Obama: ‘America, It Is Time To Focus On Nation Building Here At Home’

In his speech tonight announcing that the U.S. will withdraw 33,000 troops from Afghanistan by the end of next summer, President Obama cited the financial burden of ten years of war there as part of his reasoning for beginning to end the war:

OBAMA: Above all, we are a nation whose strength abroad has been anchored in opportunity for our citizens at home. Over the last decade, we have spent a trillion dollars on war, at a time of rising debt and hard economic times. Now, we must invest in America’s greatest resource – our people. We must unleash innovation that creates new jobs and industry, while living within our means. We must rebuild our infrastructure and find new and clean sources of energy. And most of all, after a decade of passionate debate, we must recapture the common purpose that we shared at the beginning of this time of war. For our nation draws strength from our differences, and when our union is strong no hill is too steep and no horizon is beyond our reach.

America, it is time to focus on nation building here at home.

Obama said in his speech that “tonight, we take comfort in knowing that the tide of war is receding.” Indeed, Obama’s order to pull out 33,000 troops by the end of next summer appears to be just the beginning. A senior Obama administration official said today that this is just an initial drawdown, adding that “we will be continuing reductions in U.S. troops in Afghanistan beyond next summer, as a part of the process of transition to Afghan lead that has already begun and that will be complete by 2014.”

So one take away from the president’s speech is that tonight may mark the beginning of the end. And Obama is correct. The cost has been great: Since 9/11, the U.S. has spent $1.2 trillion so far on war and domestic security, and perhaps well over $2 trillion by 2021.

What Do Afghans Want? White House Official Says ‘They Want A Smaller Footprint But Don’t Want Us To Leave’

Tonight, President Obama announced the first phase of a withdrawal from Afghanistan, with 10,000 troops returning home this year and a total of 33,000 by the end of next summer. In 2008, Obama of course campaigned on a strategy of increasing troop levels in Afghanistan to help remove the safe havens of al Qaeda and other extremist groups. Upon entering office, the president subsequently authorized troop surges in early and late 2009.

That strategy, Obama argued tonight, has shown demonstrable success. “We are meeting our goals,” he said tonight in internationally-televised remarks. “We are starting this drawdown from a position of strength. Al Qaeda is under more pressure than at any time since 9/11. … We’ve inflicted serious losses on the Taliban and taken a number of its strongholds.”

During an interview with ThinkProgress and other media outlets at the White House this afternoon, a senior administration official stressed that, while the troop levels in Afghanistan remain quite high, the overall troop levels in Afghanistan and Iraq combined are going down. The official said that there were approximately 180,000 troops in those two theaters when Obama entered office. Now, there are 150,000 troops, with a reduction to about 100,000 by the end of the year and roughly 70,000 by the end of next summer.

I asked the White House official whether they are taking the views of the Afghan people into consideration while devising their plans. “They want a smaller footprint and a greater sense of sovereignty,” the official said of the Afghan people, but “they don’t want us to leave.” He explained:

But they [the Afghan people] don’t want us to abandon Afghanistan. Now, abandonment shouldn’t be misconstrued, as it is by some people here, as therefore we have to keep 100,000 troops there indefinitely. I think the way they will measure that is what is the strategic partnership that we’ve forged. Can we be assured that after 2014 you’re not just going to pull the plug on this thing and let us — leave us to our own — leave us on our own. [...]

So that’s — I think that’s the read, that they want to know that the transition is real, that the footprint is shrinking, but that at the same time there’s going to be some international support for them going forward.

A 2010 ABC poll found decreasing numbers of Afghans held favorable views of the U.S. Approximately 60 percent said they supported the presence of U.S. troops, but only 32 percent said they had positive ratings of the U.S. work.

Today, the White House official conceded that the U.S. presence has indeed caused more violence in certain parts of the country. “I mean, frankly, we made calculations that there are places in Afghanistan where there is fighting because we were there,” the official said. “And it wasn’t necessarily people who threatened us.”

Reacting to Obama’s speech, the Center for American Progress urged a faster redeployment out of Afghanistan. The CAP plan calls for a drawdown of at least 15,000 troops this year and a withdrawal of 60,000 troops over the next 18 months, leaving 40,000 remaining in the country by the end of 2012.

Under New Law, Kansas May Become First State Where A Woman Cannot Get An Abortion

Last month, Republican lawmakers successfully passed an anti-choice bill requiring the state’s only three abortion clinics to be inspected twice a year, including one unannounced review. Under the new licensing standards, the Kansas Department of Health and Environment will create new standards for exits, lighting, bathrooms, and equipment and would have “the power to fine clinics” or “go to court to shut them down.” The law specifically targets abortion clinics and left other surgical clinics untouched by the new requirements — a fact that moved state Senate Majority Leader Jay Emler (R) to note the hypocrisy and vote against his party. However, the law passed in May and demands compliance by July 1.

Kansas Health Department inspectors began reviewing a Planned Parenthood clinic Wednesday “ahead of a decision by [the] health department on whether the state’s three abortion clinics will be allowed to continue operating” and receive licenses. Given the level of new requirements and the short time-period in which clinics have to comply, anti-choice advocates are confident that the clinics will close and Kansas will be “the first abortion-free state in the nation“:

“We have doubts that any of the abortion clinics can meet the safety requirements of the new law,” said Operation Rescue President Troy Newman. “If they cannot comply, all three abortion clinics would be forced to cease abortion operations, making Kansas the first abortion-free state in the nation.”

If Kansas’ law succeeds in shutting down the state’s abortion clinics, that would be nothing less than a direct attack on the Constitution. In Planned Parenthood v. Casey, the Supreme Court held that states may enact some abortion regulations, but they may not “strike at the right itself” to terminate a pregnancy. A law specifically designed to make it impossible to operate abortion clinics is a direct attack on women’s constitutional right to choose.

Given the persistent anti-choice motivations of Kansas Gov. Sam Brownback (R) and the state Legislature, Planned Parenthood of Kansas fears “none of the three clinics will get licensed, forcing them to shut down July 1.” Kansas’ Aid for Women clinic administrator Jeff Pederson said the clinic “will be forced to spend $10,000 immediately on a new exit mandated by the law.” He also notes the law’s requirement that physicians at a clinic have privileges with a hospital within 30 miles is “problematic because anti-abortion groups pressure hospitals into revoking or not granting such privileges.”

As another state Republican who opposed the law pointed out, the law is also going to cost Kansas taxpayers an “absurd” amount of money: $67,000 a year to do six inspections at three clinics. “I’d like to know where I can apply for that job,” he quipped. Of course, anti-choice activists insist that any amount of taxpayer funds is appropriate to end a woman’s constitutional right, not protect it. As anti-choice activist Newman notes, that is his definitive goal. “We certainly believe there is no such thing as a ‘safe’ abortion clinic,” he said. “The best way to protect women is to close the abortion clinics.”

A spokesperson for Senate Majority Leader Dean Skelos said Wednesday evening that a vote on several matters, including rent stabilization and the possible vote on gay marriage, would be “likely tomorrow.”

Update

At around 9:15 tonight, an insider with the negotiations confirmed that the vote will be delayed until Thursday due to other big issues being addressed, including rent control and a property tax cap.

15 Prominent Republicans Urge President Obama to Strengthen Fuel Efficiency Standards

Today, leading Republicans released a letter urging President Obama to set aggressive motor vehicle efficiency and emissions standards.  Signatories include ten former Republican members of Congress, two former Republican governors and four former EPA Administrators (Christine Whitman having served both as a governor of New Jersey and EPA Administrator).

Citing the United States’ dependence on foreign oil and oil price volatility the group writes:

“Reductions in fuel consumption could not come at a more important time. With thousands of U.S. troops fighting overseas, unrest in the Middle East and consumers at home feeling the pain at the pump we must resolve to unshackle ourselves from the world oil market…  If oil continues to be a primary driver of our economy and security, we will hand our destiny to other nations, many of which do not share our interests.”

The signatories argue that new fuel efficiency and emissions standards are vital to provide automakers with an investment climate that would allow them to continue to bring more fuel-efficient vehicles to consumers. This letter both acknowledges that these standards will simultaneously serve our national security needs and strengthen our economy “while also driving reductions in oil consumption and carbon pollution that fuels climate change.”

In recommending a national program that implements strong standards for 2017-2025 vehicles, the letter mentions that the first substantial increase in fuel economy standards in 25 years was passed by a bipartisan bill – the Energy Independence and Security Act of 2007.

Fed Chairman And Congressional Budget Office Confirm Spending Cuts Will Harm Economy | Federal Reserve Chairman Ben Bernanke at a press conference today reiterated his view that short-term spending cuts will harm the economic recovery and lead to job losses. “I don’t think that sharp, immediate cuts in the deficit would create more jobs,” he said. “I think in the short run, you know, the fiscal tightening is at best neutral and probably somewhat negative for job creation.” This hews closely to an analysis released today by the Congressional Budget Office, which found that implementing cuts “while economic activity and employment remain well below their potential levels would probably slow the economic recovery.” Still, Congressional Republicans keep pushing the lie that spending cuts will spur job creation, and seem to be winning over the public, as a majority of Americans (including 40 percent of Democrats) believe that spending cuts will increase job growth.
