Wasserman Shultz: GOP’s Anti-Abortion Bill Is ‘Nothing Short Of A Tax Increase’ On Women And Small Businesses

House Speaker John Boehner (R-OH) has insisted that Republicans “do not want to raise taxes on anyone” because the American people demanded: “stop tax hikes.” Majority Leader Eric Cantor (R-VA) has said that, in a time when the government is trying to spur private businesses to create jobes, Republicans “don’t believe that tax rates should go up” at all. However, as the Wonk Room’s Pat Garofalo notes, “House Republicans are evidently getting over their allergy for tax increases, at least when it helps them restrict a woman’s right to choose.”

Today, the House Ways and Means Committee held a hearing on H.R.3, the No Taxpayer Funding for Abortions Act, which would “prevent women from using itemized medical deductions, certain tax-advantaged health care accounts or tax credits included in last year’s health care law to pay for abortions or for health insurance plans that cover abortion.” Doing so would force both women and small businesses that provide health insurance that covers abortion to pay more in taxes than they would otherwise. As Bloomberg News’s Richard Rubin points out, under “common Republican definitions,” this can be “viewed as a tax increase — which is anathema to the House majority.” Even economic conservative Grover Norquist was “concerned” that the policy, “however well-intentioned or virtuous,” would “mask a net tax increase.”

When asked about this apparent hypocrisy today, Rep. Debbie Wasserman Schultz (D-FL) told ThinkProgress that the GOP bill is “nothing short of a tax increase.” Noting that 87 percent of small businesses offer health insurance plans that include abortion coverage, she slammed the GOP for pushing an “outrageous” “anti-women” tax increase to “reach deep into the personal lives of all American women, of all small business owners and twist the Republican nose” into people’s privacy:

WASSERMAN SCHULTZ: This is nothing short of a tax increase, I mean we have to call it exactly what it is. The Republicans are proposing a tax increase on all women because in their anti-women legislation H.R.3, they would take away the tax benefit from all small businesses if their health insurance offers abortion coverage which 87 percent of them do. So essentially they are saying if you are a small business owner and you offer your employees insurance and that policy covers abortion, then you will not be able to benefit from the tax credits that the Affordable Care Act allows you and also that you can already take by offering insurance to your employees.

It’s outrageous. The Republicans are maintaining and proponents of this legislation are maintaining that all they are doing is codifying the status quo and prohibiting federal funding of abortions. This legislation goes much further. It reaches deep into the personal lives of all American women, of all small business owners and twists the Republican nose into the business of people who need insurance and also small business owners who want to provide coverage for their employees.

Rep. Jan Schakowsky (D-IL) told ThinkProgress that this is both a war on the “reproductive health of American women and men,” because “if a man was to buy an insurance policy that included a provision that might cover abortions, he would not be able to participate in the exchanges that are being set up.” “This is the most ridiculous, frivolous, but also mean-spirited anti-health care legislation that we’ve seen,” she added.

UPDATE 1:  I had a good conversation with the co-author Didier Sornette.  This was a draft analysis:  They made a numerical mistake in one of the footnotes and used some inapt wording in a couple of places, none of which changes the main conclusion about CO2 concentrations.  They will be revising the paper and I will make some changes below.

Recent climate science is unequivocal that human civilization is on the precipice.   Climate science also finds that we are pouring carbon dioxide pollution into the atmosphere at an unsustainable rate.  A 2008 Nature Geoscience study found that humans were boosting CO2 levels 14,000 times faster than nature, overwhelming slow negative feedbacks.

That study found, “the mean long-term trend of atmospheric CO2 levels is no more than 22 p.p.m.v. over the past 610,000 years.”  Humans have run up CO2 levels 100 ppm over the last two centuries!  The author of that study noted, “Right now we have put the system entirely out of equilibrium”

It turns out that a purely mathematical analysis, “Evidence for super-exponentially accelerating atmospheric carbon dioxide growth,” comes to a similar conclusion.

Exchange Rates as a Monetary Policy Target

David Romer’s reflections on macroeconomics after the crisis are excellent, but I didn’t understand one sub-point here about monetary policy:

The simple “one instrument/one target” view of monetary policy (where the instrument is a short-term interest rate and the target is inflation, or a weighted average of inflation and the output gap) is too simple. There are other instruments (exchange market intervention, capital controls, margin requirements, down payment requirements, capital requirements, and more), and other potential targets (notably the exchange rate and indicators of financial risks).

Why would a central bank target the exchange rate over and above inflation and output?

Imagine a country with low and stable inflation and steady real growth with no output gap. Firms in the tradable sector are still going to be wanting a cheaper currency (to increase demand for their products) while firms in the non-tradable sector will want a more expensive one (to increase their consumption possibilities) but why would the central bank get itself sucked into that? If you’re hitting output and inflation goals, it seems to me that you’re doing it right.

Now of course if you’re not hitting your goals, the exchange rate could be the mechanism by which you adjust. Nominal yuan appreciation would reduce inflation in China, and currency depreciation was used to increase output in Israel during the crisis. But I don’t see how this becomes an independent consideration.

Family Research Council Blames Unmarried Fathers, Post Modernism For Child Sex Trafficking

In their comprehensive war on a woman’s right to choose, conservatives have contorted the women’s health organization Planned Parenthood into the epicenter of anti-family villainy. Conservative anti-choice advocates have attacked Planned Parenthood for running an “abortion factory,” increasing the STD rate, and aborting African Americans. But this year, the right tagged Planned Parenthood with a new evil: sex trafficking.

Yesterday, Tony Perkins, the radically conservative head of the Family Research Council (FRC), held a online event to explore the issue of child sex trafficking in the U.S. According to the Department of Justice, more than 250,000 American youth are at risk of becoming victims of commercial sexual exploitation, with the average age of entry for female prostitutes in the U.S. around 12 to 14 years old. But instead of attacking the roots of this terrible problem, Perkins took the opportunity to push his narrow agenda.

Titling his event “Sex Trafficking in America: from The Boulevard to Planned Parenthood,” Perkins predictably blamed the breakup of the traditional family, pornography, and “the post-modern view of morality”:

PERKINS: What’s fueling this epidemic? A number of factors contribute to the increase in sex trafficking. The breakup of the family is a major contributor. The best protection against being lured into sex trafficking for a young girl is a father in the home who is married to the child’s mother. The explosion of obscenity and pornographic material on the internet and an apparent indifference from federal law enforcement officials — all facilitated by the post-modern view of morality that essentially says there is not right or wrong. My friends, what you will see in here today is wrong.

Perkins then quickly pivoted to LiveAction President and “anti-abortion propagandist” Lila Rose, who garnered attention recently for her undercover video stings targeting Planned Parenthood. As she has before, Rose accused Planned Parenthood of being complicit in sex trafficking and actually “furthering the victimization of these girls.” Using her heavily manipulated videos as evidence, she said the organization demonstrates an “immediate willingness to cover up abuse on repeated occasions, and to go beyond that to actually work with the abusers.” Watch it:

Regardless of Perkins’ social agenda, actual causes of to sex trafficking include poverty, “being sold into the sex trade by parents husbands, boyfriends,” or “being kidnapped by traffickers.” Meanwhile, despite Perkin’s claim that law enforcement organizations don’t care about sex trafficking, the truth is they lack the coordination and tools to effectively address the issue, and attempts to solve this problem have been stalled by the GOP. By muddling the issue with his “post-modern view of morality” theory, Perkins not only ignores the real root causes of sexual trafficking but shields them from much-needed scrutiny.

But elevating Rose’s politically-driven and false accusations is particularly destructive. After all, Planned Parenthood does a lot more to stop child sex trafficking than does the FRC. The organization actually “alerted federal authorities to a potential multistate sex trafficking ring” only to learn that the ring was in fact Roses’ “sting” operation. As Planned Parenthood’s Stuart Schear said, “when Planned Parenthood learns of an operation that exploits young women, we vigilantly work with law enforcement authorities to uncover and stop this abhorrent activity.” Rose even admitted the purpose of her sting operation was “to create controversy within the organization, keep them on their toes” and “help them feel that fear.”

Motivating Density

Phoenix is largely a stereotypical sunbelt “no there there” sprawling auto-oriented city. But it does feature a smallish, but very nice, walkable urban downtown core. And it also has a new light rail line, with more lines to come. These developments are, it seems to me, very beneficial to the city and should keep paying off down the road.

But with my wonk hat on, it’s hard for me to imagine that the light rail system passes a cost-benefit test relative to just improving bus service. That is, however, a bit of a narrow-minded way of looking at the situation. The key element to downtown Phoenix’s success is that there’s been a lot of different rezoning initiatives (here’s one) to allow for increased density, more mixing of uses, and reduced parking requirements. It’s this rezoning to allow for more economically efficient use of the land that’s driving the benefits. And a city could—and should—do this without necessarily waiting for the construction of expensive light rail systems. But when you’re talking about political change, you can’t leave the politics out and in this case it seems to me that they largely come as a package deal. Real estate developers and businesses like the idea of fixed rail stations to anchor development. And they also can serve as key elements of a political coalition for rezoning. Meanwhile, the idea of rail construction paints a picture for the city’s residents of urban transformation instead of “exactly the way it was before, but more crowded.” So the package works.

But of course the converse is also true. If a new transit system does anything useful, it will raise the price of station-adjacent land. Whether that constitutes a private benefit to landowners or a broader economic benefit to the community is almost entirely contingent on upzoning the land to increase the number of people able to take advantage of its increased value.

Reconquista Conspiracy Theorist To Present Before The Arizona Senate Committee

Last year, the Arizona legislature passed the nation’s toughest immigration law, SB-1070. This year, the new “Tea Party Senate,” along with the conservative House of Representatives, is considering a flurry of other radical right wing immigration bills ranging from a proposal that would redefine the Constitution to deny the children of undocumented immigrants citizenship to a piece of legislation which would require public schools to ask about immigration status.

Instead of investigating statistics which show that that the U.S. – side of the border is actually safer than it has ever been, Arizona lawmakers continue to building on a largely manufactured immigration crisis. It doesn’t help that one of the expert witnesses being called to present before the Arizona Senate Border Security Committee is someone who has been referred to as “a vitriolic Mexican-basher and self-appointed guardian of the border who may have done more than anyone to spread the myth of a secret Mexican conspiracy to reconquer the Southwest.” The Phoenix New Times reports that Glenn Spencer — head of the nativist American Border Patrol organization — is set to conduct a presentation on Arizona and the Mexican border.

In the past, Spencer has never hesitated to share his views on what is happening at the border. “Our country is being invaded by Mexico with hostile intentions,” wrote Spencer on his website. “We’re [talking] about la reconquista.” (Spencer was referring to the conspiracy theory that Mexican immigrants want to reconquer, or take over the U.S. southwest). Maybe he will give Arizona the same advice he gave California: “Americans, especially white Americans, should get out of California.” Spencer is also closely tied to Shawna Forde — the Minuteman vigilante who was recently found guilty of storming a Latino family’s home and killing a nine-year-old girl and her father. In fact, Forde fled to Spencer’s ranch after the murder and was arrested as she was leaving the property.

State Senator Sylvia Allen (R-AZ), chairwoman of the committee which will hear Spencer’s remarks, justified her support of SB-1070 by stating, “How long will it be before we will be just like Mexico, Canada or any of the other Central American or South American countries? We have already lost our language, everything must be printed in Spanish also. We have already lost our history it is no longer taught in our schools. And we have lost our borders.” Allen also wondered whether it is “too late to save America.” When a lawmaker invites a nativist who “courts” white supremacists as an expert witness, it certainly raises the question of whether it’s to late to save Arizona politics.

Manhattan Population History

I don’t want to say too much about the debate over increased density in Manhattan because, again, ebook proposal. But one reality check on this whole subject is to note that the population of Manhattan 100 years ago at 2,331,542 people. It then hit a low of 1,428,285 in 1980 and has since then risen back up to 1,629,054.

Back in 1910 there were only 92,228,496 people in the United States. Since that time, the population of the country has more than tripled to 308,745,538. And if you look at Manhattan real estate prices, it’s hardly as if population decline in Manhattan has been driven by a lack of demand for Manhattan housing. Back around 1981 when I was born, things were different. The population of the island was shrinking and large swathes of Manhattan were cheap places to live thanks to the large existing housing stock and the high crime.

Newt Gingrich Secretly Funneled $350,000 To Anti-Gay Hate Groups Last Year

Last year, former Speaker Newt Gingrich offered his vocal support for the ultimately successful campaign to oust three of the nine Iowa Supreme Court justices who had unanimously ruled in favor of marriage equality. As Gingrich courts social conservatives while exploring a possible presidential bid, new disclosures from his camp indicate that he and his associates bankrolled more than one-third of the $850,000 campaign to remove the Iowa justices.  

ThinkProgress previously reported on $200,000 that Gingrich funneled from an anonymous donor to the anti-marriage equality group Iowa for Freedom, which was also being funded by AFA Action, the political arm of the virulently anti-gay American Family Association. The Associated Press revealed yesterday that one of the cogs in Gingrich’s vast network of business enterprises and front groups, ReAL Action, provided $125,000 to AFA Action. The Des Moines Register reported this morning that ReAL Action also contributed $25,000 to yet another Iowa anti-LGBT group, the Iowa Faith and Freedom Coalition.

AFA is not only of the nation’s most prominent anti-LGBT groups, it has been officially labeled a hate group by the Southern Poverty Law Center.  As ThinkProgress has reported, the AFA is known for making incendiary comments about gays, including blaming gays for crop failure and various other biblical plagues, claiming that Hitler was gay, saying lesbians can’t be justices, equating gay sex with domestic terrorism, and equating gay sex to heroin, just to cite a few examples.

Gingrich’s tacit support for these radical views would not seem to be in question, as his spokesman went to great pains to explain that the grant to AFA Action was for “general support,” noting:

“We leave up to the groups receiving the money to determine how they would spend the money.

While those who fought to retain the Iowa justices question why Gingrich had previously kept his financial support for the anti-LGBT groups secret and is only now acknowledging it as his possible 2012 bid ramps up, Gingrich’s spokesman said that there was no connection between his support for the Iowa groups and his possible presidential ambitions.  This assertion seems highly questionable considering the leader of last year’s anti-marriage equality campaign against the three justices, Bob Vander Plaats, is an Iowa political kingmaker who now heads the FAMiLY Leader, a radical anti-LGBT organization that is hosting an ongoing Presidential Lecture Series that ThinkProgress has been attending and reporting on.  Gingrich himself is scheduled to appear before the group on July 11.

And while some have pointed out that Gingrich’s multiple patriotism-inspired adulterous affairs might present a problem for socially conservative GOP primary voters, Gingrich-funded Vander Plaats seems unconcerned.  He told the Los Angeles Times that Gingrich “had won over pastors in [Iowa] with his ‘open and transparent’ approach” and that Christian conservatives “understand that we all fall short of the standards” they set for themselves.

It remains to be seen whether Gingrich’s funding of virulently anti-LGBT hate groups will pay political dividends outside the small group of overwhelmingly white, socially-conservative voters that determine the winner of the Iowa caucuses.

Sen. Jay Rockefeller: Climate Science Is ‘Unequivocally True’

Opposing Republican efforts to forbid climate regulations, Sen. Jay Rockefeller (D-WV) said Tuesday that the science of manmade climate change is “unequivocally true.” Rockefeller, a strong defender of his state’s coal industry, spoke out on the Senate floor against an amendment submitted to a small business bill by Senate Minority Leader Mitch McConnell (R-KY) that would strip the Environmental Protection Agency of the ability to regulate greenhouse pollution.

McConnell introduced the amendment, drafted by global warming denier Sen. Jim Inhofe (R-OK), as Rep. Fred Upton (R-MI) passed companion legislation out of the House energy committee with unanimous Republican support. After stating that the EPA is “created to regulate carbon dioxide emissions,” as the U.S. Supreme Court found, Rockefeller described his arguments with coal-industry climate deniers:

I have been saying to the West Virginia Coal Association — which for the most part doesn’t believe in climate science, they don’t believe there’s a climate problem — I have been saying to them for a number of years that that’s wrong, in my judgment. The science is true. The science is unequivocally true.

Rockefeller is swimming against the toxic tide of science denial in Congress.

Unfortunately, Rockefeller himself is living in a land of economic fantasy. He supports legislation to establish a moratorium on climate action by the EPA until after the 2012 elections. He argues that would give the coal industry more time to develop economically viable carbon capture and sequestration technology. It is nonsense to believe that the coal industry would develop major technological breakthroughs in a few years without any economic incentive to do so, without any regulatory mandate or price on carbon pollution. As Rockefeller is a self-described “mature public servant,” perhaps he’ll accept the unequivocal economic reality too, and stop his dangerous fight against climate action.
