At its state convention in Des Moines last month, the Iowa GOP adopted a new party platform that includes the repeal of mandatory minimum wage laws, the elimination of the U.S. Department of Education, and even clarification on the definition of manure. Out of the “387 enumerated planks and principles,” Newsweek’s Jerry Adler found the most “startling” section of the platform calls for “the reintroduction and ratification of the original 13th Amendment.”
Adopted in December 1865, the current 13th Amendment of the Constitution prohibits “slavery” and “involuntary servitude” in the United States or any place under its jurisdiction. The Iowa GOP is not trying to overturn this amendment to reinstate slavery. Instead, it wants to reintroduce the “original 13th Amendment” first offered by senator Phillip Reed of Maryland in 1810. The amendment states that “if any citizen of the United States shall accept, claim, receive or retain any title of nobility or honor” from a “foreign power, such person shall cease to be a citizen” and “shall be incapable of holding any office of trust.” In receiving only 12 out of the 13 votes needed for ratification, the amendment was never adopted.
Traditional supporters of the idea are known as “Thirteenthers,” who seek to prevent those with the title of “esquire,” such as lawyers and bankers, from participating in government. But according to its spokeswoman, Danielle Plogmann, the Iowa GOP supports it as an attack on President Obama’s Nobel Prize win:
There are, of course, other implications of Thirteenthism, such as ensuring that the United States never again suffers the humiliation of having a president win the Nobel Peace Prize. That was just what the Iowa Republicans had in mind, according to Plogmann, who wrote in an e-mail that the plank “was meant to make a statement about the delegates’ opinion about Mr. Obama receiving the prize.” (Presumably they didn’t mind if, in the process, they were also making a statement about any American scientist or writer unlucky enough to win a Nobel.) Unfortunately for them, the Department of Justice looked into whether Obama needed Congressional approval to accept the Nobel under the existing emoluments clause, and based on the meaning of “foreign state” (which would not cover the Nobel Prize Committee) concluded that he did not.
Iowa is currently “the only state where this type of plank has been introduced into the GOP platform.” While chances are indeed remote that such a measure would pass, should the Iowa GOP and “Thirteenthers” successfully push their belief, “every act of federal government since 1819,” including the abolition of slavery, “would be delegitimized.” (HT: Iowa Independent)

I had some free time so I read the whole platform. It’s about what you should expect from the GOP these days. Their basic stump is:
“We hate (more or less in descending order) Obama (implicitly stated); non-(natural-born)heterosexuals (that means you too transgender people); Muslims; illegal immigrants; people on welfare; people on food stamps; people who can’t provide for themselves; sick people (but we can’t remove their feeding tubes or turn off their life support machines because god has a plan for them even though we don’t have a plan to pay for their long-term care beyond prayer because we vehemently oppose nationalized health care); people who can’t afford good health insurance for them or their families but want it; non-christians (esp. atheists and, of course, Muslims as stated above); people who believe in evolution and global warming; and anyone that wants to limit carbon emissions, likes the federal reserve, sees no point in returning to a gold- and silver-standard economy, doesn’t carry a gun, wants to hand out condoms, and/or say that kids should eat healthy food at school. We are in favor of (more or less in order of importance) outlawing all abortions; carrying guns (concealed or open…your choice) without the inconvenience of those pesky permits; establishing a loose-knit group of heavily armed citizens (let’s call them a militia) who lack a definable authority or mission; returning the US Constitution to it’s original form as intended by the omnipotent Founding Fathers (praise be their names) and then not messing with it except for passing an amendment banning two people of the same gender or any transgender people from getting married and stripping Obama of his US citizenship (which we still don’t believe he has…but, you know, just in case); making sure that health care is always considered a privilege for US citizens only and not a right (to be clear we are perfectly happy to let the small child of illegal immigrants die in the parking lot of a hospital from some curable disease because we don’t want to sacrifice the equivalent cost of a few gallons of gasoline in our SUVs to pay for it); teaching Creationism in school (we’re even willing to call it Intelligent Design, Creation Science or Creationism…we don’t care so long as we teach kids that god made everything in 6 days ’round about 6000 years ago…what more do you need to know?!); teaching US history as we believe it happened not how those annoying academics with all their fancy “learning” and “knowledge” on the subject say that it really happened; impeaching any judge that we think is practicing judicial activism (unless of course they support our point of view); requiring terminally-ill patients to be kept alive by artificial means (because, as we said, god has a plan for them) but giving the death penalty to every criminal scumbag who has it coming (because somewhere in the bible it says so and because it deters crime — despite the fact that there is no real evidence to support such a claim — and if innocent people die in the process you ask — we say you can’t make an omelet without cracking a few eggs, haha, plus I’m sure they did something to deserve it anyway); not teaching kids about sex beyond the fact that abstinence is the only way (and no you may not have a condom young lady!); racial profiling Muslims because we know they are all terrorists at heart just waiting for the right moment to strike even though we can’t prove it…yet (just give those Bush wiretaps a little more time); and, most importantly, passing any and every law which benefits us, our self-righteous view of the world, and what we feel like doing at the time without out any bothersome debate on potential repercussions, collateral effects, and unintended consequences while simultaneously reducing the size of and reach of the government. Oh, and just to ensure that in 10 years nothing new will ever again get done in congress, we want all laws to have a 10 year lifespan whereupon they must be debated and passed again if they are not to expire. After all, the US is inherently and manifestly better than the rest of the rest of the world (whose ideas about things like the role of government, freedom, human rights, caring for the global environment, justice, etc. are just plain stupid) because god is on our side (which is why we should void all international treaties and dissolve the UN), and because there are boundless opportunities for advancement — so long as you live in America as we believe exists. (Please refrain from bothering us with any details about how your life and beliefs, or the lives and beliefs of others, differ from ours. And definitely do not give us that nonsense about how those differences represent equally-valid view points or lifestyle choices.
