomers?

    Oh yeah, I’m in one of those skipped generations. People with generation crap on their minds point at this gen and that gen and don’t notice the ones they’ve skipped. Mine gets referenced every now and then, but it mostly gets ignored. We’re between the “Silent Generation” (depression era kids) and the “Boomers”.

    From my generational vantage point, I haven’t noticed that there is any particular generation without ’shitting in the nest’ problems. I also haven’t noticed that any generation is without its members who’d rather set it straight and do right. And we all have our hypocrites too. I would infer from my observations that it’s a human problem and not particularly age related, although each new generation will have more of an opportunity to clean up the mess than the older generations. Some of the older ones didn’t even think about the mess they were making; they were just trying to survive the crisis of the moment.
