South Carolina Lt. Gov. Andre Bauer, who is running for the Republican nomination for governor, held a town hall meeting yesterday where he argued government should be tougher on families whose children receive free and reduced-price lunches. Bauer said that parents should be required to “pass drug tests or attend parent-teacher conferences or PTA meetings.” To make this argument, however, he compared people receiving government assistance to stray animals:
“My grandmother was not a highly educated woman, but she told me as a small child to quit feeding stray animals. You know why? Because they breed. You’re facilitating the problem if you give an animal or a person ample food supply. They will reproduce, especially ones that don’t think too much further than that. And so what you’ve got to do is you’ve got to curtail that type of behavior. They don’t know any better,” Bauer said. [...]
Later in his speech, Bauer said, “I can show you a bar graph where free and reduced lunch has the worst test scores in the state of South Carolina,” adding, “You show me the school that has the highest free and reduced lunch, and I’ll show you the worst test scores, folks. It’s there, period.“

Education and contraceptive availability won’t encourage people like Bristol Palin to have premarital sex. That’s already happening. Education and contraceptives will help prevent some of the heartache and burden that women like Bristol have to endure. In addition, education and contraceptives will help reduce the number abortions by reducing the amount of unwanted pregnancies in the first place.

I’m not casting any ill will towards the Palins. Bristol is a beautiful girl. Having an unwanted pregnancy as an unwed teen could happen to any family. The Palin’s aren’t bad people because of it.
But, when we consider that abstinence didn’t work for them, it ought to cast doubt on the whole premise.

If the SC government would like to provide financial incentives and rewards for family planning (birth control measures in particular) rather than teaching “abstinence only” and bombing abortion clinics, the impoverished may be helped to time their families such that they could build up as many resources as possible to support children before reproducing.
Of course, SC would never get behind such a program because they’re so superstitious and ignorant themselves.

I’ve long said that the “social values” conservatives and the “economic freedom” conservatives have a serious potential divide on just this point. If either of them would think it through, they couldn’t possibly side with one another.
Limiting the number of poor people in any country requires giving them education and choice regarding reproduction. Refusing to do so leads to more poor kids with minimal chances of getting anywhere. Taking both approaches leads to the kinds of mass slums full of dying people that we see in Calcutta or the barrios surrounding Rio De Janeiro – your basic third world human crisis that we see all too often. I’m pretty sure such a situation would be unwelcome by anyone in the U.S, but it’s an inevitable consequence of conservative positions as they stand today.

What we should be doing is seeking to maximize opportunity. That means primarily training and education, but also assistance in the targeted areas that people find as the biggest roadblocks to increasing their own earning capability so they can stand on their own feet. Mainly, child care. The goal should be to take a poor person and as quickly as possible, get them to a position where they can support themselves and their families. Neglecting them has the opposite effect.
I would like to hear Bauer (or one of his supporters here) explain why all these poor people didn’t disappear just because they didn’t get assistance from the government.
According to the “vermin theory,” that Bauer & Co. are pushing, none of these millions of people exist.

Hey Severe, since you like that movie so much, tell us what you think of the SCOTUS ruling that will actually increase the degree to which global elites will have sway over U.S. elections. This is interesting in light of that movie, because Obama spent today complaining about the decision. If there really is a globalist conspiracy pulling all the politician’s strings, then that decision opens the floodgates to giving them complete control of our political sphere, because so many of our corporations are partially if not mostly owned by foreign and international groups. And if you really want to prevent global control over the U.S, then you should support Obama in trying to form an effective legislative response.

In the past week, I’ve received a call from a volunteer phone-banking, and had someone stop by my door (with four adorable little kids) to stump for supporting 66 & 67. Good thing Oregonians do most of their politicking on the ground instead of through the mass media. The one commercial I keep seeing opposing them is transparently stupid, and amounts to a basic retread of all anti-tax commercials ever – basically claiming that even though the measures explicitly exempt small businesses that all small businesses will have to shut down anyway.

Sure it is. Poor people by (capitalist-society) definition are unproductive. If we could help them become productive, that would help them and everybody else. But Bauer is advocating doing the opposite of helping the problem at all.
As I pointed out way earlier, just ignoring the poor does not prevent them from reproducing, particularly when combined with policies that drive the middle class into poverty.
As an aside, does not feeding stray cats actually reduce the stray cat population? I haven’t heard any data supporting that. There are often large colonies of feral cats that develop in city areas who aren’t being fed by anybody.
But OK Mr.Duke, what do you think we should do? And how are the “right to life” conservatives going to deal with any direct solutions? Just standing around and wagging your finger at poor people who have kids is worse than useless. Doing anything to actually prevent poor people from having kids will be opposed by the evangelical right. That’s the case whether we’re talking about reasonable solutions like comprehensive sex education and access to contraceptives, slightly more controversial/partisan approaches like giving women complete access to their own reproductive rights, or outright horrific approaches (which anybody should oppose) like eugenics and forced abortion or sterilization.
You’ve also failed to take into account the degree to which people who might have otherwise had a self-supporting middle class existence end up in poverty by having kids too young. That is to say, it’s most often not a case of poverty followed by kids, but rather kids followed by poverty.
I mean, let’s face it: the biggest roadblock to poor people having less kids, or to people having kids too early and thus leading to poverty, is the “culture of life” acting like everything can be solved by just lecturing people about how they should never have sex. That just plain never works, as has been proven time and time and time again.

2) Support the destruction of barriers to American-style capitalism in poor countries. You cannot deny that prosperity breeds unbreeding. Japan, South Korea, United States, Europe, these all have low birth rate, even alarmingly low birth rate. In Korea it is so bad they have enforced “Stay Home From work” days for couples with the suggestion to make babies.
What is the Progressive solution, aside from more socialism/communism?

I thought they might be planning a coup d’etat; that’s what they usually do during the holiday and seasonal breaks, so it’s good to know that they’re keeping tradition alive by conspiring. There are a number of world population studies that do not support your thesis. Most countries, even in the “developing world”, show rates of decrease in numbers of children born. Countries that had been running at 5, 6, or more children per family show trends toward the general replacement rate of around 2.1 per family. It’s still anticipated that there will be a growth in world population until around 2050. That, of course, could change in either direction.
China is an extreme example of state sponsored population control. Most families, more importantly, most women, living in urban or semi-urban environments, with reasonable expectations of children living into adulthood, with reasonable access to food, medical care, etc etc, and with access to contraceptive education and with contraceptive availability, seem to self-limit at 2 to 3 children.
The main exceptions to self-limiting seem to be for those who, 1) live in circumstances where child mortality is both high and unpredictable AND children are either an important adjunct to the working family, as on family farms, particularly those with intense use of hand labor, OR they are an important source of support for elderly parents and grandparents, or 2) have some religious compulsion or cultural bias toward large families, or 3) some combination of factors 1 and 2.
Both South Korea and Japan have population trends that have put them below the generally accepted replacement rate of 2.1 children per couple, either now or in the very near future.
One of your assumptions is clearly in error, John; progressives (and liberals) are not interested in telling people whether they should have children, or not. We leave that to the kind of people who think they have the right and authority to run other people’s lives.

2. Access to contraception
3. Full access to their own reproductive rights
4. More education
5. Assistance programs targeted at increasing their earning potential
Oh, and the last two really don’t “take” from anybody else, considering that increasing someone’s earning capability vastly increases the amount they’re able to pay into the system later. Intelligently investing in people pays off pretty damn well over the long run. Furthermore, living in a society where everybody has developed job skills gives everyone else more opportunity to make money as well, by fostering business opportunities that anyone can take primary or secondary advantage of.

Thanks to their efforts, now calling something a think tank is about as prestigious as saying you won a Grammy.

Considering the life lessons their mom will teach them they are FAR more likely to feel they are intitled to anything they want (that’s assuming they survive being raised by the octomom).
As for Somalia there is a difference between contributing to the general welfare and being forced to support people like the octomom and if you had ever worked a day in your life you might know this.

Yeah, I’d be surprised if more than 10% of our troll (yes, singular, as that may be the case*) is acquainted with CAP, even though their name is all over the site.
I just mentioned Brookings, becaues it’s the senior political policy tank on the left, and RAND because it’s the grandpappy of them all. I think RAND is somewhat more interesting than CAP, Brookings and the whole wad on the right because it has a scope that is broader than political and economic policy, they have capabilities beyond what the partisan “tanks” have, and they try to maintain something close to neutrality. That’s all somewhat beside the point though. The appropriate organization to be examining Mr. Bauer is the DoJ, although the Southern Poverty Law Center might have an interesting thing or two to say about him.
*in the event that we only have one troll with many names, think of it operating at less than 10% of it’s nominal efficiency, which is usally sub-par for starters.

I know a lot of you think that all rich people were born with a silver spoon in their mouth, it’s not the case for most. And I bet a lot of those people would have considered themselves as Dems, that is until they worked their butt off and made their first 200K and noticed how much they were being taxed. Now, those people vote different parties because they realized they didn’t need all the hand outs to live a successful life and feel they are being robbed of their hard earned money so the ‘less fortunate’ can get handouts from hard working people. Take it from me, someone who was raised with a single parent who refused to take state assistance and instead worked 2-3 jobs to support her kids and taught us there is no such thing as a ‘free lunch’. Now, both my sister and I have college degrees and are both successful. We can thank my mother for being hard working and determined, not the state giving my mother a ‘free lunch’. If any of you complaining that the rich aren’t taxed enough, I hope one day you have the drive to make 200K a year so you can see how much of your money is being doled out to the ‘less fortunate’. Then maybe you would realize it sucks when you worked your ass off for something, someone else can take it away because they don’t have the drive or ambition to better themselves (why should they if they can get it for free?). We subsidize the poor, anytime you subsidize something, you get more of it. And I do agree, if you are receiving government assistance, you should have to be drug tested. If I have to be drug tested to keep my job, so should you if my tax dollars are supporting you.

If you live in extreme poverty you have enough offspring that at least one is likely to survive to reach maturity and self sufficiency. Historically speaking – before social security – that was the difference between being taken care of in your old age or dying alone before your time(and before the hard-earned lessons of your life can be passed on to the next generation – still an issue by the way – maybe even more so in the future).
On the one hand it is a fundamental biological reality reflected in nature (created by God) and also the scriptures (created by men inspired by God). On a more basic level it is just obvious. Take care of people or don’t. Sit in judgement of someone else or give some attention to your own level of righteousness instead. Where I come from(Oklahoma)it is a matter of being realistic – where problems (and suffering)exist make it better. If you don’t then things just get worse anyway. We all live in the same country (world if you like) so the choices we make benefit or harm us all both financially and more importantly spiritually. Oh yes the other fundemental reason we humans procreate is to honor our mothers and fathers (our ancestors etc…pretty universal) and God. To pass on the goodness and the beauty that was given to us to the next generation. It is the human thing to do. If it is hard for to use your heart to face these problems (again where I am from it is called being a christian) then just read a book. Taking care of society’s most vulnerable demographic is just plain sound business practice (consumers etc…). Ignoring them can, often has, and actually should result in the destruction of a culture. Up to you – duck the problems like a coward or fix them like an actual grown up (and someone actually paid to serve the public good). I won’t resort to name calling because I am in the process of teaching my 6 year old the same morals that some of the adults I have been reading have evidently failed to absorb, but I can only say to Mr. Bauer – do you think your mother approves of you basically stating that some people don’t deserve to live and then turn around and use her statements about stray cats to justify your immaturity and callousness? I know she must love her little boy, but I feel that you dishonor her more than you apparently realize. Shame on you.
