Rove Falsely Claims Bush Administration Never Said Iraqi Oil Revenue Would Help Pay For War

In his new book and in recent media appearances promoting it, former top Bush aide Karl Rove has been revising the history of the Iraq war, particularly regarding the issue of Saddam Hussien’s alleged weapons of mass destruction.

Today on NBC’s Meet the Press, Rove continued with his Iraq war history revision campaign. Noting that the Bush administration had mishandled the management of the war, host Tom Brokaw mentioned that “the cost of the war skyrocketed almost from the beginning. There was not a sharing of the oil revenue that a lot of people had promised.” But Rove flatly denied that the Bush administration said Iraqi oil revenues would help pay for the war:

ROVE: No, no. Tom with all due respect that was not the policy of our government that we were going to go into Iraq and take their resources in order to pay for the cost of the war. … [T]he suggestion that somehow or another the administration had as its policy, “We’re going to go in to Iraq and take their resource and pay for the war” is not accurate.

Watch it:

Rove’s claim is simply not true. In fact, days after the U.S. invasion, then-Deputy Defense Secretary Paul Wolfowitz told a congressional panel that Iraqi oil revenues would help pay for reconstructing the country, i.e. a cost of the war. “The oil revenue of that country could bring between 50 and 100 billion dollars over the course of the next two or three years. We’re dealing with a country that could really finance its own reconstruction, and relatively soon,” he said.

One month before the war, then-White House press secretary Ari Fleischer said Iraq “is a rather wealthy country. … And so there are a variety of means that Iraq has to be able to shoulder much of the burden for their own reconstruction.”

Since the start of the Iraq war, the U.S. has spent tens of billions of dollars in reconstruction costs.

I forced myself to watch that pig on MTP today; his ability to lie is becoming legendary. Brokaw, to his credit, did come back with follow up to the Rove bullshit (or should I say pig-shit) — something I doubt I’d have seen from Gregory.

Why is this turd even allowed air time or being allowed to run free, he should be in jail with the rest of the Shrub’s crime family. To make Iraq pay for it’s reconstruction is ludicrous and it seems to imply a justification for our invasion. We invaded illegally over lies, deciet and misinformation so we should pay for the Shrub’s crime family and it’s policies and to hell with the debt and defict and the Reich wing neo conservatards!!!!!!

@Marie: I, too, held my nose and watched MTP to see how Brokaw would handle himself with the fat lying pig-faced Karl Rove. I had sent a pre-emptive e-mail to Brokaw at NBC asking him to have the courage of the Greatest Generation and confront the lying sack of crap with the truth and tell him his book was full of lies. Well, Brokaw performed true to form—with a brief push-back–but Rove, like a typical Rethuglican (Liz Cheney, Dick Cheney, Mark Thiessen) loudly talked over him and kept repeating “No,No,No” in defense of his lies. The Rethuglican mantra is IF YOU SAY LIES LOUD ENOUGH AND LONG ENOUGH, THEY BECOME THE TRUTH.</strong> Oh, yes, and never let the interviewer get a word in edgewise to tell the truth. Thank you, “lib’rul” mainstream media. (snark/)

No one should be surprised at this. RoverBoy wrote this book as an “apologia” for the GDumbya/Darth Cheney regime in addition to restating his own self-delusions about himself.

I agree with the earlier post — if Gregory had been hosting, he wouldn’t have pressed this pig with any follow-up questions.

RoverBoy has been all over the place promoting his latest work of fiction. FoxSnooze, of course, where he got the usual soft-ball treatment. But also on Charlie Rose’s show last Friday where he didn’t fare so well.

He is such a pompous, arrogant sycophant! It’s a wonder that more people do not see through him. Appalling!

Uh, pags2, have you heard about the recent textbook kerfuffle in Texas where THOMAS JEFFERSON has been removed from all history books IN FAVOR OF THE INSERTION OF JOHN CALVIN!!! It was also stated in the new textbooks that America is not a democratic government, but a “constitutional republic”.

Conservatives are in complete control of the media in this country, print, TV & radio, and rapidly gaining control of the textbooks which are used in our educational system. We will soon be a nation of dunces, knowing nothing about history, and on the bottom of the educational heap in the world. George W. Bush once said, “Money trumps Peace.” Well, we have now reached the point in our country where “Money trumps Truth.”

  28. Peter C says:

  29. tom says:

Alfred, you are trying to simplify and narrow down the cause-effect relationship in your OT post @ 18 above. The crisis has multiple causes — it is not solely due to sub-prime loans, Congressional inaction, unqualified buyers, etc., as you seem to suggest.

It was, instead, the result of a “perfect storm” that is multi-factorial. Most of the contributing causes stemmed from a belief that housing costs would continue to increase and a spate of refinancing and home-equity-backed second mortgages by people who thought “the future would be like the past”. But then gas prices soared, home values began plunging, ARMs began to reset as interest rates were increasing, owners panicked as they found they were “underwater”, etc.

Much of the effect of this “perfect storm” was magnified by a republican president and Congress from 2000 to 2006 due to their inattention, over-spending, excessive borrowing, starting two unfunded wars and “what, me worry?” attitude.

We are now in a messy period of rescue, rebuilding and resetting our economy. We are very fortunate to “have the adults in charge” right now. God help us if we had to rely on the republicans to do the right thing!

Not to mention his point is flawed from the beginning. See, in his attempt to explain that the government is, somehow, the “root cause”, he links to an article titled “How HUD Mortgage Policy Fed The Crisis”.

See that? “Fed” from “to feed” -as in not the root cause.

In its opening paragraph, the article states:

In 2004, as regulators warned that subprime lenders were saddling borrowers with mortgages they could not afford, the U.S. Department of Housing and Urban Development helped fuel more of that risky lending.

So, where is the “root cause”? Clearly not where “Alfred” is trying to place it.

Arguing with someone whose reading comprehension skills are as poor as Alfred’s is a waste of time. Just vote him down…

    From Saturday’s NYTimes:

Investigators looking into corruption involving reconstruction in Iraq say they have opened more than 50 new cases in six months by scrutinizing large cash transactions — involving banks, land deals, loan payments, casinos and even plastic surgery — made by some of the Americans involved in the nearly $150 billion program.

Some of the cases involve people who are suspected of having mailed tens of thousands of dollars to themselves from Iraq, or of having stuffed the money into duffel bags and suitcases when leaving the country, the federal investigators said. In other cases, millions of dollars were moved through wire transfers.

The new cases seem to confirm what investigators have long speculated: that the chaos,
WEAK OVERSITE and wide use of cash payments in the reconstruction program in Iraq allowed many more Americans who took bribes or stole money to get off scot-free.

The complete Thomas Jefferson Papers from the Manuscript Division at the Library of Congress consists of approximately 27,000 documents.

Damnit. I though Jefferson was completely dispensable.

  95. What the GOP REALLY means ... says:

    drhunt1 says:

Thomas Jefferson is completely dispensable to the discussion of freedom and democracy. And completely unnecessary to the teaching of American history. The new Texas schoolbooks are a streamlined vision of the future. Get use to it. We’ll have more changes for you come this November.

You can put whatever you want in a textbook, for now. With the current wave of awareness, market forces are bound to shift and the great history departments of the country will have the greater say they should’ve had in the first place.

Not all is on your side, regardless of market forces, however. I mentioned before that students and many teachers don’t like the textbooks for their courses, and teachers will continue to be free to assign their students what they feel is error-free and relevant. The texas BOE won’t be able to regulate that for the rest of the country. The NE has the best education system in the country, so what kind of business does a bunch of religious kooks in Texas have trying to indoctrinate our kids?

    Sorry for the O/T, folks.

They already have the history written for Clinton, Bush and Obama. They just need the proper source books to be written to support their version of history. Bush gave us two glorious wars whereby we established democracy, protected us from terrorist attacks, and helped kickstart the bad economy left by Clinton the philanderer who did nothing of importance. Obama was a socialist rejected by a great number of true Americans who turned out for teaparties.

Wait a minute….is the cost of invading a country and the cost of going in after the invasion is over to fix the infrastructure etc. all part of the cost of a war?

Right, the Bush administration did say that oil revenues would pay for the “reconstruction” of Iraq, but I don’t believe you can force a country to pay you what it cost you to invade their country.

I hate to say this, but this liberal thinks Rove is right on this one, and Ben Armbruster, you are wrong.

  131. Virtual Pebble (A Quantuum Electrodynamic Space Schmeer) says:

O/T. It’s all good; dr_stunt was on another thread a while ago pasting fake Lincoln quotes. He apparently found a set of aphorisms which have been wrongly attributed to Lincoln, but didn’t do enough research to find that fact; just threw them up there and said they’re Abraham’s.

In the meantime, is all this crap from turdblossom being cataloged somewhere? It’ll come in handy in the next national campaign. Actually, it would be handy if turdblossom is pimping some gubernatorial or senatorial candidate or candidates in the 2010 round – the Republipimps love playing the guilt by association game so much that part of a campaign against a turdblossom candidate should include the truth about his or her lying help.

  132. KayInMaine says:

Kscitydude, to sell the war to the American people once again, the Bush Regime basically said, “Don’t worry about the cost! The oil revenues in Iraq will pay for their own reconstruction and you Americans won’t be responsible for it. A cheap affordable no cost war!”.

THEY LIED. THOUSANDS DIED. AMERICA IS STILL BROKE. THE END.

  133. Virtual Pebble (A Quantuum Electrodynamic Space Schmeer) says:

    @ 146. kscitydude …

My opinion is that the cost of restoring wartime damage is part of the cost of war. You can quibble about that if you want and say that some of that damage is from the period between Gulf War I and “Let’s Do Baghdad” when we just dropped a bomb or two on them now and then and enforced the no-fly zone, etc. I’d say that all of it, including the cost of reconstruction of stuff damaged by suicide bombers, etc, during the insurgency, is war-related damage; it wouldn’t have happened without our involvement.

But that isn’t the point. We’ve paid for a fair amount of reconstruction, including damage to oil-field production and logistics infrastructure. Shrub, Darth, and company were less than honest with the American people about that at the outset, allowing the inference to be drawn that the Iraqis would be footing the bill for their own reconstruction. Of course, you could say that Shrub and company had no intention of doing any “nation building”, of which reconstruction would be a component. Well, Shrub was wrong and Turdblossom is a liar.

  134. UnBlinking says:

Granted: Karl Rove is among the most dishonest men in history, still fronting for the most evil presidency. And, Brokaw failed to pursue his question. Unfortunately, this post is just as sloppy as Brokaw, and twists words just as intentionally as Rove’s goons ever did.

Rove’s stated that the revenues were not intended to “pay for the war.” The two quotes used to refute his claim are entirely off point: they mention only “reconstruction.” Such costs are associated with war — but differ from funds to “pay for the war.” Reconstruction is NOT the war, never was, and never will be.

In other words, Rove happened to tell a marginal truth in this particular sentence. However, Wolfowitz and Fleischer intended to mislead listeners into making exactly the assumption this post perpetuates. Shouting that Rove has lied about it now, ignores that the administration intended to mislead us about it then. This is proof that Bush et al executed a deception years ago — Rove simply reminds us that we were duped.

Trying to equate “pay for war” with “cost of reconstruction” makes ThinkProgress look as bad as Rove. Please do better…

  135. Marie says:

U.S. has spent tens of billions of dollars in reconstruction costs….while our own infrastructure is crumbing before our eyes, and all because of an illegal, unwarranted invasion/war/occupation that was built on fabrications and aided by enormous, power-mad egos.

It is also very convenient for the same wingnuts to forget how Bin Laden was allowed to escape from Tora Bora.
Yes, yes, Bush’s record on preventing terrorism is so good! (sarcasm off)

    Dr.Hunt quoting KKKRove:

“Following the horrors of 9/11, this president changed American foreign policy by declaring terror sponsors responsible for the deeds of those they shelter, train, and fund. Too bad Tom Brokaw couldn’t remember this interview with Andrew Natsios on Nightline in 2003-

    TED KOPPEL
(Off Camera) Well, it’s a, I think you’ll agree, this is a much bigger project than any that’s been talked about. Indeed, I understand that more money is expected to be spent on this than was spent on the entire Marshall Plan for the rebuilding of Europe after World War II.

    ANDREW NATSIOS
No, no. This doesn’t even compare remotely with the size of the Marshall Plan.

    TED KOPPEL
(Off Camera) The Marshall Plan was $97 billion.

    ANDREW NATSIOS
    This is 1.7 billion.

    TED KOPPEL
(Off Camera) All right, this is the first. I mean, when you talk about 1.7, you’re not suggesting that the rebuilding of Iraq is gonna be done for $1.7 billion?

    ANDREW NATSIOS
Well, in terms of the American taxpayers contribution, I do, this is it for the US. The rest of the rebuilding of Iraq will be done by other countries who have already made pledges, Britain, Germany, Norway, Japan, Canada, and Iraqi oil revenues, eventually in several years, when it’s up and running and there’s a new government that’s been democratically elected, will finish the job with their own revenues. They’re going to get in $20 billion a year in oil revenues. But the American part of this will be 1.7 billion. We have no plans for any further-on funding for this.

    More BS here: http://www.fas.org/sgp/temp/natsios042303.html

So, basically, Andy’s estimation was off by a factor of 1000…and Karl Rove, is, of course, a pathological liar. My only question is why isn’t he in jail right now?

Karl Rover must have checked into the Gitmo Hotel and waterboarded himself until he forced himself to believe the lies that he’s spreading on his book tour. He broke his own will power. He can’t seem to stop talking and lying. It’s like he’s saying: “You started me talking now I’m telling every lie I know.” He bragged that President Bush kept the “world” safe. If that’s the case–Bush kept the world safe–why, pray tell, were news watchers such as myself, constantly bombarded with terrorists initiated tragedies? Constant bombings and other forms of terrorism never stopped happening all over the world. The real world. Not the fantasy world that Rove the Brain is talking about…like the fantasy WMD’s that didn’t exist.

Does Rove not know the difference between “world” and United States? Bush and Cheney bragged that they kept America safe from terrorism. Nothing like a little embellishment to make the fairy tale more exciting. Exaggerated Tales of Bravery as written Karl Rove, and read on audio by the author himself. I think Rove should check in the Gitmo Hotel again, but this time he shouldn’t leave the room until he’s forced himself to tell the real truth. But I must remember that Rove was a student of Lee Atwater, a down in the mud political player, who would lie faster than a monkey can spit clean his balls.

I would like to hear Rove talk about the “Vulcans” group who traveled to Texas while Bush was governor. They came to teach Bush about foreign policy, a subject that was way above his head. I would like to hear Rove explain the “Project for a New American Century”, a proposal for wars and control. The founders were William “I love a war” Kristol and Robert Kagan. They couldn’t sell Bill Clinton on attacking Iraq, but they had Bush’s ear. This is the story I would to hear Rove tell. Oh, yeah, while he’s at it, I’d like to hear him explain why President Bush was so eager to accept and believe false information that con artist Ahmed Chalabi was more than happy to part with for a huge price tag.

Unfortunately, the more a tale gets told, the more people get suckered into believing it- Hence, the reason why, to this day, people still believe we entered Iraq to rid them of WMDs, in spite of all the evidence to the contrary.
