One of the greatest hardships facing America’s college students is student debt; the average student in the class of 2008 graduated with $23,000 of debt, “a figure 25 percent higher than what their older brothers and sisters owed when they graduated from college in 2004.”
To tackle this student debt crisis, last year the House of Representatives passed the Student Aid and Fiscal Responsibility Act (SAFRA), which expands and improves successful student aid programs like the Pell Grant and the Perkins Loan program, and eliminates billions of dollars in subsidies to wasteful private lenders by arranging loans directly with students instead of through bank middlemen.
The Senate is currently deliberating over its own version of the bill, and it is one Senate floor vote away from being signed into law by the President. However, the student lending industry has launched an “aggressive lobbying campaign” of senators representing states where big lenders are based, scaremongering about job losses resulting from passing SAFRA. Now, it appears that their lobbying is paying off, as six Democratic senators have written to Sen. Tom Harkin (D-IA), chairman of the Senate Health, Education, Labor and Pensions Committee, asking him to “consider potential alternative legislative proposals” to SAFRA’s major lending reforms:
Six Democrats signaled deep concerns with their chamber’s student lending reform bill on Tuesday, imploring party leaders to “consider potential alternative legislative proposals” in the coming days.
That could spell trouble for Sen. Tom Harkin (D-Iowa), the chairman of the Senate Health, Education, Labor and Pensions Committee, and other Democratic leaders, who once hoped to advance the Student Aid and Fiscal Responsibility Act to the president’s desk using the chamber’s 50-vote reconciliation process.
In a brief letter dated Tuesday, Democratic Sens. Bill Nelson (Fl.), Tom Carper (Del.), Blanche Lincoln (Ark.), Jim Webb (Va.), Mark Warner (Va.) and Ben Nelson (Neb.) describe reform to the country’s “higher education funding” system as a “priority.” But the group…also express concerns the Senate’s lending bill could ultimately result in local job loss.
While the senators may be claiming that passing SAFRA would result in job losses in their states, the truth is that it would be minimal at worst. The fact is that only 30,000 people at most are employed in the student lending industry. And because the companies would still be in charge of servicing all the government issued loans, servicing jobs could actually increase. For example, “Nelnet (Ben Nelson’s biggest donor) saw their servicing revenues [increase] 13% in 2009 as a result of a contract they won to service student loans for the Department of Education.”
One way to avoid a filibuster by Republicans and lender-friendly Democrats is to pass SAFRA with the health care legislation in one reconciliation bill. The Hill reports that “a Democratic official familiar with negotiations” over the student lending bill has told them that the leadership has already decided to “pair [the] overhaul of student lending with healthcare reform,” although Senate Majority Leader Harry Reid’s (D-NV) office says “no final decision has been made.” Using reconciliation for a major education reform bill would hardly be without precedent. In 2007, the Senate passed the College Cost Reduction Act of 2007 through the reconciliation process by an overwhelmingly bipartisan vote of 79-12.

Student loans were always a federal government program. The loans the banks made were guaranteed by the feds. In exchange, the banks were rewarded with a percentage of the loan costs for administration. Any defaulted loan was paid off by the feds who then took over the whole loan. It was a win-win proposition for the banks.

Thanks for confirming that the GOP hates education. You have declared that if 6 Democrats want an “alternative” then the Democrats hate education. I would have to disagree and say that the Blue Dogs LOVE the banks. And so when 41 Senators vote against the same bill one can only conclude that the GOP REALLY hates education and REALLY LOVE THE BANKSTERS. I love how the GOP are such “fiscal hawks” but when a bill comes out that would eliminate billions in needless subsidies the entire Republican caucus is against it. Given the overwhelming opposition to this bill and the money it would save America we can say the GOP is a party of hypocrites and their fiscal conservatism is a sham.

But they will do not it because they will lose their government subsidies and guarantees. This is not about a government takeover-it is about capitalists who are too afraid to actually practice capitalism without government welfare.
March 11th, 2010 at 6:34 amSallie Mae has essentially ruined a huge portion of my life. $60,000 in loans that in less than five years now total $112,000. My school would only bring up Sallie Mae if we needed help and went out of their way to make anything else difficult.
It has taken so long for any government people to care about this. I wrote Obama long before he was President be cause I was all out of ideas. I can’t do forbearance and their private loans do not allow for income sensitive repayment. I pay $1020 a month to those loans, which will increase to $1300 next year. I only get $2000 a month after taxes. I can’t live on $700 a month, but Sallie Mae does not care. They’ve made that very clear to me.
Obama’s rep just told me about federal loans. Those aren’t my problem. If student private loans had similar protections I probably wouldn’t have had a problem at all. In retrospect I made some dumb decisions, but I didn’t know much better. I thought my school was trying to, you know, HELP ME.
You can’t even consolidate anymore to help alleviate that. They say it’s not economic for them, fine. But they also have the gall to say it’s not economic for me. Bullshit!
I and several other people I know essentially owe a mortgage because of these companies. People are worried about the housing market? They’re doing this to a LOT of people and there are many, such as myself, who don’t know if they can ever even afford a home mortgage in the first place.

These same corporatists who scream till they’re blue in the face about protecting capitalism and free markets ignore the fact that without “socialized” government subsidies the banks wouldn’t even offer loans to students. At least not at a rate that would be in this stratosphere. As a matter of fact, without “socialized” government subsidies many banks and lenders would simply have folded a year ago. An inconvenient truth that the corporatist blue dogs happily ignore…along with the other fact that this Bill would not cause job losses in their districts.

March 11th, 2010 at 11:42 amQuite simply put: if the government is the one backing the loan, then the government is the one offering the loan. Having another private entity “sell” the loan that you’re backing merely amounts to giving that entity free money. Might as well just cut out the middleman and make the loan directly from the guarantor to the borrower. It’s cheaper to the taxpayer. That’s just plain old fiscal-conservative common sense. Right? Right?
Oh wait I forgot, banks are against it, so wingnuts are against it too.
